  • 본 연구는 첨단 정보기술의 도입에 따른 우리나라 대학도서관 조직의 변화를 인력구조와 직무구조적인 측면에서 조사하고, 대학도서관이 자동화시스템으로 변화될 경우 효율적인 조직운영을 위한 모델을 제시하였다. 연구방법은 대학도서관 조직구조의 변화요소들에 관한 이론을 국내외 문헌을 통하여 검토하고 설문조사를 실시하여 문제점을 도출하였다.

A Contextual Understanding about the Irregular Position School Librarian Problem in Korea (학교도서관 비정규직 인력 문제의 상황과 맥락)

  • The purpose of this paper is to investigate the problem of irregular position school librarians in Korea. The backgrounds and momenta of the problem are searched and the major sufferings of irregular position librarians are presented. To identify characteristics and substantial complications of the problem, it's surface and reverse structure are discussed. Through the discussion, solutions for the problem are scrutinized and reflective attitude which the librarian should keep in their mind are proposed.

Progress and Problems in Korean School Library Policies (학교도서관정책의 추이와 과제: 인력정책을 중심으로)

  • The purpose of this article is to discuss about the progress and problems in Korean school library policies. The emphasis is on identifying both distinctive features and indigenous limitations in policy-making process, and special concerns are with both side effects and backgrounds of its rough-and-ready human resource policy. This article intends to approach the human resource policy issues from the viewpoints of school librarians as well as those of policy makers. The final suggestion includes both strategies and methods to make up and intensify the weakness of Korean school library policies, with focusing on enhancing the work competency of school librarians as well as the policy capacity of school library association.

A Study on the Task Analysis of Public Libraries in Korea (공공도서관의 직무 분석에 관한 연구)

  • The purpose of this study is to identify the core tasks, degree of professionalism on tasks, and job importance recognized by the library staff through job analysis. The results of this study will be able to take advantage of political materials about the staffing and organizational structure of public libraries in South Korea. Survey to target 49 librarians of public libraries in Gyeonggi Province was performed to job analysis. The 21.1% of library tasks was confirmed to be a high job importance, and the 69.6% of entire tasks had the high professionalism. And library staff members recognized that 73.1% of library tasks should be performed by librarians.

Field Perceptions on the Staffing Situation of Academic Libraries (대학도서관 인력 현황에 관한 현장 인식 조사)

  • In this study, we analyzed the trends in staffing changes in academic libraries over the past ten years and surveyed staff working there to assess their perceptions of staffing levels and the current criteria for staffing allocation in academic libraries. We utilized statistical data from academic libraries to analyze staffing changes from 2014 to 2023. The survey was conducted through an online questionnaire targeting library staff, and responses from 216 respondents from 4-year universities and junior colleges were analyzed. The analysis of staffing changes revealed a decrease in the average number of employees in large 4-year universities and junior colleges, with a decrease in regular positions and an increase in non-regular positions. Survey results suggest causes such as declining school-age population and admissions quotas, budget shortages in universities, and structural adjustments. The perception of staff from 4-year universities and junior colleges regarding the criteria for staffing allocation was mainly negative, suggesting improvements such as increasing and refining criteria numbers, specifying standards for full-time librarians, clarifying criteria for compliance, and enhancing enforcement of standards. The results of this study can enhance understanding of staffing situations in academic libraries and serve as fundamental data for improving staffing criteria in the future, based on an understanding of librarians' perceptions on the ground.

Legal Issues and Legalization of Librarian Placement for Public Library (도서관 사서배치의 법리적 쟁점과 법제화)

  • Since 1988, the librarian standards prescribed in the "Enforcement Decree of the Library Act" have not been revised at all and they have many weaknesses and limitations. This study proposed revision of librarian standard and legislation based on legal and application issues. It is desirable to revise the structure of 1988 prospectively and to establish new standards for local representative library. In the case of basic personnel, it is desirable to have three librarians in all public libraries or considering the fact that the library's non-professional work is about 30-40%, it is also necessary to consider a plan consisting of two librarians (professional + para-professional) and one non-professional. The local representative library should apply the librarian standard of the public library serving a community of 300,000 people and establish a standard to add non-librarian equivalent to one-third of librarians. In the case of additional personnel, it is desirable for public libraries to increase one librarian whenever the service target population exceeds 10,000, and the local representative library to increase one librarian whenever the service target population exceeds 100,000. And each library needs to add a other full-time staff equivalent to one-third of the librarian.

  • The author explored the survival and prosperity strategies for Korean public libraries in the age of information technology. She reviewed that public libraries can perform these strategies or not. On the basis of the review, she identified 5 problems of public libraries : shortage of libraries and collections, staff inefficiency, inadequate services, inefficient design of library facilities. And then she proposed solutions to improve the present state of public libraries in Korea ; campaigning for constructing libraries, increasing the materials budget, turning nonprofessional work to professional work of staff, and constructing libraries for safety and preservation.

An Analysis of Changes and Features in the Revised North Korean Library Act (개정된 북한도서관법의 변화와 특징 분석)

  • The purpose of this study is to derive implications by comparing and analyzing the North Korean Library Act both in 1999 and in 2012. In this study, the North Korean Library Act revised in 2012 compared to the previous North Korean Library Act in 1999, and the newly revised, deleted, and newly established items were analyzed by old/new phrase contrast method. While the North Korean Library Act revised in 1999 consisted of a total of 5 chapters and 45 articles, the North Korean Library Act revised in 2012 was reorganized into a total of 6 chapters and 58 articles. The main changes and features are the establishment and modification of provisions related to electronic libraries and electronic publications in accordance with changes in the information service environment, and new provisions related to training of library staff. Based on the analyzed results, the topics and fields that can be discussed in the future, such as mutual exchange of various learning contents for remote education, establishment of an information service cooperation system between South and North libraries, and training specialists on North Korean libraries.

Research on the Characteristics of Research Data-related Service in North American University Libraries: Focusing on the Hierarchical Structure of Services, Job Titles, and Job Descriptions (북미 지역 대학도서관의 연구데이터 관련 서비스 특성 연구 - 서비스 간 계층 구조와 직책 및 직책별 직무내용을 중심으로 -)

  • This study investigated research data-related services offered by North American university libraries, focusing on service names, hierarchical relationships, job titles of service managers, and job descriptions. The study analyzed the homepages of 50 university libraries and found a clear hierarchical relationship between research data-related service names, indicating a clear structure for these services. The title of 'librarian' was most commonly used for the position in charge of research data-related services, and the job content of this position was found to be quite wide. Other job titles such as 'specialist' and 'analyst' were also used for experts in various research data-related fields. The existence of these job titles was seen as a way for university libraries to strengthen the expertise of their research data-related services. Based on the findings, the authors propose a service composition system for research data-related services in domestic university libraries. This system includes 'research data service' as the highest-level service name, with 'research data management service', 'GIS service', and 'data visualization service' as sub-service names. The authors also suggest that research data-related services should be provided through collaboration between existing university librarians in the early stages of service provision, and that new recruitment of research data-related professionals could be considered gradually.

  • Information technology. computers, networks, and the World Wide Web are ubiquitous. Academic libraries have applied information technology over the last ten years. The traditional role of the library as the scholarly information heart of the university is being questioned as information technology makes Information ever more easily accessible. And the recent technological development may alter the fundamental concept or identity of the academic library in the twenty-first century. This paper examines the ways in which information technology have chanced the academic library over the last decades and deals with the logical interrelation of 'information technology' and 'management' in the context of academic libraries in Korea. The purpose of this paper is to analyse the impacts of information technology on academic library management (organizational structure. librarian's job and role. budget allocation and expenditures, space planning and functionality, collection paradigm, user service, academic entity, etc) and suggests a desirable acceptance attitudes and efficient management acceptance attitude and management.
