With the full execution of the Comprehensive Library Advancement Plan(2009~2013), related bodies and participants, including national administrative agencies and local government, are increasing and the policy environments are intricately being expanded as well. However, there has been insufficient research on the general aspects of library policies to analyze and evaluate the current circumstances. The objective of this study is to analyze both the problems and suggestions in the areas that need improvements implementing this comprehensive plan. Accordingly, we designed a formative model for evaluating the policy process relating to the comprehensive plan, and then modified and supplemented the developed plan based on the Delphi method utilized by library policy experts. We conducted an empirical evaluation of library policy officials who have established and implemented the comprehensive plan. We then used the evaluation results to assess the effects of the factors regarding the accomplishments reached each policy stage.

Social network analysis was performed on 545 job descriptions in 32 university libraries in Seoul, and drew the job distribution and their relations. Furthermore, for finding the differences according to scale of libraries, this study performed secondary analysis by dividing them two groups. Results show that large scale library show lower density and loose connectivity than small scale library. And while jobs of small scale library were clustered 3 groups, large scale university cluster 4 groups containing 1 technical job and 3 diverse user services. And the jobs that has high specificity, such as catalog or classification, shows high degree centrality in the case of small scale library. Whereas in large scale library they show lower degree centrality, so it can be said that these jobs were performed somewhat independently in large scale libraries.

This study aims to suggest several improvement strategies for the access and retrieval system of National Library of Korea Subject Headings (NLKSH). For this purpose, first of all, the access and retrieval systems in five selected subject headings were examined. Second, focus group interviews and system analysis were conducted to reveal the current condition and suggest the future development strategies. Third, IFLA's Guidelines for Subject Access in National Bibliographies and FAST application cases were analyzed to suggest implications on the improvement strategies. Upon these analysis, recommendations for improving access and retrieval systems of the NLKSH were proposed in four areas as follows: functionalities, interfaces, queries, and other front-end features.

In this research, we attempt to discuss about the subject reference service from a marketing point of view, especially from a perspective of customer relationship management(CRM), and examine how this service actually functions to build the relationships with users of academic libraries, especially with faculty members. To carry out the research, a focus group interview was conducted with subject specialists, and also individual in-depth interviews with faculty members. In addition, we also discuss about characteristics of subject specialists which affect the relationship with the faculty members in a college environment. This study is meaningful as it discussed purposes of and characteristics in subject reference service from user' viewpoint and the perspective of CRM.

The evolution of librarian job is influenced by the change of paradigm in library. in theses days, a "good job" is the job that is sensing the changes and applying them in the field. The research is the comparison between '70s and 80s' and 21st century's tasks as a librarian; the law of library, the standards, the influence of department on library and job analysis. The results; the number of technical services have been reduced while professional information services increased as well as media resources. This is because they are trying to satisfy all kind of users. The librarians are acquiring of digital resources, preserving the resources, preparing on-line access, cooperating with other information centers to adjust the great increase of work in digital library.

The purpose of this study was to develop a leadership competency model for Korean public library directors which could help the progress of public libraries. Complex methods like contents analysis of precedent studies, FGI with high performers, survey to librarians and directors of public libraries which were affiliated to Seoul Metropolitan Government and validation by specialists were used for this study. As a result, a leadership competency model for Korean public library directors which consists of the 19 components was developed and this model can be used as the criteria for improvement of the leadership competencies of Korean public library directors.

This study aims to suggest the ways to apply Information Commons to local university libraries, which face various changes in users and information environment, for using the libraries' space more effectively and for providing users with more satisfying services. Information Commons, which is a concept having been gradually spreading mainly in the U.S. from the early 1990's, is a service place where users can work out anything related to their studies or various lecture-related jobs because they are provided with various information and electronic resources in that one spot. Researches show that physical and human resources should be prepared before executing Information Commons to minimize the problems and to maximize the effectiveness from applying it. Physical resources are such as PC rooms, multimedia rooms, education rooms, one person or group study rooms, and cafe or lounge. Human resources are the librarians who can do reference services including giving the lectures on using library information resources and who can solve the operating problems related to IT.

Since 2008, the Presidential Committee on Library and Information has conducted 'National Library Management Evaluation,' and almost all of the public libraries have participated in the evaluation. In order to find the effect of the Evaluation on the public libraries, this study analyzed four years of the performance scores (2010~2013) during the period of the $1^{st}$ National Library Development Plan 2009~2013, which used the same measurement, were analyzed by the size groups and regions. The results indicated positive effect on the quality of the internal process such as planning and collection building. Yet attainment gab remains between metropolitan and the other regions, and also different relationship exists between input and attainment among the public library size groups. It suggested the policy development considering the library size and the regional difference.

This study was conducted to explore pending issues as an obstacle factor in the library growth and progress through measurement of Korean and Chinese College undergraduates' perception on the library, and suggest its countermeasure to that the study result showed that their perception to the library's social and cultural function was low, so the library's cultural events need to be consolidated to enhance perception, and the Korean student's study zeal was lower than Chinese, and amny students did not go to the library, but an incentive is needed to escalate the strength of course study or the library availability. Also a countermeasure should be established such as a class link project through continuing specialized librarians' training strengthened, users' group education for the satisfaction enhancement and validity of the information service users.

The purpose of this study is to examine the utilization of university libraries Web OPACs. As a sample group, 51 university libraries are selected and classified to 9 common types. The nine types of Web OPACs are analyzed； operational characteristics, access points, search types, output formats and help functions. The results of this study can be used towards the interface designs of Web OPACS.
