  • In Korea, the term 'public library service population' is applied in various situations without academic discourse. This study analyzed concepts and applications of the term with literary reviews and case studies in United States, Australia, Japan, and Korea. And also this study redefined concepts and suggested new measurements of 'design population' and 'service population.' The former is the population who lives in area where public library can serve, and only demographic characteristics can be identified. It can be calculated based on the population of administrative district. In case of urban areas with a population of more than 100,000, it can be calculated the population within a radius of 2km from library. In areas with a population of less than 100,000 it can be calculated based on the population of Eup, Myeon, and Dong. In both cases the estimated population up to the library's opening year is added. Service population is used for the planning, evaluating, and promoting library services, and it can be defined as the actual users or estimated population determined by the input resources of the public libraries. It can be calculated by the number of enrolled members, or service participants, or target populations according to the size of input resources. The advantages of the proposal in this study are enabling efficient facility placement or resource inputs in public libraries and enhancing reliability of measuring output versus input. In addition, this study proposed to delete for paragraph 1 of Article 3 of the Library Act to avoid confusion.

Therefore, in this study, in order to effectively operate the library Instagram, we looked at how Instagram in the library is operated, what posts and contents people are interested in, and how the library can utilize it. By analyzing the Instagram operation status of Instagram, we tried to suggest improvement plans and activation plans. For this purpose, theoretical background research on SNS and Instagram, analysis of prior research, and related data were collected and analyzed. Next, for 82 domestic library accounts opened on Instagram, the library type, region, and Instagram account number of posts, 'followers', 'follows', images, etc. were collected, and the Text, hashtags, upload date, number of 'likes' and comments were analyzed. As a result of the study, it was found that increasing followers, uploading user-customized posts, formalizing account profiles, using library-specific hashtags, and communication with users are necessary to activate library Instagram.

  • The purpose of this study is to analyze domestic academic library development plans, check whether key components are reflected, and seek ways to improve the establishment of academic library development plans. To this end, a rubric evaluation technique derived from research related to evaluation of foreign universities and libraries was used. The libraries of the top 15 domestic universities were selected by referring to the QS World University Evaluation and THE World University Evaluation as the subjects of the study, and how much the core components of the development plan were reflected were evaluated. The results of the study are as follows. First, as a result of evaluating the university library development plan, most of the contents of 'purpose', 'goal', and 'action plan' were reflected, but vulnerabilities were found in 'mission' and 'vision'. Second, some private academic libraries were moving toward strategic planning at the level of advanced countries, including all of the core components. Third, although most academic libraries specified 'purpose', it showed limitations due to perfunctory description and connection. In the comprehensive evaluation, out of the highest score of 15, 12 were good and 3 were poor, indicating that the development plans of domestic academic libraries were generally at a 'good' level. As an improvement measure, it was suggested to form a task force for development plan establishment, to disclose and promote development plans, and to strengthen education on development plans for librarians.

(3)In order to make it perfectly sure for them to provide not only the secondary materials such as bibliography, index, and abstract, but also the necessary full-text from the preparatory stage of the students' studies. (4)The library must grasp the students' needs through communication and must promote the efficiency of library operation by introducing an information service strategy measure similar to that of FISP so they can acknowledge and provide necessary information to fulfill the students' academic needs in advance.
