Mid & Long-term Library Plan for Exchange and Cooperation between South and North Korean Libraries (남북한 도서관의 중장기 교류협력 방안 연구)

  • The purpose of this study is to present directions and programs for exchange and cooperation between libraries of South and North Korea. Specifically, it is to present the direction of exchange and cooperation programs in the library area and to present library exchange and cooperation programs that can be promoted in the [tight period], [reconciliation and cooperation period], and [South and North confederation period] through research methods of literature review, Focus Group Interviews (FGI), and expert advice. In this study, exchange and cooperation programs were divided into three projects that should be prepared by South Korean libraries, by direct exchange and cooperation between South and North Korean libraries, and by conducting with third countries or international organizations. Along with the conducting program periods, 8 major programs and 33 unit tasks were also proposed. Conclusions and suggestions suggested the need for sector-by-sector, step-by-step exchange and cooperation, establishment of systems to promote effective exchange and cooperation, establishing the formation of consensus within libraries, finding field-oriented agendas, and developing education programs of North Korea libraries for librarians.

Learning with Information in Digital Age: School Library Media Programs as Learning Commons (디지털 시대의 학습과 정보 - 학습 코먼스로서 학교도서관 -)

  • Although people seriously worry that "digital paradox" is a "quiet crisis" to our society as a whole and threatens our future generation, we need to reconsider how we utilize digital media for effective learning as we understand its characteristics and compare the differences among all formats of media that used for learning. The purpose of this study is to suggest and analyze school library media programs as Learning Commons by applying the relevant theories on information, learning, learning with media, and meaningful learning. The study assumes the importance of the school library media programs that manage rich Information in various formats in an educational system. The study provides theoretical grounds and insights to practitioners and researchers in the relevant field as they face the challenges in putting an emphasis of today's school library media programs for student learning in digital age.

A Study on the Operation Method and Users' Perception of Traveling Exhibition in Public Libraries (공공도서관의 순회전시 운영 방식과 이용자 인식 연구)

  • Public libraries provide a variety of services for users to meet their intellectual and cultural needs. Thus, the proportion of exhibitions as one of the cultural programs offered by the libraries has been increasing. The purpose of this study is to find out the differences of operation method and promotion method of traveling exhibition hosted by public libraries and to verify the differences of users' perception according to the degree of use of the traveling exhibition. For this purpose, a research program, the traveling exhibition of the award-winning works: the Hangeul Hand Letters to the People in Books of the National Library for Children and Young Adults, was selected. A survey was conducted on a total of 385 users from five public libraries. As a result, there were significant differences in the use of traveling exhibition among library users, depending on the operation method of traveling exhibition of the public libraries. And, the 'promotional material' and 'library homepage' were proven to be a useful way to promote the traveling exhibition. Also, the overall use of library, the effect of traveling exhibition, and the evaluation of traveling exhibition of the users who actively used the traveling exhibition were higher than those of the users who passively used it. Based on the findings, methods to increase the use of the traveling exhibition were suggested.

A Study on Library Policy and Performance Analysis to Practice Social Inclusion (사회적 포용을 실천하기 위한 도서관 정책 및 성과 분석에 관한 연구)

  • In this study, in order to practice the social inclusion of libraries, the related policies currently announced in the 3rd Comprehensive Library Development Plan were examined, and the current status of tasks promoted by central administrative agencies and metropolitan and provincial libraries was examined based on these policies. As a result, first, in terms of active information welfare realization, various programs and services are being implemented to bridge the knowledge and information gap, but it seems that the scope of the target should be expanded in the future, cooperation with related organizations, and infrastructure improvement. Second, in terms of expanding the openness of the space, the expansion of the open space as an open space and the application of universal design are being performed. In the future, it seems that the scope of universal design application should be expanded in consideration of budget investment for continuous space reconstruction and diversity of users. Third, in terms of linking services across boundaries, services and programs are provided to infants and toddlers, children, women, the elderly, the underprivileged, job seekers, and multicultural families. In the future, it seems that the improvement of the service system for the expansion of inclusive services in libraries should precede, and cooperation between related ministries should be made to provide differentiated services. Finally, it is expected that future policy-making tasks for social inclusion should be considered not only for books, programs, and spaces, but also for librarians' education, establishment of cooperative networks with related organizations, and marketing for services and programs.

  • The purpose of this study proposes continuing education program development for disability services librarian training. To this end, there was researched and analysed the Curriculum for the librarian disability service training courses and the library services with disability and LIS curriculums in abroad and domestic. Based on the research results obtained by the more comprehensive study developed a model for continuing education programs to strengthen disability services librarian competencies. Models were divided program is being offered to Track 1, 2. There are Education types which are organized cyber-shaped form of education training, set-type training, and was organized in blended learning.

A Study on the Direction for Planning and Modelling of Multicultural Policy in Korea (다문화정책 방향 제시 및 모형 개발에 관한 연구)

  • This study had begun about the conflict between a lack of social adjustment and integration program for resident foreigners in Korea and a duplication of multicultural service in a specific area. This study was implemented through literature review and interview for analyses of the current status and problems of multicultural policy, subdivided into 3-stages model to reach the multiculturalism as multicultural policy process. The first stage suggested the unification of a channel for establishing a policies, reinforcing the functions of government ministries and the cooperation between the branches of the government. The second stage attempted to build the multicutural institutes network in a specific area unit, considering of the geographical and administrative environments. The third stage focused on the activities of individual organizations and proposed collaboration with library, school, support center for multi-cultural families, social service center, sport center, community center, and cultural facility. Additionally, 3-stages model emphasized on civic organization's role. This study was offered a meta-platform leaded by library community for sharing the information about planning and managing of multicutural programs and also mentioned significances for formulating multicutural policies. As a result, this study was presented and specified the 3-stages model to reach the multiculturalism, and verified the various considerations which have influenced the refinements of the multicultural policies as the demographic and geographical characteristics.

A Study on Perceptions of Public Librarian Jobs (공공도서관 사서 직무에 대한 인식조사 연구)

  • In this study, a survey of public library librarians was conducted to examine the current librarian's job status by conducting a survey on the library's environment, such as the size of books, number of employees, and operating subjects. As a result of the study, it was found that based on the current job content and recognition, librarians are mainly working in the order of operating reading culture programs, planning reading culture programs, and user information services. In addition, it can be seen that librarians highly value the importance of their respective duties, and in the case of labor intensity, more than half of them recognize that the current labor intensity is high. Among the detailed competency units corresponding to each task in the future, more appropriate competency unit elements should be considered in consideration of the essential competency, additional supplementation, and lower factors through this study. In addition, the higher the number and experience of regular workers in the library, the higher the degree of librarian certification, and the higher the current position, the higher the importance, difficulty, and expertise of the current work, so it is expected that the library should continue to build experience in the future.

A Research on the Books Selected in 'One Book, One City' Community Reading Promotion Campaign in Korea (국내 '한 책, 한 도시' 독서운동의 선정책에 관한 연구)

  • The purpose of this research is to document the current state of 'One Book, One City' community reading campaign (Hereafter called 'One Book' reading campaign), launched in 2003 in Korea, and the characteristics of the selected books. For this research, the homepages, news and reports of a total of 1,170 public libraries and their local government, and several major institutions and organizations related to reading and culture were analyzed with the research method of content analysis and literature review. Also, online catalogs of the National Library of Korea and the National Library for Children and Young Adults were examined to identify the characteristics of 729 titles and 1,179 volumes of books selected in 57 'One Book' programs, as of 2021. The analysis of 57 'One Book' programs and those selected books shows the selection of more than one books in different age groups in more and more 'One Book' programs, lack of consistency in themes of those selected books, and preference for young adult books, new publications and bestselling novels. This trend has weakened individual 'One Book' programs' concentration on one book or one subject, but helped invite a diverse group of people with various interests. More in-depth analysis and explanation of the process of book selection and its appropriateness with the stated goals of 'One Book' programs are needed.

A Study on the Reading Promotion Act and Reading Circle in Public Libraries (공공도서관의 독서진흥과 독서회 활동에 관한 연구)

  • Public libraries should establish and manage many branch libraries and outlets in order to improve the cultural level of the residents. For the first time a reading circle to be able to make residents do the reading activities is organized and it may have an effect that service point baseborn that reading circle is expanded. 1) The public library organizes the reading circle according to age and subject of the people. 2) The public library files the blanket program for unified management of all reading circle within the jurisdiction. A home page is administrated for exchange of information of members of each reading circle and arrangement and administration of activity of the reading circle by establishing‘News letter’is able to have an effect.

A Study on Building of Outcomes Evaluation System Using Data of a Public Library (공공도서관 데이터를 활용한 도서관 성과평가 시스템 구축 연구)

  • The purpose of this study is to build outcomes evaluation system for measuring outcomes of programs provided by a public library. For the study, we constructed outcomes evaluation system(LibOutcomes system) that applied library outcome measurement framework based on the logic model and this system made librarians to measure outcome directly import data from the KOLAS and upload it. As a result, LibOutcomes system was useful for verifying outcomes as visual result. In addition, since the system was built a web-based system, it is possible to secure accessibility and ease of use. Finally, we suggested possibility to expand the system as a function of KOLAS in the future.
