  • National highway is one of the social infrastructures that continue to be managed in order to serve their full functions. The national highway has been managed by the Pavement Management System (PMS) until now. The PMS manages the highway as a way of facility maintenance and maximizes the service life of the highway with minimum cost. The cost is evaluated mainly with a facility manager's perspective based on engineering judgment. People's needs of quality of life have been increased as their income level is rising and naturally the opinion of citizen as a taxpayer plays an important role in determining national policy. Therefore, the contentment of a user's perspective was the starting point of addressing these needs. The Level of Service began to be used as a measure for the evaluation of the user's perspective. In this thesis we would like to design an application and a data architecture for a pavement asset management system and to show how it meets the requirements of KTAM-40 Systems.

Effective Maintenance of Urban Facilities via Smart Phones (스마트폰을 활용한 도시시설물 유지관리 효율화 방안)

  • Rapid urbanization is being portrayed around the world au causing difficulty to manage public hygiene and maintain public order. Common problems often detected in urban areas including traffic congestion and the deterioration of the ecological environment are also being exacerbated. Despite all the effort being made by the government and local governments to manage urban facilities, urban residents are subjected to various levels of difficulty, due to the number of facilities to be managed exceeding the number of management personnel and the lack of an adequate management system. The aim of this study is to propose a management method using smart phones to improve the maintenance efficiency of urban facilities. First, the one-stop maintenance of urban facilities, including facilities information management, maintenance management and history management, is made possible by using smart phones to collect and transfer pictures and the locations of the urban facilities. Second, maintenance management is based on the location and picture information of the subject, not the location of the smart phones, which enables a prompt understanding of and actions to be taken for the facility. This method is especially effective as the smart phone application sends the facility status information directly to the maintenance personnel. Third, all of the information and figures relating to the facilities is managed using a database, resulting in the easy utilization of the history management and data. Fourth, all of the urban residents have access to this information via smart phone applications and, therefore, expanding the role of the facility maintenance personnel is made possible without any additional investment in infrastructure. Lastly, the location-based information enables the management of roads, trees and trails.

  • Main infrastructures, such as levee, dam, bridge, road, etc., are very important due to not only the means of support for social and industrial activities in normal situation but also the means of protection of life and property during disaster occurrence. In spite of this importance of infrastructures, however, any disaster management systems that actively use these infrastructures are not developed yet. Moreover, infrastructures are not usually included in emergency action plans, thus it occurs second and third impact on communities and industries due to collapsing or damage of infrastructures. Therefore, the authors in this paper analyzed previous research, SWOT, STEEP, and patents and technical journals and conducted a technology need survey ni order to understand the trend of disaster management system as well as suggest main research fields and detail research items. The results of this paper will be a foundation of developing an advanced infrastructure integrated system of maintenance and disaster mitigation and contribute our nation to have an active response system by using infrastructure.

  • 국도는 사회간접자본 중 하나로서 지속적으로 관리되어야 그 기능을 발휘할 수 있는 국가의 중요한 자산이다. 지금까지는 국도를 포장관리시스템이라는 체계로 관리하여왔다. 이 포장관리시스템은 시설물유지관리차원에서 사회기반시설을 관리하는 것으로서 주로 관리자 관점에서 공학적 판단을 기준으로 최소의 비용으로 공용수명을 최대화하는 모델이다. 그러나 경제발전으로 국민의 소득수준이 올라감에 따라 기본적인 욕구가 해결되어 이제는 납세자로서 국민의 동의는 국가의 정책을 결정하는데 중요한 변수로 작용하기 시작했다. 따라서 사용자 관점의 평가는 이러한 요구의 수준을 측정할 수 있는 중요한 척도가 되었으며 이에 기반한 LoS(Level of Service, 서비스 수준)라는 지수를 시설물 자산관리에 활용하려는 여러 가지 시도가 있다. 이 논문에서는 기존 국도포장관리시스템의 정보모델과 KTAM-40(Korea Total Asset Management-40)이라는 자산관리 정보모델을 비교하여 LoS의 필요성과 도로포장자산관리에서 LoS가 사용자 관점을 반영하는 방식을 조명해 이의 장점을 밝히고자 한다.

Valuation of highway O&M contract using real option (실물옵션을 활용한 고속 도로 유지관리 계약의 가치산정)

  • The recent budget planning for highway infrastructure implied that the investments for Operation & Maintenance(O&M) became greater than that for new construction. This circumstance made many stakeholders pay attention to the O&M of road infrastructure and adopt other countries' policies and system for effective management. In other countries, most O&M for road infrastructure have been done by private entities using long-term contract and Korea is about to shift from one year contract to long-term contract. The most important parts for the expansion of the long-term O&M contract for road infrastructure are valuation of the O&M contract based on accurate prediction of O&M costs and instrument for proper risk sharing between contracting parties. Thus, this study provides a methodology to estimate a reasonable O&M contract price and a framework to share contract risk between contracting parties using real option. The analysis results showed that the contract price and ceiling and floor conditions for the 20 year-contract of 20 km-highway project were 45.7, 60 and 42.3 billion won, respectively.

  • Roads have been developed throughout the history of mankind, and play a significant role among many traffic facilities for the economy, politics and cultures of our lives. However, the management of roads has not been fully scientific or systematic due to governmental policies focused on construction resulting in damages, and the loss of drawings for existing roads. In this case, it is difficult to manage roads using normal cadastre due to its time consuming work. And, when applying satellite surveying to rapidly extract the centerline of roads, it is impossible to obtain data about the status of internal tunnels. Therefore, this study can be used to extract optimum alignment data of tunnels using the data from satellite surveying, and is a practical paper which can contribute to efficient management and usage of alignment data and road facilities in establishing a HMS(Highway Management System) for the renewal and management of the alignment data of roads, by comparing the data from satellites with the alignment data in existing drawings.

  • As the number of the municipalities which have finished the phase I of their GIS system development projects increases, it is very natural that GIS system operation and maintenance rather than development itself has been a more important concern for these municipalities. It seems to me that these phenomena will be amplified as time goes by, and this is the right time for a series of proper guidelines regarding the GIS system maintenance to be supplied to the related municipalities. The subject which is called as 'GIS maintenance' is surely a very comprehensive area. It has been also founded that the necessity is widely agreed among the concerned people working for the municipalities which have already finished their first GIS projects. Nevertheless, it has been investigated that the studies done up to now in this area is in a very infant state from the quality and also quantity points of views. This paper, therefore, makes one of the very initial trials for the systematical GIS maintenance. Among the areas of GIS maintenance, the GIS database maintenance has been selected as the first trial area because of its natural characteristics of the basic element composing IS(Information System). For this, the present conditions of a variety of municipalities have been investigated as far as GIS maintenance is concerned, and the results are analyzed to produce a series of useful outcomes in terms of facing problems and accompanied plans. For each problem, a solution is defined and for each solution a detailed action plan (item) is derived. For each of the two kinds of GIS data given which are the fundamental map and the underground facilities map, an effective GIS data maintenance plan is suggested for the concerned municipalities.

Assessment Items for the Level of Service for Tunnel Facilities from an Asset Management Perspective (자산관리관점에서 터널시설물의 서비스 수준 평가항목에 관한 연구)

  • Korea was followed by a rapid increase in road construction investment in late 1980s with the help of strong economic conditions. As a result of such investment, it will be expected that there must be a rapid increase in demand for maintenance or rehabilitation of the facilities after 2010. We are developing asset management information systems for enhancing user's satisfaction and innovating the facility management techniques within a limited budget. We suggested the assessment items for the Level of Service for tunnel facility's operation and maintenance(O&M), in this study. We have surveyed for the importance of assessment items by considering both user's viewpoints and facility management agency's viewpoints. We came to realize the relative importance of the items based on this survey using the Analytic Hierarchy Process(AHP) method proposed by Satty. The relative importance of assessment items in terms of the user's viewpoint was identified in descending order such as safety, mobility, accessibility, convenience, O&M efficiency, comfort, rural revitalization, environment, and information. Also, the importance of the items in terms of the management agency's viewpoint was identified in descending order such as safety, mobility, accessibility, environment, rural revitalization, convenience, O&M efficiency, information, and comfort. It means that safety of tunnel facilities is more important than mobility, although which is the basic function of the road facility, both in agency's and user's concern. Therefore, the agencies have to pay more attentions and efforts to ensure safety of tunnel facilities when they establish the investment plans for the tunnel facility O&M.

  • 하천관리지리정보시스템(RIMGIS)은 하천정보의 표준화 및 전산화를 통한 정보제공과 하천에 관련한 업무를 지원하기 위해 개발된 시스템으로 5개의 지방국토관리청에서 관리하고 있는 하천대장 및 부도, 구조물도 등의 다양한 하천 관련 정보를 정보화하여 인허가 및 하천기본계획 등의 하천업무를 신속하고 효율적으로 수행할 수 있도록 운영되고 있다. 국가 주요 기반시설을 생애주기 관점에서 관리하고 소요재원의 확보근거를 마련하고자 "지속 가능한 기반시설 관리 기본법"이 제정되었고 최근에 시행되었다. 이에 따라 국토안전관리원에서는 도로·철도·철도 하천 등과 같은 사회기반시설(15종)의 노후화에 대비하여 전략적인 투자와 관리방식 도입을 목적으로 인프라 총조사 사업을 진하천 등과 같은 사회기반시설(15종)의 노후화에 대비하여 전략적인 투자와 관리방식 도입을 목적으로 인프라 총조사 사업을 진행하고 관리를 위해서 기반터 시스템을 도입하였다. 하천관리지리정보시스템과 기반터 시스템은 하천 기반시설의 정보가 데이터베이스에서 다뤄진다는 점에서 유사하지만, 기반터 시스템은 하천관리지리정보시스템과 달리 유지관리 측면에 대한 필요한 보수 주기, 필요 예산 등과 같은 정보를 산정할 수 있도록 프레임워크가 구성되어 있다. 그러나 하천과 기반시설의 코드를 연결하는 작업들은 현재 상황에서는 미흡한 실정이고, 유지관리와 시설물의 노후화를 가속화하는 홍수와 침수피해 등을 전체적으로 고려할 수 있는 방안에 대한 연구도 미진한 상황이다. 이에 본 연구에서는 하천 기반시설의 유지관리를 위해 하천, 제방, 인명에 대한 위험지수를 고려한 잠재 인명피해 위험도와 잠재 홍수피해 위험도를 평가기준으로 설정하고 적용하였다. 또한 이를 포함시킨 투자우선순위 평가기법을 도입하여 감가상각과 위험요소 등을 고려할 수 있는 데이터베이스 구성 방안을 제시하고자 한다.

  • Overload vehicles operate damage to road, bridge, and then increasing in maintenance and repair cost because structures are reduced durability. The existing regulation systems have many problems and need coping measure. Therefore, this paper organized Ubiquitous sensor network system for development of intelligent auto overload vehicle regulation system about high speed vehicles, also axial load WIM sensor was selected by indoor experiment through wireless protocol. And we examined possibility U-load auto overload vehicle regulation system through experiment of the transmission and reception distance. If this system will apply to road and bridge, might be effective for economy and convenience through establishment of U-IT system. And high speed vehicle that was amalgamate IT technology and existing overload regulation problems, also tested wireless sensor for USN organization. This experiment aim to organize system interface for user through perfection man-less, wireless system of Internal/External Network from high speed WIN sensor with USN organization. Accordingly, it is necessary experimentation through Test Bed for constitution External network and application of actually regulations using WCDMA/HSDPA.
