물리적으로 연속된 도로에 하나의 위치를 특징 짖고, 특정화한 위치의 개별성을 보장받아 규칙적으로 주소를 부여하면 특정위치는 물론 주변위치도 추측 가능해진다. 그동안 도시화와 산업화로 인하여 도로의 입체화, 다각화, 고기능화가 진행하는 가운데, 도로관리제도는 광역에 걸친 다수의 기관들이 전문 분야와 공종별로 분할하고 있는 복잡한 모습을 하고 있다. 이는 시간이 지날수록 자유로운 의사소통과 기술공유, 집약된 의사결정 등을 어렵게 하고 다양한 문제를 드러내고 있어 더 이상 기존의 제도와 방식은 적합하지 않게 되었다. 따라서 본 연구는 도로관리상 최대 맹점이라 할 수 있는 도로상의 개별위치에 대한 정의 없이 경험에 의존하는 관리방식에서 탈피하여, 도로가 위치하고 있는 지번주소, 도로명 주소, 국가도로망체계 등의 도로주소정보를 코드화하여 이를 도로상에 규칙적으로 부여하는 방안을 제시하였다. 또한, 본 논문의 목적은 정보시대의 도로관리에 적합하도록 도로를 식별하고자 정의한 도로주소코드를 통해서 디지털 모델링에 적합한 표준화방안을 제시하는데 있다.

본 연구는 제천시 새주소 부여사업에서 추진된 새주소 부여를 위한 수치지도상의 건물 및 도로의 데이터베이스와 주 출입구 조사 및 입력, 도로구간 설정, 도로명 제정 및 입력, 건물번호부여 등의 작업과정을 통하여 도시공간정보의 체계적인 관리와 활용을 위한 새주소 관리 시스템 개발에 대한 것이다. 본 연구를 통하여 지방 중소도시의 새주소 관리시스템 개발과 구축은 클라이언트 서버 기반의 GIS 기능을 충분히 활용하여 관리시스템을 설계하고, 관리시스템의 데이터베이스를 객체지향 형으로 구축에 의한 WEB-GIS로 구현하여 새 주소의 안내 및 생활지리정보서비스의 다양할 기능을 추가할 수 있도록 개발하였다. 그 결과로 제천시의 새주소 관리시스템은 기존의 GIS DBMS의 접근방식을 개선하여 다양한 새 주소의 도로와 연계된 건물의 위치정보를 신속하게 이용할 수 있는 그 효용가치를 크게 높일 수 있었다.

Due to population growth and urban development in construction technology has expanded living space, underground construction as public transport as has been extended to the ground and underground urban traffic congestion increases. The purpose of this study is to analyze the existing system with respect to the address of the underground shopping center and system for presenting an address to the underground shopping mall in the basement of the straight and circular in connection with the street name address. Also can be known only to evacuate their citizens to address the position in the event of a fire inside the basement through the underground shopping mall address standardization system, the fire department only address exact location is being judged will be identified.

본 논문에서는 도로명과 건물 번호에 기초한 새주소 체계를 우편 물류 환경에 도입하므로 발생되는 문제점과 영향 요소를 기술하며 각각의 영향 요소에 대한 구체적인 대응을 모색한다. 새주소 체계는 우편물의 접수 및 구분 및 배달 과정에서 모두 영향을 주며 현재의 정보 시스템이나 우편물 구분 장치에도 직.간접을 영향을 주어 단기적으로는 새로운 주소 체계를 관리하는 우편 주소 관리 시스템 도입이 요구되고, 아울러 기존의 지번 주소와 새주소의 매칭 테이블 구축 및 집배구 수작업 구분 환경 개선 등이 요구되며, 중.장기적으로는 새주소 DB 구축을 통한 우편물 구분 장치의 새주소 인식 기능 개선 및 새주소 체계에 적하한 우편번호 및 집배구 체계 도입이 필요하다.

This paper focuses on the geographical characteristics and the spatial distributions and patterns of the road names in the new address system for which all the 183 road names of Cheongju City has been used. All 183 road names in Cheongju City and their textural information are analyzed and classified into four main categories and six divisions as sub-category. Each type is mapped and its spatial patterns are discussed in order to identify the interaction between the road name and the geographical characteristics of each type. From the discussion stated in the paper, it can be inferred that the road name is not only a representative place name in an area, but also presents an important geographical feature reflecting the toponymy of the cultural and historical backgrounds of an area. Therefore, it is necessary to recognize that for road naming, various aspects such as geographical backgrounds and characteristics should be considered. These are directly related to the publicity and utilization of the road names to the public who is still unfamiliar with the new address system to be used. Finally, various geographical topics and approaches such as toponymy and spatial analysis are proposed for further geographical research, which will contribute to the extent of geographical research scopes.

This study analyzed media reports on the Address of Things, which are being introduced through the amendment of related law and pilot projects. The titles and its texts in the media's reports were collected by searching for 'Address of Things' on the Naver News Platform. Then, we analyzed the corpus using by topic modeling and network analysis. As a result, there were four topics: 'Promotion of the address of things system', Proof of assigning Address of Things', 'Improvement of usage of the Roadname Address Systems', and 'Education and public relation for the address activation'. It was confirmed that the topic 'Proof of assigning Address of Things' was the main agenda. We presented some implication by comparing the results with the 「3rd Basic Plan for Address Policy (2018-2022)」 of the Ministry of Public Administration and Security.

Internet GIS represents the GIS technique that, by integrating Internet and GIS technique, provides geographic information services through Internet environments, Internet GIS suggests that one can search and analyze spatial data through WWW under the dynamic client/ server computing environments, In this paper we introduce the development of a new address management system using GIS technique and a new address information system using Internet GIS, The new address system, which is based on stress name and building number along the street, is developed to complement the current address system which is based on cadastral system, The new address management system is developed for the management of address change due to establishment of roads, construction and destruction of buildings etc using a GIS, The new address information system presents the Internet GIS system which provides people with geographic and address information. By implementing the new address information system it is possible to share GIS data, increase the efficiency of implementation of GIS system, and maximize its usablity.

Address and location information is gaining importance as a channel between business entities and customers. However, as the new address scheme, which is based on street name and building number, is deployed, various problems occurred in the areas of postal service, logistics and management of customer information. And therefore it is necessary to make plans for integration and application of address information and location information. In this study, we clearly identify the problems when the governments and companies manage the address and location information under the circumstances of new address system. And we suggest improvement plans from the viewpoint of code scheme and database linkage.

This study analyzed the status of international address standardization and reviewed responses of nations contained in the ISO/CD 19160-2-N5652 standard document. It identified problems in Korea's responses to the standard document, and presented ways of improvement. International standard procedures for ISO 19160-2 are underway with the goal to its completion by July 2023. To create an international standard, continuous monitoring and responses are required, and efforts to reflect the strength of the Korean addressing system on the new standard is needed.
