  • 정보화 사업의 결과로 전 국토에 대한 수치지도 및 여러 가지 주제도 제작이 완료되었다. 건물, 도로 및 교량 등과 같은 인공적 지형지물과 하천과 같은 자연적 지형지물을 포괄하는 모든 지형지물을 체계적으로 관리하고 활용하기 위한 체계화된 관리체계가 필요하나, 지형지물의 관리기관별 DB가 불일치하여 국가적 지리정보체계의 통합관리자 어려운 실정이다. 그러므로 본 연구에서는 지형지물의 관리, 검색, 활용에 공통키로 사용될 수 있고, 또한 식별자만으로 위치 판단이 가능하고, 정보의 일관성 및 NGIS DB의 체계적 관리를 할 수 있는 지형지물 유일식별자(UFID)를 부여하는 체계와 방법을 제시하였다.

An Analysis of Perceptions by Road Construction Engineers on ICEC Framework at the time of System Transition, from Responsibility Supervision to Construction Management (II) - Focused on CM Terminology & ICEC Coordination - (책임감리가 건설사업관리(CM)로 전환시 도입된 역량지수(ICEC)에 대한 도로건설기술자들의 인식 분석(II) - CM 용어와 ICEC 조정을 중심으로 -)

  • This study (II) aims to draw up the future-oriented construction policy recommendations based on the outcomes as a result of a broad research and conducting questionnaire surveys on the arguable issues raised by construction engineers for roads and bridges in the course of previous study (I) implementation. As for the question of "The term 'Construction Management (CM)' which currently is defined in two (2) ways", 45% of respondents have answered that two (2) different types of CM should be unified into one (1) CM type as is the case in most advanced countries. About the question of "The ways to educate the CM professionals", many respondents have preferred to acquire CM professional certificate after receiving education for a certain period of time from private CM training institutions. As for the question of The revised draft that the ICEC grade of special engineers for design, construction and quality control areas shall be "more than 78 points from a more than 75 points by the original draft." 52% of respondents preferred to maintain the original draft. About the question of "The reason why the CM system has not been working well yet." 62% of respondents have answered that the staff members who are in charge of handling public project procurements are concerned about the fact that their roles (or activities) might be deprived as a result of CM adoption. In order for the CM system to be activated, based on the notion that the construction projects must be out soured, the reshuffle of the headquarter organization of Ministry of Land, Infrastructure and Transportation (MLIT) should be preceded.

A Research for the Determinant Factors of Safety Ratings in Road-Bridge (도로교량의 안전등급 결정요인에 관한 연구)

  • This study analyzes the factors that affect the safety condition level of road-bridges, one of the important infrastructures. Utilizing Binary Logit model, this report empirically identifies the key factors that has influenced the recent assessed safety condition level of the first and the second major types of road-bridges, managed by public agencies, and the changes of the safety level for last six years. As a result of the analysis, the most important factor that influences the safety condition level is not the physical characteristics, but the management quality. As road-bridges are getting older and older, the management quality tends to bring about more differentials in assessing the safety condition level. The safety condition level, C or D, is likely to be improved the level, A or B, is likely to become degraded. To achieve the goal that keep the safety condition level, A and B, more than 90%, it should be considered to make the degrading rate from B to C lower. However, this study includes the limitation on data. It is essential to collect structure data that are spread out in many agencies to complement the limitation for further research.

  • 지중배전관로공사 설계시 고려할 사항은 지중배전관로 공수산정, 적정관로 선정, 매설위치 및 매설깊이, 관재의 선정, 관로의 경간, 관로배열 등이 고려되어야 한다. 관로공사비는 굴착깊이와 굴착폭에 의해 산정되고 이는 관로배열, 굴착지반의 토질에 따른 굴착구배, 용수여부, 도로관리기관의 조례, 다짐정도, 작업환경, 작업시간 등에 의해 변화하게 된다. 이런 현장조건 들은 설계자가 바꿀 수 없는 요소이지만 관로배열을 어떤 형태로 하여 매설할지는 설계자가 정하여야 한다. 본 연구에서는 경제적인 관로배열을 선정하기 위해 관로공수별, 관로유형별 공사비를 산출하여 비교 검토하였고 현장에서의 공사시공성, 케이블의 허용전류 등을 종합적으로 고려하여 최적의 관로배열을 제시하였다.

Directions to Introduce Warranty Contraction for Pavements in Korea (도로포장 성능보증(Warranty)계약제도 도입방향)

  • Warranty contracting is contracting methods that European Countries have applied to asphalt pavement projects from long ago, and in America as the expected effects of the warranty contracting are being verified to introduce it, the number of projects with warranty is being increased rapidly. In Japan, the warranty contracting suitable for Japanese style was established and is being applied. This study investigated and analyzed the present state of the warranty contracting being applied to European countries, America and Japan, and suggested advantages and disadvantages in introducing the warranty contracting into Korea and directions to introduce it. The principal result of this study is that performance bond contract system, performance surety bond system and performance bidding system should be established to introduce the warranty contracting into Korea.

지도도서관을 위한 GIS자료의 공간검색과 자료전송에 관하여

  • 위성영상의 종류가 많아지고 다양한 종류의 수치지도가 생성되고 관리되기 위해서는 지도도서관이 필요할 것이며, 이는 클리어링하우스와는 달리 전통적인 종이지도까지 포함이 되어야한다. 상품화된 GIS 툴에서 제공하는 공간검색의 기능을 개발하여 지도도서관에 활용을 한다면, 지명검색보다 다양한 형태의 자료를 검색하여 비교할 수 있으므로, 데이터베이스에 각 자료의 좌상단, 우하단 좌표가 입력 관리되고, 서버에 모든 자료가 존재한다는 가정하에 사각검색과 원 검색의 원리를 경우에 따라 분류하고 SQL문으로 만드는 원리를 정리하였다. 공간검색을 통한 GIS자료의 다운로드와 생성된 자료의 업로드 기능을 클라이언트/서버환경에서 JDBC를 활용하여 구현하였다. 국가기관이나 학교에서 지도전문 도서관이 전무한 실정이지만, 앞으로의 가능성을 전제로 하여 고지도로부터 관광지도, 수치지도, 위성영상을 활용한 주제도에 대한 관리방법으로 제안한다.

  • 최근 모바일 기기의 보급 확산 및 관련 정보기술 발달로 건설현장에서의 모바일 서비스를 위한 사용자 요구사항이 점차 증가하고 있다. 이와 함께 공공기관에서 발주하는 도로 하천 공사를 관리하는 건설사업관리시스템 또한 모바일 서비스의 필요성이 대두 되었다. 이에 본 논문에서는 HTML5 및 jQuery를 이용한 모바일 앱을 설계하였다. 설계한 앱은 하이브라드 방식으로써 android 및 iOS 등 다른 기기와의 호환성을 유지하였다. 그리고 지도, GPS, 이미지(카메라) 및 전자서명 기능을 추가함으로써 본 시스템의 성능 향상 및 건설현장에서의 업무를 개선할 수 있다.

A Consideration on Connecting Operations among Freeway Management Companies (고속도로 관리자간 상호 연계체계 수립에 관한 고찰(한국토로공사가 관리하는 노선을 중심으로))

  • As the rapid increase of highway investments from Private sector the organizations of highway operator became diversified, and thus causing various unexpected problems. Highways invested by private capitals have different fare rates and managing systems. It is desirable to reduce drivers' inconvenience using more than two sections of highways spread over different jurisdictions. The main purposes of this research are i) data survey and problem statements ii) prediction of future problems and preparing appropriate countermeasures. This research are divided into two parts. They are management system and fare collection system. Major investigations of this study are as follows, optimum toll operation models depend on charging systems and interchange shapes of two interconnecting expressways. Assuming that the current payment and the new electronic payment system aye used concurrently for a while, some alternatives for the inter-operation to collect tolls ate suggested focusing on the efficiency to tollway corporations as well as convenience to drivers. The advantages and disadvantages of the alternatives, including their characteristics, are compared.

A Study on Project Information Integrated Management Measures Using Life Cycle Information in Road Construction Projects (도로건설사업의 생애주기별 정보를 이용한 건설사업정보 통합관리방안 연구)

  • Construction projects generate a massive amount of diverse information. It takes at least five years to more than 10 years to complete, so it is important to manage the information on a project's history, including processes and costs. Furthermore, it is necessary to determine if construction projects have been carried out according to the planned goals, and to convert a construction information management system (CALS) into a virtuous cycle. It is easy to ensure integrated information management in private construction projects because constructors can take care of the whole process (from planning to completion), whereas it is difficult for public construction projects because various agencies are involved in the projects. A CALS manages the project information of public road construction, but that information is managed according to CALS subsystems, resulting in disconnected information among the subsystems, and making it impossible to monitor integrated information. Thus, this study proposes integrated information management measures to ensure comprehensive management of the information generated during the construction life cycle. To that end, a CALS is improved by standardizing and integrating the system database, integrating the individually managed user information, and connecting the system with the Dbrain tool, which collectively builds artificial intelligence, to ensure information management based on the project budget.

Development of Linking & Management System for High-Resolution Raw Geo-spatial Data based on the Point Cloud DB (Point Cloud 기반의 고해상도 원시데이터 연계 및 관리시스템 개발)

  • 3D Geo-spatial information models have been widely used in the field of Civil Engineering, Medical, Computer Graphics, Urban Management and many other. Especially, in surveying and geo-spatial field, the demand for high quality 3D geospatial information and indoor spatial information is so highly increasing. However, it is so difficult to provide a low-cost and high efficiency service to the field which demand the highest quality of 3D model, because pre-constructed spatial data are composed of different formats and storage structures according to the application purpose of each institutes. In fact, the techniques to construct a high applicable 3D geo-spatial model is very expensive to collect and analyze geo-spatial data, but most demanders of 3D geo-spatial model never want to pay the high-cost to that. This study, therefore, suggest the effective way to construct 3D geo-spatial model with low-cost of construction. In general, the effective way to reduce the cost of constructing 3D geo-spatial model as presented in previous studies is to combine the raw data obtained from point cloud observatory and UAV imagery, however this method has some limitation of usage from difficulties to approve the use of raw data because of those have been managed separately by various institutes. To solve this problem, we developed the linking & management system for unifying a high-Resolution raw geo-spatial data based on the point cloud DB and apply this system to extract the basic database from 3D geo-spatial mode for the road database registration. As a result of this study, it can be provided six contents of main entries for road registration by applying the developed system based on the point cloud DB.
