A Delphi Survey on Performance Indicators of Korean Advanced Practice Nurses (전문간호사 성과지표에 관한 델파이 조사)

  • Purpose: The purpose of this survey was to identify a set of performance indicators for Korean APNs (Advanced Practice Nurses). Methods: A convenience sample of 78 APNs working in 2 leading hospitals in south Korea participated in the three-round Delphi survey. In the first round, subjects were asked to propose performance indicators to evaluate the effectiveness of their practice. They rated the relevancy of each indicator during the second round. In the final round of survey, subjects rated the relevancy of indicators again in the light of second round's overall results and they also were asked to check on current and future use of indicators. Results: After 5 months of three-round Delphi survey, 60 performance indicators were identified. In regard to relevancy, the 10 highly ranked indicators were patient satisfaction, self-care ability, expertise of service, family satisfaction, nurse satisfaction, satisfaction in nursing education, advanced nursing service count, education for patient/ family, education for nurse, and compliance. Advanced nursing service count, education for patient/ family, and education for nurse are currently used as indicators by more than 70% of respondents. Conclusion: Additional research is needed to identify subsets of performance indicators for specialized areas and to determine the validity and sensitivity of indicators.

  • At the point of time needing intergrated plan in each field for preparing the unification between the South and the North of Korea. They show the biggest difference in the field of information and expecting that cultural difference in various fields cause huge expense after unification and prevent both the South and the North of Korea from being unified. By the method of Delphi, we can clear the question of the Digital Divide we have more efficiency and systematic policy.

  • The objective of this study was to identify and evaluate indicators which offer the significant influence on recreationists' experiences. Delphi survey technique with a panel of professionals was employed to collect data for this study. The Delphi process was designed with three round questionnaires. The identified indicators in this study should be basic information for Benefit-Based Management (BBM) Model for forest recreation areas. A list of 38 indicators relating to physical/biological, managerial and social components of recreation experiences submitted from three round questionnaires. From the results, indicators included in physical/biological category suggested as more important ones than other categories of indicators.

  • The purpose of this study is to develop the diagnostic indices system that can be applied to the evaluation of rural village level, because the indicators developed in many existing studies were mostly consisted of statistical data in higher level than rural villages as well as those were difficult to apply to rural village level empirically. In order to develop the empirical diagnostic indices system, which has 52 indices with 7 categories, this study not only classified the kind of rural village facility and the regional development project of government, but also surveyed the specialist opinion with Delphi method. Especially, this study standardized the all diagnostic indices with positive value to remove the indices with negative values. Finally, the results that the study applied the empirical diagnostic indices to the 15 sample villages of Jinan-gun and Cheongyang-gun showed that there was the applicability of the indices system in the village level.

Study on R&D Manpower Requirements for the Field of Pharmaceutical - An Application of Delphi Method (제약산업 R&D 인력수급 전망과 인력수급에 영향을 주는 요인분석 - 델파이 조사 기법 적용)

  • Since the pharmaceutical industry is a research oriented sector, the research and development capability based on the qualified R&D manpower is one of the key success factors to strengthen the national competitiveness. Securing the appropriate number of researcher needed for the research activities in these fields is an important precondition for a government policy that aims for a strongly knowledge-intensive the pharmaceutical industry growth. In this study, we conducted and analyzed a delphi survey of the experts(the principal investigators) with expertise in these pharmaceutical research areas. The current and future requirements for the pharmaceutical science research personnel including medical doctors have been evaluated, extending the year 2017. The results of this study can be summarized as follows; First, in 2007 the field of pharmaceutical R&D personnel is currently under-supplied as many as about 5,600 people. The rate of under-supplied is about 18.1%. Second, in 2017 the evaluation shows that the R&D personnel in this field will be more severely under-supplied as many as 13,500 people. The rate of under-supplied will be about 28.6%. As a result, the confrontation of demand and supply evaluation shows that, in general, severe shortages of R&D manpower in the field of pharmaceutical will result if there are not adequate manpower policy adjustment.

  • Climate change is the variation of long term weather pattern based on statistical diversities in terms of natural and artificial factors. Recent numerous extreme weather phenomena have increasingly obtained people's awareness of climate change. Since water resources field especially has higher vulnerability caused by climate variation, the major part of future preparation should be focused on risk minimization of water resources. However, in reality validation of water resources vulnerability is not well built up. For this research, Delphi Method was applied to evaluate middle/small size rivers in Korea with respect to the degree of vulnerability due to the climate change. Delphi Survey is based on iterative, anonymous characteristics with experts' opinion sharing on the given issues. For this study, three iterative surveys were operated for the degree of vulnerability. First round was for selecting vulnerability indicators in terms of the magnitude of total score, and second and third rounds were for collecting experts' idea with opinion convergence. Per the variance of standard deviation of 2nd and 3rd surveys divergence, we clearly see the achievement of opinion agreement. For the future study, we may need to find an applicable field using delphi indicators with various circumstances.

Entrepreneurial Characteristics Affecting on Angel Investors's Decision making (엔젤투자자의 투자의사결정에 영향을 미치는 기업가특성에 관한 연구)

  • Many angel investors hesitate to invest in early-stage company. Most early-stage company has no sales and only R&D step project or in early approach of market. So it's impossible to evaluate early-stage company quantitatively. Therefore many angel investors depend on CEO's tendency to evaluate company and make decision for investment. The purpose of this study is discover the entrepreneurial characteristics of CEO and the importance level which affect on the angel investors decision making factors for investment. To identify the factors of entrepreneurial characteristics, survey was conducted by Delphi Technique which is involved by 20 experts who is angel investment club members, venture capitalists, CEOs and officers. Three rounds of survey results derived 10 elements of entrepreneurial characteristics for investment decision making factors including reliability, risk sensitivity, passion, perseverance, integrity, leadership, startup experience, organizational management skills, innovation and social networking. In addition, this study derived the importance level of elements of entrepreneurial characteristics based on the AHP(Analytic Hierarchy Process) theory and maintained the logical consistency by pair-wise comparison for each element. As a result of analyzing the importance of entrepreneurial characteristics, the sequence is reliability (18.1%), integrity (15.9%), leadership (11.7%), organizational management skills (10.0%), social networking (9.5%), passion(9.1%), perseverance(8.4%), innovation(8.1%), startup experience(5.3%) and risk sensitivity(3.9%) respectively. The significance of this study is somewhat decrease limit of the uncertainty arising from angel investors and angel investors can help a decision making, by discover factors of entrepreneurial characteristics that can be called the biggest influencing factors among Investor's investment decision-making In early stage companies and compare importance.

A Study on the Customer Reward Program Factors in Ski Resort (스키리조트의 고객 보상프로그램 요인에 관한 연구)

  • This study aimed to research customer reward program factors of ski resorts in Korea through surveying the expert panel side and the customer side. This study conducted survey for 28 practicians that have been working for the department of customer reception of 6 different ski resorts all over the country and 7 faculties quited well-known in the academic circles. Delphi technique has been used to conduct survey customer reward program factors of the supplier side till the 3rd survey as the final. Based on this survey, an interview and a questionnaire survey have been used to conduct survey customer reward program factors that have been aware by the 50 customers, who have visited the ski resorts in 2014, and compared those two surveys above. In order to process the data, descriptive statistic analysis and Kendall W test have been utilized PASWWIN Ver. 18.0. The results were as follows: discount factor 8 articles, promotion factor 10 articles, package factor 5 articles, and convenience factor 6 articles have been produced as a good result.

Developing Measurement Model and Indicators for Entrepreneurial Ecosystem: Focusing on Regional E-Ecosystem Indicator via Delphi Analysis (창업생태계 측정모형과 지표개발: 델파이분석을 통한 지역창업생태계 측정지표 개발)

  • As the entrepreneurial ecosystem turns out to be a leading factor in improving nation's entrepreneurship, many studies are underway in the country to develop the start-up ecosystem. Although the entrepreneurial ecosystem is receiving attention as an essential factor for the nation's economic growth as well as entrepreneurship due to its inter-relationship with start-ups, government agencies and investors, criticism of measurement indicators has been increasing due to the different institutional and political contexts of each country, including the various definition of start-up ecosystem. In this study, we develop indicators that are suitable for domestic conditions in Korea and that can measure the level of start-up ecosystems in each regional level. FGI and Delphi surveys by scholarly experts in each field of start-ups & entrepreneurship were conducted to verify how well existing indicators fit the domestic situation and to develop indicators that can measure the local entrepreneurial ecosystem in Korea through close examination. As a result, the local entrepreneurial ecosystem consisted of three to four sub-components and 38 sub-components, each consisting of seven indicators, including Policy, Investment, Culture, Market, Human Capital, Support and Knowledge. It is expected that this research will be used to diagnose local start-up ecosystems and to propose discriminatory policies that can complement regional strengths and weaknesses.

Practical Review of Analysis Techniques for Patronage Ramp-up (Ramp-up 분석기법에 대한 실증적 고찰)

  • This study examines the ramp-up analysis techniques which have been introduced till now and presents the strength and weakness of each method. The applicability of each technique was reviewed using a case study involving the data of Cheonan-Nonsan motorway usages where seasonal variations of the data were removed. The results showed that all the techniques except F-test have the same ramp-up period of 12 months. The level of Tamp-up was 65%-72% compared to that of the real traffic volume at the beginning of opening. The demand recovered to the stabilized level as time goes on. To apply the methodology to practical demand forecasts actual surveys of real data of traffic demand should be performed. With these efforts to the patronage ramp-up, more reliable demand analyses can be accompanied.
