  • 2012년 8월 "소방공무원 보건안전 및 복지 기본법"의 시행으로 소방공무원에 대한 보건안전과 복지에 대한 기본적 법규가 마련되어 현재까지 시행되어오고 있다. 이 법에 근거하여 소방청장은 5년마다 소방공무원 보건안전 및 복지기본계획을, 그리고 매년 연도별 계획을 수립하여 시행하고 있다. 본 연구는 이러한 정책들이 실질적으로 소방공무원의 보건과 복지에 기여하는지 여부를 실증검증하기 위해 현황분석과 더불어 해당분야 전문가들로부터의 델파이분석기법에 의해 현재 계획에 근거한 정책들의 문제점과 개선방안을 도출하고자 한다.

Development of Contents for the Activities of Daily Living Training for Life Care - Korean Version (라이프케어를 위한 한국형 일상생활활동훈련치료 콘텐츠 개발)

  • This study aims to develop of contents for the activities of daily living training - Korean version that reflexes the domestic situation and can be applied to clinical practice. For contents development, a Delphi survey was conducted with 13 experts. In the first Delphi survey, 133 items of activities of daily living training are derived based on previous studies, and then the extracted items are asked to group of experts, and the derived items are answered for actual domestic clinical application. In the second survey, 118 items were added by excluding items with a low content validity ratio (CVR) including the results of the first survey, and adding items that can be derived from other opinions. In the 3rd survey, while presenting the 2nd Delphi survey items as they are, it provides an opportunity to change their opinions by presenting their 2nd response and the 2nd average score of other expert panels, and adding appropriateness and importance together. The data were analyzed to obtain the mean, standard deviation, interquartile range, CVR, convergence, and consensus. Finally, a total of 69 items were selected and 49 items were excluded so that 105 items for CVR 0.54 or higher, 111 items for convergence degree 0.50 or lower, and 70 items for continuity degree 0.75 or higher. Sexual activity, care of others, care of pets, and child rearing are difficult to apply socially and culturally, driving and community mobility cannot be performed within the clinical room, and home establishment and management may have different roles depending on gender, and religious spiritual activities and expression are so personal. For these reasons, these items were found to have low importance or suitability. This study can be usefully used as an indicator on the activities of daily living training - Korean version in clinic or community setting.

A Study on the Methods and Contents of Information Literacy Instruction for Undergraduate Students in Design Discipline (디자인분야 정보문해 교육방법 및 내용에 관한 연구)

  • The purpose of this study is to analyze the methods and contents of information literacy instruction before the developing of Information Literacy Program Model that can improve information literacy competencies of undergraduate students in design discipline. After the literature review on the comparative analysis of national standards & program for higher education and the NASAD standards & guidelines. This research analyzed the methods and contents of the information literacy instruction by the Delphi Survey. As a result of Delphi Survey, the research found out that design discipline preferred Hands-on design-specific instruction by professional librarian at the request of a department and required design-specific information literacy instruction based on the structure of knowledge and information-seeking practices within the design discipline, and providing design-specific tools, resources to helping students apply in learning and actual situation.

  • The goal of the education of Information Communication Ethics(ICE) is to improve the consciousness level of adolescents so that they themselves are able to judge between what's ethically right and wrong and, as a result, to take the right behavior. For this, we need to preferentially identify the primary factors in understanding and diagnosing the consciousness level of adolescents on the ICE. To solve this problem, in this paper, we identified four major indices that consist of the ICE consciousness through the meta analysis of the both domestic and international researches from the past 5 years in the related area and then, they are validated by experts. We also analyzed the factors in assessing the ICE consciousness level of adolescents by using the Delphi technique, which, during its analysis, even considers elements that are qualitative or cannot be objectified. Finally we deduced 22 ICE factors given the weight through the AHP of an expert group that consists of experienced teachers and professors in the related area.

  • Risk management activity for successful defense R&D project should be done anticipatorily and consistently over the entire project period and there should be a priority for management depending on importance of the risk factors. In this study, we verified the reliability and validity through factor analysis for the risk factors selected by the Delphi technique. We also obtained the relative importance of risk factors with analytic hierarchy process (AHP) and decided to prioritize for comparison of domestic and overseas research. According to the study, we found that it is important to settle the requirements and to classify the scope of R&D. It is also considered significant to have reasonable schedule for completion and secure the necessary resources in the early stage of project. Unlike previous studies, it appeared the technical factors are critical elements as well for defense R&D project.

A Preference of Smartphone Locking Algorithms Using Delphi and AHP (Aanalytic Hierarchy Process) (델파이와 계층분석기법을 이용한 스마트폰 잠금 알고리즘 선호도 분석)

  • Recently, a variety of algorithms using encryption technology have been adopted as methods of unlocking smartphone. It is advancing toward the direction to solve the unlocking problem through human biometrics technology, which has already succeeded in commercializing. These include finger print recognition, face recognition, and iris recognition. In this study, the evaluation items are five algorithms, including finger print recognition, face recognition, iris recognition, pattern recognition, and password input method. Based on the algorithms adopted, the AHP (analytic hierarchy process) technique was used to calculate the preferred priorities for smartphone users. Finger print recognition ( .400) was the top priority for smartphone users. Next, pattern recognition ( .237) was placed in the second priority for smartphone users. Therefore, based on the results of the analysis, the limitations of the study and theoretical implications are suggested.

A Study on Developing Core Competency of Outplacement with Delphi: Focusing on Special Security Government Officials (Delphi를 활용한 전직 핵심역량 개발에 관한 연구 - 특정직 경호공무원 중심으로 -)

  • The purpose of this study focuses on developing the outplacement competency of special security government official for which precedent reference research, expert review, and expert Delphi analysis used according to three steps of study process. The final Delphi examination analysis resulted in outplacement competency into four groups of competency and twenty-two subcategories. Thus, it is very worthy to develop outplacement's competencies necessary for outplacement of special security government official through expert's Delphi examination in the first time, which have not being researched until now, and to present them theoretically through clarification and verification process accomplished by experts and staffs related to outplacement. Individual effort is essential to strengthen their capabilities based on accurate self evaluation, for which the awareness and concept need to be redefined to help them face up to the reality by readjusting career goal to a realistic level. Also, active career development plan to improve shortcoming in terms of outplacement competency is required. The result of this study, which ouplacement successors of special security government officials participated studying process, will be used as the basic data to establish an outplacement curriculum and an educational system for strengthening competency necessary for outplacement of special security government official.

A Basic Study on the Development of Indicators for Measuring the Value of Ocean Education (해양교육의 가치 측정 지표 개발에 관한 기초연구)

  • It has been 16 years since the government announced its first Ocean Education Policy in 2005. Although the public consensus on the importance of ocean education has been formed, it is impossible to objectively analyze the impact of the policy on the society or the economy. The aim of this paper was to identify differences in perceptions and behaviors about the ocean between groups participating in ocean education and non-participating groups and to analyze the effectiveness of ocean education by developing measurement indicators for the value that individuals gave to ocean education services. To conduct this study, first, the value of ocean education was defined and value items that could be provided to individuals were classified. Second, to develop indicators that could measure classified value items, a Delphi survey was conducted to collect opinions of various experts. Third, by measuring the content validity ratio (CVR) for each item, final indicators and questionnaire were derived. As a result of Delphi analysis, 18 items with a CVR value of 0.6 or higher were finally adopted out of 32 indicator items. In the cognitive value category, indicators that could identify an individual's level of knowledge of the ocean, change in perception, and problem-solving ability were selected. In the behavioral value category, indicators were expanded to judge changes in attitudes and relationships toward the ocean and responsible behavior in more detail. This study is meaningful in that it provides the basis for directly judging the value of ocean education service provided by the government to the people. Results of such analysis are expected to contribute to securing a stable budget and the justification for expanding human resources in the government's continuous promotion of ocean education policies.

A Study on an Analysis of Core Information Literacy Competencies for Information Literacy Instruction of Undergraduate Students in Design Discipline (디자인분야 대학생의 정보문해 교육을 위한 핵심 정보문해능력 분석에 관한 연구)

  • Design discipline requires more specialized and sophisticated information literacy competencies necessary to effectively find and apply the information that students need for their teaming and the future independent designer than are outlined in general information literacy competencies. Therefore, The goals of this study is to identify specific information literacy competencies within the Design Discipline. This research analyzed design-specific core information literacy competencies through the literature analysis on the design goals & curriculum of four domestic universities and the NASAD standards & guidelines and verified those by Delphi Survey. The result showed that design discipline requires commonly 26 specific core competencies in seven broad categories and the these competencies are related to the time for information literacy Instruction. Also, The result analyzed that such majors in design as product design, visual design, need additionally more specialized and detailed competencies with specific focus and that design discipline requires commonly the information literacy competencies about general studies & fundamental ability.

Methodology to Quantify Rock Behavior in Shallow Rock Tunnels by Analytic Hierarchy Process and Rock Engineering Systems (계층 분석적 의사결정과 암반 공학 시스템에 의한 저심도 암반터널에서의 암반거동 유형 정량화 방법론)

  • For the quantitative identification of rock behavior in shallow tunnels, we recommend using the rock behavior index (RBI) by the analytic hierarchy process (AHP) and the Rock Engineering Systems (RES). AHP and RES can aid engineers in effectively determining complex and un-structured rock behavior utilizing a structured pair-wise comparison matrix and an interaction matrix, respectively. Rock behavior types are categorized as rock fall, cave-in, and plastic deformation. Seven parameters influencing rock behavior for shallow depth rock tunnel are determined: uniaxial compressive strength, rock quality designation (RQD), joint surface condition, stress, pound water, earthquake, and tunnel span. They are classified into rock mass intrinsic, rock mass extrinsic, and design parameters. An advantage of this procedure is its ability to obtain each parameter's weight. We applied the proposed method to the basic design of Seoul Metro Line O and quantified the rock behavior into RBI on rock fall, cave-in, and plastic deformation. The study results demonstrate that AHP and RES can give engineers quantitative information on rock behavior.
