정보시스템은 변화한다. 업무 담당자도 변경된다. 변화하는 환경 속에서 데이터 품질을 유지한다는 것이 쉬운 일은 아니다. 신뢰성 있는 데이터를 얻기 위해서 공공 혹은 민간, 국내 혹은 국외에서 데이터 품질 관리에 관한 연구가 활발히 이루어지고 있다. 데이터 품질 관리 항목 중 하나인 업무규칙 관리시스템을 구현하여 신뢰성 있는 정보를 얻을 수 있도록 해보고자 한다. 도출 및 분류, 진단 수행 이력 관리가 가능하도록 시스템 분석, 설계, 구현하였다. 업무규칙 관리를 위해서 선결사항인 표준단어관리, 표준도메인 관리, 워크플로우 관리 기능을 구현하였다. 이로 인해 데이터품질관리 체계 수립을 중심으로 믿을 수 있는 데이터를 도출하여 국민 건강을 위하여 의미 있는 정책 수립에 도움이 되기를 기대한다.

정부는 공공데이터의 품질 관리를 위하여 공공데이터 품질관리 수준평가를 진행하여 공공데이터 품질을 관리하고 있다. 파일 형식의 공공데이터를 진단 시 품질진단 담당자가 대량의 파일데이터를 필드명과 필드 내 데이터에 의존하여 수작업으로 도메인을 판단하여 진단한다. 때문에 품질진단의 정확성을 신뢰하기 어렵고 진단에 많은 시간이 소요된다. 본 논문은 파일형식의 공공데이터 품질진단의 정확성을 확보하고 진단 소요시간을 단축하기 위해 데이터 분포 통계를 이용한 CSV 형식의 공공데이터 도메인 판별 모델을 제안하였다. 제안된 모델을 적용하면 공공데이터 품질의 정확성을 향상하고 진단 소비 시간을 단축시킬 것으로 기대된다.

By the progress of informatization, the data which is involved in the administration and public organizations are increased the requestion of the utilization. Nevertheless most of the agencies could not actively participate in sharing and opening the data to the public because of data quality problems. The purpose of this study is to verify the relationship for data quality, managerial and organizational factors which is to derive at the level of the organization's data quality management success factors suggested in previous studies, and the acceptance of the organization's quality management. The result identify that organizational factors, organization's data quality management encouragement and support, give effect data quality through the acceptance of data quality management. However, managerial factors was no effect the data quality management acceptance. This study than managerial approach when considering the quality control for the public organizations, in the early days of the current situation of a company-wide consensus was required, as well as directly to the level of quality factors affecting the quality of acceptance is presented to derive but has significance.

데이터가 기업 및 기관 활동의 중요한 자산으로 인식이 높아지고 있지만 저 품질 데이터로 인한 막대한 손실과 비용의 증가는 큰 문제가 되고 있다. 본 논문에서는 교육과학기술부와 KISTI에서 2007년부터 범부처 차원에서 수행중인 국가R&D 정보자원의 데이터 품질관리를 위해 각 부처와 협의하고 수행해 온 국가R&D 데이터 품질관리 체계 수립과 포털 사이트 구축에 관하여 알아본다. 범부처 국가R&D정보 자원의 데이터 품질관리체계 수립과 범부처 적용 지침 및 가이드라인 제시를 위해 NTIS사업단 및 15개 부처(16개 대표전문기관)의 실무팀장 및 DB 관리자 중심으로 총 33명의 설문을 실시하여 품질관리체계 현황을 조사 분석하였다. 또한 부처(기관)별로 국가R&D표준정보 데이터품질 지표 마련과 주기별 데이터 품질 및 개선도 자체점검을 지원하기 위해, 데이터 점검기준과 절차를 마련하고 이를 기반으로 부처(기관)와 협력하여 데이터품질 점검을 기반을 마련하였다. 이렇게 마련된 품질관리체계와 프로세스를 지원하기 위한 자동화 솔루션을 운영하고자 본 논문에서는 NTIS 데이터 품질관리 체계 및 프로세스, 기능이 통합된 웹 포털 구축에 대해서도 알아본다.

The use of Bigdata plays an important role in all areas of society. Especially in the health care field, the role of Bigdata is very considerable because it deals with people's life and health. However, the interest and awareness of quality control of medical data is markedly low. Because the low-quality medical Bigdata leads to national loss and public health impairment, quality control of medical Bigdata is needed. The purpose of this research is to present the direction of medical Bigdata quality management by examining literature and cases of domestic and foreign medical Bigdata quality management practices. In addition, as a case of medical Bigdata quality control in the Y medical institution in Korea, activities of a Bigdata quality management TFT and results of a survey conducted for major data users in the hospital were presented.

Recently, as most functional business activities in an enterprise are supported by computerized information systems, data duplication and inconsistency among functional information systems become serious problems. It brings people to have many interests on data quality management. This paper presents a case study in which a company had improved their data quality by enhancing their data quality management processes. Though the case study, we describe main issues and risk factors in the process of data quality improvement projects as well as solutions to resolve the issues, which can be referred by other companies who pursue data quality improvement. Also, the improvement effects are evaluated by multidimensional perspectives which include quantitative and qualitative measures on data quality, productivity, customer satisfaction, organization, and culture.

In this paper, we propose an integrated techniques for managing data quality in traffic data warehousing environments. We describe how to collect and construct the traffic data warehouses from the operational databases, such as FTMS and ARTIS. We explain how to configure the traffic data warehouses efficiently. Also, we propose a quality management techniques to provide high quality traffic data for various analytical transactions. Proposed techniques can contribute in providing high quality traffic data to the traffic related users and researcher, thus reducing data preprocessing and evaluation cost.

최근 데이터가 기업 경쟁력의 핵심 요소로 부각되면서 데이터 품질이 중요한 이슈로 등장하고 있는 가운데, 지난달 15일 코엑스 컨퍼런스 센터에서‘데이터 품질과 데이터 관리’를 주제로 한‘2004 데이터베이스 그랜드 컨퍼런스’가 개최돼 눈길을 끌었다. 데이터베이스 그랜드 컨퍼런스는 한국데이터베이스진흥센터가 작년부터 매년 정기적으로 개최하고 있는 국내 유일의 데이터 품질관리 분야 전문 행사로, 필자는 본 컨퍼런스에 발표자 겸 청중으로 참가해 국내 기업들의 데이터 품질에 대한 높은 관심과 품질관리의 현주소를 직접 체험할 수 있었다.

데이터 품질의 패러다임 변화에 따라 기업에서는 효과적인 의사결정지원을 위한 정보서비스의 품질 관리가 중요하다. 본 연구에서는 설문조사를 통해 데이터 거버넌스 관점에서 행정기관 간 정보연계를 통해 민본 녹색 행정을 위한 '행정정보공동이용시스템'의 데이터 품질관련 현황을 분석하였다. 이와 관련하여 향후 정확하고 안전한 행정정보의 공동이용을 위한 정보서비스 품질관리체계 구축을 위한 대안으로서 데이터 거버넌스 관점의 행정정보 공유 데이터 품질관리체계 구축을 제시하는 바이다.

Although the demand for the use of public data increases in accordance with the expansion of Government 3.0, the poor level of data quality and its management currently implemented is becoming obstacles to opening data to the public. To improve the efficiency of management, linkage and usage for data, standardized processes for data quality management have to be prepared and appropriate data quality assessment criteria should be established. In this paper, we propose the organizational maturity model that can assess the public data quality management level. This model consists of the process reference model and the measurement framework. Fifteen processes grouped by the PDCA cycle are defined in the process reference model. The measurement framework measures the organizational maturity level based on process capability levels. The organizational maturity model can be used to establish objectives and directions for public data quality improvement by diagnosis of current level of public data quality management and problem solving. This model can also facilitate open to the private sector and activate usage of stable public data through reliability enhancement.
