  • In order to appreciate the varied activities of university libraries, this study assesses their efficiencies in the process of production and utilization of their services for two consecutive years, 1999 and 2000. Using a Data Envelopment Analysis with exogenously fixed factors, this study analyses separately efficiencies identified. The results show that efficiencies of libraries appear differently according to the year of evaluation, the dimension of evaluation as well as the difference of statute. The specialized libraries as CADIST are definitely higher in terms of use of services. In addition, inefficiency is mainly due to deficits of production of outputs rather than excesses of utilisation of inputs. For example, time devoted to user's training constitutes the most significant potentiality of increase in the production of services.

  • University libraries have been attempting to reorganize their space through new building construction and remodeling to cope with the rapid changes in information and communication technologies and university environment. These changes seem to reflect the need for the shift of the university library functions toward the facilitator role of enabling continuous learning and research through space reorganization beyond the traditional supporter role of preserving and supplying library materials and providing learning space and services to university members. Despite all these changes of university library space functions, however, their assessment has been still limited to the library users' satisfaction and usage changes before and after library building renovation or new construction, calling for the need to develop proper measurement tools for evaluating the library functions as learning commons that reflect university vision and goals. Therefore, this study intends to analyze the trend of space reorganization practices in university libraries and the studies of evaluating its effect, in order to develop tools to evaluate the effectiveness of space reorganization and to provide basic data for future space reorganization and assessment strategies.

  • Performance indicators for academic libraries in Korea suggested in this research cover three areas, that is, collection, budget, and human resources, which consists of three subdivisions, respectively. Performance indicators and action plans in this research were prepared, based on the official documents which universities in Korea formally submitted to the Ministry of Education and Human Resources, and the data published by the related institutions. Performance indicators and action plans are intended to draw attentions of university administrators and headquarters, but do not require librarians to prepare for evaluation. The better results would be expected with the development and application of both quantitative and qualitative indicators for information services by standardizing and unifying the process of collecting statistics. It is also expected that periodic and continuing evaluation of academic libraries could help government and universities have a better understanding of and appreciate the significance of academic libraries.

To proceed with this study, guidelines of public library services for people with disabilities, and previous research and job description of academy library analysed and developed indicators suited for evaluating academic library services for people with disabilities. A pilot survey and main survey about the evaluation factors and indicators conducted with librarians who work for university libraries, and the questions were refined by exploratory factor analysis of the data collected from the survey. As a result, through the process of identifying reliability and validity, it turned out that the evaluation factor and subordinate index of university library services for the disabled consisted of 8 factors and 33 indicators.

  • This research reports the results from the pilot evaluation of academic libraries in Korea conducted from September through November 2010 to test the applicability and feasibility of an evaluation model and evaluation indicators developed by this research team. In the first and second stages of this pilot evaluation, quantitative and qualitative indicators were respectively used, and in the third stage a survey for user satisfaction was conducted. Out of 58 applicants which applied for this evaluation, a total of 9 libraries were selected as excellent libraries for each group classified according to the size of a library(large, medium, and small) in 3 areas of specialization and 1 library was awarded the best performed library. Despite such limitations as the use of experimental indicators and a pressing schedule, there were some positive effects including the use of formal statistics, an objective assessment of current status of academic libraries, and the improved interest of university administration in academic libraries.
