The expectation and the role for the university are rising due to the national competitiveness and change of environment in higher education in the knowledge based society, and the role to realize the effective lifelong study is also underlined in lifelong study society. And the social awareness is also diffused that the university should share the specialized substantial information resource with the community, and ensure the access right to knowledge and information to local inhabitant. Like this, the roll as an information center that the university can develop the local society as the component of the community according to the diffusion of lifelong study and the change of civic awareness. To check the open state of university libraries to community, this study surveyed and analyzed the open state of 4-year-course university libraries in Seoul and Gyoenggi region. On this base, this study emphasized that the university should open its libraries and positively offer the abundant specialized data of university libraries to the local residents. And this study suggested the way that the university libraries can cooperate connecting with the local public libraries and the school libraries as a positive service way of university libraries. Also this study accentuated that the university libraries should establish an open-door policy of its libraries and enlarge the service for the local residents by using the university conditions to maximum with the positive support of the university libraries of government and the university's bureaucracy.

The purpose of this study was to provide suggestions for the effective management of e-journals in academic libraries. Existing literatures were reviewed, web sites were examined, and informal interviews with librarians were conducted. This study comprehensively discussed various aspects of e-journal management, including 1) user behavior, 2) selection, acquisition, and evaluation, 3) access and search, 4) user education and its promotion, 5) archiving, 6) open access, 7) collection development policy.

Efforts to establish a joint preservation facility for library materials are being discussed in the regional representative libraries recently, but this is mainly a movement in public libraries. This study aimed to provide a model for a joint preservation facility construction and management especially for the National Universities Library in Busan/Gyeongnam area. For this job, after analyzing the current situation, this study focuses on 1) estimated size of the planned facility calculated by investigating the size and equipment, operation policy, collection quantity and saturation status of participating library archives, 2) strategies for construction, proposed a joint preservation architecture construction management model such as organization and human resources, and standards for transferring materials.

Open access policies are very important for the successful open access projects in any institutions. This study aims to propose elements to consider for establishing open access policies of universities. The 3 university institutional repositories' open access policies in Korea and foreign universities' policies registered in the ROARMAP are analyzed. The major categories proposed in the study are materials, time of deposition, depositors, copyright, level of requirement, exemption, usage, options for open access, and support.

University library in university organization needs more to innovating with through information management systems. In this paper introduced IMS to university library in Korea. In this paper investigated difference of recognition between college and university about IMS. The samples (n=67) were composed of those who had already engaged in university library and college. The results of this study were as follows; Most participants who was considerate no more important to mind for IMS introduction. Then, the results of ANOVA analysis was recognized employee's about IMS that among of the best problems was negative(-) effect to introduction necessary and introduction timeless of IMS was insignified with F=0.469(p=0.497), sig=0.05. and F=2.410(p=0.125), sig=0.05. By the way, education necessary of IMS was signified with F=7.470(p=0.008), sig=0.01. Finally, in this paper provided the fundamental data for the standardization and transparency related to policy establish of university library for introducing of IMS.

It is essential to have adequate legal regulations to achieve the policy objectives in libraries. This study aims to analyze the structure and critical amendments of the Library Act (Law No. 18547), which was comprehensively revised on December 7, 2021 and has been in effect since December 8, 2022. This analysis examines the normative validity and effectiveness from a policy legislation perspective. As a fundamental law, we explore whether the Library Law possesses legal validity and can contribute to achieving policy objectives by elevating the societal value and qualitative improvement of libraries from an effectiveness standpoint. The analysis results suggest proposing enhancements to the content of objectives and fundamental principles, specifying the responsibilities of the state and local authorities, improving the library policy system, and enhancing the substantial influence of the National Library Commission.

본 연구의 목적은 중국 연변조선족자치구에 현존하는 각종 유형의 도서관문헌 정보사업 현황과 문제점을 밝히는데 있다. 본 연구의 의의는 공개된 자료가 미미하고 정형화된 자료가 부족한 상황에서 실태조사를 병행하여 상세한 정보를 제공한 점이다. 도서관의 현대화작업은 90 년대 후반기부터 컴퓨터를 도입하여 전개되기 시작하였고, 연변과학기술대학도서관의 경우는 현대화된 시설을 갖추고 한국의 선진 도서관리 방법을 도입하여 도서관을 운영하고 있으나, 기타 도서관들은 부분적으로 전자 연람실을 구축하여 서비스하고 있다. 그러나 현재 조선족자치주 대부분의 도서관들은 자금부족으로 현대화된 도서관을 구축하지 못하고 있는 실정이다. 앞으로 지도층에서의 중점사업으로의 추진과 서부대개발사업의 우대정책을 통해 자금 확보를 도모하여 도서관의 현대화 건설의 추진을 기해야 할 것이다.

Drawing on Bronfenbrenner's ecological system, the study explored the effect of the ecological variables affecting library satisfaction for mothers of early school-age children. The study used the eighth wave(2015) of Panel Study on Korean Children and conducted correlation analysis, multiple regression analysis, hierarchical regression analysis, and stepwise regression analysis. Researchers selected ecological variables for each ecological system based on previous studies. Results showed that mothers had moderate satisfaction with libraries, and their satisfaction with libraries was affected by library accessibility, satisfaction with public services, type of residence, children's reading time, and supportiveness of parenting policy. The study showed that external factors such as family, community, and policies could affect library satisfaction along with internal factors in the sociocultural context. The study suggested a possible practical implication for library policy.

Open Science Project, which enables users to access and utilize public research results in a digital format, is being actively promoted overseas, and American university libraries are interested in research support service. Among the three OECD implementation measures, 'capacity building' can be effectively prepared through librarians' research support services. Therefore, this study investigated the policy of research support service implemented in leading American 13 university libraries in preparation for the open science era focusing on the recent literatures and library websites. Based on the best cases of research support service of American university libraries, I analyzed the homepage of 19 domestic research universities' library focusing on scholarly communication service and suggested improvements. In Korea, open access service and management of research data are lacking in terms of experience and expertise. This study result can be used as a basic reference when establishing the research support service plan needed in the open science era in the university library and can contribute to the improvement of the research ability of domestic researchers by introducing internationally competitive research support services.

Academic libraries have actively responded to social requirements and changes in scholarly communication system. In recent years, social and scholarly requirements for systematic management and sharing of research data have become apparent. Major countries including U.S., UK and Australia have begun national policies requiring management and sharing of research data from publicly funded R&D projects. This case study identified four academic libraries in the US with active research data support services and analyzed them in terms of how they established dedicated unit and the extent of services in the areas of instruction, consulting and system support. The analysis provides context for academic libraries in Korea in formulating their future research data strategies. The core of the recommendation is primarily concerned with developing instructional services and strengthening library's capabilities for research data management and sharing.
