The Collaboration between University and Industry: A Case Study of Chonnam National University focusing on the Technology Transfer (대학과 기업 간의 협력: 기술이전을 중심으로 한 전남대학교의 사례 분석)

  • In the knowledge-based economy the innovation through continuous research and development(R&D) is crucial for the economic development and competitiveness of the region or country. The role of university as an institution which creates and diffuses new knowledge and technology should be highly emphasized these days in that context. This study explores the university-industry collaboration. More specifically, technology transfer and knowledge exchange between a university and external industrial partners are examined and the influences of such activities are, then, evaluated in the aspects of innovation and competitive advantages of the industrial partners. The case study on the Chonnam National University indicates that the considerable amount of knowledge and technology developed within the university tended to transferred to local areas, namely Gwangju and Jeonnam region. It can be claimed that the university, at least Chonnam National University, has positive impacts on the regional economy through technology transfer and knowledge share.

  • The purpose of this study is to analyze the aspects and characteristics of educational innovation planned and implemented at the university site targeting universities in Busan, Ulsan, and Gyeongnam, and to explore their limitations and tasks. For this purpose, we analyzed the contents of innovation strategy programs among the plans of 17 universities in the national innovation support projects in Busan, Ulsan, and Gyeongnam area. First, the university innovation strategy was divided into input, process, infrastructure, and other factors, and among them, the process factor was divided into education, research, and industry-university cooperation to examine the aspects and characteristics of innovation. As a result of the study, the aspects of university innovation at universities in Busan, Ulsan, and Gyeongnam were analyzed in the areas of education, research, and industry-academia cooperation. Characteristics of innovation were emphasis on convergence education, competency development, smart system foundation, introduction of innovative teaching and learning techniques, consumer-centeredness, and regional linkage. The limitations and tasks of university innovation revealed through the research are as follows. First, a specialized university innovation business structure should be prepared in consideration of the context of local universities. Second, established strategies with high innovativeness must be implemented and sustained, and consensus among members is required for this. Third, the innovation of universities should not mean the centralization of academics, and the role and efforts of universities as a research institutions should be improved. Fourth, it should not be overlooked that more important than the visible innovation strategy of university innovation is the education innovation that occurs directly to students as a result of the education effect.

  • Healthcare and data science are often linked through finances as the industry attempts to reduce its expenses with the help of large amounts of data. Data science and medicine are rapidly developing, and it is important that they advance together. Data science is a driving force in transition of healthcare systems from treatment-oriented to preventive care in healthcare 3.0 era. It enables customized precision-based medicine that current healthcare systems cannot facilitate, and discovers more cost-effective treatment. Currently, healthcare big data is in the reality of medical institution, public health, medical academia, pharmaceutical sector as well as insurance agency. With this motivation, the medical college of Soonchunhyang university has performed a 'healthcare data science initiative(HDSI)' since 2014. Most of domestic HDSI programs focus on short-term contents such as mentoring and sharing cases for data science. Therefore, it is difficult to provide education tailored to the level of skills and job competency required at the practical site. Soonchunhyang HDSI implemented specialized strategies for improving resilience and response to changes in the IT education of current healthcare with the emphasis on the need for systematic activation of the practical HDSI. The HDSI has been performed as a part of on industry-academic link program in CK-1. Through quantitative and qualitative analysis, this paper discussed the HDSI process, performance, achievement, and implications.

수소스테이션 국산화 기술 개발

  • 화석연료의 점진적인 고갈과 그 사용에 따라 발생하는 환경오염 문제의 해결 및 에너지 안보 차원에서 세계 각국은 수소경제로의 이동을 준비 중이며 현재 기술개발을 통해 상업화의 시기를 앞당기는 노력을 하고 있다. 국내에서는 2003년부터 본격적으로 정부 주도의 기술개발 및 실용화 사업을 추진하고 있으며 민간 부문에서는 국내 대기업들을 위주로 해외 전문업체와의 제휴를 통해 차세대 수종 사업으로 수소 연료전치 기술개발을 추진 중이나, 아직까지 기술력이 세계수준에는 이르지 못하고 있는 실정이다. SK는 산업자원부와 에너지관리공단에서 주관하는 대체에너지 기술개발 사업 중 수소연료전지 분야의 '수소스테이션(Hydrogen Station) 국산화 기술개발' 사업의 주관 기관으로서, 독자 기술로 개발한 수소 발생 장치를 중심으로 하여 2007년 수소스테이션 건설을 목표로 연구를 수행하고 있다. 수소스테이션 국산화 기술 개발은 2004년부터 2009년까지 총 5년간에 걸쳐 진행되며, 주관 연구기관인 SK는 수소 발생 장치의 개발과 이를 중심으로 한 수소스테이션의 건설을 총괄하고 있으며, 3개 국책 연구 기관 및 4개 대학이 위탁연구 기관으로 참여하여, 수소 생산 신공정 개발, 촉매 개발, PSA개발 및 탈항 기술 개발 등에 대한 요소 기술의 국산화를 목표로 연구를 진행하고 있다. 본 고에는 2004년부터 현재까지의 주요 연구 결과 및 수소스테이션 건설 추진 현황을 소개하고자 한다.

KAIST 교수창업 활성화 사례 연구

  • KAIST는 다수의 성공 창업 사례와 국내 창업생태계에서 기술창업 발생지로 역사적 의미를 이어오고 있다. 최근 KAIST의 교원 창업이 매년 증가하고 있으며 딥테크 분야 창업으로 성장률과 생존율이 매우 높게 나타나 많은 주목을 받고 있다. 국가적으로도 매우 중요한 혁신기술창업 집적지라는 평가를 받고 있다. 대표적인 기업가적 대학인 KAIST는 기술창업 요람이라고 불리며 오랫동안 캠퍼스 창업생태계를 구축해오고 있다. 또한, 대한민국 창업생태계가 발전하면서 창업기업을 가장 많이 배출시킨 기관으로 혁신적인 창업문화를 선도해 오고 있다. 최근 KAIST의 신문화전략 1 Lab 1 Startup 비전을 수립하였고, 과학기술의 우수한 기술력을 바탕으로 연구실 R&D 기술을 혁신창업으로 이어지는 사업화를 위한 변화와 혁신을 주도하고 있다. 신문화전략 이후 몇 년 동안 교원들이 더욱 창업에 많은 관심을 가지기 시작하였고, 실질적으로 KAIST의 혁신 창업기업 수가 증가하였다. 이러한 결과는 신문화 전략 외에도 다양한 교원창업 성공사례 확산, 교원창업 활성화를 위해 제도개선, 아이디어 발굴부터 기술사업화 지원, 자금조달, 비즈니스 모델 고도화, 기술사업화 및 글로벌 창업지원, 창업 인프라를 제공하고 있기 때문이다. 하지만 KAIST의 창업을 한 교수를 대상으로 세부적으로 기술창업 성공 사례와 핵심요인에 대해서 분석한 연구는 매우 부족하다. 이에 본 연구에서는 KAIST에서는 교원창업 분야에서 성공적인 창업기업을 배출되고 있는 현상에 관한 사례, KAIST의 특화된 창업지원프로그램 소개, 교원 창업 성공 사례들이 어떻게 가능한지에 관한 요인과 그 이유를 탐색하고자 한다. 교수 창업 활성화를 위한 규정, 제도, 창업지원프로그램 등에 대해서 분석을 하고자 한다. 그러므로 본 연구에서는 대표성이 있는 KAIST N차(연쇄 창업가) 창업을 한 A 교수의 사례를 중심으로 어떻게 지속해서 창업하고 있는지, 성공 요인이 무엇인지, 어떻게 하면 교원창업이 활성화될 수 있는지 요인들을 파악하고, 연쇄 창업 방법론이 무엇인지 사례조사와 함께 선행연구 문헌 자료 조사, 인터뷰를 중심으로 연구하여 대한민국에서 실질적인 교수창업이 활성화될 수 있는 활성화 모델을 제시하고자 한다. 따라서 본 연구를 통해 교원창업에 있어서 실질적인 애로사항, 현황, 여러 번 인터뷰를 통해 핵심 요인과 원인을 파악하고자 한다. 국가적으로 대학 교원 창업 활성화 모델이 필요한 시점에 실효성이 있고 성과를 창출할 수 있는 활성화 모델을 제시하여 대학의 우수한 연구, 인적 자원을 활용한 혁신 창업 활성화 모델을 새롭게 제시하여 기업가적 대학으로 발전하고 교원들이 적극적으로 창업에 관심을 가지고 성공적인 성과를 창출할 수 있도록 체계를 만들고자 한다. 본 연구에서 제시하는 A교수의 N차(5개 창업) 창업한 사례 연구를 통해 대학 교원들의 혁신창업 활성화를 위한 정책적, 실무적 시사점을 도출하고자 한다.

The Role of R&D Center for Technology Commercialization : The Case and Implication to The Developing Country (기술사업화를 위한 연구개발센터의 역할 : 개발도상국의 사례 및 시사점)

  • The role of R&D center for technology commercialization can be categorized into three distinct stages: the first stage consists in developing industrial problem-solving capability; the second consists in catching up with industrialized economies developing creative imitations of imported technologies; and the third consists in acquiring advanced knowledge creation capability. Accordingly, the R&D center's organization should be aligned with this development strategy. This case study of Kazakhstan provide a managerial implication for the other developing countries. The first stage of development, which may be called the 'industrial problem solving stage,' the center will build the infrastructure in terms of both technology and human-resources. The second stage will involve building up 'knowledge capability' with a view to becoming a major industrial R&D hub in Central Eurasia. In the third stage, the center will create advanced knowledge as a 'world-class knowledge center'. In this regard, the evolution of the R&D center should be described according to the features of the center's services.

A Study on Obstacles and Promotion of Faculty Technology Entrepreneurship (교수 기술창업 장애요인 및 활성화 방안에 관한 연구)

  • This study suggests the ways to promote the technology startups founded by professor, who differs from student or researcher in social status, risk-taking tendency, and motivation. Literatures were reviewed to understand the advantage of faculty's tech start-up, foreign cases, and related researches. In addition, key stakeholders were interviewed. The study shows that domestic faculty entrepreneurship is currently in infant stage while facing obstacles in institutional, financial and practical aspects. In order to promote faculty entrepreneurship, the study suggests that university and professor set up the benefit sharing structure in advance, that the public sector establishes a holding company or investment fund dedicated to support a faculty startup, that proactive effort be made to attract passive professors to the startup world, and that private companies join faculty startups in the process of concept proofing and product commercialization. The study is expected to provide government, university, and industry with practical implication in promoting faculty startup.

A Study on the Effect of Technology Readiness Level and Commercialization Activities on the Success of Technology Commercialization: Focusing on Public Technology (기술사업화 성공에 대한 기술성숙도 및 사업화 활동의 영향에 관한 연구: 공공기술을 중심으로)

  • There is growing interest in the function and role of public research institutes as "entrepreneurial actors" that can contribute to industrial development by commercializing excellent research outputs. On the other hand, their performance in the commercialization phase is insufficient because of the insufficient technological technology readiness level or repeatability. This study conducted probit model analysis to examine the effect of the technology readiness level and commercialization activities on the success of technology commercialization. The results showed that the possibility of success in technology commercialization increased with increasing TRL at the time of acquisition. In addition, the difference between the TRL at the time of acquisition and the current TRL (TRL Gap) does not affect technology commercialization on its own. It generates additional effects in conjunction with the TRL at the time of acquisition. Finally, the results show that technology commercialization is most likely to succeed if technology with a TRL 4-6 level is improved to TRL 9 level through a marginal effect estimation.

The Performance of University Venture Capitals in Korea (한국 대학벤처캐피탈의 투자성과에 대한 연구)

  • In recent years, universities, with their intellectual properties and human resources, become main drivers for technology transfer. Universities in Korea have various organizations to support the technology transfer and commercialization. Among them, a technology holding company plays the critical role to successfully implement the task. Nonetheless, the performance of the technology holding company is well below the expectation of industry, government and universities themselves. The lack of expertises and experience together with the ill-suited government policies could be attributable to the observed under performance. More recently, however, the technology holding company acts as an accelerator or venture capital to search and fund promising start-ups. The university venture capital thus transforms a traditional university into an entrepreneurial university. Focusing on the role of the technology holding company as an accelerator or venture capital, the paper analyzes the characteristics of the university venture capital and the invested start-ups. The performance of the university venture capital is measured and the determinants of the performance are empirically tested. The results show that the co-investment of outside investors and the support of government program, known as Tech Incubator Program for Startup Korea, yields the highest performance. The result indicates that the coordination of the university venture capital, industry and government is the key to the success of early start-ups. The paper is the first to analyze the performance of the university venture capitals in Korea and thus contributes to the literature.

Development of LINC 3.0 Self-Evaluation Indicators Based on CIPP Evaluation Model - Focusing on the Case of K University - (CIPP모형에 기반한 LINC 3.0 자체평가지표 개발 -K대학 기술혁신선도형 사례 중심으로-)

  • The purpose of this study was to develop self-evaluation criteria for objective verification and performance analysis of LINC 3.0. To achieve this goal, evaluation indicators in the fields of human resources development and skill development and commercialization were developed and their validity was verified. We investigated previous evaluation-related studies and similar cases to construct an evaluation model and system and develop indicators. The validity of the developed evaluation indicators was secured through two round Delphi surveys. As a result of the research, LINC 3.0 evaluation indicators can be divided into the field of human resources development and skill development and commercialization. A total of 66 evaluation indicators were developed. CIPP in the field of human resources development was developed with 13 categories and 38 evaluation indicators, and CIPP in the field of skill development and commercialization was developed with 12 categories and 28 evaluation indicators. The significance of this study is that it suggests a way to increase the objective verification and validity of the university industry-academia cooperation model by developing self-evaluation indicators for the LINC 3.0 project. The evaluation indicators developed in the research need to be continuously upgraded based on field usability, and it is necessary to improve the quality and competitiveness of university education by sharing and spreading excellent affairs.
