The transition of the central government system to the cloud-based infrastructure is being conducted as the National Information Resources Service (NIRS, Ministry of the Interior and Safety) attempts to integrate government IT resources. In the early days, the transition was attempted as an infrastructure as a service (IaaS) for the cloud service of HW; however, currently, ithe transition is being converted to software as a service (SaaS) for the service of common business. Typical and common business is a document creation for government service and records management. Document creation is produced on cloud On-Nara system, and such system is deployed to central government agencies from 2015 to 2018, as well as the deployment to local government plans is to be gradually implemented after 2018. Currently, the records management is performed with the cloud RMS system, and such system is distributed to the central government from 2016 to 2018, as well as the dissemination to the local government is scheduled to be carried out, considering the adoption of the On-Nara system.

This essay focused on the critical review of Korean National Archives System(KNAS) since 1999. We think that KNAS could establish the backbone with basic records law on 1999. It's right. But it is not enough for explaining the full historical growth. there are some factors below the growth. This essay tried to the basic three factors below. That means the the demonstration discourse, archival system practices, and archiving technologies in the contexts of the unique standard by the basic records law. These three factors have been the powerful engine for the take-off of KNAS since 1999. However, the powerful history has shadows of growth. This essay narrated the shadows by the frame of 'counter-destiny'. The most dangerous shadow is the loss of archival cultures because the KNAS has been composed of efficiency mentality. That means that KNAS has no unique archival culture for citizenship. So, this essay tried to talk about 'Post1999' to Archives Community.

This study analyzed the functions, organizational structure and activities of NCLIS, LIC and Resource in USA and UK. In result, NCLIS as an independent agency within executive branch performs the powerful advisory function to U.S. Congress and government agencies and supports to improve the library and information services with IMLS conducting the government policies. LIC and Resource in UK renders advisory function to improve library and information services with government fund although they are only committee under the Department for Culture , Media and Sports.
