A Study on the Improvement of the Assistance Fund System for Residents in the Regulated Area around Dam (다목적댐 주변지역 주민지원사업의 개선방안에 관한 연구 - 대청댐과 충주댐을 중심으로 -)

  • 물부족 국가인 우리나라에서 댐은 중요한 사회적 기반시설로서 안정적인 용수공급, 홍수조절, 발전 등의 다양한 측면에서 편익을 주고 있다. 하지만 이러한 편익의 대부분은 댐 관리주체 및 하류지역 주민들에게 주어지는 것이며, 오히려 댐이 위치하고 있는 지역의 지자체 및 상류지역의 주민들은 일방적인 피해를 보고 있는 입장이다. 이에 댐 주변지역 주민들을 대상으로 소득을 증대시키고 복지를 증진시킨다는 목적 하에 댐 주변지역 주민지원사업을 시행하도록 하는 법적 근거에 따라 지원사업을 시행하고 있으나 지역 주민들의 사정을 제대로 반영하지 못하고 있으며, 피해정도에 비하여 지원이 부족한 실정이다. 또한 지원되고 있는 사업의 내용면에서도 주민들에게 실질적인 도움을 주지 못하고 있다. 이렇듯 댐 주변지역 주민들은 지역간 편익과 피해에 대한 불공평한 배분과 댐으로 인한 피해, 불편, 경제적 손실 등으로 불만과 피해의식이 증가되어 사회적 문제로 나타나고 있다. 본 연구에서는 댐으로 인한 편익과 피해를 분석하고, 현재 시행되고 있는 지원 사업에 대한 현황 및 주민의식을 조사하여 실제 댐 주변지역의 주민들에게 실질적 도움이 될 수 있는 제도를 마련하기 위한 방안을 모색하였다.

용담댐 건설로 인한 금강 상류의 하천환경변화 분석 I - 수문변화분석 -

  • 전북권에 일정량의 생${\cdot}$공용수를 제공한다는 배경아래 금강수계 최상류에 건설된 용담 다목적댐으로 인해 금강 상류로의 자연 유입량이 인위적으로 감소되었고, 이에 따른 하천수변환경의 변화가 발생하게 되었다. 따라서 본 연구에서는 댐 건설전 자연유출로 인한 금강 상류구간의 수문변화와 댐 건설로 인한 인위적인 유입유량 감소로 인해 발생되는 수문변화를 비교 분석함으로써 용담댐 건설 및 부족한 용수 공급량으로 인한 수질 및 수변${\cdot}$수중생태계 분야의 문제점 제시를 위한 기초자료를 제공하고자 한다. 이를 위해 1차원 수문 모의를 수행하였으며 이에 금강 상류의 하천횡단자료 445개를 직접 구축하였다. 또한 과거 12년간의 강우 자료를 바탕으로 강우량 편중정도에 따라 평균 강우량을 갈수기, 평수기, 홍수기로 구분하여 산정하였다. 이를 바탕으로 각 지류유입량을 산정하기 위하여 소유역별 평균 유출량을 산정하였다. 이러한 과정을 통해 댐건설전 자연유출량과 댐 건설 후 하천유지목적으로 방류되는 용담댐 방류량 $5.4m^3/s$, 그리고 추가적으로 금강수환경 조사연구용역과 관련하여 용수배분팀(전병호, 2002)에서 제시한 적정 용담댐 방류량 $9.1m^3/s$이 금강수계에 미치는 수문학적 영향을 분석하였다. 용담댐 건설전${\cdot}$ 후의 대청호 유입량을 비교한 결과 갈수기때는 $9.46\%$, 평수기때는 $3.32\%$, 홍수기때는 $33.73\%$의 감소율을 보이고 있다.

  • Reliability, resiliency and vulnerability for the risk analysis are mathematically defined as the evaluation standard of risk level to characterize the risk which influences water resources management and optimal reservoir operations. Monthly inflows are synthetically generated by stochastic generation model for a long-term reservoir water budget analysis, and this method is applied to the Dae-Cheong Multipurpose Dam. As a result of study, reliability based on occurrence, time and quantity are derived respectively. Also resiliency, vulnerability and resiliency inc\dices are estimated to evaluate the performance of water supply on reservoir system, and their relationships are evaluated.

Flood Frequency Analysis Considering Probability Distribution and Return Period under Non-stationary Condition (비정상성 확률분포 및 재현기간을 고려한 홍수빈도분석)

  • This study performed the non-stationary flood frequency analysis considering time-varying parameters of a probability density function. Also, return period and risk under non-stationary condition were estimated. A stationary model and three non-stationary models using Generalized Extreme Value(GEV) were developed. The only location parameter was assumed as time-varying parameter in the first model. In second model, the only scale parameter was assumed as time-varying parameter. Finally, the both parameters were assumed as time varying parameter in the last model. Relative likelihood ratio test and Akaike information criterion were used to select appropriate model. The suggested procedure in this study was applied to eight multipurpose dams in South Korea. Using relative likelihood ratio test and Akaike information criterion it is shown that the inflow into the Hapcheon dam and the Seomjingang dam were suitable for non-stationary GEV model but the other six dams were suitable for stationary GEV model. Also, it is shown that the estimated return period under non-stationary condition was shorter than those estimated under stationary condition.

Assessment of Agricultural Water Supply Capacity Using MODSIM-DSS Coupled with SWAT (SWAT과 MODSIM-DSS 모형을 연계한 금강유역의 농업용수 공급능력 평가)

  • This study is to evaluate agricultural water supply capacity in Geum river basin (9,865 $km^2$), one of the 5 big river basin of South Korea using MODSIM-DSS (MODified SIMyld-Decision Support System) model. The model is a generalized river basin decision support system and network flow model developed at Colorado State University designed specifically to meet the growing demands and pressures on river basin management. The model was established by dividing the basin into 14 subbasins and the irrigation facilities viz. agricultural reservoirs, pumping stations, diversions, culverts and groundwater wells were grouped and networked within each subbasin and networked between subbasins including municipal and industrial water supplies. To prepare the inflows to agricultural reservoirs and multipurpose dams, the Soil and Water Assessment Tool (SWAT) was calibrated using 6 years (2005-2010) observed dam inflow and storage data. By MODSIM run for 8 years from 2004 to 2011, the agricultural water shortage had occurred during the drought years of 2006, 2008, and 2009. The agricultural water shortage could be calculated as 282 $10^6m^3$, 286 $10^6m^3$, and 329 $10^6m^3$ respectively.

Interannual and Seasonal Variations of Water Quality in Terms of Size Dimension on Multi-Purpose Korean Dam Reservoirs Along with the Characteristics of Longitudinal Gradients (우리나라 다목적댐 인공호들의 규모에 따른 연별.계절별 수질변이 및 상.하류간 종적구배 특성)

  • Major objective of this study was to determine interannual and seasonal water quality along with characteristics of longitudinal gradients along the reservoir axis of the riverine zone (Rz)-to-lacustrine zone (Lz). Water quality dataset of five years during 2003~2007 used here were obtained from Ministry of Environment, Korea and ten physical, chemical and biological parameters were analyzed in the study. Similarity analysis, based on moropho-hydrological variables of reservoir surface area, watershed area, total inflow, and outflow, showed that the reservoirs were categorized as three groups of large-dam reservoirs (Chungju Reservoir, Daecheong Reservoir and Soyang Reservoir), mid-size reservoirs (Andong Reservoir, Yongdam Reservoir, Juam Reservoir and Hapcheon Reservoir), and small-size reservoirs (Hoengseong Reservoir and Buan Reservoir). According to the data comparison of high-flow year (2003) vs. lowflow year (2005), dissolved oxygen (DO), pH, biological oxygen demand (BOD), suspended solids (SS), total nitrogen (TN), total phosphorus (TP), chlorophyll-a (CHL) and electrical conductivity (EC) declined along the longitudinal axis of Rz to Lz and water transparency, based on Secchi depth (SD), increased along the axis. These results indicate that transparency was a function of Values of pH, DO, SS, SD, and EC at each site were greater in the low-flow year (2005) than the high-flow year (2003), whereas values of BOD, COD, TN, TP and CHL were greater in the high-flow year (2003). When values of TN, TP, CHL and SD in nine reservoirs were compared in the three zones of Rz, Tz, and Lz, values of TN, TP and CHL declined along longitudinal gradients and SD showed the opposite due to the sedimentation processes from the water column. Values of TN were not statistically correlated with TP values. The empirical linear models of TP-CHL and CHL-SD showed significant (p<0.05, $R^2$>0.04). In the mid-size reservoirs, the variation of CHL was explained ($R^2$=0.2401, p<0.0001, n=239) by the variation of TP. The affinities in the correlation analysis of mid-size reservoirs were greater in the CHL-SD model than any other empirical models, and the CHL-SD model had an inverse relations. In the meantime, water quality variations was evidently greater in Daecheong Reservoir than two reservoirs of Andong Reservoir and Hoengseong Reservoir as a result of large differences of water quality by long distance among Rz, Tz and Lz.

Determination of the Optimal Contract Amount of the Hydropower Energy Considering the Reliabilities of Reservoir Inflows (저수지(貯水池) 유입량(流入量)의 신뢰도(信賴度)를 고려한 최적(最適) 계약전력량(契約電力量)의 결정(決定))

  • Production of hydro-energy is random in its output amount due to the characteristics of the reservoir inflows. Therefore, it is necessary to provide the rationality in determining the amount of energy for a supply contract. This study presents a methodology for determining reasonably reliable amount of the energy supply considering the energy sale-incomes associated with the penalties which are subject to inflow-reliabilities. The objective function consists of the returns of energy sales and the risk-loss function to reflect statistically relevant risks. A range of the coefficient of the risk-loss function was figured out by its sensitivity analysis. The risk-loss herein means the penalty which should be paid by the energy supplier in case that the level of the energy supply is behind the contracted amount. And the reliability of reservoir inflow is defined by the exceedance probability of the inflow. The log-normal distribution was accepted as the probability density function of monthly inflows on the level of significance at 5%. Golden-ratio searching was applied to identify the optimal reliability and Incremental Dynamic Programming was used to maximize generation of the hydro-power energy in reservoir operation. The algorithm was the applied to the Daechung multi-purpose reservoir and hydro-power plant system in order to verify its usefulness.

  • Reallocation procedure of multipurpose reservoir storage capacity between flood control and conservation is presented as an alternative to secure more water resources. Storage reallocation is an adaptive management mechanism for converting existing normal pool level of reservoirs to more beneficial uses without requirement for physical alteration. This study is intended to develop a reservoir storage reallocation methodology that allows increased water supply storage without minimizing adverse impacts on flood control. The methodology consists of flood control reservoir simulation for inflows with various return periods, flow routing from reservoir to a potential damage site, analyzing river carrying capacity, and reservoir yields estimation for reallocated storages. For the flood control model, a simulation model called Rigid ROM(Reservoir Operation Method) and HEC-5 are used. The approach is illustrated by applying it to two reservoirs system in Geum River basin. Especially with and without new project conditions are considered to analyze trade-offs between competing objectives.

Assessment of Extreme Cases of Climate Change Impact on Water Balance and Water Quality Behavior in Geum River Basin using SWAT (SWAT을 이용한 극한 기후변화 사상에 따른 금강유역의 수문·수질 거동 평가)

  • 2017년 이상기후 보고서에 따르면, 지난해 장마기간(6월 24일~7월 29일) 동안 전국 평균 강수량은 291.7mm로 평년(356.1mm)의 81%에 그쳤고, 7월 전국 평균기온은 $26.4^{\circ}C$로 평년($24.5^{\circ}C$) 보다 $1.9^{\circ}C$ 높았으며, 폭염일수는 평년대비 1.5배 많았음을 보고했다. 이러한 극심한 기후변화는 유역환경에 영향을 미쳐 미래 수자원 계획과 관리에 어려움을 가중시킬 것으로 예상된다. 이에 본 연구에서는 금강유역($9,865km^2$)을 대상으로 SWAT(Soil and Water Assessment Tool)모형과 RCP(Representative Concentration Pathway) 기후변화 시나리오를 이용하여 극한 기후변화 사상에 따른 수문 수질 거동을 평가하고자 하였다. 유역의 물수지 분석을 위해 금강 유역을 표준단위유역으로 구분 하였고, 기상자료와 다목적댐 2개(대청댐, 용담댐)과 다기능 보 3개(공주보, 백제보, 세종보)의 운영 자료와 국가 수자원관리 종합 정보 시스템(WAMIS)에서 관측 및 관리하고 있는 수문, 기상 자료를 수집하였다. SWAT 모형의 신뢰성 있는 수문 및 수질 보정을 위해 금강 소유역 내 위치하는 다목적 댐 2개 및 다기능 보 3개의 실측 방류랑을 이용하여 댐 운영모의를 하였으며, 댐 운영 자료와 수질 자료를 이용하여 모형의 검정 및 보정(2000~2015)을 실시하였다. 미래 극한 기후변화 사상을 모의하기 위해 기후변화 시나리오는 APCC의 26개 CMIP5 GCM 자료 중 RCP 8.5 시나리오를 활용했으며, 극한 기후 시나리오 선정을 위해 STARDEX에서 제시한 강우관련 극한지수를 이용했다. 선정된 홍수 및 가뭄 시나리오에 대해 Historical기간(1976~2005)과 미래기간(2006~2099)을 설정하여 미래 극한 기후변화 사상에 따른 금강유역의 수문 및 수질의 거동을 평가하였다.

The Analysis of Sediment Reduction Effect by Installing Check Dams at Domestic Multi-Purpose Dams (국내 다목적 댐의 저사댐 설치에 따른 퇴사저감 효과 분석)

  • In this study sediments reduction effects on dam have been analyzed in the case of check dam installation in the upstream. Analyzed sediment reduction effects of 27 points conducted for 10 multi-purposes dam, which is target of this study. According to regression analysis result, Sediment reduction effect by installing check dam has shown inclination which increase as area ratio rises. According to analysis result, sediment reduction effect was greatest in Geum-river point at Daecheong-dam. The life-time is estimated to increases about 60% by installing check dams. When Area ratio increases, it was deduced through regression analysis that rise Sediment Reduction Effect by installing check dam. This study can be useful for the management and design plans like the dam's site or priority for placing. Furthermore, it would be able to construct an efficient sand depositing dam if complementary is provided by being considered catchment area and lucrative property.
