Development of Finance Sharing Criteria for Metropolitan BRT Infrastructure (광역BRT시설의 재원분담기준 개발)

  • Metropolitan transport demand has increased in Seoul Metropolitan Area (SMA) due to the expansion of its role and land use. Various public transport modes have to be supplied to relieve road congestions for the convenience of users. During the constructions of theses infrastructures some conflicts between the central government and local governments arise for sharing financial resources. In this study finance sharing criteria is developed for the metropolitan BRT, transfer facility, and public garages. Finally, a case study has been done for the metropolitan BRT between Cheongra and Hwagok area in SMA.

An Empirical Evaluation Scheme for Pedestrian Environment by Integrated Approach to TOD Planning Elements (TOD 계획 요소의 통합적 접근을 통한 친보행 환경의 평가 방안)

  • In order to resolve transportation system focused on vehicles which have led to all sorts of problems such as traffic congestion, air pollution and so on, Korea recently have tended to center around Transit Oriented Development(TOD) which is capable of initiating public traffic demands. It is imperative to develop objective evaluation method which is able to measure pedestrian environment and amenity in order to facilitate green transit. The purpose of this paper is to present evaluation indices and measurement framework of pedestrian environment by analyzing effect on TOD major planning factors such as diversity, density, design, and supply etc. For this, we applied evaluation index with regard to TOD planning factors, investigating connection to pedestrian and employed AHP (Analytic Hierarchy Process) so as to quantify the result of measurement in Jongro 3ga and Hangangjin station. As a result, we presented relationship between travel patterns of pedestrian and each TOD planning factor. More importantly, the proposed framework is expected to make the best of the visualization as well as evaluation method for the pedestrian accessibility, convenience of public transportation, and the mixed land-use patterns in subway area and transit center.

A Comparative Analysis of TOD Planning Elements of Major Urban Railway Station Areas in Seoul (환승역세권 평가를 통한 TOD 계획 요소의 비교분석)

  • Transit Oriented Development(TOD) has been the dominant paradigm for urban development. The traditional approach to the development of urban rail station areas demonstrates apparent weaknesses when it comes to compact and mixed-use types of development for these stations. Thus, the objective of this study is to derive evaluation indicators with which to assess urban rail station areas using TOD planning elements. A focus group interview was conducted to explore TOD planning elements. In order to examine the level of TOD to be achieved, an AHP technique was utilized to analyze the importance of several variables. Z-scores and Re-scores were applied to derive the values for the stations. The Variables related to the land use type, mixed use, floor area, and public transit were found to be the major contributing factors to the achievement of TOD in urban rail station areas. The results of this study show that the level of TOD achievement varies according to the major land use, density, accessibility, and mixed-use planning elements.

A Study on Parking Management Policy Directions by Analysis of Parking Characteristics of National Assembly (국회의사당 주차이용특성 분석을 통한 주차관리정책 방향 연구)

  • Nationals Assembly have experiencing unbalance between capacities and demand of parking facilities because of increasing parking demand, free parking policy, long term parking and passenger car use of workers, usage of neighborhood office workers and visitors. The lack of parking facilities cause illegal parking on the street inside and outside of National Assembly which result in the disorder of parking culture. To solve these parking problems, this study suggest parking management system to enter the National Assembly for the short term and charging parking fee, operation by private company, constructing parking building by abrogation of upper limit and construction of ground park, and so on. The study, also, suggested to strengthen weekday or 10 day shift system, to increase shuttle bus and commuting bus, to activation of Han River waterside parking area, public transportation with those new parking management system. For the conclusion, the parking problems of National Assembly should be focused more on parking management than the parking facilities supply.

Analysis of Factors Affecting Rail Transit Ridership at Urban Rail Stations (도시철도역별 이용수요의 영향요인에 관한 연구)

  • This paper analyzes factors affecting rail transit ridership at urban rail stations of the Daegu Metropolitan City in 2011. Rail transit ridership is analyzed by dividing weekdays and weekends in order that their differences may be observed. The data used in this study includes various explanatory variables, such as floor area which was collected from building ledger and GIS cadastral map, number of bus routes(line) possible to transfer from urban rail transit, number of students enrolled in middle and high schools, and universities located in access areas of rail transit. For this study, multiple regression models are estimated including various explanatory variables affecting rail transit ridership of weekdays and weekends. From the study, the number of statistically significant explanatory variables and the relative effect of each variable are shown to be different between weekdays and weekends.

Exploring Relationships between Transportation and Communications Using Consumer Expenditure Patterns (소비자 지출 행태를 통한 교통과 통신의 상호연관성 연구)

  • This study analyzed the relationships between expenditures on transportation and those on communications, using consumer expenditure data from the U.S. for the 19 years 1984-2002. We first identified 12 categories of goods for transportation and communications, and then applied the linear approximate Almost Ideal Demand System(LA/AIDS) method for estimating consumer demand functions based on aggregating the categories to five (public transportation, personal vehicle capital, personal vehicle operation, electronic communications media, and print communications media) due to the small sample size. Expenditure and price elasticities were also calculated at mean values of expenditure shares. The results indicate that transportation and communications categories have both substitutive(e.g. public transportation and electronic communications media) and complementary(e.g. private vehicle capital and electronic communications media) relationships. Additionally, expenditures in the transportation categories are generally more income-elastic than those in communications.

A Goal-Based Transportation Planning Model (목표기반 교통계획모형 연구)

  • A network design problem (NDP) formulated as a mathematical program is generally used to find an optimum value to minimize or to maximize some objectives such as total travel time, social benefit, or others. NDP has, however, some limits of describing components of travel patterns like activities and trip generation due to its modeling simplicity, and also it has difficulty in including attributes of regional planning. In order to cope with such limits, this paper extends NDP to the urban planning field and proposes a mathematical program which can describe the interactions between urban social activities and transportation planning. Based on this model the authors try to optimize both urban activities and the transportation system. The model developed in this paper is tested to assess its application with a real-size regional transportation network.

Efficiency of Radial Transit Routes (간선-지선 노선체계의 효율성)

  • This study analyzed the efficiency of a trunk with branches and a trunk with feeders route system comparing the user cost and operator cost of those route systems. Basically, a trunk with branches is more efficient than a trunk with feeders in the passengers' perspective if the transit system of a trunk and feeders are the same. In the case that the trunk system is hierarchically higher than the feeder system, a trunk with feeders has the competitive edge over a trunk with branches if the saving of travel cost induced by using the trunk line is larger than the increasing waiting and transfer cost. This result is consistent with the previous research by Park et al.(2007c), which analyzed the efficiency of hierarchical structure in a grid transit network. If the travel demand of each origins and destinations is low, increasing headway according to the travel demand can increase passenger load or operating efficiency in a trunk with feeders route system. In this case, a trunk with feeders route system is more prevalent as the operating cost, route length, and number of destinations increases, while it is less prevalent as the transfer cost and passengers' time value of the waiting time increases. In cases that central business district, which is located in the middle of a trunk line, generates travel demand, a trunk with feeders is more efficient than a trunk with branches with the increasing travel demand from and to the CBD. Therefore it can be concluded that to have a dual operating system between CBD and suburban is more efficient than one type transit system. The efficiency of that system can be increased through an efficient transfer system that can reduce the transfer cost.

Estimation of Hourly Variations in Public Transit Demand according to the Addition of Sales Facilities to Railway Stations: Focusing on Metro and Bus Transit Demand (철도역사 판매시설 증축에 따른 시간대별 대중교통 수요 변화 추정: 지하철 및 버스 수요를 중심으로)

  • The total number of passengers on the KTX since its construction in 2004 surpassed 500 million in October, 2015. The operation of KTX made it possible to reach anywhere in a country in half a day, which subsequently altered people's lifestyle. As the KTX has become an important mode of transportation, there is a growing interest in the optimal size and location of its stations. Currently, the stations are constructed through public-private partnerships since a sufficient amount of budget is hard to secure only from the public sector; however, because railway stations are traditionally aimed at promoting public interests, an emphasis on the profitability of the private sector could compromise public interests. At this juncture, this study separately computes the number of users based on each of the two primary functions of the stations-as a railway station and as a sales facility-and estimates the numbers of people according to various transportation modes that are taken to access the stations. This estimation is applied to the case of Dongdaegu Station, which will open in 2016. Such an application helps to predict and respond to possible congestion as brought about by the expansion of the sales facility.

Assessment of Transfer Center by Facility Design Analysis (설계분석 프로그램을 이용한 환승센터 내부 및 외부 시설물 평가)

  • Establishing a public transportation transfer system that can reduce personal automobile use in the CBD and absorb the demand, thereby reducing congestion, is a necessity. However, the current transfer system and facilities are lacking in intermodal connectivity, require long transfer times, have complex flow patterns, and are lacking in information systems and convenience. The design analysis program of this study is to develop a program that executes computations of design analysis of transfer facilities by utilizing the existing design standards for facilities such as facilities for boarding and alighting, elements for convenience, and pedestrian facilities. Developing an analytical tool through which individual or integrated design analysis can be conducted on the design standards of various facilities is an important study for improving the work accuracy and efficiency of designing an actual transfer center.
