출판계 안팎에 그 어느때보다도 높은 변화의 물결이 일고 있다. 출판불황은 장기화할 조짐을 보이고, 뉴미디어의 확산은 고전적 의미의 출판을 위축시킨다. 독자층 또한 세대변환의 징조를 보이며 기존의 출판물들을 외면하는 경향이다. 이렇듯 변화하는 사회흐름에 이미 몇몇 출판사들은 발빠른 체제개혁과 대응으로 변환의 해일을 헤쳐가고 있다. 이 시대가 요구하는 출판편집자의 역할과 위상도 달라지고 있으며 달라져야 한다는 목소리 또한 높다. 새로운 세기를 앞두고 밀어닥치는 변화의 바람에 오늘의 한국 출판편집자들은 어떻게 대응하고 있으며, 어떤 전망을 지니고 있는지 출판계에서 중요한 비중으로 자리하고 있는 출판사 편집자 4인이 함께 논의해본다.

In this paper, we study the verification techniques for OS integrity that can be more fatal than applications in case of security issues. The dissemination of smartphones is rapidly progressing and there are many similarities of smartphones and PCs in terms of security risks. Recently, in mobile network environment, there is a trend of increasing damages and now, there are active researches on a system that can comprehensively respond to this. As a way to prevent these risks, integrity checking method on operation system is being researched. As most integrity checking algorithms are classified by verification from the levels before booting the OS and at the time of passing on the control to the OS, in which, there are minor differences in the definitions of integrity checking or its methods. In this paper, we suggests the integrity verification technique of OS using a boot loader and a physically independent storing device in the mobile device.

For the last 70 years, the U.S.-led bilateral security system, or "Hub-and-Spokes" system, has been applied to Northeast Asia, and the system has been successfully settled in terms of stability and economic achievements of the region. Given the increasing complexity of the security environment of East Asia, it is plausible to consider the possibility of a security system shift from bilateral alliances to collective security. In order to analyze the driver of collective security system, this study developed three factors of formation and development of collective security system - main threat, intensity of the threat, and confidence among countries in the system - by reviewing international political theories related to security cooperation. Comparing the formation, development, and achievements of NATO and SEATO, the study figures out that the existence of the main threat, the high intensity of the threat, and the strong confidence among countries in the security system are the primary drivers for a successful collective security system. Based on the result, the study also analyzed the possibility of a security system shift in East Asia. Considering contemporary international conflicts such as U.S.-China strategic competition, Russia-Ukraine War, and growing threats posed by North Korean nuclear and missiles, the study anticipates that the necessity of a collective security system that will replace the current security system of the region would arise. Still, although some issues between countries should be overcome, the growing intensity of the threats will promote cooperation among countries by improving their confidence.

일본의료법의 기본적인 내용은 1948년 제정 당시 그대로 이어서 인구의 고령화,질병구조의 변화,의학기술의 진보에 충분히 대응할수 없다는 문제점이 지적되어 왔다. 이에따라 1985년 의료계획의 창설을 골자로 하는 제1차 개정이 행하여 졌다. 이 개정은 의료공급체제 개혁에의 제1보로써 제1차 개정이라고 불려지고 1992년 행해진 제2차개정은 이에 계속된 제도개혁으로 지금까지 전혀 손대지 않았던 의료시설 기능의 세분화와 체계화에 깊이 손을 댄것으로써 앞으로의 병의원 경영에 있어서 커다란 전화점이 될 것이다. 제2차 개정의 목적은 양질의 의료를 효율적으로 제공하는 의료공급 체제의 확보에 있다. 개정의 주요 포인트는 특정기능 병원과 요양형병상군의 제도화이다. 지금까지 병원이라고 하면 모두 똑같은 체제이었으나 제2차 의료법의 개정으로 병원의 기능에 적합한 인원과 구조설비를 갖추는 것이 가능하게 되었다. 이번호에서는 1992년 4월 개정된 의료법의 내용과 배경을 설명하고 의료법 개정에 즈음하여 행해진 진료수가의 개정내용을 설명한 후에 차기 의료법 개정의 방향을 전망해 본다

SOLAS, SAR 등 국제협약에서는 선박에서 발생할 수 있는 비상상황에 대비할 수 있도록 규정하고 있다. 이를 위해 선박소유자는 선박 안전관리체제를 수립하고, 선장은 비상배치표를 게시하고 훈련을 실시하고 있으며, 수색구조 기관에서는 위기관리 계획을 수립하고 지속적으로 훈련을 수행하고 있다. 이러한 비상대비 절차들은 경험자들과 전문가들이 모여 작성하였으나, 실제 이를 위한 정량적인 평가방법은 미비한 실정이다. 이 연구에서는 기존의 비상대응 절차를 분석하여 시나리오를 작성하고 평가 모델을 구축하기 위한 기초연구를 수행한다.

This paper studies and evaluates the present situation of three decades of 'Minjoonojoundong' in Korea with a long-term perspectives. It had grown up during 1987 labour regime era and has declined abruptly since 1998. The backdrop of this decline was the transformation of labour regime from the 1987 regime to the dependent neoliberal one. The Korean labour movement did not respond to the changed structural conditions as it sustained its old strategies, militant unionism. Now the 'Minjoonojoundong' in Korea has met three difficult problems that are connected with each others. They are militant economism, political economism and formal industrial unionism. However the 'Candlelight Revolution' occurred in 2016 winter has opened a chance of regime change that could strengthen the 'Minjoonojoundong'. The revolution was primarily a political one. But it also created a dramatic situation change in labour politics. The candle-citizen demanded radical change of the polarized Korean society and overflown contingent workers. So it is a time of radical and overall innovation for the 'Minjoonojoundong' and KCTU. And they have to keep the long-term strategical vision of labour regime change.

This research is accomplished for the purpose of providing fundamental materials to improve the level of prevention consciousness by deducting awareness difference through analyzing awareness level about terror preparation of members of crisis management system - the public service personnel in charge of crisis management in a self-governing body and the fire fighting public service personnel. For this research, That is measured through the priority order survey about a specialty of public service personnel in charge of crisis management and a level of crisis prepartion and a cooperation between crisis management system and etc. As a result of analysis, it is revealed that there is a difference about the priority order of measurement variable to terror preparation but all the members are recognizing the importance of that.

지난 5월 1일부로 동유럽 10개국이 유럽연합(EU)에 가입했다. 동유럽 10개국이 EU에 가입했다는 것은 두 가지 측면에서 역사적 장애물을 제거하는 계기가 될 것이다. 하나는 사회주의체제를 벗어나 자본주의 체제로 편입되는 체제전환을 추구해왔으니 구소련이 주도하던 바르샤바동맹국으로서 몸에 베었던 의식과 체제의 잔재를 씻어내기 어려웠으며 이러한 잔재들은 동유럽 국가들의 경제$\cdot$사회 발전을 가로막는 역사적 장애요인으로 작용해 왔다. 따라서 EU가입은 이러한 역사적 장애요인을 극복하는 중요한 계기가 될 것으로 예상된다. 동유럽 10개국은 모든 사회$\cdot$경제 거래를 EU기준에 맞춰야 하며, 도로$\cdot$철도$\cdot$해운$\cdot$항공 등 물류부문에서도 EU의 기준을 충족시켜야 하는 ‘EU 공동체 확적영역’을 수용해야 한다. 따라서 동유럽 물류시장은 EU가입 이후 경제 및 교역발전에 따른 양적 팽창이외에 물류관련 기준과 거래관행이 개선되는 질적 발전도 가능하게 될 것이다. 우선 역내 통관절차가 단순해지는 등 사람, 자본, 화물의 이동이 자유화됨으로써 물동량이 크게 늘어날 것으로 예상되고 또한 동유럽 국가들은 EU로부터 운송 인프라 개발 및 현대화에 필요한 경제적 지원도 받게 된다. 한국해양수산개발원(KMI)은 ‘EU 가입 동유럽 물류시장의 특징과 시사점’이라는 현안분석을 통해 이같이 밝히고 우리나라 물류기업이 동유럽 시장에 진출하는 경우 제조업과 동반진출하고 현지업체와의 제휴관계를 모색하는 것이 바람직하다는 대응방향을 제시했다. 동 현안분석 내용을 요약$\cdot$정리한다.

The provability of major oil spill acidents around Korean coast is very high due to increase of sea traffic and decrease of quality of ships crews and increase of the old-ship. The Strategies of establishment of a advanced response management system against this mass pollution incident are as follows;. 1. Development of Regional Contingency Plan, which is scientifically illuminated, in order to implement the National Contingency Plan efficiently. 2. Early completion of a national response capability twenty thousand tons. 3. To strengthen training and exorcise specialized in the field of marine pollution response. 4. Establishment of a system of response cooperation among neighbor countries by promoting the NOWPAP tasks etc. The response policy in the 21th century should be concentrated to promote a practicle response capability through response operation scientifically specialized and internationalized by establishing the advanced response system early.

아파트 경비원을 대상으로 직무환경에 관한 설문조사를 실시한 결과를 통계적으로 분석하여 범죄예방에 관한 업무의 증대, 범죄 대응체제강화, 노령층의 아파트 경비원에 대한 직업적 인식, 아파트 경비에 적합한 임금특례 모색의 필요성을 도출했다.
