A Nexus Study on the SEA and the Meta-urban Planning (MUP) (광역도시계획과 전략환경평가 연계방안)

  • 광역도시계획은 전략계획, 정책계획, 지침계획의 성격을 지니는 공간계획으로 청사진 계획으로 운용되어 온 기존의 광역개발계획 및 도시기본계획과 구분된다. 광역도시계획이 정하는 사항은 도시기본계획 및 관련 하위계획에서 기본적 취지를 검토하여 집행됨으로써 이들 계획에 대하여 지침 (guideline)적 성격을 가지나, 직접적으로 개별 개발행위나 토지이용행위를 구속하지는 않는다. 행정중심복합도시 광역도시계획에 대한 전략환경평가는 국토해양부 시행지침에서 제시한 절차를 준용하되, 계획수립 여건을 고려하여 평가계획 수립, 항목과 범위 설정(scoping), 환경성평가, 보고서 작성, 보고서 검토, 모니터링 및 사후평가의 6단계로 진행하였다. 전략환경평가 시 구체적인 항목과 범위, 평가방법 등은 계획의 범위와 성격, 내용 등에 대해 대안의 비교 검토가 가능하도록 4가지 사항을 중점적으로 고려하였다. 즉, 정책목표 달성방법의 환경 적 적정성, 대안의 설정, 자원과 에너지 이용의 효율성, 계획이 지구환경에 미치는 영향 등이다. 계획의 환경성 제고를 위해 설정한 항목은 인구, 토지이용계획, 교통계획, 녹지관리 등 4가지이며, 평가과정에서 반복 및 환류를 통하여 계획과 평가간의 연계성을 도모하였다. 이 과정에서 공간구조 변화는 행정중심복합도시를 정점으로 하고 주변 연결거점을 3개로 늘려 조정하였다.

  • Through rail transit has many merits as a safe, environmental harmonic and scheduled transit, there are many problems to construct railroads because of the public resentment. However, there is no reasonable way to settle the conflict properly and it causes enormous social and economic losses. This paper suggests a methodology to evaluate public complaint using the AHP technique, which is generally used as the methodology to evaluate public complaint using the AHP technique, which is generally used as the Multi-Criteria Decision Making (MCDM). However, the result from the AHP has some defects to control conflicts because the interests related to railroad projects are so complex that it is hard to make people persuaded easily. Therefore, this paper suggests 'the improvement ranking method', 'the sensitive analysis', and 'the assessment of independence relationship' which can aid the basic AHP to be robust. And the AHP. modified by fuzzy method, is also suggested to apply this methodology to example rail paths in Korea.

  • At present, the number of local governments using the Traffic Information Center are increasing and drivers are utilizing its traffic information from VMS installed on roads in cities. However, the cases of the user's utility of VMS about urban roads with special characteristics different from expressways and urban highways haven't been evaluated so far. Because VMS is a medium installed from a budget to provide traffic information, it is necessary to evaluate and manage the efficiency of users. This study judged that the efficiency of the drivers using VMS of urban roads most influences the duty on alternative route information provision so that it established its evaluation criteria. In addition, it needs to raise its value by many drivers' observation of VMS. Therefore, in case of the same conditions, the installation location of VMS should be a road section with much traffic volume so its the evaluation criteria was established. At present, the study results can be utilized to raise the user's utility of VMS installed in the urban roads.

  • 안정성의 관점에서 씨스템을 분석 평가할 때에 다음과 같은 3가지 접근방법이 있을 수 있다. 첫째, 과거의 경험에 의한 것으로서 "어떤일을 하면 안된다.(Don't D0's)"라는 점검표 (Checklist)를 사용하는 직관적인 방법. 둘째, "어떤 일이 발생하였을 때 어떻게 처리하여야 안전한가\ulcorner (the HOW to the WHAT HAPPENED)"의 귀납적인 방법. 셋째, 어떻게 하여 무슨일이 발생할 것인가\ulcorner (the WHAT HAPPENED to the HOW)의 연역적인 방법이다. System의 안정성을 평가 분석하는 데에는 세번째의 연역적인 방법이 가장 좋으며 이 연역적인 여러 기법들 중에서 가장 일반적인 방법이 "Fault Tree Analysis"란 기법으로 알려져 있다. 여기에서는 Fault-Tree를 이용한 대안들을 평가하는 것에 주안점을 두기로 한다. 이용한 대안들을 평가하는 것에 주안점을 두기로 한다.

A Study on the Ecosystem Services Value Assessment According to City Development: In Case of the Busan Eco-Delta City Development (도시개발에 따른 생태계서비스 가치 평가 연구: 부산 에코델타시티 사업을 대상으로)

  • Natural environmental ecology ofthe environmental impact assessment(EIA)is very much lacking in quantitative evaluation. Thus, this study attempted to evaluate quantitative assessment for ecosystem service in the site of Eco-delta project in Busan. As a part of climate change adaptation, this study evaluated and compared with the value for carbon fixation and habitat quality using the InVEST model before and after development with three alternatives of land-use change. Carbon fixation showed 216,674.48 Mg of C (year 2000), and 203,474.25 Mg of C (year 2015)reducing about 6.1%, and in the future of year 2030 the value was dropped to 120,490.84 Mg of C which is 40% lower than year 2015. Alternative 3 of land use planning was the best in terms of carbon fixation showing 6,811.31 Mg of C. Habitat quality also changed from 0.57 (year 2000), 0.35 (year 2015), and 0.21 (year 2030) with continued degradation as development goes further. Alternative 3 also was the highest with 0.21(Alternative 1 : 0.20, Alternative 2 : 0.18). In conclusion,this study illustrated that quantitative method forland use change in the process of EIA can helpdecision making for stakeholders anddevelopers with serving the best scenario forlow impact of carbon. Also it can help better for land use plan, greenhouse gas and natural environmental assets in EIA. This study could be able to use in the environmental policy with numerical data of ecosystem and prediction. Supplemented with detailed analysis and accessibility of basic data, this method will make it possible for wide application in the ecosystem evaluation.

  • The high-rise building construction field in the urban area is short of working space because it is surrounded by adjacent buildings and nearby roads. The insufficient space causes problems of interference and conflicts in transporting materials and working at the site. These problems can be resolved partly through the proper selection and layout of temporary facilities. A method proposed in this paper supports a decision-maker to evaluate and select the alternatives of temporary facilities plans by establishing and analyzing processes and influence factors of them. Knowledges considered in planning temporary facilities layout are structurized and a program is implemented for a field manager. Case studies are performed to evaluate the feasibility and applicability of the proposed method.

  • Due to the recent technological advance, new types of AS/RS which can handle containers are being developed, and it is expected that they will be applied to related industries before long. Some companies and institutes in our country have constructed pilot systems for high-density-high-stacking systems and tested them to develop AS/RS-typed warehouses for containers. Along with this kind of construction efforts, development of rules to operate such systems efficiently and safely is also important. When outward-bound shipment is scheduled in container port, re-marshalling which rearranges containers in the yard to make shipment easy is conducted. In this paper, operating rules for the re-marshalling as well as simulation experiments to evaluate the performance of the rules are presented. We suggested two kinds of alternative sets of operating rules for re-marshalling and described the relevant logics corresponding to all possible cases for each alternative of operating rules. Through various simulation experiments, we found that each alternative has the merits and demerits at the same time and we could not say the one is always superior to the other. As a useful strategy, changing the applying operating rule is recommended from moment to moment depending on the expected number of operations at the landside input/output position.

  • Container terminals keenly compete with one another because of the continuous increase of container flows and the appearance of large-sized vessels. Major cargo handling equipment manufacturers are interested in the development of new conceptual equipment to greatly increase its productivity. In this study, a two-phase procedure is suggested for selecting the optimal development alternatives, when various development alternatives for container cranes are given. The first phase removes the alternatives that violate essential requirements and the second phase selects final alternatives by the evaluation of experts and the linear assignment method. Finally, a case applying the procedure is provided.

Applying GIS and GPS Based AVL System for the Logistics Information Systems (화물운송정보체계를 위한 GIS/GPS기반 AVL시스템 적용방안)

  • In this paper, essential technological elements for applying GIS and GPS based AVL system to the logistics information area were reviewed. Then system alternatives were evaluated using Life-Cycle Cost Analysis. In the basic scenario, the roadside infrastructure alternative is turned out to be more efficient that the other. The sensitivity analysis shows that under the different conditions and unit costs, the wireless communication alternative can be more economical. Mixed approach based on characteristics of transportation facilities should be considered.

Sustainable Water Resources Planning to Prevent Streamflow Depletion in an Urban Watershed: 1. Methodology (도시유역의 건천화 방지를 위한 지속가능한 수자원 계획: 1. 방법론)

  • This study proposed a new procedure of sustainable water resources planning to prevent the urban streamflow depletion, based on the Heathcote's study in 1998: (1) to understand the watershed component and processes, (2) to identify and quantify problems within the watershed, (3) to set clear and specific goals, (4) to develop a list of management options, (5) to eliminate infeasible options, (6) to test the effectiveness of remaining feasible options, and (7) to develop the final options. PSR(Presure-State-Response) concept was used for the determination of indicators of PSD(Potential Streamflow Depletion; step 2) and effect equation (step 7) and composite programming for the calculation of PSD. The instreamflow requirement was proposed as clear and specific goal (step 3) and was determined by the larger of the PHABSIM's environmental flow and the drought flow. A continuous rainfall-runoff model is necessary to test the effectiveness of alternatives. It should estimate not only the exact runoff but also the effect of landuse change, reservoir, infiltration facility and so on like SWAT(Soil and Water Assessment Tool). The proposed procedure will be applied on the corresponding paper.
