A Simulation Model For Freeway Tollgate Opera (고속도로 톨게이트 운영 시뮬레이션 모형 개발)

  • 본 연구는 FTMS와 TCS를 실시간으로 통신하여 톨게이트 운영에 관련된 다양한 교통정보를 제공하는 교통상황 모니터링과 미래의 교통상황을 예측하고 이를 바탕으로 톨게이트 교통상황을 예측하는 톨게이트 시뮬레이션 시스템(TGSS)을 개발하는 것이다. 교통상황 모니터링은 실시간 교통자료를 통계처리하고 분석하여 사용자에게 그래픽하게 교통정보를 제공하고 교통류의 예측은 톨게이트에 도착하는 교통류를 60분 후까지 예측하여 톨게이트 운영자에게 제공한다. 또한 톨게이트 예측시스템은 서울톨게이트에 도착하는 교통류 패턴을 이용하여 미래 톨게이트 교통상황을 시뮬레이션하고 이에 대한 톨게이트 운영 대안을 제시하는 기능을 수행한다. FTMS 및 TCS와 실시간으로 통신하기 위하여 별도의 통신프로그램을 작성하였고 통신에 의해 수집된 실시간 교통자료들은 모니터링 시스템과 연계하여 서울 톨게이트 주변구간의 교통상황과 톨게이트 운영 현황을 제공한다. 교통류 예측 시스템에 사용되는 모형은 거시적 교통류 모형인 Simple Continuum 모형과 시계열 모형을 이용하였고 이를 통해 서울 톨게이트에 도착하는 미래 교통류를 예측 할 수 있다. 톨게이트의 교통상황을 구현하기 위하여 미시적 모형인 차량추종모형과 차로변경모형을 톨게이트 예측 시스템에 반영하였고 현재의 톨부스 운영안과 사용자가 입력하는 톨부스 운영대안에 따라 시뮬레이션 함으로써 미래 톨 플라자내 교통상황을 톨게이트 운영자에게 애니메이션으로 보여줄 수 있다. 톨게이트 시뮬레이션 시스템을 이용하여 현재의 톨게이트 운영안과 최적화된 운영안을 상호 비교함으로써 톨게이트 운영자는 좀더 과학적인 톨게이트 운영을 모색할 수 있을 것으로 생각된다. 실용적 측면에서 볼 때, 톨게이트 시뮬레이션 시스템(TGSS)은 실시간 통신을 통한 모니터링과 교통류 예측으로 톨게이트 상황을 시뮬레이션하고 톨게이트 운영 대안을 제시·평가함으로써 서울톨게이트 운영을 효율화하고 이로 인한 고속도로 소통 증대를 도모할 수 있을 것으로 기대된다.

  • This study evaluated structural alternatives for managing water quality problems by reinterpreting and then applying the robustness-cost index (RCI) for urban flood problems. Cases of endogenous hormone pollution in treated sewage and proliferation of protozoa in intake-water were chosen as representative examples because they have different types of regulation standards for the treatment. Current facilities and structural alternatives with robustness indices (RIs) greater than unity were determined to be robust. The RI was combined with the cost index (CI) to obtain the RCI values. For the endogenous hormone pollution in treated sewage, a human-oriented estrogen $17{\beta}$-estradiol was selected as a target pollutant. The RI and RCI values for a structural alternative, extension of the current sewage treatment facility for advanced treatment, were greater than the values for the current practice of conventional activated sludge process. For the intake-water pollution by protozoa, UV and ozone disinfection facilities were evaluated for inactivation of Cryptosporidium parvum. The RCI values for ozone disinfection were greater than those for UV disinfection. Based on the results and the logics involved in the calculation of RCI for water quality issues we studied, we proposed procedures for establishing and implementing structural alternatives for the restoration from and prevention of outbreaks of water quality problems.

  • Recently, many offshore wind farm project plans and environmental impact assessments have been conducted in Korea. However, despite having different characteristics from onshore wind farm, there is a lack of alternative setting and evaluation methods suitable for this. Accordingly, this study attempted to derive implications for the alternative setting and evaluation method suitable for the domestic situation through overseas guideline and case analysis. Through the result of the analysis, it was possible to examine the process of the alternative setting and evaluation method for offshore wind farm, and through this, detailed considerations and methodology were found. Even overseas, the methodology for alternative setting and evaluation has not yet been clear, and the methodology used for onshore wind farm has been improved and developed. In Korea, it is necessary to prepare a system for setting and evaluating alternatives to such offshore wind farm projects, and research in various fields is required to carry out them reasonably and efficiently. For the successful promotion of domestic offshore wind farm projects, it is thought that continuous efforts to increase environmental and social acceptance are necessary along with the promotion of related research reflecting the implications derived from overseas cases.

  • Variable Message Signs have been used for providing information on the current traffic conditions. However, it is considered more important to achieve optimal traffic allocation among the alternative routes by strategic VMS information provision. Fuzzy control is very effective and efficient to deal with such systems that are too complex and uncertain to build mathematical models. In this paper, a fuzzy feedback controller for VMS is proposed, whose goal is to achieve the travel time equilibrium between the two alternative routes. The performance of the suggested controller is implemented and examined using MATLAB/Simulink. More robust controller applicable to a real highway network is suggested for the further research.

  • This paper proposes a way to a risk quantification of public sector comparator in the value-for-money test of the BTL (Build-Transfer-Lease) scheme in rail investment projects. Two principal risks that are project delay and budget increasing costs are identified and are empirically quantified with a case study of the Haman-Jinju link. The methodology suggested is expected to be a good reference for the similar research afterwards and also to help in settling down the scheme that is only an early stage.

  • Building information modeling (BIM) is a smart construction technique that is recognized as essential for current construction facility projects. The Public Procurement Service (a construction project-ordering agency) announced a plan to introduce BIM and has required changing the operation of projects by using BIM design information. LCC analysis is essential for items, quantity, and cost information of the construction, and it is expected that efficient work will be achieved by using BIM design information. In this study, a BIM-LCC analysis system was established for selecting optimal design alternatives by actively using open KBIMS libraries. The BIM-LCC analysis system consists of a single alternative and an optimal alternative LCC analysis, but it has a limitation in that only the architecture and machine libraries have been applied. However, by applying BIM, practical use and work efficiency can be expected. In order to use the method as an LCC analysis support tool with BIM design information in the future, it will be necessary to collect user opinions and improve the UI.

  • This study decided that it was necessary to present a strategy for survival in the new normal era and securing competitive advantage, and tried to suggest a management strategic alternative. To this end, this study derives the new normal caused by Corona 19 and the business environment change trend and response strategy type caused by this through literature research and intensive interviews of 10 corporate CEOs. This study limited the scope of the study to the digital-based management and business-level strategic alternatives among strategic alternatives that can be deployed in various fields and areas. Business structure redesign strategy, resilience reinforcement strategy, ESG management strategy, and digital transformation strategy were suggested as alternatives to corporate-level digital-based strategies. As an alternative to business-level digital-based strategies, a digital strategy for industrial structure leading, a competitive strategy for digital innovation, an open innovation platform strategy, and a customer value-oriented strategy were suggested. It contributed in that it was an attempt to systematize a digital-based strategy more and it contributed in that it can support companies who have to deal with difficult situations wisely to implement strategic responses more systematically.
