The paper aims to understand the concept of social innovation and its development stages emerging as a new regional development policy trend and to define the role of public sector for social innovation. Spatial policy issues that urban development corporations to carry out development projects for regional policy need to deal with have expanded to include crucial social issues such as poverty, quality of life and happiness. Therefore it is increasingly significant for them to take social innovation into consideration. In this context, this study formulates evaluation framework for the role of public sector in social innovation and investigates its position and limitation in social innovation practices. As a result, almost all corporations have made various efforts for promoting both public purposes of housing and land development and social contribution for the community. However, few corporations have achieved organizational capacity building and idea implementation for social innovation. Growing demand for social innovation in both spatial and regional policies tends to bring up profound challenges to public regional development agencies including urban development corporations. It is then a time to seek to carry out related researches and policy option formulation for social innovation in the near future.

최근 급속한 도시화에 따른 토지이용 증가와 토지이용 효율성의 증대는 불투수 표면의 확대, 유역의 조도계수 감소와 함께 유입시간의 단축, 수로망 정비에 의한 첨두유량의 증가, 도달시간의 감소를 발생시켜, 수로의 통수능 증가와 저류량의 급격한 감소 등 전반적인 수문현상의 변화를 가져와 도시 하천유역에 홍수 피해를 빈번히 발생시키고 있을 뿐만 아니라 근시안적인 난개발로 인해 하천 생태계가 파괴되는 등 하천 오염이 갈수록 심각해지고 있다. 근년에 들어 이런 문제 해결을 위해 하천정비시 자연형 개념을 도입하여 공사가 시행되고 있으며 본 연구의 대상하천으로 선정된 온천천이 부산의 그 대표적인 예라 하겠다. 본 연구에서는 자연형 하천의 복원에 따른 홍수위 변화와 피해 분석을 위해 먼저 온천천이 자연형 하천으로 복원되기 이전의 하도 단면과 복원 후 변화된 하도 단면으로 분류하였으며, GIS 기법을 이용해 공간 지형자료를 정량적으로 산출하였다. 하천 복원에 따른 특성 분석을 위하여 부산지방기상청으로부터 수집된 강우자료를 이용하여 확률강우량을 산정한 후 빈도별 홍수량을 산정하였다. 산정된 빈도별 홍수량을 HEC-RAS(River Analysis System) 모형에 적용하여 복원 전.후의 홍수위를 모의한 결과 온천천의 친수공간을 대표하는 주요지점에 대해 안전하다고 판단되었으나 온천천이 시민들의 친수공간으로 이용되고 있는 자연형 하천임을 고려할 때 돌발홍수에 대한 홍수예경보가 반드시 필요하다고 본다.

Mongolia is a developing country with a smaller population living across a large territory where infrastructure is underdeveloped. The country has been actively implementing road construction in recent years. The Mongolian government has increased investments in new road construction, but funding for major maintenance or reconstruction projects declined between 2012 and 2016. On the other hand, road network management has not been implemented owing to insufficient road maintenance and If the road network expands, there is a risk that the cost of overall maintenance will increase significantly in the future. Therefore, in order to cope with these problems, this study reviewed applying Korean road model to Mongolia for systematic management of road infrastructure.

This study is a basic research for establishing a mid- to long-term development plan for the library of the Korea Expressway Corporation that can establish the vision and core values of the library and continuously grow by taking advantage of the specialization of the road transportation field in preparation for the 4th industrial revolution and post-corona era. The current state, satisfaction, and demand of the library were conducted for users of the Korea Expressway Corporation, and based on this, a mid- to long-term development plan was proposed. As a result of the research, first, the library of the Korea Expressway Corporation should provide information services to respond to the immediate information needs of its members as a library that supports academic and research activities as well as the comprehensive collection and preservation of related materials as a national road transportation representative library. Second, it is necessary to establish a systematic collection development policy, and it is necessary to collect collections by detailed themes related to road traffic. Third, overall service development is necessary, and Korea Expressway Corporation library homepage and mobile service should be developed. Lastly, space improvement must be made through space reorganization, and it is necessary to expand the usability through the introduction of the latest technology.

R&D projects for land, infrastructure, and transportation is to identify challenges through academic-industrial demand survey, and to promote R&D projects through detailed planning projects. These R&D projects have been promoted to be applied to most domestic project-oriented. Despite continuous R&D investment, the investment has been promoted to the world top technology rather than to international construction projects. This study analyzed the international construction market trends and international construction contracts in order to promote technology development for enhancing international construction competitiveness. This study suggests three R&D technology development directions and ten research projects for expanding international construction projects.

Innovation of genomics technology has recently been extended to Direct To Consumer Genetic Test (DTC-GT) which consumers purchase without requesting the service on medical institutes. In 2016, Korea has introduced the DTC-GT but the market size is small comparing to global market. This study analyzes consumers' purchase intentions and purposes and their influential factors based on 2018 consumer survey. According to the results of binominal and multinominal logistic regression, knowledge after purchase, attitude on medical care benefit, health status are statistically significant on purchase intentions. Purchase purposes are different on age group and related on medical care rather than health care. These results imply that DTC-GT is needed to improve consumer satisfaction, re-purchase and effective care service. This paper is expected to contribute on strategic directions for the new DTC-GT product development.

최근 이상기후로 인한 국부적인 혹은 광역적인 가뭄이 빈번하게 발생하고 있는 추세이며 발생횟수 뿐 아니라 가뭄 심도 및 지속기간이 과거보다 크게 증가하여 그에 따른 피해가 커질 것으로 예측되고 있다. 특히, 2014~2015년도의 유례없는 가뭄으로 인해 저수지 용수공급이 제한되면서 많은 농가들이 피해를 입었다. 본 연구의 목적은 전국 농업용 저수지를 대상으로 기상청 3개월 예보자료를 활용 할 수 있는 농업용 저수지 저수율 다중선형 회귀 모형을 개발하여 저수율 전망정보를 생산하는 것이다. 본 연구에서는 전국에 적용 가능한 저수율 다중선형 회귀 모형개발을 위해 5개의 기상요소(강수량, 최고기온, 최저기온, 평균기온, 평균풍속)와 관측 저수지 저수율을 활용했다. 기상자료는 2002년부터 2017년까지의 기상청 63개 지상관측소로부터 기상관측자료를 수집하였다. 본 연구에서는 저수율 전망 단계를 세 단계로 나누었다. 첫 번째 단계로 농어촌공사에서 전국 511개 용수구역을 대상으로 군집분석 및 의사결정나무 분석을 통해 제시한 65개 대표저수지를 대상으로 기상자료 및 관측 저수율 자료를 이용하여 다중선형 회귀분석을 실시하였다. 수집한 기상요소와 저수율을 독립변수로 하여 월별 회귀식을 산정한 결과 결정계수($R^2$)는 0.51~0.95로 나타났다. 두 번째 단계로 대표저수지의 회귀분석 결과를 전국의 저수지로 확대하기 위해 나이브 베이즈 분류법을 적용하여 전국 3098개의 저수지를 65의 군집으로 분류하고 각각의 군집에 해당되는 월별 회귀식을 산정하였다. 마지막으로 전국 저수지로 산정된 회귀식과 농업 가뭄 예측을 위해 기상청의 GS5(Global Seasonal Forecasting System 5) 3개월 예보자료를 수집하여 회귀식에 적용해 2017년 전국 저수지의 3개월 저수율 전망정보를 생산하였다. 본 연구의 전국 저수지 군집결과 기반의 저수율 전망기술은 2017년도 관측 저수율과 비교한 결과 유의한 상관성을 나타냈으며 이 결과는 추후 농업용 저수지의 물 공급 및 농업가뭄 전망 자료로서 이용이 가능할 것으로 판단된다.

The construction cost for the single shell tunnel is cheaper than that of the double shell tunnel according to the case studies performed in several domestic and foreign tunnels. However, the economic advantage of single shell tunnel drops drastically as the condition of the rock mass deteriorates. Therefore, the single shell tunnelling method should be applied to the good rock mass conditions. The application of the single shell tunnelling method to tunnels in Korea should be determined considering the ratio between the good rock and poor rock masses along the tunnel section. The use of the single shell tunnel is expected to offend depending on the cheap supply of high quality shotcrets and rock bolts developed for single shell tunnels.

According to the public open data policy, the government established the demanders-oriented and customized open data plan and allowed people to use plenty of public data free. There are, however, few geospatial information systems to maximize its usability. For the purpose to make the effective geospatial information services, this study examined how data was linked between the public data portal and open platform first. And then this proposed the interface server model to support the data link between these systems technically.

본 연구는 지속적인 교통량의 증가로 인해 발생되고 있는 고속도로의 혼잡을 해결하기 위해 한국도로공사에서 도입, 시범사업을 실시하고 있는 자동요금징수시스템의 효과를 분석하고자 한다. 이를 위해 하이패스라고 하는 자동요금징수시스템의 시범운영이 실시되고 있는 서울외곽순환고속도로의 판교, 청계, 성남 톨게이트를 대상으로 정량적 측면과 정성적 측면에 대해 시범사업 시행 전.후의 상황에 대해 비교.분석하였다. 시행 전.후를 비교해 본 결과, 정량적 측면에서 각 톨게이트 별 시간대별로 다른 결과를 보이긴 하지만 이용율이 비교적 높은 오전 첨두시에는 3개 톨게이트 모두 효과가 있는 것으로 나타나, 일정수준 이상의 이용율이 있는 경우는 효과가 있는 것으로 분석되었다. 정성적 측면의 이용자 만족도 조사에서는 하이패스 이용자의 84%가 만족하는 것으로 나타났으며 비이용자 선호도 조사에서는 응답자의 91%가 하이패스 이용의사가 있는 것으로 조사되어 효과가 있는 것으로 분석되었다. 결론적으로 7,000대의 단말기 과소 보급으로 아직까지는 평균 3.9%의 저조한 이용율을 보여 시범사업의 전반적인 사업효과가 제대로 나타나지 알고 있지만, 비교적 하이패스의 이용율이 높은 오전첨두에는 효과가 있는 것으로 나타난 점을 보아 2000년 12월부터 시행되고 있는 단말기의 추가 보급이 완료되는 시점에는 그 효과가 분명하게 나타날 것으로 예상된다. 따라서. 이용자의 만족도와 비 이용자의 선호도가 매우 높은 상황에서 현재의 시범운영상에서 발생된 문제점을 개선하여 하이패스를 확대.보급한다면 고속도로의 혼잡을 해결할 수 있는 좋은 방안이 될 것으로 판단된다.
