경제적 가치가 급증하고 있는 주파수자원은 유한하므로 이를 보다 효율적으로 배분하는 것이 전파관리의 중요한 과제가 되고 있다. 특히, 지나치게 높은 수준의 주파수 할당대가는 초기 투자비용을 증대시켜 경쟁력 있는 시장 형성과 원활한 서비스 제공을 저해하는 요소가 되며, 이에 따라 소요되는 비용은 소비자 요금으로 부당하게 부과될 수 있다. 따라서 본 연구에서는 주파수 이용대가를 국가별로 비교하여 현재 우리나라의 주파수 할당대가 수준을 분석하고자 한다. 세계적으로 주파수 할당대가의 산정방법은 IMT-2000의 사업자 선정을 계기로 크게 비교심사제도와 경매제도로 나누어 진행되어오고 있으며, 방법에 따라 주파수 이용대가의 결과는 다양하게 나타났다. 본 논문에서는 ITU, OVUM, OSIPTEL 자료를 바탕으로 약 30개 국의 IMT-2000 주파수 할당대가 산정 결과를 분석하고자 한다. 또한 주파수 할당대가 산정 시 영향을 미치는 요인을 관련 선행연구를 토대로 선정하여 회귀분석을 실시하고자 한다.

Formation of positive regional image is critically important in place marketing for regional development. This article considers Goryeong-Gun's policy agenda for regional development, analyzing its current regional image. In recent years, Goryeong-Gun has established its positive regional image of Daegaya in virtue of Daegaya Experience Festival. It should be highly evaluated. But, it has also some problems based on a certain local history or not supported by proper brand, slogan and logo to promote the image. In this point, Goryeong-Gun needs to rethink planning strategies related to Daegaya regional image. If necessary, Daegaya regional image would be expanded on the base of general value system.

In e-learning industry which represents the convergence of IT and education, the standard of e-learning content development cost has been calculated according to the guideline or standard of existing similar industries without considering the characteristics of the industry until today. The absence of contents development cost standard related to e-learning has been recognized as one of the most difficulties in e-learning industry. The calculation of the content development cost without reflecting the characteristics of e-learning industry has bad effects such as the degradation of content quality and development of e-learning industry, and the growth obstruction of them. This paper suggest a standard of development cost for e-learning content development considering the characteristics of e-learning industry. We analyse current problems and the characteristics in e-learning industry, and define the development cost standard. We propose the methodology for developing e-learning industry and for contributing quality improvement of e-learning content.

우리나라는 정보시스템의 효율적 도입 및 운영 등에 관한 법률에 의거하여 공공기관은 2006년 7월부터 EA/ITA를 의무적으로 도입하여야 한다. EA/ITA의 중요성에도 불구하고 사업대가 산정에 대한 합리적인 기준이 마련되어 있지 않아 소프트웨어사업대가 기준의 정보화전략계획(ISP) 수립비 산정 기준 등을 적용하고 있다. 이는 EA/ITA에 투입되어야 할 비용이 실제보다 낮게 산정되어 결국 프로젝트 성과에 부정적인 영향을 미칠 수 있다. 본고에서는 EA/ITA에 대한 이해, 현행 EA/ITA 사업대가 산정 방식 등에 대하여 고찰하고, EA/ITA 시범사업을 수행한 3개 부처의 사업대가에 대한 사례연구를 통하여 EA/ITA 사업대가 개선방안을 제시하고자 한다.

기존에는 통신시장에 진출하려면 막대한 설비투자와 사업권의 획득이 필요했으나 이제는 망을 비롯한 주요 설비 없이도 사업을 할 수 있는 기회가 열렸다. 이러한 통신사업에 대한 신규진출 규제완화 움직임은 이동통신시장 경쟁구도의 변화뿐만 아니라 통신 산업 전반에 큰 영향을 미칠 것으로 기대되고 있다. 본 연구는 정부의 재판매(MVNO)제도의 도입과 관련하여 합리적인 도매대가 산정방안에 대한 고찰을 목적으로 다음과 같은 결론을 도출하였다. COST PLUS 모형과 RETAIL MINUS 모형에 각각 영업이익률과 원가 대비이익률을 적용하여 도매대가를 산출한 결과 원가대비이익률을 적용하여 RETAIL MINUS 모형으로 산출했을 때 가장 높은 도매대가가 산출되었다. 반면 도매대가가 가장 작은 모형은 영업이익률 적용 RETAIL MINUS 모형으로 나타났다. 이러한 결과는 도매대가산정 시 비용의 구분과 이익률의 산정이 중요한 요소로 작용하였으며, 이를 통해 보다 정교한 MVNO 도매대가산정을 할 수 있을 것으로 기대된다.

Korea government has established clear cost estimation standard based on a survey of e-learning contents development cost and presented 'e-Learning Contents Development Cost Estimation Guidelines' that reflect the characteristics of the e-learning industry. However, if there is no institutional support, this guideline and system fails to achieve the purposes and objectives. And it is likely to be facing a dead document. Therefore, the policy foundation is required. This study suggested the following policy; stepwise activation of cost estimation standard, enact announcement and periodically adjustment of cost estimation standard, installation and operation of cost estimation standard operational committee, conjunction with the e-learning industry survey, cultural diffusion of co-owned copyright, systematic monitoring of the e-learning contents development process, research on activating policy of cost estimation standard, conjunction with the standard contract for enhancing policy effectiveness.

The purpose of this paper is to develop a framework of software cost estimation guidelines and to derive a mid-long term direction for development of the software cost estimation guidelines. In this paper, all the steps in the software life cycle are researched in the view of cost estimation, and current software cost estimation guidelines and models have been reviewed and analysed first. Second, a plan to separate unit cost per function point from standard procedure in current software cost estimation guidelines is presented to strengthen maket self-regulating function as a mid-long term developmental direction for software cost estimation guidelines. Third, construction of cost repository, making standard procedure for software cost estimation guidelines, development of various kinds of software cost estimation models, and a system for experts on software cost estimation are presented as the prerequisites for the future model framework of software cost estimation guidelines. Finally a roadmap for establishing the future model is proposed.

The objective of this paper is to suggest the improvement of estimating system for construction management (CM) service fee through the analysis of the previous literatures and criteria and case study. In order to do this, this paper considered the relevance of existing criteria to estimate the CM service fee, the condition of input ratio of engineering resources in the real cases, and current utilization strategy of nonresident technical engineers. Based on the analysis, the following problems were identified; a) the different estimating system for CM fee and construction supervision fee, b) impractical estimating system for the CM fee, and c) inappropriate allocation of human resources for CM. Consequently, this paper suggested the following 4 items for the improvement of the existing system; (1) modification of the current structure of CM fee calculation, (2) rationalization of current level of the CM fee which is required to be raised approximately 5.4 percent compared to design or supervision fee, (3) securement of elasticity of the input ratio of engineering resources from the inception phase, and (4) development of the utilization strategy of nonresident engineers based on the technical requirement of the jobsite. Thus, it is anticipated that this research would affect the compensation package of CM in order to make the estimation process of CM service fee more efficient and to revitalize CM as business.

In the construction project, the design field has a crucial effect on the success or failure of the final product, and it is becoming more important as a core area of national industrial development because it creates high value added by technology. In addition, since the design work is carried out based on professional technical personnel, in order to secure the quality and competitiveness of the design, it is necessary to continuously input the excellent manpower and develop the technology, and above all, the appropriate design cost must be ensured. However, as a result of reviewing the current status of the design cost criterion in Korea, problems such as mixed cost calculation method, inaccuracy of construction cost ratio method, and inactivation of cost plus fixed fee method were analyzed. Therefore, it is difficult to calculate the fair value reflecting the characteristics of the project when calculating the construction design price. Therefore, the price criterion should be improved so that the fair value of the design can be determined according to the contents of the project, By analyzing the correlation and multiple regression analysis of the projects and price information of the completed road construction design, the factors influencing the design price and the level of influence were analyzed.

"대가지급"은 시공자(계약상대자)가 계약의 이행을 통해 얻고자 하는 궁극적인 목적이므로 "대가지급"과 관련된 계약조건은 발주자와 시공자 모두에게 공정하고 합리적인 내용이 되어야 할 것인데 우리나라 건설계약에 적용되고 있는 "공사계약일반조건(회계예규 2200.04-104-9, 2001.2.10)"에 규정된 "대가지급" 관련 조항의 내용은 그러한 합리성이 결여되어 있는 문제점이 있다. 대표적인 문제점으로 발주자가 대가지급을 하지 못하거나 지연시키는 경우 지급지연에 따른 이자에 대한 보상규정만을 두고 있을 뿐인데 이는 국제건설계약에 적용되고 있는 계약조건에 규정된 시공자의 권리와는 너무도 큰 차이가 있다 할 것이다. 그러므로 본 고에서는 세계건설시장에서 공정성과 합리성을 인정받고 있는 FIDIC 계약조건에 규정된 "대가지급" 관련 조항의 내용들을 구체적으로 알아보고 이를 통해 우리나라 건설계약에 적용되고 있는 계약조건의 문제점을 파악함으로써 건설제도의 선진화에 일조 하고자 한다.
