A Rating Tabulation System of Amenity / Disamenity Elements in Rural Villages (농촌마을 수준에서의 어메니티 강화 및 저해요소 평가등급체계 구축)

  • This study, a sub-one of comprehensive research work titled under "A Evaluation System of Amenity / Disamenity Elements in Rural Villages", tried to propose a rational methodology for development of rating tabulation for evaluation of amenity / disamenity elements in rural villages. The system developed in the study has the formalized rating grades between 2 and 5 for convenience/simplification of analysis work. For each evaluation element in the lowest order of the system, 5 types of rating technique were arranged, which were based on statistical analysis using mean and standard deviation values, its existence or not, relative significance of its holding volume and quality, synthesized weight scale of its quality and quantity, and the others. And, standardized 4-steps procedure for rating tabulation was proposed. Finally, through case studies of 4 sample villages representing the flat-plain, upland, seashore and periurban rural areas, the applicability of this rating tabulation system was verified.

Improvement Plan of Environment-Impacting Facilities by Inhabitants Consciousness and Spatial Characteristics in Rural Areas (주민의식과 입지특성에 따른 농촌마을 환경영향시설의 정비방향)

  • In this study, thirteen villages in Chonnam province were selected as case study sites and the spatial distribution of the facilities in the villages was examined to provide basic information fur the establishment of rural plans. According to the questionnaire survey, various problem such as environmental pollution, position, scene, management etc. was brought owing to cattle shed, and dissension was more or less seen by scale of facilities, management of facilities and waste, regional factor(stock farming management condition, life style and attitude of inhabitants) and topographical factor (height, position physical aspect of a mountain, distance with water resources etc.) etc.. The facilities could be classified into 6 types based on the their spatial locations: 1) Type 1, facilities located at the waterside; 2) Type 2, facilities located at the entrance of village; 3) Type 3 facilities, scattered in the residential area: 4) Type 4 facilities, collectivized in village; 5) Type 5 facilities, adjoining village; and 6) Type 6 facilities, scattered irregularly inside and outside of village. Based on the classification, possible implementations for the reduction of environmental impacts were suggested. The results of this study could be used as an example of study on the distribution, classification, and rearrangement of environment-impacting facilities in rural areas for improvement of their roles in providing amenity resources.

A Study on the Development of Green-tourism Performance Indicators by Using BSC on Rural Village (BSC에 의한 농촌마을 그린투어리즘 성과지표 개발에 관한 연구)

  • Recently, increases of leisure activities and 5-day workweek system enforce government employ rural tourism policy and projects. Operating projects are Green Rural Experience Village, Rural Tradition Theme Village, etc. In this study under investigation of Green Rural Experience Village site, Green-Tourism performance indicators were developed. Green-Tourism performance indicators of rural village were developed by BSC(balanced scorecard) and AHP(Analytic hierarchy process). Four perspective of BSC are divided into financial perspective, customer, internal-business process, and teaming and growth perspectives. To develop green-tourism performance indicators of rural village, low perspectives of BSC are converted into investment effect, visitor, internal process, and village inhabitants perspectives. By these perspectives, green-tourism performance indicators of rural village were developed. Weighting values on importance were calculated by AHP. Performance indicators developed in this study applied in 12 villages. With the result, generally well-known villages gained high score, and in accord with survey content.

A Survey Study on the Improvement Concepts for Community Facilities of Rural Villages Considering Elderly People's Welfare in the Aged Rural Areas (노인복지를 고려한 고령 농촌마을 공동이용시설의 활용 방향에 관한 조사연구)

  • The purpose of this study is to increase the utility in terms of the elderly's welfare. The data introduced in this paper were collected by the constructed interview method, and 192 aged interviewees were selected from 4 rural areas: Namhaegun, Uiryeong-gun Imsil-gun and Sunchang-gun. From the descriptive analysis of the data, the results derived are as follows: 1) The financial supports are needed to remodel rural village community facilities as senior centers. 2) It is expected that the facility be a center for the aged people's living in a village, and that have multiple functions of general care service network health care, meal support and making friendship spaces for them. 3) Share housing function is also added to the facility in emergency conditions.

Development of An Interim Evaluation System for Integrated Rural Village Cluster Development Project (농촌마을종합개발사업의 효율적 추진을 위한 중간평가체계 개발)

  • This study attempts to develop an interim evaluation system for the Integrated Rural Village Cluster Development Project(IRVCDP) which can secure its identity and sustainability, and induce its early settlement, and to derive plans for its steady progress. The evaluation system consists of three levels. The highest-order level is evaluation purposes, which describe IRVCDP's goals. They are expansion of income bases(EIB), improvement of living environments(ILE), strengthening of regional capabilities(SRC) and constructing effective project operation system(CEPOS). The second level is evaluation items, which each characterize the relevant evaluation purposes. The last level is evaluation indices, which observe achievement f3r evaluation purposes. 22 evaluation indices are selected to satisfy the purposes of this study through a brainstorming process and a survey on opinions of experts for those evaluation purposes and evaluation items which are derived from analyzing the IRVCDP's properties. The relative importance of the evaluation indices selected are determined through the AHP analysis. The most intriguing result from the AHP analysis is that strengthening of regional capabilities is found to be the most important one among evaluation purposes. It can be said that this result is parallel to a ultimate goal of the IRVCDP.

  • Stonewall in Jeju has been regarded as the one of the most esthetic landscape in rural regions. In addition, they have been played as a useful facility to protect houses or crops from strong winds, but also to indicate the boundary of ownership. In the recent research, stonewall has been appointed as the one of important components in rural landscape. Thus, stonewall in Jeju retains intrinsic and real value by many usages in rural regions. However, in spite of it's value, stonewall has been abandoned without any concerns and political measures. Now stonewall is urgently needed to be dealt by a certain political measure for protection. Therefore, the depth of concerns and systematic management measures for protection should be discussed and made, otherwise the destruction of these natural valuable structures will be continued. In this sense, the purpose of this paper, first of all, is to examine the status of stonewall in jeju. And then, with the result of this examination, political measures and suggestions to protect stonewall are proposed. Several areas such as Sungsan, Sinchon, and so on in Jeju are selected as the sample areas for this study, and examination are carried with a wide range of literature reviews and the GIS technology for data collection and analyses.

A Demand Analysis on Urbanites' Retired Life in the Countryside (도시민의 은퇴 후 농촌정주에 대한 수요분석)

  • Recently, due to the growing concern of the public in rural amenities and hobby farming works, much more urbanites, especially near-retirees, have been interested in rural life style than before. However, in spite of popular preference to ruralities, little has been known about their demand on retired rural life. Therefore, this study examined urbanites' attitude to preparatory works for out-migration, preferred residential site conditions and life style in the countryside. For this purpose, data were collected from a survey with the sample of 386 urban residents aged 40 to 65 rho hoped moving into the countryside after retirement, through structured questionnaires. Descriptive statistical works were performed using SPSS/PC windows program. The major findings of this study were as follows; (1) Host of urbanites, who answered in this study, planned to prepare ex-urban movement in their fifties and to put into practice in their sixties. (2) Key factors of location decision on movement were proximity/accessibility to centre city, medical service level, and distance to their family or friends. And about a half of respondents wanted second home in the countryside. (3) Most favoured rural life styles were nature-friendly well-being and hobby/healthy firming. Generally, the respondents of this survey had the positive attitude to do works in their later life, especially preferred to farming and volunteering in their communities.

Development of Indicators to Evaluate the Regional Preparedness Level for Rural Aging (농촌고령화 위기 대응을 위한 지역특성 변화 분석지표 개발)

  • Korean population has been rapidly aging. Most of people regard the aging population as future crisis due to the rate of change and agree to prepare for a soft-landing on aging society in South Korea. Particularly, the aging population growth in rural areas is much faster than urban areas. Also rural areas relatively have poorer social and economic conditions so the countermeasures for population aging considering related social and economic indices are required. Moreover, each rural region has the different preparedness level for rural aging based on regional socio-economic characteristics. In this study, we analyzed correlations of the rural aging rate and local characteristics and developed an evaluation index to show the regional preparedness status for rural aging. To test the applicability of developed indicators, we applied them to 161 rural regions and assessed regional preparedness level for rural aging. This study would provide basic data for establishing policies for rural aging.

Psychological Characteristic Analysis of Brick Wall Bonds in Rural Area (농촌지역 공간의 벽돌 담장 줄눈에 나타난 심리적 특성 분석)

  • Recently, brick walls are being widely introduced in rural areas. Walls are a very important design element of space. However, most brick wall works do not consider the human psychological characteristics. The purpose of this study was to investigate psychological characteristics on brick wall bonds such as the stack bond, running bond, english bond, flemish bond, america bond. The results of the research can be summarized as follows: 1)There is no statistical difference of psychological evaluation results among student groups using the semantic differential scale method using 10 adjectives. 2)Stack bonds have an uninspiring, artificial, simple, restful, boring and ordered psychological characteristic. Running bonds have an uninspiring, restful and ordered psychological characteristic. America bonds have a unique and modernistic psychological characteristic. English bonds have a unique, modernistic, complex and chaotic psychological characteristic. Flemish bonds have no critical psychological characteristics. 3)The running bond earned the highest score in preference, while the stack bond scored the lowest. Employment of brick wall bonds on this study was not highly preferred, hence it is necessary to develop a new brick wall bond design. 4)In conclusion, the proper selection of brick wall bonds is very important and we should consider human psychological characteristics in the design of rural areas.

Determinants of Utilization & Satisfaction for the Exploit of Community Centers in Rural Area (농촌지역 마을회관 이용 활용도와 만족도에 관한 결정요인 분석)

  • The purpose of this study is to analyze the community center users' the determinants of utilization & satisfaction for the exploit and to draw out the implication as to what are the influencing factors. The ordered logit model approach was used to examine the determinants. For the use of community center, we surveyed by mail subjecting on rural residents for one month, June 2012, analyzed 625 valid questionnaires. The findings are as follows. First, 'Facility-Satisfaction', 'Education', 'Exploit-Frequency' and 'Age' are the most important factors which affect users' satisfaction. Second, 'A meeting hall function', 'Cultural & Educational function', 'Social & Organizational function', and 'functional criticality function' influence the attributes of users' utilization. Therefore, it is needed to establish the various functions of community center and to prepare the vitalization plan in futuristic viewpoint reflecting the change of rural area. In addition, since there is no clear entity to supervise community center administratively, policy support system to community center should be equipped. Along with these, it is needed to develop managing and operation model for customized community center.
