Youth Leadership Training through Town Center Regeneration Project in Rural Area - Focused on the Reorganization Plan of Mie-machi Main Street, Oita - (중심지 재생사업을 통한 농촌지역 청소년의 리더십 양성 - 일본 오이타 미에마치(三重町) 중심가로 재편계획을 사례로 -)

  • The study is to analyze the role of highschool youth group in a rural regeneration project. The process of youth group becoming subjective in resident participation plan was classified into isolation reduction, self-awareness, perspective-taking, subjectivity practice, and opinion expression. Isolation reduction is a stage in which youth group is gradually drawn into the community from a limited society of home and school, self-awareness is a stage in which they discover their thoughts, and view perspective-taking is a stage in which they objectify themselves and surroundings through communication with other members of the region, social experiment was analyzed as a practice of subjectivity that experiences leadership guiding the local community independently, and expressing opinions is a stage of representing the region and giving responsibility for the specific issue of the implementation plan. The study is also an analysis of how residents committee, local governments, and local research institutes perform both regeneration and community revitalization in rural areas. Therefore, the analysis of the cooperative organization of these institutions was conducted simultaneously. The leadership program was effectively linked to the project of rural regeneration. Since high school students themselves are family members of the local people, the process of accepting the project is unaffected, and the feasibility of the project is also increased, such as forming a positive atmosphere for the project and easing resistance to minority opinions.

Analysis of Psychological and Physiological Changes According to the Experience of the Care Farm of Fire-fighters (소방공무원의 치유농장 체험 활동에 따른 심리·생리적 변화 분석)

  • This study conducted a survey and analysis of saliva cortisol and psychological questionnaire in order to find out the psychological and physiological changes according to the experience of the care farm targeting fire-fighters. In the program to experience care farms, the total cortisol concentration as a stress hormone decreased after participation, and there was a statistically significant difference (z = 2.858, p <.01). As a result of the risk distribution analysis of the level of post-traumatic stress symptoms of firefighting officials who participated in the program to experience care farms, the high-risk group was found to be as high as 31.2%. In addition, the relative explanatory power of the independent variables that influence the loyalty of the care farm experience activity was found to have an effect in the order of program satisfaction, age, and reliability, and among them, program satisfaction was found to be the most influential variable. Therefore, it is believed that the care farm experience activities as the application of the healing program will have a positive effect on the activation of care farms in each region and the relief of stress symptoms of fire-fighters.

  • Korean agricultural extension services faces a challange due to decentralization. In order to develop agricultural extension services the various aspects must be considered. Especially extension program planning in based on needs, concerns and problems of extension service's clientele. Program development keep in tune with local needs and problems. Programs should be based on a thorough analysis of facts relevant to a given situation.

  • 한국은 제1, 2차 경제개발 5개년계획으로 산업화와 경제 발전을 이룩하면서 심각해진 도 ${\cdot}$ 농격차의 해소를 위해 1970년대 초부터 농촌지역사회 개발을 위한 새마을 운동을 전개하였다. 새마을운동은 근면, 자조, 협동을 기본 정신으로 한 잘살기 운동으로 1970년 당시 대통령이 농촌개발에 대한 강한 욕구와 집념을 천명하면서 농촌 새마을운동에서 시작되었다. 자원이 부족하고 농촌의 사정은 더욱 열악하여 국민의 70%를 차지하는 농민의 상당수가 끼니를 걱정해야 했으며, 도 ${\cdot}$ 농간의 격차는 벌어져 도시로 인구가 몰려들고 사회는 불안정한 상태에서 농촌지역사회의 개발 없이는 나라의 발전도 안정도 기대하기 어려운 실정이었다. 농촌 개발을 위한 환경개선과 소득증대 사업에 주력했던 새마을 운동이 성공할 수 있었던 요인을 정부의 관심과 지원도 있었지만, 새마을 교육을 이수한 새마을 지도자들, 그 지도자들과 함께 근면, 자조, 협동을 실천했던 마을 사람들, 지역사회 주민들의 공동 노력이었다. 이 논문에서는 농촌에서 시작된 새마을운동이 도시의 직장, 공장 새마을운동으로 번져 범국민적 운동으로 나라 근대화의 원동력이 되었으며 성공할 수 있었던 요인들을 살펴보고 국제협력 사업의 일환으로 개발도상국의 농촌 지역사회 발전을 위해 새마을운동 경험을 공유할 수 있는 방안에 관하여 제언하고자 하였다.

  • Current rural development polices in Korea consist of three programs, namely: integrated rural community development, rural tourism development, and community based industry development. Within these areas, national and local policies have often concentrated on trying to encourage ‘bottom-up’ development revolving around the commodification of cultural or amenity resources. In important ways, the three categories of rural development programs are more of a community development program than an economic development program. In Korea, it is true to say that governmental decisionmaking is slowly being influenced in terms of community, self-reliance and self-help, which are gradually creeping into the discussion on rural development. I suggest that the planning process itself had to include broad public participation and partnership and bottom-up approaches, not merely the product of a planning office or consulting firm.

  • The objective of this study is to analyze demands and important level of rural amenity resources information in rural development consulting. For this study, the questionnaire survey was implemented to regional development consulting companies and organizations with three parts. The first part is about the methodologies in using for the rural development consulting, particularly, the collect processes of the amenity resources information and methods to establish development strategy are included in the questionnaire. In second part, essential factors for constructing the information system of rural amenity resources are investigated. Finally, the rural development project types were classified, and performed an analysis of important level for the rural amenity resources utilizing AHP technique. According to results of this study survey, the demands from residents are the most important factor for establishing rural development plan, and the relationship among neighboring regions and the amounts of rural amenity resources are also considered as important factors. The most important rural amenity resources are different as rural development project types.

  • This study is based on the Ecological Design Theories related with the Village and Architectural planning. The purpose of this study is to propose the Rural Village Design Method in consideration of Ecological Environment. To achieve this purpose, Normative Theory Study which means Logical Analysis of Ecological Theories in the new field of Ecological Village and Architecture Design, is done in accordance with the object of this study. This results derived of this study are as follows: 1. Six(6)-Environmentally Friendly Rural Village Planning Elements related with the purpose of this study, are clarified these are Land-use planning, Transfortation planning, Plants and Water, Living-thing Ecological System planning, Energy and resource planning, Village Culture and amenity planning, and Architectural Material planning. 2. Rural Village Design Method in consideration of Ecological Environment is porposed by means of the Normative theroy study analysis and contents analysis related with Ecological Village and Architecture planning which contain Ecological Planning Elements, and case study.

  • The study area is Cheonjang-ri, also called Alps village, making continuous profit after performing Comprehensive Rural Village Development Projects. This study aims to determine the development process of activities about urban and rural interchange and its characteristics for making continuous profit by residents themselves. A focus on thinking about the process is necessary to make activities in order to achieve continuous profits in the underdeveloped rural village by residents themselves. As a result of this study, Alps village has developed new activities, improving problems which are encountered on the development process of activities. And, Alps village has developed new activities by linking them with previous activities. To improve problems, Alps village has made an effort by itself and cooperated with the subject, both inside and outside of the village. This way has been effective for increasing the number of visitors in village. Increasing the number of visitors in village has been effective in making a continuous profit. Also, continuing to make new activities in order to substitute previous activities including problems has been effective to increase profit.
