The study aims to explore the success factors focus on the system for implementing the New Rural Vitalization Plus Project (NRVPP). It offers recommendations to bring the success of the community development projects and support the strategies in political and practical. Conclusions and recommendations for improving the practice of implementation are based on the results of the in-depth interview with 9 developers and experts joining the NRVPP. Findings show that the promotion team as the NGO for the community development project used the collaboration and cooperation network to progress for the success of the project although they suffered the political, legal, and institutional problems hindering the normal function of each promotion entity in municipalities. The implications of the study were presented in the conclusion section.

Community participation, community satisfaction and sense of community stand out as key factors that promote community development. This study aims to examine the structural equation model among sense of community, community participation, and community satisfaction in the Rural New Revitalization Plus Projects in Kongju. Data were collected from 411 structured questionnaires twenty-three rural communities, Kyeongnam and Chungnam province. Results showed that individuals with shared emotional connection were more likely to participate community development projects. And individuals with membership and fulfillment of needs are more like to be satisfied with their community. Additionally community participation has the fully moderating effect between shared emotional connection and satisfaction. Findings suggest that policy makers and community development practitioners consider community participation and sense of community for enhancing community development.

신활력사업은 전국 234개 지방자치단체 가운데 인구, 재정, 산업 등의 지표를 바탕으로 낙후된 하위 30%에 해당하는 70개 시 군의 혁신역량을 제고하고 지역에 새로운 활력을 불어넣는다는 취지로 시작된 새로운 낙후지역발전정책이다. 그러나 신활력사업계획의 수립과정은 지역혁신에 기초한 지역발전 논리나 거버넌스 구축 과정을 충실히 반영하지 못한 것으로 평가된다. 신활력사업은 그 취지 상 지역 스스로 지역의 주도하에 숙의(熟議) 민주주의(deliberative democracy)를 통해 사업을 추진해야만 한다. 그러나 실제 추진 과정에서 진정한 의미의 자율적 지방화의 성격을 띠기보다는, 지역을 믿지 못하고 성과에 집착하는 조급한 중앙정부에 의한 타율적 지방화의 모습이 노정되고 있다. 이러한 점에서 신활력사업계획 수립 및 추진과정은 능동적으로 지방화를 하기 보다는 수동적으로 지방화를 당하는 측면이 적지 않다고 평가된다. 본 연구는 이러한 문제의식 하에 신활력사업계획의 수립 및 추진과정을 비판적으로 평가하고, 이를 토대로 앞으로의 개선 방향을 제시한다.
