A comparative study of management system of unregulated agricultural pesticides in Korea, the European Union, and the United States of America: a review (비규제 농약 관리를 위한 한국, 유럽, 미국의 농약관리체계 비교분석)

  • Pesticide residue in the eggs in the market has become a significant problem in Korea. In particular, the detection of fipronil indicated that unregulated pesticide residue can be present in livestock products, including eggs. Institutionally unregulated pesticides are a risk to human health and the ecosystem. In this study, we analyzed the system of agricultural pesticide management in Korea, the European Union, and the United States of America (USA) and discussed the problems of the Korean management system and the possible improvement directions. Based on the analysis, we considered three tasks: registration of pesticides, pesticide residue levels in food, and pesticide residue levels in environmental media. The registration of pesticides was conducted by the Ministry of Agriculture, Food, and Rural Affairs in Korea; the Directorate-General for Health and Food Safety in the European Commission (EC); and the US Environmental Protection Agency (USEPA) in the USA. The work regarding pesticide residue levels in food was conducted by the Ministry of Food and Drug Safety in Korea, the Directorate-General for the Health and Food Safety in the EC, and the USEPA and Food and Drug Administration in the USA. The work regarding pesticide residue levels in environmental media was conducted by the Ministry of Environment in Korea, the Directorate-General for Environment in the EC, and the USEPA in the USA. Therefore, Korea should review the extension of pesticide residue standards in the environmental media for strengthening the system of management of unregulated agricultural pesticides.

신선농산물 생산에서의 농약오염과 농약폭로-흡수 -일본을 중심으로-

  • 현재의 농업에서 농약의 사용은 불가결한 것이다. DDT의 등장으로 농약만능시대의 막이 열린 이래 세계에서 10만종 이사의 농약이 탄생했다. 현재 전세계의 생산량은 매년 1천만 톤을 넘어섰고 일본의 경우 등록되어 있는 농약수는 원체(화합물종류)로서 367종, 상품명으로서는 약 5800 종류가 판매되고 있다. 년간 일본의 농약생산량은 약 60만 톤으로 농약의 수출량과 수입량이 거의 같기 때문에 생산량이 사용량에 상당하는 것으로 본다. 농약의 식품오염의 측면에서 보면, 단위 면적당 세계 제 1위의 농약 사용국인 일본은 시장에 유통되고 있는 농작물에도 상당한 양의 농약이 잔류하는 것으로 본다. 물론 식품위생법에 26종의 농약에 대해 53작물을 대상으로 하는 잔류농약기준이 있지만, 농약성분이 400종 이상이며 산포 대상이 되는 작물은 53작물보다 훨씬 많다. 또한 한 두 종류의 작물밖에 대상이 되지 않는 농약도 많아서 잔류농약기준은 식품의 안전성 확보면에서는 부족한 것이 많아. 따라서 농산물 생산자 스스로가 농약사용기준을 정확하게 지켜주기를 바랄 뿐이다. 한편으로는, 이러한 현실에 비추어서 농약사용이 일상화된 농업자에게 있어 농약으로 인한 건강상의 문제 또한 적지 않다. 농업자의 건강관리 대책의 일환으로 실시하는 건강진단 및 조사에 따르면, 만성적인 질환뿐만 아니라 농약산포작업후에 나타나는 증세(기침, 피부이상, 불쾌감, 두통, 인후염, 구토)를 경험한 작업자는 예방의학적인 견지에서 농업자의 농약폭로실태파악 및 교육을 해오고 있으나 그다지 설득력을 얻지 못하여 보다 확실한 인체내 흡수량을 측정하는 방법을 생각하게 되었다. 즉 뇨중 농약 대사물을 폭로지표로 하는 생물학적 모니터링(biological monitoring)을 시도, 농업현장에 있어서의 그 실증과 유용성에 대한 검토를 하고자 하였다. 농작업 가운데서 가장 위험하다고 보는 농약산포작업 (수동식 분무기를 이용한 하우스작물 및 동력분무기를 사용한 노지작물)을 대상으로 생물학적모니터링을 실시한 결과 업자의 뇨로부터 농약의 체내흡수를 반영하는 농략의 뇨 분비성 대사물을 측정할 수 있었다. 즉 뇨나 혈액등의 생체시료를 이용한 생물학적모니터링의 농약에의 응용은 서구와는 달리 대부분이 규제가 없는 소규모 자가영농으로 정해진 농약사용지침보다 많은 농약을 사용한다거나, 또는 개인의 습관이나 작업환경에 따라 폭로조건이 달라서 실질적인 폭로-흡수의 정도가 불분명한 경우등에도 충분히 대응할 수 있어 농약사용자 개개인의 농약 폭로-흡수의 정도를 분명하게 밝힐 수 있다. 게다가 평가의 결과를 농약사용의 일선에 있는 농업자에게 피드백 하여 주므로서 농약에 대한 인식을 새롭게 하고 농약취급시의 건강장해예방행동을 촉구하는 등의 효과도 높은 것으로 예방의학적인 유용성이 크다고 볼 수 있다.

Application of Oral Absorption in Establishment of AOEL for Pesticides and Occupational Risk Assessment for farm worker (경구흡수율을 반영한 농약의 AOEL 설정 및 농작업자 위해성 평가)

  • Methods of establishment of AOEL (Acceptable Operator Exposure Level), application of oral absorption by country, and calculation of exposure dose for operator risk assessment in USA, EU and Korea were investigated. Oral absorption of 141 active substances for pesticides was also investigated, then operator risk assessment was conducted with AOEL including oral absorption and Korean AOEL. Internal dose converted to external dose with oral or dermal absorption in USA and EU, but external dose to which oral absorption was not applied was used for establishment of AOEL in Korea. Oral absorption of 50 active substances among 141 were below 80%. In case of application of oral absorption as a correction factor in below 80%, AOELs of about 36% active substances were considered to be lower than the current Korean AOELs. Operator risk assessment of 28 active substances among 50 active substances with oral absorption below 80% was conducted with EU AOELs. TER (Toxicity Exposure Ratio) of 12 plant protection products including chlorothalonil WG (Water-dispersible Granule) was less than 1 and the risk was high. Operator risk assessment of 24 active substances among 50 active substances with oral absorption below 80% was conducted with Korean AOELs. TER of 6 plant protection products including chlorothalonil WG were less than 1 and the risk was high. Operator risk assessment of 4 plant protection products not having Korean AOEL was conducted with converted EU AOEL into AOEL not including oral absorption. The results indicated TER of 4 products including daminozide WP (Wettable Powder) was over 1 and risk was low. 22 products except 6 products such as oxadiagyl SC (Suspension Concentration) were shown the same results of risk assessment between EU AOELs and Korean AOELs. As a result, it was considered that AOELs including oral absorption was possible to be used for operator risk assessment. It was considered operator risk assessment with AOEL including oral absorption was more like real assessment method, and improvement of assessment was needed for application to evaluate pesticides in registration.

Thyroid Hormone-like Activity of Alachlor as R Endocrine Disruptor in Rats and HeLaTRE Cell Culture (랫드와 HeLaTRE Cell에서의 Alachlor에 의한 갑상선 호르몬성 영향 연구)

  • This study was designed to investigate the suitability of the pubertal assay and the enhanced TG 407 as methods for detection of endocrine-mediated effects, especially thyroid function. Male and female Sprague-Dawley rats were gavaged daily with 0, 12.5, 25, 50 mg/kg alachlor in corn oil during 30 days. The effects of alachlor on thyroid gland, the genital organs and thyroid hormone were measured in male and female rats. Dose of alachlor 25, 50 mg/kg/day increased relative weight of testis and thyroid gland in exposed male rats and decreased relative weight of vagina in exposed female rats. Relative weight of thyroid gland was decreased in alachlor 25 mg/kg/day exposed female rats. Dose of alachlor 25, 50 mg/kg/day decreased plasma T4 and testosterone in female rats. Another purpose of this study was to investigate the effects of endocrine disruptors as like thyroid hormone in vitro. Luciferase activity was measured to dectect reaction of test chemicals and thyroid hormone response elements in HeLaTRE cell. Dose of alachlor 1 nM-1000 nM increased 100-134% luciferase activity compared with control.

The Preliminary Operator Risk Assessment of High Toxicological Pesticides in Korea (고독성 농약의 국내 농작업자 위해성 평가)

  • This study was carried out to estimate the risk of pesticide operators who use high toxicological pesticides. The class II (highly hazardous) pesticides registered in korea were 15 products, and 11 products were spray type pesticides at orchard file in 2009. The using information based on the pesticide label and the data searched through survey of actual condition on pesticides were used for calculate the pesticide operator exposure dose. The risk quotients of these pesticides against the pesticides operator were calculated as devide pesticide exposure dose by reference dose which were presented by EFSA (European Food Safety Authority), JMPR (Joint FAO Meeting on Pesticide Residues), and US/EPA (United States Environmental Protection Agency). Omethoate showed the highest risk quotient and the values were 338 and 75 when the operator spray using speed sprayer and motor sprayer respectively. Risk quotients of all class II pesticide were above 1. This result means that the risk potential of these pesticides are very high.

Selection of Low Toxic Pesticides to Microplites mediator (큰밤고치벌(Microplites mediator)에 대한 저독성 약제 선발)

  • For the development of integrated pest management system by harmonizing biological and chemical control, some experiments were carried out to select low toxic pesticides against natural enemies. Leaf dipping method, body dipping method, and diet treatment method were used for the toxicity evaluation against Microplites mediator adults. We tested 49 different pesticides (34 insecticides, 11 fungicides, 4 herbicides) at recommending concentration commonly used to control insect pests, disease and up-land weeds in chinese cabbage field. 16 insecticides, 11 fungicides, and 4 herbicides were shown to be low toxic to Microplites mediator adults in the treatment of body dipping.

The application of alternative methods for skin irritation evaluation on pesticides (농약에 대한 피부자극성 대체시험법 적용연구)

  • It is common to use many experiment animals to evaluate the toxicity of chemicals including pesticides. For protecting animal, the concepts of 3R (Reduction, Replacement, Refinement) were introduced and in vitro alternatives methods actively have been developed all over the world. Many experimental animals for toxicological tests have been used, so that it is important to establish the alternative methods. In this study, the alternative method using reconstituted human skin model (Keraskin$^{TM}$) was conducted for classification of skin irritation on pesticides. Sixteen formulations selected on the basis of the degree of irritation were treated by Keraskin$^{TM}$ test. The percent of cell viability was measured into the culture medium collected after treatment of the pesticides for 24-72 hrs. The skin irritations of formulations were evaluated by the cell viability. In this study, The 4 formulations with mild irritation in rabbits were evaluated as nonirritant, the 6 formulations with moderate and severe irritation were evaluated as irritant in human skin model test. We suggest that the alternative test using Keraskin$^{TM}$ model could be used as toxicity evaluation for primary irritation index (P.I.I.) score of greater than or equal to 2.1 of pesticides. The further studies should be required to apply for hazardous assessment of pesticides on alternative skin irritation methods because of the interindividual variability of the sensitivity of skin irritation on pesticides.

Survey of Pesticide Use in Leaf and Fruit Vegetables, Fruits, and Rice Cultivation Areas in Korea (우리나라 엽채소류, 과채류, 과수류 및 벼 재배 지역에서의 농약 사용실태 조사)

  • In order to investigate actual pesticide usage, this survey was carried out with farmers growing four crop groups, leaf vegetables, fruit vegetables, fruits, and rice from 2012 to 2015. Five hundred sixty farmers were selected in main crop production areas and were asked about their pesticide uses during the growing season. Investigations on pesticide damages to crop in recent 5 years showed that fruit vegetables had the highest proportion of damage at 14%, followed by rice at 11%, orchards at 11%, and leaf vegetables at 8%. Compared to the results of a pilot study which took place from 2009 to 2011, fruit vegetable damage increased by 4% while damage to rice and orchards decreased by 7-9%. This means continuous education on mixed spraying, usage methods, and precaution is required. In the survey on the safety guidelines for pesticide use, 6 items were well observed (89.0-95.0%), but one item for use of protective gear had the lowest observance (81.7%). A measure for protective gear for poisoning prevention is required. The survey of pesticide usage per area ($kg\;a.i.\;ha^{-1}$) showed that 1.65, 4.93, 10.98, and $3.16kg\;a.i.\;ha^{-1}$ of pesticides were applied to leaf vegetables (6 species), fruit vegetables (6 species), fruits (6 species), and rice, respectively, which decreased from the usage reported in the pilot study. This change was likely caused by more effective pesticides and fewer pest outbreaks; therefore, shipments of pesticides have been decreasing. In the case of paddy rice herbicides, 43 products, including butachlor, were used for $1.3kg\;ha^{-1}$. Herbicides represent 44% of pesticides used in paddy rice.

Pesticide Residues in Agricultural Products and Its Countermeasures for Safety (우리나라 농산물중의 잔류농약과 안전성)

  • Pesticides are regarded as one of indispensable materials used in agriculture to protect pests and to keep the agricultural productions steadily. However, food contamination arisen from their application has brought about public concerns for safety suspicion to human health. A brief presentation is given in this paper on what has been conducted against pesticide residues to evaluate and ensure the safety of agro-porducts. The commonest countermeasures to keep safety would be tile establishment of MRls and safe-use guidelines of pesticides according to good agricultural practices. Korean MRls have been established on 38 chemicals with 56 commodities and in the case of safe-use guidelines 344 formulation items have been done by the government On the other hand, no satisfactory information is still available to evalute the actual residue levels in domestic agro-products, but a cautious proposal could be suggested through the fragmentary monitoring data of pesticide residues, so that the current residue levels would be far from potent hazard enough to cause chronic impact on human. The most important thing is to have the farmers keep safe use guidelines at pesticide application for the production of safe agricultural commodities.
