질병관리와 의료서비스에 있어서의 공공부문의 역할은 오래된 화두이다. 이번 학회에서도 중요한 주제로 자리매김을 하고 있는 데는 몇 가지 이유가 있을 것으로 사료된다. 첫째, 질병관리와 건강이 갖는 주제 자체의 중요성이다. 건강은 국민의 기본 권리이다. 국민의 기본 건강권을 유지, 향상시키는 데 있어서 질병관리와 의료서비스의 방향 모색은 시대와 장소를 불문하고 우선적으로 다루어져야 하는 주제임이 분명하다. 둘째, 공공보건의료를 전체 인구집단의 건강향상을 위한 총체적 활동으로 볼 때 건강위험요인의 변화와 질병패턴의 변화에 따라 인구집단이 필요로 하는 서비스의 내용이 변화되어야 한다. 그러므로 논의 당시의 시점에서 요구되는 공공보건의료 서비스의 내용을 검토하고 전략을 수립하는 노력은 주기적이고 연속적으로 이루어질 필요가 있다. 셋째, 최근 공공보건의료에 대한 사회적 합의가 변화하는 가운데 공공부문의 역할에 대한 논의가 제기되고 있다. 과거 "공공보건의료에 관한 법률"에서는 공공보건의료 기관만을 공공보건의료 수행자로 정하고 있었으나 최근 수행자의 범위를 민간의료기관까지 확대시키는 개정작업이 진행 중이다. 이에따라 공공부문의 역할과 활동의 범위를 검토하는 기회가 필요하겠다. 본 원고에서는 발표자가 국립대학병원의 공공보건의료 활동과 지역사회 단위의 보건사업 활동에 참여하면서 직 간접적으로 경험한 내용을 중심으로 질병관리와 보건의료서비스 제공에 있어서의 개선점을 제안하고자 하였다.

The aim of this study is to discuss some of the prominent ideas which use drone for police works. Focusing on the extent of the utility and practicability of using drone in policing, this paper attempts to address both positive and negative aspects in conjunction with related statutes and regulations. This study uses a qualitative case study approach and offers three practical implications including: (1) enacting a law that covers using drones in policing, (2) hiring technical professionals or training police officers to prevent illegal drones and to implement a variety of policing strategies, and (3) collecting data and information on crime and criminals and then developing the best way to respond to these problems.

The purpose of this study was to investigate middle school students' processes of argumentation in science lessons and to compare students' argumentation in different contexts (socioscientific context/scientific context). An argumentation-based teaching-learning strategy was used to enhance quality in students' arguments in science lessons. Data were collected from five lessons by video- and audio-recording eight groups of four students each engaging in argumentation. The quality and frequency of students' argumentation was analyzed using an assessment framework based on the work of Toulmin. The findings showed that: (a) there was improvement in the quality of students' argumentation; (b) there were no differences in the structure of argumentation and percentage of explanatory argumentation components as well as dialogic argumentation components in different argumentation contexts. The results of this study showed that students' argumentation can be enhanced with strategic argumentation teaching-learning.

This study aims to explore which aspects of student agency have previously been studied and the ways agent practices have been investigated in learning communities in research on science education. Results reveal five aspects of agency related to students' actions in a learning community: epistemic agency, transformative agency, educated action in science, disciplinary agency, and material agency. We delineated how agency is captured in epistemic practices, as described in the literature on each of the aforementioned aspects. We also probed into the three approaches by which previous research has examined the practices of students as agents that construct learning communities. These approaches are (a) the investigation of students' actions as representative of the agency of an entire learning community, (b) the exploration of the effects of focused student action on the structure of activity, and (c) the investigation of interactions between students as agents. We discussed the implications of previous research on the basis of each approach to understanding the diverse features of student-centered learning communities. The present work contributes to the exploration and support of students' practices as agents in the learning communities in science classrooms.

The purpose of this study was to examine the effects of Argument-based Inquiry activities on the claims and evidence in elementary students' science writing. Participants were thirty three fifth grade elementary school students and argument-based inquiry activities on five topics were implemented. We analyzed the Summary Writing samples written by students to investigate the effect of the Argument-based inquiry activities on elementary students' claims and evidence in their science writing, and also analyzed the writing samples of the experimental group to which the Argument-based inquiry activities were implemented, to examine the change of claims and evidence. The results of this study showed that the mean of experimental group was significantly higher than that of the comparison group. As a result of analyzing claims and evidence in Summary Writing of experimental group, the level of claim and evidence has tended to increase gradually as the number of classes progresses.

대부분의 수학 수업이 알고리즘을 숙달시키고, 기계적으로 익힌 절차에 의해 정답을 맞추는 것에 중점을 두어 왔기 때문에, 학생들은 수학은 딱딱하고 어렵고 재미없는 과목이라는 인식을 많이 하고 있다. 그러나, 수학 수업에서 수학 교구의 조작 활동을 한다면 수학적인 흥미를 유발할 수 있을 뿐만 아니라 추상과 형식적인 수학으로의 발달을 돕고 학생들이 활동적으로 수업에 참여할 수 있게 된다. 이러한 맥락에서 제 7차 교육과정의 '도형'영역에서는 조작 활동을 통한 자기 학습능력 개발에 중점을 두고 주위의 실제 생활에서 볼 수 있는 사물을 관찰하여 그 성질을 추상해 낼 수 있도록 구체적인 교구를 이용하는 조작 활동을 강조하고 있다. 본 연구에서는 이러한 관점에서 정규 수학 수업이 아닌 일선학교의 클럽 활동 시간을 이용하여 학생들이 수학 교구를 충분히 조작하고 활용할 시간을 제공하며, 학생들이 수학 교구의 조작 활동을 통한 클럽활동이 학생들의 수학적 성향 및 능력 수준에 따른 도형 학습능력에 어떠한 변화를 미치는 지를 사례를 중심으로 논의하고자 한다.

국제표준화기구의 각 국의 표준화활동 정책동향 연구를 통하여 각 국이 왜 의장단에 진출하여 활동할려고 하는지, 이로 인한 자국의 이익이 무엇인지, 기술 반영은 어느 정도 되고 있는지, 표준화의 주도적 역할을 과연 의장단 진출로 인하여 반영은 할 수 있는지 등에 대해 논의하고자 한다. 우리나라는 지난 1987년이후 의장단 진출을 위해 국제표준화기구의 연구위원회 회의 등을 한국에서 수차례 유치하는 등 정부의 많은 노력 끝에 국내에서 그동안 각 분야별 전문가들이 국제기구에의 의장단에 진출하여 표준화 활동을 하고 있다. 지난 터키 회의에서 ITU-T 사무총장 진출을 하였으나, 좌절되었고 최근 소련에서 개최된 3GPP에서 한국이 부의장에 당선되는 등 최근의 의장단 활동이 두드러지게 나타나고 있다. 이번 WTSA에서는 25명의 의장단이 진출할 예정이다. 이로 인하여 향후 표준화활동의 지속적인 활동으로 정보통신 분야에서의 기술적 이익이 반영되었으면 한다.

전자상거래에 과세권 적용을 둘러싼 논쟁이 치열하게 벌어지고 있다. 일부에선 국가주권, 납세의무 헌법 36조 등을 들어 과세형평의 원칙, 세수 결손 방지를 위해 전자상거래에 과세권을 적용해야 한다고 주장하는 반면 현시점에서 기술적 문제로 디지털제품에 대해서는 과세가 어렵다는 주장이다. 본 논문에서는 논란의 대상이 되는 전자상거래 관련 과세부문에 대하여 OECD의 논의를 중심으로 살펴보았다. OECD에서는 두가지 방향으로 논의하고 있다. 첫째, OECD 모델조세조약에서 사용되는 기존 고정사업장 개념을 전자상거래라는 새로운 기업활동에 적용하는 방법을 검토하고 있다. 둘째, 전자상거래의 발전이 고정사업장 개념 자체에 어떠한 변화를 필요로 하는가에 대해서 검토하고 있다. 전자상거래 국제논의에 대한 우리의 대비도 향후 1-2년이 매우 중요하다고 볼 수 있는 바, OECD등 국제기구의 논의에 민관이 공동으로 적극 참여하면서 관련 국내제도를 정비해 나가야 할 것이다.

The 'Grand Challenge' in the global level raises fundamental questions on the role of private firm as a profit maximizer. From the new perspective, firms are recognized as a social entity with social and environmental responsibility. Particularly, the importance of transition-orineted firms, which pursue an objective of socio-technological system transition, have increased. These environmental changes request a new understanding on the identification of firms and the evolution of sustainable business model from the technological innovation perspectives. This paper aims on the new understanding on the motivation of firms who participated on the sustainable system transition and the proposal of 'transition-oriented firms' concept. Based on literature survey, this paper reviews the role of firms in the process of socio-technological system transition, the cases of transition-oriented firm, the types of sustainable business models and their strategies.
