The purpose of this study is to suggest the assessment method for PO6(teamwork) and PO7(communication skill), one of the most important assessment items in engineering accreditation. In this paper, we used the assessment criteria of Rubric, to empirically measure the teamwork and communication skill. Teamwork and communication skill (PO6, PO7) are the most critical social competences in modern society. Numerous studies on education showed that teamwork and communication skill can be enhanced through learning. We, therefore, need to investigate teamwork and communication skill in terms of education. However, research on the assessment method of the engineering accreditation, based on educational view is scarce. In this study, we suggest the assessment criteria of Rubric for PO6 and PO7 with the perspective of the education. We also tried to apply the developed criteria to the related subjects.

최근 들어 미국, 유럽, 인도 등과의 FTA체결 등을 통해서 대한민국의 경제시장이 날로 증가해가고 있으며, 이제 해외와의 협력은 우리에게 선택이 아닌 필수가 되어가고 있다. 얼마 전 한 신문에 국내기업과 일본기업의 경쟁력을 비교하는 흥미로운 기사가 소개되었다. 이 신문에서는 국내기업들이 한정된 내수시장을 극복하기 위해 해외로 적극적으로 진출하였기 때문에 우수한 경쟁력을 확보하였으며, 반면 일본기업의 경우 안정된 내수시장이 오히려 해외로 진출할 기회를 가로막아 스스로와 경쟁력을 감퇴시켰다고 분석하였다. 이러한 사례는 우리 대학들에 시사하는 바가 크다. 우리 대학들의 주요한 연구성과라 할 수 있는 논문의 경우 이공계를 보면 대다수의 논문이 이미 해외의 각종 유명 학술지에 게재되고 있다. 특히 우수한 연구성과의 산물이라 할 수 있는 SCI논문의 경우 2008년기준으로 경제규모에 걸맞은 세계 12위에 랭크되어 있다. 또한 특허의 경우 이미 세계 4위의 출원대국이다. 이러한 성과로 인하여 국제공개어에 한글이 채택되는 성과까지 거두고 있는 상황이다. 또한 MB정부가 들어서면서 매년 R&D연구비를 10%이상 증가시킬 계획에 있으며, 이러한 노력을 통해 연구성과물의 수준도 향상되어 SCIENCE, CELL, NATURE등의 저명학술지 게재가 늘고 있는 등 연구성과가 세계적인 수준으로 접근해가고 있다. 반면에 이러한 성과에도 불구하고 아직 대다수 대학들의 글로벌 산학협력은 미비한 수준이다. 교육분야에 대한 글로벌화는 최근 들어 많은 변화가 이루어지고 있지만, 산학협력부분에 대한 글로벌화는 활성화 되지 못한 것이 현실이다. 그러나 앞으로 해외와의 산학협력은 대학과 연구자에게 선택이 아닌 필수가 될 전망이다. 정부에서는 현재 국제협력 분야의 R&D연구비를 급증시키고 있으며, 우리나라의 기업이 해외로 활발하게 진출하는 상황에서 이제 연구수준도 국내가 아닌 해외에서도 인정받을 수 있는 수준을 요구 받고 있다. 이와 같이 급변하는 상황에서 이제 해외와의 산학협력은 대학과 연구자들에게 새로운 도전이며, 경쟁력을 업그레이드 할 수 있는 기회로 다가오고 있다. 이에 최근 한양대학교의 해외와 기술이전, 사업화, 공동연구, R&D센터유치와 관련된 산학협력 사례 소개를 통해 우리나라 대학의 산학협력을 업그레이드하는 방향을 모색해 보고자 한다.

This study attempted to examine the effect of education and training on organizational performance based on HCCP research through the systematic review of previous studies. For this, 29 papers used HCCP data were selected and analyzed, and the research results are as follows. First, the research results showed that education and training had a positive effect on non-financial performance such as organizational commitment and job satisfaction, and financial performance such as sales and operating profit. Second, in order for education and training to affect organizational performance, job satisfaction, organizational culture, and education transfer were found to be important factors. Third, for effective transfer of education and training, it is necessary to establish a system that can be applied to the field after education and training, finally, it suggested the need for research to be conducted to reveal the practical effectiveness of education and training by measuring the degree to which education and training contributed to financial performance more closely.

This studies shows that Balanced Score-Card(BSC) affects corporate performance and performance measurement systems affect corporate performance, depending on whether they are customer-oriented or finance-oriented. The results of the study are as followings; First, utilization of BSC are significant relationships with performance assessment system. Second, performance assessment system are significant relationships with corporate performance. Third, utilization of Balanced Score-Card(BSC) affects corporate performance.

한국건설기술연구원(원장 정낙형)은 지난 6월 9일 경기도 일산에 위치한 한국국제전시장에서 제18회 연구성과 발표회를 개최했다. 이날 정낙형 원장은 개회사를 통해“공공기술인 건설기술 분야의 연구성과는 개발된 기술의 실용성 및 현장 적용도가 높아질 때 더욱 의미를 지닐 수 있다”고 강조하고“정기적인 연구성과 발표회 개최를 통해 건설산업계와의 공유 및 사회로의 연구성과 확산에 전력을 기울일 것”이라고 밝혔다. 이날 연구성과 논문 발표는 총 6개 분과로 나누어 42개의 연구성과들이 소개되었다. 총 1천여명이 참석한 이날 행사는 연구분야별 실용화가 가능한 40개 특허 및 신기술 포스터도 전시되었다. 본지는 설비분야의 연구성과 내용을 요약하여 게재한다.

본 논문의 목적은 안전성과와 경영성과의 영향관계를 체계적으로 설명할 수 있는 모형을 개발하고, 근로자수 300인 이상인 기업 43개와 300인 미만인 30개 기업을 구분해서 개발한 모형을 실증적으로 분석함으로써 모델의 타당성을 분석하는데 있다. 안전성과에 대한 변수는 노동부산하의 한국산업안전공단에서 집계한 재해자 수와 근로손실일 수를 선정하였으며, 경영성과에 대한 자료는 (주)한국신용정보와 (주)매일경제에서 출간하는 상장기업분석자료를 근거로 하여 1인당매출액을 선정하고 조절변수로 사용된 노무비, 경비, 부채비율, 수출비중을 업계평균에 비해 상대적으로 높고 낮은 정도를 높은 기업은 1, 낮은 기업은 0의 값을 지정하여 실증분석을 실시하였다. 이를 통하여 기업의 특성요인들에 따라 안전성과가 경영성과에 미치는 영향이 다르다는 본 연구의 이론적 모델은 근로자 수가 300인 이상인 국내 대기업의 경우에는 그 타당성을 지닌다고 볼 수 있었다.

사업결과물의 핵심인 연구성과물은 각 부처 혹은 사업수행기관에 분산되어 대다수가 활용되지 못한 채 사장되었다. 이에 정부는 중요 연구성과물에 대한 성과관리전담기관을 지정 운영하여 연구성과물의 수집 및 관리에 대한 법적인 기초를 다지고, 국가과학기술종합정보서비스를 이용하여 연구성과물의 활용을 위한 정책을 수립하였다. 본 논문에서는 이러한 체계를 반영한 국가R&D 연구성과물의 효율적인 수집 연계 활용을 위한 구체적인 운영 및 실행체계를 제시한다. 이러한 체계를 통하여 국가R&D 연구성과물에 대한 공동활용을 극대화할 수 있다.

이 논문에서는 3대 투자신탁회사의 주식형 펀드의 투자성과를 측정하고자 하는 데 목적이 있다. 추가적으로 자산운용의 실무적 현실을 고려하여 각 펀드의 속성(주식편입비율 한도, 대상투자자, 운용회사)의 차이가 투자성과와 어떤 관련을 갖고 있는가를 분석함으로써 투자신탁에 내재하는 도덕적 위해의 문제를 노출시켜 보고자 한다. 이 논문에서는 우리나라 3대 투신사의 29개 주식형 펀드에 대한 1984. 2분기${\sim}$1993. 1분기의 분기수익률 자료를 사용하여 시장예측능력과 포트폴리오 선택 능력을 측정하였다. 시장예측능력의 척도로서 Henriksson & Merton(1981)이 제시한 척도를 사용하였으며, 선택 능력의 척도로서 Treynor & Black(1973)의 평가비율과 Fama(1972)의 순선택능력 을 사용하였다. 그 결과 자산운용을 담당하는 투신사와 주식편입비율 한도에 관계없이 주식형 펀드들의 시장예측능력과 선택능력 모두가 음의 값을 보이 고 있다. 예외적으로 외국인전용 펀드의 투자성과는 내국인을 대상으로 하는 투자신탁에 비하여 다소 우수한 성과를 보이고 있다. 표본으로 사용한 5개 외국인전용 펀드는 다른 펀드와 마찬가지로 음의 시장예측능력을 보여주고 있으나, 평가비율은 다른 포트폴리오들과는 달리 양의 값을 갖고 있고, 이들의 순선택능력은 음의 값을 보이긴 하지만 다른 포트폴리오보다 그 절대 값이 보다 작다. 이러한 결과는 외국인전용 펀드의 포트폴리오선택능력이 보다 우수하였다는 것을 의미한다. 외국인전용펀드가 보다 나은 선택능력을 보여준 이유는 이들이 투자자문위원회라는 감시 장치를 갖고 있기 때문인 것으로 판단된다. 환언하면 국내투자자용 펀드의 열등한 투자성과는 감시장치가 없는 데 따른 일종의 도덕적(道德的) 위해(危害)로 해석된다.

There are some limitations in the existing bibliometric methods to satisfy the various requests of the interest parties including researchers, managers, policy makers to identify 1) which research group or researcher is the key player, and the overall trends of the particular technological sub-fields, 2) which research groups, institutions or countries mainly use their research outputs, 3) what are the spin-offs from research outputs to some scientific and technological fields, 4) in which levels they are when comparing their quantitative and qualitative research outputs to those of other competitive institutions. It is essential to develop new informetric indicators and methodologies in order to satisfy stakeholder's various demands and to strengthen qualitative analysis in measuring research performance. This study suggested informetric indicators such as article quality index, citation impact index, international cooperation index, excellent article production index and methodologies including citation analysis, text mining.

Nowadays, the administration is strongly driving self-innovation including public sector to solve problems continuously pointed out as issues of public sector such as the low management achievement, the low productivity and costliness structure, the low ability coping with market changes and ineffectiveness in managing organization. The core of such renovation is the systematic performance management. Provincial public enterprises are also required to furnish system that can measure management results accurately and make payment according to measured results under autonomous management system to raise management efficiency and strengthen competitive power. In this paper, we design framework for measuring management results of provincial public enterprises based on Balanced Scorecard and show the example applied to Gwangiu Metropolitan City Environmental Installations Corp (GEIC).
