Green Growth was declared as a national development agenda in 2008. There are many contributing concepts and factors in the process of molding the agenda, such as climate change, sustainable development, globalization, the so-called 747 campaign pledges by President Lee in 2007, and the hunger for economic growth in Asia and the Pacific. Green Growth is rather growth-oriented and pays less attention to environmental conservation and social justice. Green Development would fit better as the name of the agenda, dealing with the weaknesses of Green Growth. Climate change itself is a testing ground for geographic knowledges, whose demand is growing rapidly. The contemporary issue increasingly bears complexity that Earth System Science and Sustainability Science have emerged as a research and applications program. Geography is widely recognized as a portal to these programs, where inter- and trans-disciplinary studies are required. Regional potentials should be evaluated from a holistic view so that proper development goals are chosen. Different development trajectory should be taken, depending on the amount of potential a region bears. Material loop should be closed for environmentally sound regions. Green way of life is essential for low carbon society. In the circumstances of climate change in Korean Peninsula and needing of energy efficiency, geographic insight or imagination is urgent for Green Development.

정부의 녹색기술 발전을 통한 녹색성장에 대한 확고한 의지를 바탕으로 범국가적 역량 결집이 필요한 시점이다. 우리의 강점 및 유망분야를 중심으로 도출된 중점육성 기술에 대해 국가적 차원에서 집중 투자할 필요가 있다. 이를 위해 R&D, 산업, 인력, 인프라 등 녹색성장을 위한 민관 및 관련 부처 유기적 체계적인 지원 방안 마련을 서둘러야 할 것이다.

지속가능발전목표(SDGs)를 달성하기 위해 국제 사회는 녹색기술 관련 R&D와 산업에 적극적인 투자와 인프라 육성에 노력을 경주하고 있다. 이러한 국제적 노력에 발맞추어 우리나라도 경제 및 환경의 조화와 균형 성장을 위해 녹색기술 R&D에 대한 투자를 지속적으로 확대하고 있다. 본 논문에서는 NTIS의 '녹색기술분야분류'를 가지고 최근 국가연구개발사업의 녹색기술 관련 투자현황에 대한 분석을 수행하고 최근 2013~2016년의 총 213,618개 과제 중 녹색기술 36,490개 과제의 키워드 분석을 통해 집중연구 분야 및 융합연구 분야를 탐색한다. 녹색기술 상위 키워드는 '기후변화', '친환경', '태양전지', '고효율', '연료전지', '이산화탄소, '그래핀', '바이오매스' 순으로 나타났다.

본 연구는 저탄소녹색성장전략의 분석을 통해 이명박 정부 하에서의 국가-시장-사회관계를 분석하고 있다. 전체적으로 이명박 정부의 정치경제발전모델이 자유주의적임을 부정하기는 어렵지만 순수하게 신자유주의적이라고 보기는 어렵다. 부분적으로 중상주의적 요소가 강하게 남아 있다. 아울러 국가와 시장간의 관계는 원칙적으로는 서로 일정거리를 유지하는 객관적인 성격을 가지고 있으나 녹색산업분야에서는 친산업·친기업적 요소가 강하게 존재하고 있다. 국가-사회관계는 갈등적이고 배제적이다. 이러한 관점에서 볼 때 이명 박정부의 민주주의모델은 법적·제도적인 것이고 참여민주주의적 모델과는 거리를 두고 있다. 결국 사회배제적이고 친산업/친기업적 속성을 내포하는 한 시민사회세력의 반발에 직면하여 지속가능하지 못하게 되는 한계에 봉착하게 될 개연성이 높다.

The world has been interested in sustainable development and to be considered important the three values(Environmental Integrity, Economic Growth, Social expandability) of sustainability. Rio+20 conference was attention to "Green Economy", trying to solve for sustainable development. But Rio+20 proposed "The Future We Want", They can't solve it and it is regret. Also It is judged that Only three values of sustainability are limited to sustainable development. Five values; Green Star is suggested the answer for "The Future We Want". Four Rivers Project verified by Green Star, Green Star proposed new paradigm for sustainable development. And Expect the strong well-being country of Korea.

`녹색건설기술 세미나'가 지난 2월 17일 건설회관 2층 중회의실에서 개최됐다. 이날 세미나에서는 ${\Delta}$녹색건설 정책방향 ${\Delta}$태양광 녹색기술 활용사례 ${\Delta}$에너지절감 건축현장 적용사례 ${\Delta}$친환경 하이브리드 발전시스템 적용사례 등이 발표됐다. 본지는 녹색건설기술 정보교류 활성화를 위해 세미나에서 발표됐던 내용 중 이상엽 삼성물산 과장이 발표한 '에너지절감 등 녹색기술 건축현장 적용사례'를 소개한다.
