Innovation and Future Skills Needs-Green Car (기술혁신과 미래숙련수요 대응-그린카 발전을 중심으로)

  • Global expansion of regulation for carbon emission has brought new industrial regulations and trade barriers while the global economy is promoting economic stimulus through a variety of green investments such as renewable energy development, energy efficiency increase, and environmental improvement simultaneously. Korean government is trying to seek a new opportunity to grow through green investment in this change of business environment and businesses are facing the transition to low-carbon and eco-friendly structure for their survival. It is promoting not only industry structure changes and conversion but also demanding changes of workforce composition and requirement skills. In response to convergence of green economy, manpower development for future skills needs is provided the main impetus for response as well as promotion green growth. This study will analyze human resource development plan due to future skills needs emphasizing on automative industry. Also the study will be researched on the problems of present curriculum of undergraduate and look for improvements tasks. Upon the result, promotion plans for human resource development in other sectors of green car in response to future skills needs in green growth can be found.

Neoliberal Energy Policy and the Limits to 'Green Growth' (신자유주의적 에너지정책과 '녹색성장'의 한계)

  • The current government tries to pursue a series of energy plans and strategies which have been recently established under the banner of 'green growth'. Although there have been several critical comments on the energy policy, the structural background under which the energy policy has been established and implemented has not yet been scrutinized. This paper understands the current government's strategy for 'green growth' and energy policy as a process of neoliberalization. In particular, the energy policy is characterized as industrialization, marketization, technologization, and financialization of energy, which bring about a lot of detailed issues. This kind of 'green growth' strategy is far from the model of sustainable development, and rather seems to be well interpreted in terms of what Harvey calls 'accumulation by dispossession'. As the government's strategy for 'green growth' and energy policy denies the roll of citizens and civil society which would mediate and arbitrate the contradiction between environment preservation and economic growth, and conflicts between market mechanism and state intervention, so alternatives to the 'green growth' strategy should be orientated to a citizen-participating and civil society-led energy policy.

Development of Transportation Indicators for Green Growth Based on a Questionnaire Survey for Transportation Experts (녹색성장 교통부문 지표개발 교통 전문가 설문조사결과 분석)

  • In this study, the indicators for evaluating the level of green growth in transportation are proposed. The authors reviewed the existing philosophies such as sustainable development and eco-efficiency and explained the differences between the philosophies and green growth. The planning hierarchy and indicator framework are proposed and the idea of indicators is also introduced. In order to decide the weighting value for objectives and targets, a questionnaire survey for transportation experts was conducted. The survey results show that low-carbon/environmentally-friendly development is the most important objective. In addition, the results reveal that transportation experts do not fully understand the concept of green growth and cannot differentiate the concept of green growth from that of sustainable development and eco-efficiency.

An Evaluation Model Development of Technology Green Index(TGI) and It's Application to Defense R&D Projects (기술녹색도 평가모델 개발 및 적용사례)

  • In this paper, we have developed an evaluation model of technology green index(TGI) which includes 3 evaluation factors and 13 indicators. Furthermore, as presenting the degree of relative importance among evaluation factors and indicators for all R&D evaluation stages and all green technology areas, and applying the proposed model to 5 defense projects, we have found applicability of the model to evaluation of defense R&D projects. The results of evaluation using this model can be used to monitor the performance of project life cycle and develop R&D investment strategy of green technology using portfolio analysis.

  • 소수력은 온실가스 배출량이 적은 친환경 청정에너지원이면서 지역의 분산전원에 기여할 수 있는 유용한 자원으로 평가되고 있다. 이러한 여건은 소수력발전 사업이 전력의 smart grid 구축 효과로 인해 가장 큰 효율성을 달성할 수 있을 것으로 기대된다. 국내 소수력발전은 1500Mw의 부존량을 가진 것으로 평가되고 있으나 계절적 편중으로 인한 가동률 부족, 경제성 부족 등으로 활발한 보급이 이루어지지 않고 있다. 특히 신재생에너지 확대 전략에도 불구하고 지원금 등 경제적 인센티브 부족으로 인해 민간부문의 참여는 상당히 저조하다. 그럼에도 불구하고 수력에너지는 환경친화적이고 잠재성이 큰 신재생에너지로 온실가스 저감과 에너지 확보에 기여할 수 있다. 특히 수력에너지는 민간투자의 어려움이 존재하므로 정부의 장기적인 기술개발투자 및 효율성 확대 정책이 중요하다. 본 연구에서는 소수력 확대의 경제 환경적 효과를 평가해보기 위해 연산일반균형모형 (CGE :Computable General Equilibrium Model)을 구축한다. 본 연구는 다음과 같이 수행되었다. 첫째, 수력발전부문과 수도사업을 구분하고 사회회계행렬을 작성하였으며, 전력부문에서 수력발전을 포함한 다단계 생산구조를 가정하였다. 둘째, 일반균형모형 방정식 체계를 작성하고 모형의 파라미터 추정 등 보정(Calibration) 작업을 수행하였다. 셋째, 국가 중기 온실가스저감 시나리오를 적용한 전망을 수행하고 소수력 확대(투자지원) 시나리오를 구축한다. 본 연구는 저감수단으로 탄소세를 부과하였다. 끝으로, 소수력 발전 보급 확대의 경제적, 환경적 파급효과를 계산하였다. 분석결과, 소수력 발전 잠재 성장을 반영한 수력에너지 비중은 약 2020년에 약 4.5% 까지 증가하는 것으로 나타났다. 이로 인한 온실가스 저감 기여분은 약 3%에 이르는 것으로 계산 되었다. 또한 수도사업과 비에너지 제조업의 산업비중은 증가하였다. 이러한 결과는 소수력 발전 확대가 화석연료 대체를 통한 지속가능한 에너지 수요에 기여하고 지역개발과 물산업 발전 등 경제적 파급효과 등을 유발할 수 있음을 시사한다. 또한 본 연구에서 고려하지 못한 소수력 기술 개발은 에너지 대체 촉진으로 인한 온실가스 저감과 녹색성장에 기여할 것이다.

Evaluating the Economic Feasibility of Green Construction Projects using FiT and CDM Support Mechanisms (녹색 건설 사업의 FiT 및 CDM 보조방안에 의한 수익성 향상 분석에 관한 연구)

  • Green infrastructure projects have the potential to reduce global warming and deliver sustainable energy solutions. Recently, the construction industry has been expanding their portfolios in New and Renewable (NRE) projects. However, the economic feasibility of NRE projects have not been validated and construction companies are not acquainted with their associated risks. This research performed a two-tiered feasibility study of the domestic projects registered for CDM in the UNFCCC. The first phase involved calculating the average IRR and NPV of the domestic CDM projects, which showed that their profitability to be very low. In the second phase, four NRE projects (Solar, Wind, Hydro, Landfill Gas) were selected and additional income generated from Feed-in-Tariff and CER sales were added to determine the improvements in the projects' IRR and NPV. Results indicate that Solar and Landfill Gas projects benefited the most from the two support mechanisms, while benefits to Wind and Hydro projects were minimal. While the Landfill Gas project had the highest IRR, the Wind project was the most investment attractive due to its NPV and minimal dependency on FiT and CER sales. Construction companies should enter into NRE projects with a long term view as related technologies mature.

Towards More Efficient Energy Use for Green Remediation (녹색정화를 위한 에너지의 효율적 이용)

  • Strategies incorporating more efficient energy use into remediation of contaminated sites, which are those of important elements in green remediation, are developed and discussed in this work. Firstly, from several case studies of remedial actions in Korea, thermal desorption and/or in-situ method including pump-and-treat were found energy intensive and soil washing less intensive. In order to use energy efficiently and minimize use of fossil fuels during land revitalization process, it is necessary to optimize energy intensive systems, to use low energy remediation systems (such as bioremediation), and to integrate renewable energy sources. Furthermore, economic incentive systems such as subsidy need to be adopted if renewable energy sources are incorporated into remediation of contaminated sites.

Development and Performance Test of Hydraulic PTO for 50㎾ Class Rotating Body Type Wave Energy Converter (50㎾급 동체회전형 파력발전시스템 유압식 전력변환장치 개발 및 성능시험)

  • 50kW급 동체회전형 파력발전시스템(WEC;wave energy converter)의 전력변환장치(PTO; power take-off)를 설계 제작한 후 성능시험을 하였다. 파력발전시스템은 2개의 실린더형 동체가 회전관절로 연결된 구조로 수면의 반정도 잠기는 구조로 되어있다. 파랑에 의해 유도된 회전관전의 움직임이 유압실린더에 힘을 가해주며, 유압실린더는 고압의 작동유를 축압기를 경유하여 발전기에 체결된 유압모터로 공급한다. 유압식 PTO은 유압실린더가 왕복운동하는 움직임을 이용하여 고품질의 전력을 생산하는데 효과전인 수단을 제공한다. 파력발전시스템의 경제성은 PTO의 에너지 변환 효율에 크게 의존한다. 발전기를 AC 380V 전력계통에 연계시킨 후, 발전기에서 나오는 출력이 5, 20, 35, 43kW 일때 PTO 전체와 개별기기에 대한 효율을 측정하였다. 본 논문에서 유압식 PTO시스템의 설계에 대해 설명하였으며 효율 향상에 초점을 맞추어 PTO 성능대해 분석하였다.

Comparative Analysis on the Green Productivity and Its Determinants among G20 Countries (G20 국가들의 녹색생산성과 그 결정요인의 비교분석)

  • The global economic crisis made most of governments to overcome the economic depression as well as the challenging tasks for global warming. It is not easy political vision to harmonize these two rabbits race, and thus it needs to be developed new paradigm for the sustainable development. Unfortunately, the traditional cost-approach based productivity could not resolve this trade-off relation. Therefore, the paper is aimed to develop new approach on the green productivity index with the DEA models in the 1st stage, and then based on these green productivity scores, the paper is analyzed the determinants of these green productivity in the 2nd stage among the G 20 countries. The empirical result shows that the effect of GDP, carbon intensity, and capital and labor intensity toward the green growth is positive on the green productivity, while the level of government efforts is not significant on the green productivity.

An Analysis of the Construction Period Extension Causes of Environmental Improvement in School Facilities (학교시설 환경개선 공사사례의 공기연장 원인 분석)

  • This study analyzed the reasons for extending the construction period considering factors such as the quality of construction materials, safety and cost-effectiveness of construction, size of construction, academic schedule, and local conditions (complaints) when determining the appropriate period for school construction projects tailored to a specific region or educational office. Based on the example of construction projects for school facility improvement by education office A, this study conducted a case study to identify the motives for construction period extension. To determine the appropriate construction period for school facilities, this study conducted a comprehensive review of construction projects under the jurisdiction of education office A, examined data from the Meteorological Data Open Portal, and performed advanced statistical analysis. Future case studies must determine the appropriate construction period for school facilities in a rational and systematics.
