  • 국가 수자원 관리에 가장 기초가 되는 수문조사는 측정과 자료 분석을 위해 행해지는 모든 과정에서 자료의 정확성과 신뢰성이 담보되어야 한다. 현재 수문조사는 국토교통부를 비롯하여 환경부, 수자원공사 등 다양한 부처와 기관에서 수행하고 있으며, 수문조사 방법 및 기준표준화 연구(2009), 수문조사 관련 법정 행정규칙 마련, 수자원 조사법 제정, 수문자료 공인 및 저장, 배포, 활용, 기준고시 등을 통해 수문조사 발전 및 표준화를 위한 노력을 해오고 있다. 하지만 국가차원의 표준화(기준과 매뉴얼)가 아직 미진하여 기관별 생산 자료의 품질차이가 발생하고 있다. 국내의 현장여건은 식생, 공사, 모래하상 등으로 과거와 다르게 점차 다양화 되고 있으며, 국외와 차별화 된 국내 하천만의 특성으로 반영되고 있다. 또한 최근 ADCP와 같은 첨단장비 활용이 증대되는 추세인데 비해 첨단장비 관련 기준은 아직 미비한 부분이 많다. 국내 측정환경이 고려된 수문조사 표준화를 위해서는 USGS와 같은 선진국의 국제기준 검토와 함께 각 하천 환경에 맞는 유량측정 방법 및 기술을 개발하고, 다양한 현장 특성이 반영된 측정방법의 적용과, 자료 분석을 통한 기준제시가 필요하다. 첨단 장비 및 관련 기술을 활용한 수문조사 선진화를 위해서는 정확한 첨단장비 활용에 대한 표준이 필요하다. 즉 수문조사 전반에 대한 표준화와 이를 통한 공유와 활용이 이루어져야 한다. 한국수자원조사기술원(구 유량조사사업단)에서는 2007년부터 수문조사를 수행하면서 국내 하천유량조사 경험과 기술 노하우를 바탕으로 수문조사 분야별 측정방법, 장비, 레이팅, 자료 분석 등에 대한 수문조사매뉴얼과 가이드라인을 발간하여 실무에 적용, 활용하고 있다. 이러한 노력은 국내 수문조사 표준화를 정착, 발전시키고 국제 표준화에 기여할 수 있는 계기가 될 것으로 생각된다.

Analysis of Experiences of Forgetfulness due to Subjective Memory Impairment in The Elderly (노인의 주관적 기억장애로 인한 건망증 경험 분석)

  • This qualitative study employed focused group interviews to collect data on the forgetfulness experienced by elderly persons (over the age of 65) who suffer with subjective memory impairment. The participants were ten elderly persons who participated in the cognitive function improvement program at an elderly welfare center in D city. They were divided into three groups that were comprised of three/four people each, and each group was interviewed for 40~60 minutes. The results showed that "difficulties in human relations", "feeling uncomfortable in daily life", "exposure to a safety risk", "inexpressible ambivalence" and "family effort to overcome forgetfulness" were all expressed in the interviews. The elderly who participated in this study and who complained of subjective memory impairment had both feelings of anxiety and anxiety about non-dementia, and they were making efforts to overcome forgetfulness themselves. Based on this study, we suggest that interventions should be developed that reflect the individual needs of elderly people with subjective memory impairment.

Differences and Multi-dimensionality of the Perception of Career Success among Korean Employees: A Topic Modeling Approach (기업근로자 경력성공 인식의 다차원성과 차이: 토픽모델링의 적용)

  • The purpose of this study is to explore the multi-dimensionality and the differences of the career success that is revealed by the employee's perception. In order to fulfill the research purpose, LDA topic modeling has applied to extract latent topics of career success from 126 Korean employees' open-end survey questionnaires. The extracted latent topics are social recognition, continuing service within an organization, expertise, financial rewards, and pursuing personal meaning. The occurrence probability of each topic was different by individual characteristics such as gender, education, position. Study findings showed there is multi-dimensionality in career success, and there are differences of topic occurrence probability by demographic characteristics. Additionally, this study showed how to apply the recently developed machine learning approach in order to reduce the researcher's bias by adapting the LDA topic modeling to the qualitative open-ended survey data.

  • The purpose of this study is to introduce the case and to provide related information for the physical education major to handle and utilize the social big data through the exploratory study for the application of sports industry in the fourth industrial revolution. For this study, data was collected from the article database, which covers the keyword such as 'Social Big Data', 'Sports' and so on. The analyzed articles were 86 articles. As a results, The research on social big data applied to sports industry are as follows: 1) Analysis of major issues related to sports fans' interests and sports events, 2) A study on media sports engagement, 3) The prediction analysis of sports game based on the sentiment analysis, 4) Development of salary estimation model for professional player in sports, 5) Research trend analysis and so on. In conclusion, the social big data analysis technology in the sports industry and management can be utilized variously. Therefore, the specialists of the sports industry and management field need to learn the techniques, to acquire the know-how for the research project, to convert the convergence thinking.

  • 최근 기후변화 및 지구온난화의 영향으로 집중호우, 돌발홍수, 가뭄 등 기상 이변이 빈번하게 발생하고 있어 물관리의 불확실성과 복잡성이 매우 높아지고 있다. 대규모 하천의 경우 다목적댐과 다기능보를 이용하여 홍수 및 가뭄에 대응이 비교적 용이하나, 중소하천의 경우 하천길이가 짧고 하천경사가 급해서 홍수파의 이동시간이 짧기 때문에 홍수대비를 위한 시간이 매우 짧다. 또한 중소하천 관리를 담당하는 지자체는 열악한 재정 여건과 전문인력 및 기술력 부족으로 인해 예방보다 사후복구에 집중하는 상황이며, 최근 하천 고수부지를 수변공원, 천변주차장 등으로의 공간적 활용이 증가됨에 따라 홍수발생시 위험성도 증가하고 있어 예방 및 대응 중심의 홍수 모니터링 기준 수립이 시급하다. 이에 K-water는 공익사업의 일환으로 K-water의 홍수 및 하천관리 노하우를 지자체와 공유하고 있다. 해당지자체의 과거 기상 및 수문자료들을 활용하여 홍수분석을 수행하고 지자체 중소하천에 최적화된 우량 및 수위 홍수 모니터링 기준을 수립하여 선제적 홍수대응을 할 수 있는 여건을 조성하였다. 또한 해당지자체의 우량 수위관측소의 분포와 용수전용댐 및 농업용저수지를 반영하여 유역특성을 고려한 홍수분석모형을 구축하였으며, 예상강우에 따른 주요 지점별 예상수위 및 도달시간 분석으로 지자체 담당자의 홍수대응을 지원하고자 한다. 하천 수위국 기준의 우량 알람은 하천 수위 상승 전 예비 알람의 성격으로 수위국의 수위가 상승하기 전 대비할 수 있는 선제적 대응 예방시간 확보에 도움이 될 수 있다. 또한 단계별 수위모니터링 기준에 의거하여 보행자 및 차량 통행제한 등의 조치를 취할 수 있으며, 제방월류 전 사전대응시간을 확보할 수 있어 자자체에서 능동적으며 선제적인 홍수 대응이 가능할 것으로 판단된다. 하지만 하천 수위국의 상황이 홍수에 따라 변화될 수 있으며, 홍수량 재산정 또는 하천기본 계획의 재수립 등 정책적, 현실적인 상황의 변화로 인해 모니터링 기준이 변화되어야 하는 경우에는 지속적인 보완이 필요할 것으로 사료된다.

Current situation of Hanwoo industry and future prospects for precision livestock farming (국내 한우산업 현황과 정밀축산을 활용한 한우고기 생산전망)

  • Hanwoo cattle have been genetically selected for enhancing meat quality and meat quantity since the last few decades. Beef consumption in South Korea has also increased to 11.6 kg per year in 2016 and is expected to continue to increase. For improving meat quality, Hanwoo cattle has been raised a high-energy corn-based diet for long fattening periods, which causes not increment of fat percentage in the loin muscle but increment of feeding costs. Consumer demands on the Korean beef industry are driving differing beef production systems and also changes to the beef grading system. For a sustainable Hanwoo industry, researcher in Korea have attempted to develop feeds for efficient fattening periods and precision feeding systems based on genetic information for Hanwoo cattle. Therefore, representatives of government, academics, and market association need to provide efficient collaboration for the future prospective or develop a precise management system for Hanwoo industry in Korea.

On-Site Earthquake Early Warning System Design and Performance Evaluation Method (현장 지진조기경보시스템의 설계 및 성능평가 방법)

  • Recently, in order to improve the performance of the Earthquake Early Warning System (EEWS) and to supplement the effects of earthquake disaster prevention in epicenters or near epicenters, development of on-site EEWS has been attempted. Unlike the national EEWS, which is used for earthquake disaster prevention by using seismic observation networks for earthquake research and observation, on-site EEWS aims at earthquake disaster prevention and therefore requires efficient design and evaluation in terms of performance and cost. At present, Korea lacks the necessary core technologies and operational know-how, including the use of existing EEWS design criteria and evaluation methods for the development of On-Site EEWS as well as EEWS. This study proposes hardware and software design directions and performance evaluation items and methods for seismic data collection, data processing, and analysis for localization of On-Site EEWS based on the seismic accelerometer requirements of the Seismic and Volcanic Disaster Response Act.

How "Covid-19" Affected Reporters' News Coverage?: Focusing on Reporters' Perception of Changes in Work Environment Before and After the Pandemic (코로나 19는 기자들의 취재관행에 어떤 영향을 주었나?: 팬데믹 전후의 근무형태 변화에 대한 기자 인식을 중심으로)

  • The purpose of this study is to explore and analyze how the Covid-19 pandemic has affected the reporting practices and news production of the reporters working with Korean media over the past one year. To this end, this study has conducted in-depth interviews with reporters working with daily newspapers, news agencies, and broadcasting companies. The analysis of the interviews resulted in the following generalizations. The reporters are working at home, which was never experienced before the Covid-19 pandemic, and they have difficulties in covering their reporting beats because they have little or no access to contact points. The reporters rely heavily on indirect coverage and online briefings via phones or SNS because they have difficulties in meeting news sources in person. As a result, the diversity of news contents and the media's on-site monitoring functions has been severely weakened. In addition, the reporters have no chances to both exchange ideas with fellow reporters and to transfer the know-how of collecting news items to their juniors. This paper has also discussed the disruption of practices that the ongoing Covid-19 has brought to the media ecosystem from a variety of perspectives.

  • Transcranial doppler ultrasonography (TCD) applies a low frequency of 2 MHz to measure the blood flow velocity and waveform within the skull. Medical technologists at several hospitals are conducting these examinations, and education is being imparted in many schools and academic societies. However, the skill of the tester is of utmost importance when performing TCD. Technicians who are conducting the procedure for the first time have trouble locating the blood vessels, and some experienced personnel are worried because too many blood vessels are present. Since this procedure does not directly look at and measure blood vessels, there are several limitations and difficulties. Therefore, this study aims to provide some help by introducing precautions and suggestions for TCD technicians conducting the test.

  • Small and medium enterprises have more dependency on their information technology than large enterprises have. but they can't pay much for information technology and information security due to financial restrictions, limited resources, and lack of know-how. So there are many vulnerabilities in small and medium enterprises and these would make many security incidents. Security managers of small and medium enterprises think that information security in their company is simply equivalent to updating the antivirus solutions. managing firewall, and patching systems regularly. However, security policies, prevention of information theft. business continuity, access controls, and many other information security issues should be considered for mitigating security incidents. In this context, we redefined security countermeasures and strategies which are only appropriate to large enterprises. for making them appropriate on a secure operating for information system of small and medium enterprises, and we investigate information security issues in the four views of information system and company, and finally we present information security strategies for each view, in this paper.
