다국가 시나리오를 포함하는 사용후 핵연료 관리(저장, 재처리, 처분)의 전략

  • 지속가능 에너지원인 원자력은 또한 글로벌 에너지원의 특성을 갖추고 있다 핵연료는 원자로에 장전되는 신규 핵연료를 구성하고 있는 우라늄 채광 단계에서부터 연소 후에 발생하는 사용후 핵연료 (SNF 또는 SF) 관리 단계에 이르는 전과정에 걸쳐 핵연료 사이클로 파악되고 있다. 이러한 전과정 관점에서 볼 때, 핵연료 사이클에 관여하는 이해관계자는 자국뿐만 아니라 다국가 (multination)를 포함하고 있다. 특히, 후행 핵연료 사이클인 사용후 핵연료의 저장, 처리, 처분 단계에서는 다국가 시나리오를 배제하지 않는 사용후 핵연료 관리 전략의 도입이 고려될 수 있다. 여기서 다국가는 접경 국가, 인접 국가, 핵연료 공급 국가, 재처리 제공 국가, 재처리 위탁 국가, SNF 통과 허용 국가, SNF 저장 부지 제공 국가, SNF 향후 이용 국가 등이 될 수 있다 [김성호 2006]. 현재 우리나라에서는 여러 국가로부터 수입되고 있는 신규 핵연료 물질을 연소시켜 나온 사용후 핵연료를 부지내에 임시 저장하고 있다. 사용후 핵연료 발생량의 추산에 따르면, 2016년쯤에 현재 임시저장 용량이 포화될 예정이다 이러한 상황에서 다국가 시나리오를 포함한 관리 전략은 다국가 시나리오를 배제한 관리 전략과 다각적인 측면 에서 비교 검토될 필요성이 있다. 사용후 핵연료의 영구 처분장 부지 확보를 해결하기 위한 선행 단계로 공론화 단계가 지금 준비되고 있다. 예컨대, 단기 공론화 관리 방안의 하나로 비록 소극적인 입장이지만 타국 위탁 재처리 방식이 고려되고 있다 [KRS 2009] 이 연구에서는 단기적인 사용후 핵연료 관리 전략으로 여러 가지 다국가 수준의 저장, 처리, 처분 방식으로 바탕으로 다국가 시나리오들을 제안하려고 한다. 이들 다국가 시나리오를 포함한 관리 전략은 현재 다국가 시나리오를 배제한 국내 사용후 핵연료 처분장 부지 선정이 정치적/사회적 수용성 문제로 어려운 상황에 처할 경우에 해결책을 찾는 데에 기여하리라 본다. 또한, 부지 선정 단계에서 바라지 않는 난항이 나타나는 경우에 국가 차원의 한 대비책으로 다음을 제안한다: 한편으로는 자국 저장 시설이 추진되면서, 다른 편으로는 타국 저장 부지를 확보하는 전략이 검토되어야 한다. 이러한 이중 노선 (dual track) 전략은 여러 유럽 국가에서 이미 고려되고 있는 방안이다 [Greenpeace 2005] 다양한 다국성 정도 (a degree of multinationality) 의 저장, 처리, 처분 방식을 연결하는 가능한 다국가 시나리오 구조가 Fig.1에 제시되어 있다. 다국가 시나리오를 구성하는 기본 요소는 다음과 같다’ 1) 자국 임시 저장; 2) 자국 재처리; 3) 자국 중간 저장; 4) 자국 영구 처분; 5) 다국가 중간 저장; 6) 다국가 재처리; 7 ) 다국가 영구 처분. 이들 기본 요소들을 다국성 정도에 따라 결합하면 다양한 다국가 시나리오들이 얻어진다. 이들을 포함한 SNF 관리 전략은 크게는 1) 다국가 재처리 전략, 2) 다국가 저장 및 재처리 전략, 또는 3) 다국가 처분 전략 등으로 분류될 수 있다.

Compensation and Amendment of Highway Travel Demand Forecasting (고속도로 교통수요 보정모형에 관한 고찰)

  • In this study, a model of compensation and amendment of forecasted travel demand was developed to calculate the range of values depends on the changes in the risk factors, selecting factors that might affect traffic demand changes among risk factors. Selected factors are as follows: influenced area population, the number of registrated vehicle per person, ratio of service industry workers, and city intervals. Then this model is applied to six routes of expressway and the calculated value were compensated with error rate being reflected on each quartile value with respect to influenced area population (200,000 people standards). Result from appling developed model to Cheongwon-Sangju expressway suggests that the model could compensate the error rate by more than 50%, which in turn validate the effectiveness of the model developed. Some limitations and future research agenda have also been identified.

A Study on Road Safety Evaluation Method for Improvement Project of Two-Lane Road (2차로 시설개량 사업의 도로 안전성 평가방법 연구)

  • Recently, the paradigm of road policy has been focused on user safety. Recently, the number of road facility improvement project has been continuously increased but the economic feasibility (B/C ratio) is insufficient. Therefore, it is necessary to select a reasonable road improvement project through accurate and objective analysis of the road safety evaluation. In this study, to develop a new road safety evaluation method, data were collected based on the current road safety evaluation method for 75 routes including national roads and provincial ones. Based on the collected data, problems were analyzed and utilized as the basic factors of the new road safety evaluation method. Therefore, in this study, traffic accidents were reflected as a general evaluation item by weighing to solve these problems, and the evaluation items were added from experiences and ideas of the local public officials. For each evaluation item, a reasonable weight was determined through AHP (Analytic Hierarchy Process) questionnaire evaluation with highway experts. In addition, the safety index was determined based on the evaluation criteria for each evaluation item. The criteria for evaluating the danger zone are determined by the overall safety index. Finally, the criteria for selection of road improvement projects based on the overall risk level were derived.

Changes in spatial organization of Korea by the construction of Seoul-Pusan railroad (京釜線 鐵道建設에 따른 韓半島 空間組織의 變化)

  • This study demonstrates the changes in the spatial organization of Korea by the construction of Seoul-Pusan railroad. This Seoul-Pusan line, which is the most important one in Korea was constructed in 1905. The original plan of the line was selected to cross the main traditional roads to control the entire Korean peninsular and to mobilize the Korean commercial potentials. It was the line to exploit the staples and to expand the Japanese market in Korea. In accordance with the contracts between Japan and Korean government, Korean government had to supply the lands for railroad, office, and service facilities. That was one of the important reasons that Korean government had been broken down. The main findings of this study are as follows: 1. The Seoul-Pusan railroad line was constructed Japanese colonial policy which emphasized three main purposes; the first was to reorganize the economic space and to collapse the traditional Korean markets for Japanese ruling, and the second was to find out the military supply routes, and the third was to search for the transcontinental line for China and Siberia. As the results, the old Korean pedestrian routes, which were the Eastern, the mid, the westren, and the Samnam route lost their functions. 2. Japanese requested for Korean government usually ten times of wider space for the site of stations than the needed one. The land was expropriated, and constructed the new centers aparted from the original Korean towns. In this process Japanese got the most developmental and windfall profits. The newly constructed centers were for Japanese immigration and the town service facilities which would be used to control the Korean financial market. At last, they easily converted the Korean spatial economy into Japanese colonial one, which made to reinforce the sphere of Seoul-Pusan line. 3. Japanese planned the stations as the central points in Korea. So the railroad stations were located apart from the centers of towns, to avoid the Korean resistances, and to maximize their profits. The mean distance from staiton to 'the town center is about 1km while the Japanese case is 0.6km. 4. The pattern of present Korean railroads is not the 'X type'. Because the Honam line is not the trunk one. So, we could call the Korean railroad pattern as the 'Ip(Chinese character 入) type' . The operational effects of Seoul-Pusan line brought out the concentration of the national economy to this line as Japanese planned. And the polorization had occurred between this line and the other parts of Korea. For twenty years (1910-1930), the transported freights were increased about 5 times. In 1930, the total freight of Seoul-Pusan line became 2, 010, 444 metric tons. If we examine this process, the underconstructing Seoul-Pusan express electric railroad should avoid adjacent this line to reduce the regional and ecological imbalance. 5. The forms of centers on the Seoul-Pusan line were classified into six types in relation to station, town center, and built-up area; the compact (integrated) type, the elongated one, the splited (independent) one, the absorbed one, the consolidated one, and the declined one. All types of these towns might be developed in accordance with the centrality, railroad function, and the other transportational functions. 6. The Seoul-Pusan line plays the most important role among Korean railroads but the ratio of passenger and freight become lower because the effiects of other inaugurated railoads the different transportation modes such as trucks and cars would be got more merits in competition. 7. The results of cluster analyses on the cities of railroad stations showed the rudimentary urban systems in 1910 and 1930. In 1930, the cities were classified into three groups; the group of small cites, the intermediate (developing) city-group, and the special city-group. In 1930s the spatial organization and urban system of Korea were similar to the present ones. We call appreciate that these were the effects of the Seoul-Pusan line.

A Study on Economic Evaluation and Conceptual Design of Compressor Station for Transmission Pipeline in Artic Area (극한지 배관망 승압기지 개념설계 및 경제성평가에 관한 연구)

  • In the case of arctic area long-distance natural gas transmission pipeline, it is necessary to construct capable facilities to maintain the gas pressure because the gas pressure is reduced according to the pipeline characteristics and route conditions. In order to maintain the proper NG pressure, it is necessary to secure economy considering the cost of main equipments of the compressor station, construction and operation cost when the compression ratio is shortened or increased by constructing the distance of the compressor station. Therefore, In this study, preliminary study on construction of arctic area long-distance transmission pipeline was reviewed and conduct conceptual design by constructing main equipments process that can reduce the construction cost of the compressor station in arctic area. In particular, in order to evaluate economic feasibility of the long-distance transmission pipeline in arctic area, the virtual area for Yakutsk~Aldan region(Russia) was supposed. The total pipeline length of the virtual is 533km, The scenarios for the location of the compressor station presented. The capacity estimated about the main equipments of the compressor station. As a result, the economic evaluation method reviewed which can minimize the construction cost of the compressor station.

Analyses on Sunshine Influence and Surface Freezing Section of Road using GIS (GIS를 이용한 도로의 일조영향 및 노면결빙구간 분석)

  • In case of the roads that pass the mountain area, the cut sections or the tunnels are constructed. And In winter season it appears sunshine few in the specific segment, the shade is continued last and the freezing sections occur. So, the attention is necessary in traffic safety. This study was to evaluate the influence of sunshine and surface freezing sections expected in route plans of roads using GIS and makes alternative ideas in road stability security. After selecting 29 km sections of Donghae highway and creating a 3 dimensional terrain surface through the digital conversion of design plan data, it reflects the road alignment data of the same coordinates and a 3 dimensional road modeling is created. It set shadow time of road surface for the solar trace in the winter solstice in 20 minute interval. Shade areas are displayed and inputed in polygon data by manual vertorizing. Graphic and attribute data of this shade section is constructed in geodatabase of ArcCatalog. And it extracted the freezing section using intersect fuction of the GIS spatial analysis. By analyzing the winter meteorological data of temperature, rainfall, snowfall, humidity, and etc. and grasping dangerous freezing section of the road surface effectively, it will be able to make alternative ideas of the preliminary stability evaluation reflected in basic design.

A Study on the Effects of Urban Public Transportation Retrofitting for Sustainability (지속가능성을 위한 도시 대중교통 레트로핏(Retrofitting) 효과분석)

  • In recent years, it is very difficult to construct and expand new infrastructures in a city center because of long-term low growth and lack of space due to urban overcrowding. So, there is a need to study a variety of Retrofitting techniques and urban applications that can lead to sustainable development while efficiently utilizing existing facilities. 'Retrofit' means a sustainable urban retrofitting as a directed alteration of the structures, formations and systems of existing facilities to improve energy, water and waste efficiencies. In this study, we applied a hierarchical network design technique that can reflect the structural hierarchy of a city to study how to retrofit public transportation routes in Seoul. The hierarchical network design means dividing the hierarchy according to the functions of hubs and connecting different hierarchies to form a hierarchical network. As a result of comparing the application results of various retrofitting scenarios of public transport, the differences of daily PKT and PHT by about 2.6~3.2% less than before the improvement address that the convenience of passengers is increased. Therefore, it is expected that if the route planning is established according to the proposed method, it will increase the number of passengers and the operational efficiency by the improved convenience of public transit passengers.

Transportation Card Based Optimal M-Similar Paths Searching for Estimating Passengers' Route Choice in Seoul Metropolitan Railway Network (수도권 도시철도망 승객이동경로추정을 위한 교통카드기반 최적 M-유사경로 구축방안)

  • The Seoul metropolitan transportation card's high value lies in its recording of total population movements of the public transit system. In case of recorded information on transit by bus, even though route information utilized by each passenger is accurate, the lack of passenger transfer information of the urban railway makes it difficult to estimate correct routes taken by each passenger. Therefore, pinpointing passenger path selection patterns arising in the metropolitan railway network and using this as part of a path movement estimation model is essential. This research seeks to determine that features of passenger movement routes in the urban railway system is comprised of M-similar routes with increasing number of transfer reflected as additional costs. In order to construct the path finding conditions, an M-similar route searching method is proposed, embedded with non additive path cost which appears through inclusion of the stepwise transportation parameter. As well, sensitivity of the M-similar route method based on transportation card records is evaluated and a stochastic trip assignment model using M-similar path finding is constructed. From these, link trip and transfer trip results between lines of the Seoul metropolitan railway are presented.

Development of Learning Place for Geologic Field Survey around the Duta Mountain, Chungbuk, Korea (충북 괴산군 두타산 일대의 야외지질조사 학습장 개발)

  • The purpose of the study is to develop a educational data in order for students to perform geologic field survey effectively by themselves. A area around the Duta Mountain is selected. which is located at the southeastern part of Eumsung sedimentary basin because various rock types and geologic structures are well shown in this area and also it is convenient to reach there. Thirteen stops for observation are chosen m a route f3r exercising field geologic investigation. Data for field research are given and described in detail from each stop for observation. To do this, students make their own route map using general or digital geographic map and aerial photo is added to know relationship between large-scale structure and different rock types regionally. Moreover, it is designed to minimize conflict factors that may be experienced from the real field survey by showing outcrop photographs and polarizing photomicrographs of rut samples related to each stop and geologic structures. The attitude of students is investigated with the data of field geologic survey for students of an Earth Science class in the College of Education in Chungbuk National University. The results indicate that the educational data for geologic field survey brought positive changes that greatly help students perform field survey in definitive side, especially formation of absolute concepts on earth science.

Analyses of Forest Road Construction Policy Using LISREL Approach (리즈렐모형을 이용한 임도사업의 계량적 분석)

  • The objective of this study is to provide useful information for the establishment of efficient policy implementation strategies of forest road construction policy in South Korea. Data needed for the analysis was collected by a questionnaire survey. For the analysis, policy evaluation model was constructed based on theories of public policy. Evaluation model contains three independent variables (policy initiative factor, policy content, policy environment) and two dependent variables (policy result, policy impact). Since, these variables are unobservable latent variables, observable indicators are needed as proxy measures. LISREL (Linear Structural Relationships) was employed for the analysis since it is a useful measure for analysing linear structural model which consists of structural and measurement equations. It was confirmed that forest road construction is an effective policy mean for the development of rural region and activating forest resources management. The policy outcome, however, was not satisfactory. To improve the effectiveness of forest road construction policy some modification of policy contents are needed such as increased construction budget, allowing more flexibility and participation to the implementation personal and providing technical support.
