A Study on Social Welfare Reflecting Road Maintenance Cost: the Case of Cheonan$\sim$Nonsan Lines (도로유지비용을 고려한 사회적 후생에 관한 연구 : 천안$\sim$논산 구간을 중심으로)

  • The aim of this paper is to research the changes of social welfare by internalizing external cost, especially the maintenance cost. Main target of this paper is the Cheonan$\sim$Nonsan Line, where private capital highway, national highway and local road are competing against each other. Considering the realistic difficulties in applying the First Best pricing, this paper applied the Second Best pricing, applying the maintenance cost, in lieu of the already mentioned. The demand functions of the toll roads were built through regression analysis. By reflecting the maintenance cost to the toll fee, It was able to confirm the variation of social welfare deriving from the traffic assign change but also the aspects of toll revenue at the same time. Result of applying the Second Best pricing shows merely a small change in social welfare. However, in the aspect of finance, it is analyzed that there will be about 13 billion won worth of financial effectiveness which will contribute to the reduction of the national financial support.

  • The LTE system decided to build an integrated disaster safety communication network in order to cope with disasters quickly after the April 16, 2014 disaster, and 333 agencies in 8 areas will build a unified disaster safety communication network. It plans to integrate LTE-R, a railway integrated wireless network, and LTE-M, a land-based communication network, in the 700MHz band. LTE-R, a wireless integrated network, and the Ministry of Land, Transport and Maritime Affairs, are currently using VHF and TRS, which are voice communication-oriented communication systems, in order to cope with demand for high-speed railway service, With this possible LTE-R, it is possible to provide advanced services such as radio-based train control and improve railway safety. The company plans to invest KRW 1.1 trillion in new routes to be launched in 2018 and the existing route to be improved in the future, and to build up all routes of general and high-speed railways to LTE-R by 2027.

  • 최근 도심지 굴착공법 선정시 주변환경에 대한 관심이 높아지면서 민원발생을 감안하여, 발파공법이 아닌 기계굴착공법(TBM, SHIELD 등) 등이 부분적으로 적용되고 있다. 그러나 이들 굴착공법들은 굴착조건의 변화에 따라 적용 한계성이 있고, 한계구간이 직면할시 시공성이 극히 떨어지거나 적용 자체가 불가능하게 된다. 이에 따라, 공사기간의 연장, 공사비의 증가 및 적용자체가 불가 할 경우는 공사중단에 이르게 되어 시공과정에서 다른 굴착공법으로 전환되는 사례가 빈번히 발생되고 있다. 따라서 본 사례는 도심지 터널구간으로 당초 할암공법으로 설계되었으나 암반의 강도가 높고 굴착단면적이 협소하여 할암공법이 적용될 수 없었다. 이에 대한 대안공법으로 TBM이나 기타 장비에 의한 기계굴착공법을 검토하였으나, 터널연장이 짧고 터널노선의 곡선부 반경이 작아 대형장비의 투입이 어려운 굴착조건 때문에 최종적으로 폭약을 이용한 발파굴착 공법을 선정하였다. 그러나 발파공법은 진동 및 소음이 필연적으로 수반되기 때문에, 주변 환경공해가 허용하는 범위 내에서 최대한의 시공성과 안전성 여부를 판단하기 위하여 발파진동 및 소음의 허용수준을 설정한 후 시험발파를 실시하였으며, 그 결과에 따라 진동제어발파공법을 적용하였다.

  • Railload line design of the railroad construction project should be planed considering the variety of quantitative and qualitative factors, and needs to be selected the optimum altinative weighing from VE/LCC analysis of the planned design. The purpose of this research is for showing selecting plan of the optimum railload line and railway bridge applying VE/LCC analysis in selecting the optimum altinative of railroad construction based on quantitative and qualitative factors, such as initial construction cost, maintenance cost, owner and user's requirements. In this research showed the application plan by each stage using data analysis, function analysis, and alternative evaluation of VE/LCC analysis with AHP and LCC analysis program for the selection. This research is proved the rationality and application of the course of selecting the optimum alternative through case application

Evaluation of Transit Services based on Transit Smart Card Data (스마트카드 데이터를 활용한 대중교통 서비스 평가)

  • This study analyzed the transit services with respect to transit service measures such as the load factor representing number of passengers between stops, dwelling time, and operational speed based on transit smart card data recorded in 2009. A case study on the local bus line 7024 connecting Seoul railway station to evaluate bus services at passenger perspectives was accomplished. From the results, we found that the dwelling time was not affected by the number of passengers which is because the tagging patterns are different among passengers. The operational speed was analyzed by calculating the average speed of the bus route and the speed of each bus stops based on dwelling time. Interestingly, calculating operation speed based on the transit smart card data is the first time effort ever made and this means that it is not necessary to observe travel speed of bus and railway at a field level any more. we hope that this study will be a basis of evaluation of transit services purely based on the transit smart card data and help to make better transit services for passengers and operators as well.

  • As the rapid increase of highway investments from Private sector the organizations of highway operator became diversified, and thus causing various unexpected problems. Highways invested by private capitals have different fare rates and managing systems. It is desirable to reduce drivers' inconvenience using more than two sections of highways spread over different jurisdictions. The main purposes of this research are i) data survey and problem statements ii) prediction of future problems and preparing appropriate countermeasures. This research are divided into two parts. They are management system and fare collection system. Major investigations of this study are as follows, optimum toll operation models depend on charging systems and interchange shapes of two interconnecting expressways. Assuming that the current payment and the new electronic payment system aye used concurrently for a while, some alternatives for the inter-operation to collect tolls ate suggested focusing on the efficiency to tollway corporations as well as convenience to drivers. The advantages and disadvantages of the alternatives, including their characteristics, are compared.

  • Chun-chon city is the area that is estimated to be damaged by breaking of Dam by a flood among several natural disaster. If so, what is the way that minimize the damage\ulcorner There are many ones but it may be best that we take shelter from it before the breaking of Dam. Then when must we do\ulcorner By what instrument can we minimize the damage of people. And how do we compute the time\ulcorner In this study, using buffering, overlap and network, GIS ability based on ARC/INFO. I chose six routesto take shelter outside of Chun-chon city, calculated the traffic volume of each ones, and estimated the time for decentralization of risks.

  • This study is to integrate and to analyzegraphic and attribute data in features which should be preceding for the ITS construction. A 1:5000 scale map as a national basemap was used and was checked for feasibility. For the convenience of position confirmation, the analysis component was developed and was linked to addresses. Also, the attribute information was considered on the shortest route, and optimal route was selected by investigating traffic volumes on main crossroads depending on the time zone. The optimal route could be selected by analyzing user's demands, position and statistical data, and the position information could be provided efficiently by combining the graphic information with the land register information.

  • Due to the rapid pace of low fertility and aging of Korea, population decline is rapidly progressing in the outskirts of the province and county. Demand for public transport is decreasing due to suburban population declines, while local government funding for maintenance of the bus system is expected to increase gradually. The government and municipalities are promoting the introduction of Demand Responsive Transport (DRT) in order to reduce the burden of financial support for buses while enhancing mobility of the residents in vulnerable areas. However, most DRTs in Korea have been operated mainly in the areas that are not provided with public transportation services. Although DRT is able to reduce the financial burden of local governments, it is not easy to be introduced because of the objection of the existing bus users. In this study, 11 out of 61 towns with poor public transportation services in Gyeongsangnam-Do were selected for the introduction of DRT to replace bus services by using village characteristics. The results of this study are expected to be used as a basis for decision making to use DRT instead of bus service for the burden of bus financing for local governments.

A Model of Location Decisions of Natural Gas Filling Station Considering Spatial Coverage and Travel Cost (공간적 접근성 및 통행비용을 고려한 천연가스 충전소 최적 입지선정 모형)

  • This study proposes a facility location model in consideration of spatial coverage and travel cost as an effort to make objective and effective decisions of natural gas filling stations. The proposed model is developed for fixed stations and consists of two stages. The first stage employs a heuristic algorithm to find a set of locations which satisfy the spatial coverage constraints determined by the maximum travel distance between the filling stations and bus depots. In the second stage, the optimal location of filling stations is determined based on the minimum travel cost estimated by using a modified transportation problem as well as the construction and maintenance costs of the filling stations. The applicability of the model is analyzed through finding the optimal location of filling stations for the city of Anyang, a typical medium-sized city in metropolitan Seoul, based on the demand of natural gas buses. This study is expected to help promote the spread of natural gas buses by providing a starting point of a objective and reasonable methodological perspective to address the filling station location problem.
