Development of Defect-Repair Method-Cost Mapping Algorithm of Concrete Bridge Using BMS Data (BMS 데이터를 활용한 콘크리트 교량의 결함-공법-비용 매핑 알고리즘 개발)

  • As aged infrastructures have been increased, the importance of accurate maintenance costs and proper budget allocation for infrastructure become prominent under limited resources. This study proposed a mapping algorithm between representative defects, repair methods, and the estimated maintenance costs for concrete bridges. In this regard, using BMS (Bridge Management System) data analysis, bridge repair methods were classified and matched with defects according to their locations, types, and sizes. In addition, the maintenance costs were estimated based on the amount of work-load and quantity per unit using CSPR (Cost Standard Production Rate). As a result, the level of accuracy was an average of 85.1 % compared with the actual bill of quantity for Seoul bridge maintenance. The accuracy of maintenance costs is expected to be enhanced by considering the various site conditions such as pier height, extra charge conditions, additional equipment, etc.

  • A new and extendable highway should be planned and budgeted by estimating the total construction cost on the basis of the precise cost data. However, the demolition or disjointing cost could not reflect construction site condition sufficiently because it was simply estimated by multiplying the highway structure installation cost by the regular ratio($10\~70\%$) specified in the Korea Standard Estimate. The regular ratio for estimating of demolition and disjointing cost was calculated by not actual construction cost data but subjective experiences of field manager. Therefore, the reliance of the estimated demolition or disjointing cost has been declined. The primary objective of this study is to purpose the standard for estimating proper demolition or disjointing cost of relevant items through various site analysis and survey, and to investigate on the propriety of ratio-unit price method for estimating demolition and disjointing cost.

A Study on the Economical Analysis of the Composite Precast Concrete Method (프리캐스트 콘크리트 복합화공법의 경제성 분석에 관한 연구)

  • In this study, we select a site adopting real composite precast concrete method. Estimating real construction cost and imaginary cost appling reinforced concrete method in the site, we compare the costs. Through using high intensity concrete and prestressed concrete, amount of concrete is reduced more than 50% but there isn't big gap in material cost. In the main construction cost of composite precast concrete method, the material cost with production cost and transportation cost are in that, joints and topping concrete are account for 90%. But in case of reinforced concrete, labor cost spent at concrete steel bar and form is account for 30%. In the cost of attached, compared with composite precast concrete method, the reinforced concrete method taken in big portion by temporary work and scaffolding is twice as much as composite precast concrete method in construction cost. Therefore, economic efficiency is excellent reducing 11% total cost of composite precast concrete method from the reinforced concrete method.

Current Status and Improvement Plan for Foreign Construction Laborer (외국인 건설 근로자 현황 및 개선방안)

  • The construction industry is a labor-oriented and quality, cost, and schedule performance is effected by technicians. However, the construction industry have faced a labor shortage problem. Therefore, technician graying and no new workers inflow cause labor shortage and decline of worker's skill level. The utilization of foreign technicians instead of domestic technicians has been increased in the construction industry. This paper performed questionnaire survey for 43 managers on 14 project fields to determine the current status and problems of construction technicians and to propose a improvement plan. As a result, most foreign technicians are carpenters and iron workers, but the skill levels are generally lower than domestics. The major problems for foreign technicians are communication and non-skilled. Then, labor productivity and accident rates of foreign technicians are higher than domestics. This paper proposes that skill training programs, language lessons, and multi-cultural programs are effective to improve foreign workers' problems.

  • The purpose of this study is to calculate and compare construction costs for On-Site Construction and Off-Site Construction in Plant Project. For this purpose, the target for calculating the construction cost was limited to the Pipe Rack(Steel Structure and Piping). The results derived according to the purpose of the study are as follows. 1)The direct construction cost for On-Site Pipe Rack construction was KRW 56 billion, with Steel Structure KRW 25.1 billion and Piping KRW 30.8 billion won. 2)Comparing the rate of change between On-Site Construction and Off-Site Construction, material costs increased by 1.9% and expenses by 192.1%, but labor costs decreased by -9.1%, resulting in a total direct construction cost increase of 8.4%. These results can be used as reference data to check the current status of the increase or decrease in construction costs when constructing Pipe Racks as Off-Site Construction.

  • 최근 환경문제에 대한 일반인의 관심고조와 함께 3D 기피현상에 따른 철근공, 거푸집공 등의 기능노동자의 부족, 고령화, 외국인노동자 고용 현상과 낮은 노동생산성은 건설업계의 심각한 현안이다. 과거에는 재료비의 비중이 높았으므로 재료의 낭비를 줄이기 위한 합리화가 추진되었다. 그러나 현재는 노무비 비율의 급격한 증대로 인하여 공기단축이나 합리화, 시스템화를 통해서 경쟁에서 생존해 나가고 있다. 건축공사 중 특히 철근 콘크리트공사는 기술의 발전이 느리고, 시공 방법도 과거의 공법을 그대로 유지하고 있는 실정이다. 건축공사비 중 구체공사의 비율은 30% 정도이고, 그 비용 중 인건비가 50% 정도를 차지하고 있기 때문에 철근 콘크리트 공사는 아직도 기술 집약적인 산업이 아닌 노동 집약적 산업으로 간주되는 결과를 초래하고 있다.(중략)

  • 시멘트공업경영은 자본집약산업으로 그 규모는 일정수준의 단위까지 팽창되지 않으면 안되는 시장경쟁적 여건을 포함하고 있는데 특히 시멘트제품의 수급비탄력성은 방대한 규모의 생산시설과 여기에 투입된 노동을 유휴화시키고 이로 인한 기업의 고정비부담을 가중시키므로 적자의 가장 큰 요인으로 작용하고 있다. 이와 같은 유휴비용중 특히 노무비부담이 큰 비중을 점하고 있는데 현세멘트공업계의 임금제도는 저생산저임금형태로 기업과 종업원에게 공히 유용한 요소가 되고 있다. 이러한 시멘트의 계절적인 수요변동에 따라 성수기에 있어서는 노동의 부족을 나타내고 비성수기에 있어서는 확대된 부분이 축소된 것만큼 인원을 감소시켜야하므로 노사간의 불화와 기업공신력의 상실등을 야기시키게 되어 기업측이나 종업원측으로 보아서도 서로의 손실임에는 틀림없다. 따라서 이와 같은 문제는 합리적인 임금제도 및 영리의 결여에서 오는 것인 만큼 기업과 종업원에 공히 이득을 가져와 줄 수 있는 성과급제도의 도입적용에 시급히 필요하다고 하겠다.

  • The labor contract Law has been prepared as an important solution for social stability. After long disputes around the orientations of the law, On June 29, 2007, the new Chinese labor contract law is passed. This law reflects the changing labor relations because of economic reforms like restructuring of the state-owned enterprises and so on. This law contains more market-oriented clauses that are supplemented by corporatist scheme supported by trade unions than the first draft. This law emphasize labor's rights and interests to remove prior labor contract problem. So Chines government see this law as standard law to restructure social relationship and also require firms to corporate social responsibility. Therefore, implementation of the new Chinese labor contract law bring about increasing labor cost, infringement of autonomy for human resource management, rigidity of industrial relations. Under these situation, Korean shipping and port logistics companies need to introduce management system of minimized employment, prepare human resource management in response to long-term employment, maintain favor relationship with trade union, and set up counteiplan about risk of a labor dispute.

A Rating Method for the Estimation of the Additional Overhead Expenses incurred by Schedule Extension in Public Construction Projects (공공건설공사의 공기연장에 따른 추가간접비 산출을 위한 요율방식 제안)

  • In domestic public construction, disputes are increasing due to differences among stakeholders regarding contract price adjustment. In particular, the actual cost-plus fee for overhead costs due to the schedule extension cannot be agreed upon at the administrative phase, and most of them seek judicial judgment. Thus, this study aims to propose a 'sufficiently satisfactory' alternative to reach an agreement before disputes in order to minimize disputes related to the calculation of additional overhead costs. To this end, this study proposes three alternatives based on the rate method. Firstly, when calculating additional overhead costs, it is not calculated as an actual cost-plus-fee method, but as a rate compared to direct labor costs among net direct costs. Secondly, the calculated indirect labor costs are compensated for up to the legal maximum of legal limit costs such as general management costs, profits and so on. Thirdly, it reflects overhead costs increased or decreased due to change orders. Risks were analyzed by collecting expert opinions on the proposed methods and applying actual cases. Finally, as a result of investigating the level of consensus for each stakeholder, it was confirmed that all stakeholders could agree regardless of the size of the company. The result of this study is expected to as a useful tool among stakeholders in the construction fields that can be able to easily agreed upon.

A Review on the Relationship of the Life Salvage and its Remuneration (해상인명구조와 보상체계에 관한 고찰)

  • Under the general maritime law, a life salvor has no claim against the person saved, and a pure life salvor has no right to compensation from the owner of the ship or its cargo. This harsh rule, which treats the salvor of life less generously than the salvor of property, has been modified by international conventions, statutes, so that life salvors may expect a reward in most cases. It is, especially, unreasonable that a prerequisite of a salvage award is that at least some of the property must be saved, because life of a person can not be compared to values of goods such as vessels and cargoes. Also it is not understandable that only pure life salvors can not expect a reward for the saving of life from the owners of the property. In the meantime, according to Article 39 of the Korean Maritime Search and Rescue Act (hereunder, KMSARA), any person who has gave assistance and rescued in accordance with a governmental officer's order may get a compensation for their time and labour. The above mentioned compensation which is stemmed from the KMSARA may play a role as a compliment for the lack of enough compensation to a life salvor. This means that even though a life salvor failed to save property, he may expect a minimum compensation from the KMSARA. However, it should be recognized that when a life salvor is entitled to both remuneration for the salvage of life and recourse of expenditures from the KMSARA, the total remuneration shall be paid only if and to the extent that such remuneration is greater than any reward recoverable by the salvor under the Korean Commercial Code and the KMSARA.
