우리나라 자영업자는 어떻게 자영업자가 되었을까?

  • 연구의 목적은 𐩒𐩒은행-N사의 SME 교육프로그램에 참여한 자영업자를 대상으로 자영업을 시작하게 된 동기와 경로를 규명해보는데 있다. 본 연구는 자영업자의 노동시장 및 노동경험 등에 따라 자영업 진입에 관한 연구를 수행하고자 심층 인터뷰 자료를 활용하였는데, 연구참여자의 선정에 있어 이론적 표본 추출방식을 사용하여 연구의 목적에 부합하는 대상자를 선발하여 분석하였다. 연구 결과는 다음과 같다. 첫째, 자영업자가 자영업에 진입하게 된 동기는 ① 전 직장의 근로조건 불만족과 본인 사업을 향한 꿈의 실현을 위해 자영업에 진입하였고 ② 취업에 대한 대안으로 자영업을 선택하였으며 ③ 가족과 지인의 창업에 대한 권유와 도움으로 자영업을 선택하게 되었다. 둘째, 자영업자가 진입하게 된 유형은 ① 임금노동자 경험 후 자영업자 창업 ② 임금노동자 경험 후 경력을 활용하여 유관분야 자영업 창업 ③ 임금노동자 퇴사 후 자영업 승계 ④ 본인의 자영업 창업 경험 이후 가업 승계 과정에서의 자영업으로 진입하는 것으로 분석되었다.

A Study on the Labor Director System of Public Institutions in the Degital Age

  • The labor director system to be introduced into the company law, the labor director must be explained in the Korean company law and the inevitability of its introduction must be persuaded. Conflicts with shareholders' right to appoint institutions are also a task that must be resolved. Management has absolute meaning for shareholders who receive dividends from operating profit. On the other hand, for workers who are guaranteed the right to collective action and are paid for their labor according to the contract law and the labor law, the management must be considered as a partner in labor-management cooperation, so the labor director system may cause confusion. There are growing calls to create a system that can form a 'relationship of understanding, participation, and cooperation', away from the existing 'control and command'-centered manpower management that causes labor-management confrontation and the system can also serve as an opportunity to reduce harmful effects of high-handed personnel administration in public institutions.

School-to-Work Transition in the United States (미국의 학교-노동 이행에 관한 연구)

  • US government and leaders in education have deeply paid an attention to the transition from school to work as we live in an era of globalization and fierce competion between countries. Industrial leaders, on the one hand, stress that schools should be reformed to adapt to changing technical environment. On the other hand, general educators still maintain that school education should strive to educate people to be a good citizen. However, fierce competition between countries under the remarkable development of computer and information technique has led the US government to create new programs of the transition from school to work. However, parents as well as students are still suspicious that diplom of high school with stress in skills is enough to keep a stable job, guarantee a satisfactory salary, and mai lain a social status. Accordingly they are more likely to use the school-to-work program as a supplement to the transition to college than to participate in the program to get a good job after high school. Each state in the US prepares its own program of the school-to-work transition with financial supports from the federal government. But the prospect of the programs in each state is not optimistic as financial supports from the federal government have decreased. The school-to-work transition program is strongly needed not only for those half who do not go to college but also for the US government that requires workers with a high level of skills. Nonetheless, the program is not firmly established in the US yet.

The Analysis on the Relationship between Household Debts and Married Women's Labor Supply (가계부채와 기혼여성 노동공급의 관계 분석)

  • This study analyzes the relationship between household debts and married female's labor supply. For doing this we construct effective interest rate faced by each household using interest paid amount and household financial debt amount. The effective interests rate for the households which have no financial debt are estimated by Heckman Selection model. The estimation results show that the increase in effective interest rate has led to the expansion of married women's the labor market participation. This suggests a possibility that negative scenarios resulting from an increase in interest rate can be partially offset by an increase in household labor supply and a rise in labor income.

A Study on the 4th Industrial Revolution and Gender Gap (제4차 산업혁명과 성별 격차에 관한 연구)

  • Purpose : To analyze how the Fourth Industrial Revolution affects the gender gap. Method : This study regressed the relationship between ICT development index, network Readiness index and gender gap in 145 countries all over the world. Results : The ICT development index was not statistically significant, but the network readiness index was positively correlated with female labor participation rate and gender wage equality ratio, indicating that the progress of the $4^{th}$ industrial revolution increased female participation in labor but the wage gap has been shown to intensify. Conclusion : The results verify the hypothesis that the $4^{th}$ industrial revolution led by the information and communication revolution affects the labor market conditions of women.

A Comparative Analysis of Childcare Expansion and Social Investment in Sweden, France, Germany, the UK, Japan and South Korea (스웨덴, 프랑스, 독일, 영국, 일본, 한국의 아동 돌봄 체제와 사회투자에 대한 비교 연구)

  • This paper examines how a social investment approach can be applied in a comparative analysis of childcare arrangements. We compared changes in Sweden, France, Germany, the UK, Japan and Korea during the 2000s, focusing on four dimensions of social investment: activation, gender equality, quality of care, and the degree of state's intervention in the family. We considered leave systems and the number of children enrolled in formal care and education facilities as indicators for labour market activation. For gender equality, women's position in employment is considered with respect to labour market participation rates, proportion of permanent employment, and wage-sex ratio. Quality of care concerns child-to-staff ratio and care provided with government quality control. The state's intervention was measured as social spending on families as proportions of GDP and total social spending. Our analysis provides empirical evidence that Sweden and France are pioneers in this arena and that the UK, Germany, Korea, and Japan are path-shifters in their care paradigms, albeit to varying degrees. Is the social investment approach an adequate paradigm for care? In a normative sense, this approach has potential. However, the following issues remain unaddressed: gender equality should be achieved through an expansion in good-quality jobs, fathers should be encouraged to take on childcare duties, and families should have universal access to good-quality childcare services controlled by the government.

Workfare in the United Kingdom : A Study on New Deal under the New Labour Government (영국의 근로연계복지에 관한 평가 : 신노동당 정부의 New Deal을 중심으로)

  • The purpose of this paper is to evaluate the performance of New Deal under the New Labour government in Britain and examines the nature of New Deal with respect to workfare. The time difference of five years after the New Deal was put into effect shows that New Deal has contributed not only to include the socially excluded groups such as the young unemployed, the long-term unemployed, single parents, and the disabled into the labour market, but also to decrease the amount of income-based benefits providing for working generation. It can be said that the nature of New Deal under the New Labour is near to human capital development model rather than labour force attachment model. New Deal provides the opportunity of policy learning for the countries which pursue the reform of social security system to moving welfare beneficiaries being able to work into jobs. Policy learning can be summed up as follows. First, imposing mutual responsibility and obligations on unemployed person should be accompanied by implementing active labour market programmes of education and job training. Second, the delivery system which administrates workfare programmes should be decentralized in a local society. The cooperation between local government and enterprisers will be critical in implementing various employment programmes and moving unemployed person into jobs. Third, the case management for individual participating in workfare programme is necessary. The personal adviser should continue to provide employment services for the unemployed until he or she get a job and enter the state of self-reliance. Finally, the workfare programme should be firmly backed by the political leadership in order to overcome the oppositions of beneficiary groups under the existing social security system.

The Labor Force Transformation in Korea: 1960~1980 (한국에 있어서 각 산업부문간 노동력의 변천과정)

  • 본 연구의 목적은 노동력의 사회적 특성적인 면에 있어서 각기 다른 산업에 종사하는 노동력의 "누가" "어떻게" 변화해 가는가에 중점을 두면서 한국의 산업 각 부분간의 변천과정을 조사하는 데 있다. 이 연구에는 1960, 1970, 1980년에 실시된 한국 센서스 자료가 주로 사용되었다. 본 연구의 결과에 따르면 1960년과 1980년 사이의 한국의 산업 구조적인 면에 있어서의 급속한 변화를 보여주고 있다. 그러한 변화들은 주로 경제발전 정책과 더불어 농촌지역에서 도시지역으로의 인구이동에 기인된다고 하겠다. 예를 들면 1960년에 65%의 노동력이 1차 산업에 종사한 반면에 1980년에는 38.5%로 감소했고 이와는 대조적으로 1960년에 오직 8.7%의 노동력이 2차산업에 종사하던 것이 1980년에는 27.6%로 증가하였다. 3차 산업 역시 1960년에 23.8%에서 1980년에 33.9%로 10%의 증가를 보였다. 경제.발전이 이루어지는 과정에서 실업자들이나 잠재 실업자들이 경제활동에 참여할 수 있었기 때문에 경제구조 자체가 예전에 비해 더 안정이 되고 생활수준도 향상이 되었다고 하겠다. 이러한 결과는 부분적으로는 계속된 5개년 경제개발 계획에 기인된다고 할 수 있다. 경제발전 과정에서의 대도시로의 인구집중, 특히나 2차 산업과 3차 산업이 집중되어 있는 서울로의 인구집중은 주택, 교통, 범죄등 많은 문제를 낳고 있다. 동시에 도시지역에의 과잉 노동력의 존재와 농촌지역에는 특히나 농번기에 노동력 부족현상을 야기시키고 있다. 시간의 흐름에 따라 여성노동력의 비율, 전문직과 사무직 종사자, 그리고 서비스분야 종사자들의 비율이 증가하였는 데 비해 대부분의 다른 국가에서 처럼 한국에 있어서도 자영인의 비율은 경제발전 과정에서 감소하였다. 경제발전과 더불어 보다 전문화되고 조직화된 시장중심의 생산체제가 가구와 지역사회 중심의 생산기능을 흡수하므로서 많은 노동력이 임금 노동자가 되었다. 특히나 단순노동을 통한 많은 젊은 여성들을 고용하는 제조산업 분야에서 여성들이 낮은 임금과 과로 그리고 나쁜 작업환경으로 인하여 그들의 건강을 해치고 직업병을 유발할 가능성이 많다고 하겠다. 지난 20년에 걸친 급속한 정부 주도형의 경제발전은 노동력의 제 산업 간의 급속한 변천과 더불어 긍정적인 측면과 부정적인 측면을 모두 낳았다고 할 수 있겠다.측면을 모두 낳았다고 할 수 있겠다.

Factors Affecting Household Expenditures for Services

  • 지금까지 일반적으로 재화의 소비자 수요에 관한 연구가 써비스의 소비자 수요에 관한 연구보다 강조되어 온 경향이 있으나 급증하는 써비의 분야의 중요성에 비추어 볼 때, 가계의 가계생산 시간절약에 기여할수 있는 써비스 지출에 영향을 미치는 소득, 가계의 경제적.사회적 구조 그리고 여성의 노동시장 참여증가의 효과를 연구하는 것은 매우 필요한 일이라 생각된다. 본연구의 결과는 가계 및 개인을 포함하는 소비자 행동의 이해증진을 통해서 성공적인 마아케팅 전략의 개발을 도모하는 관련 써비스 업계와 소비자 행동과 가계의 소비행태에 관심이 있는 소비자 및 가계 경제학자들에게 유용한 정보를 제공할 것이다. 아울러, 본연구는 수용 함수 및 탄력성의 측정을 통해서 각 써비스의 특성을 규명하는데 유용한 정보를 제공함으로 써비스 관련 공공정책의 수립에 도움을 줄수 있을것이다.

The Impact of TANF on Income and Poverty : analyses by sub-component (미국 TANF정책이 소득 및 빈곤에 미친 영향: 하부조항별 분석)

  • The National Basic Livelihood Security(NBLS) System implemented from October 2000 has expanded cash assistance to cover the poor who are able to work in our country. Although the cash assistance for them has positive aspects of providing basic livelihood security for all people, but many scholars have also pointed out its negative aspects such as a decrease in labor supply among the poor. In order to provide policy implications for the cash assistance program of our country as well as the US, this paper examines the impact of Temporary Assistance for Needy Families(TANF) on poverty among single mothers and their families using data from March Current Population Survey of $1991{\sim}2002$. TANF imposes strong work requirements and time limits to recipients as conditions for cash assistance, which are major sub-components of TANF. Therefore, this paper analyzes TANF by looking at work requirements and time limits separately, not by looking at TANF as a single policy. The research findings show that work requirements significantly decreased income and increased poverty among single mothers. Although time limits show income increasing effects and poverty decreasing effects, it seems further studies on time limits are needed at this point. The research findings of this paper provide important lessons for welfare to work cash assistance of our country as well as the US.
