As the Internet use has been spreading worldwide, illegal and harmful contents have been increasing on the Internet, which has become a very serious social problem. To prevent children form exposing themselves to such illegal and harmful contents on the Internet, harmful information protection systems have been developed. We examine component technologies of harmful information protection systems including text and image-based filtering solutions as well as url-based filtering solution. Also we examine the related trends and strategies which effectively prevent access to the harmful contents.

2002년 이후 지속되어온 미국의 재정적자가 금융위기 중 확대되면서 미국 국가채무가 2012년에는 GDP를 초과할 것으로 전망된다. 미 의회는 5개월 이상 협상을 지속한 결과 2011년 8월 1일 국가채무 한도 상향조정을 포함한 예산통제법을 통과시켜 국가부도사태는 발발하지 않았다. 이러한 미 의회의 국가채무 한도 상향 조정에도 불구하고, S&P는 지난 8월 3일 미국의 국가신용등급을 AAA에서 AA+로 강등하였으며, 주식시장의 경우도 미국의 재정지출 감축으로 인한 경기회복지연, 신용등급 강등 영향으로 인한 국제금융시장의 위험자산 회피현상으로 급락하였다. 미국 재정지출 감축과 위험자산 회피현상에 따른 우리나라의 국내총생산 감소는 미미할 것으로 분석되지만, 재정긴축 계획으로 향후 5년 동안 미국 경제에 평균 -0.5%정도의 GDP 감소 효과가 있으며, 우리나라 GDP도 평균적으로 -0.02% 정도 감소시킬 것이다. 이에 따라 우리나라 기업들도 미국 재정긴축 및 신용등급 강등으로 인하여 발생할 수 있는 사항들을 다각적으로 분석하여 대처를 할 필요성이 제기되고 있다. 다음은 대외경제정책연구원에서 발표한 "미국 재정긴축 및 신용등급 강등의 효과분석"의 주요 내용을 정리 요약한 것이다.

The purpose of this study is to set the Hallabong tangor's quality standards based on consumer preference survey. Until now the Hallabong tangor's quality standards has been based on the fruit size. Hallabong tangor's quality in agricultural cooperative, citrus agricultural cooperative, and some agricultural corporation has been selected in accordance with its own brand of quality grade using a non-destruction sorting machine. But, setting the Hallabong tangor's quality standards has been based on the convenient and routine method rather than the scientific and objective method, consumer's preference. According to the grade contents, more than sugar $13^{\circ}Bx$ and less than acid 1.10% has been used uniformly. Thus, in this study, based on the consumers' preference of Hallabong tangor, 5-level grades of sugar and 7-level grades of acidity were divided into the total 35-level grades. Based on this, 5-level grades were set and were divided into selling product grades(1~3) and non-selling product grades(4~5).

The circulation of unwholesome information such as obscene and violent information is gradually increasing based on the rapid expansion of information communications infrastructure. Those kinds of information are harmful to the adolescents and even cause social problems so that active countermeasure is requited. In order to cope with the spread of unwholesome information, appropriate regulating methods are absolutely in need by establishing or revising information communications-related laws. In this paper, we had analyzed domestic and foreign programs with existing harmful information blocking method, and then designed and implemented a selective blocking program based on Platform for Internet Contents Selection(PICS) by using selective blocking technology based on Internet contents rating system. We also proposed a compromised rating system blocking method that consists of selective filtering function by age and the popular blocking list. The proposed system has advantages in that there would be no increase in network load resulting from blocking list update and inquiry, it is possible to perform active selective filtering considering user's age, and it may introduce self-imposed rating.

The Korean mandarine's quality in agricultural cooperative, citrus agricultural cooperative federation, and some agricultural corporation has been selected in accordance with its own brand of quality grade using a non-destruction sorting machine. But, setting the Korean mandarine's quality standards has been based on the convenient and routine method rather than the scientific and objective method, consumer's preference. According to the grade contents, the highest grade brand was required more than sugar $12^{\circ}Bx$ and less than acid 1.0% and the following grade brand was required more than sugar $11^{\circ}Bx$ and less than acid 1.0% uniformally. Thus, in this study, based on the consumers' preference of Korean mandarine, 4-level grades of sugar and 4-level grades of acidity were divided into the total 16-level grades. Based on them, 5-level grades were set.

Asphalt binder grading is to specify quality of asphalt binders relating to pavement performance in orderly manner, and provides the necessary information in selecting the appropriate asphalt binder for the hot mix design. For this purpose, United States has developed the PG-grading in 1995 and is implementing in practice. Recently, this American PG-grading system has been accepted as the domestic binder grading specification. However, the Asian (including Japan and China) and the most European countries are still use the traditional penetration and viscosity specification. The goal of this study lies in analysing the American PG-grading for its justification. As the result, the serious errors are found, and thus, to eliminate the errors, the more precise binder grading equation is introduced, Credibility of this study is checked by predicting the literature rut data with the equations mentioned. The prediction result are validating the claimes made in this study.

Recently, Game Rating Board has been established. It is to follow worldwide trend in building up publicity, autonomy and professionalism under the framework to assure freedom of expression. This article analyzed major nation's game rating system, and showed some points to need improvement which are to have more detailed classification in game rating, to modify contents descriptor, to appoint committee members with expertise on game, to revise articles to be capable of misuse, and to become a nongovernmental organization.

보호프로파일이란 공통평가기준에서 IT제품에 대한 특정 소비자의 보안요구사항을 담은 문서로써, 소비자 그룹과 이해 집단이 그들의 보안 요구를 표현할 수 있도록 보안목표명세서 작성을 쉽게 하기 위하여 제공한다. 최근 들어 많은 국가기관, 기업에 의해 보호프로파일 개발이 요구되고 있지만, 일관성 있는 보증등급 산정 방법이 제시되어 있지 않아 보호프로 파일 개발에 어려움이 있다. 따라서 본 고에서는 공통평가기준 버전 3.1의 보호프로파일 내용을 분석하고, 미국의 견고성(Robustness)을 이용한 보호프로파일 개발체계를 분석한다. 그리고 국외의 보호프로파일 보증등급 산정기준 동향을 분석한 후, 국내 환경에 맞는 보증등급 산정 방법론을 제안한다.

발전로 계통설계와 ASME Code의 적용과의 상호연관성을 이해하기 위하여, 관련되는 내용으 로서, 계통설계의 개요, 원자력발전소의 기기 및 구조물의 등급분류 및 실례를 개괄적으로 살펴 보았다. 앞에서 본 바와 같이 계통설계 결과로서 부여되는 기기 및 구조물의 등급은 바로 적용 ASME Code 또는 기타 산업기술기준을 결정하는 근거가 되는데, 이것은 원자력 규제법규나 지침 등에 근거하고 있음을 알 수 있었다. 이와 같은 내용에 대한 정확한 이해는 각 기기나 구조물의 설계에 꼭 필요함은 물론, 원자력발전소의 인허가를 위시한 규제업무를 충분한 안전성을 확보 하면서, 합리적으로 수행하는데 매우 유용하리라고 판단된다. 뿐만 아니라 앞으로 국내에서 독 자적인 기술기준을 마련하여 적용하고자 할 때 이러한 사항들이 일관성 있고 균형있게 반영되 어야 할 것으로 생각된다.
