남북분단 60년 한반도의 남북철도 역시 분단되어 왔으나 2007년 5월19일 경의선과 동해선에서 동시에 열차시험운행을 통해 단절되었던 남북철도가 다시 연결되었다. 그러나 이후 경의선 열차 운행이 잠정 중단됨으로써 남북철도 운행은 언제 깨어날지 모르는 깊은 동면에 들어갔다. 남북철도 연결은 정치 사회적인 의미를 고려하지 않더라도 남북한을 하나의 교통망으로 묶는 실질적 수단인 동시에 한반도를 대륙과 연결함으로써 고립에서 벗어날 수 있는 중요한 기회를 제공하는 도구임에 분명하다. 분단 이후 남한과 북한의 철도는 상이(相異)한 시스템을 유지해 왔고, 북한은 오랜 경제난으로 철도보수와 현대화가 뒤쳐져 있는 상황이다. 이는 남북철도가 현대사회에서 요구하는 교통수단으로 정착되기 위해서는 수많은 정책적 기술적 현안들을 해결해야 함을 의미한다. 본 고에서는 남북철도 연결에 수반되는 여러 현안 중 재원조달방안을 중심으로 1)그동안 학계에서 제안된 기존 방법론들을 조사하고, 2)최근 새로운 투자방법으로 주목받고 있는 실물옵션에 대해 설명하고, 3)이를 남북철도 개발에 적용하는 방법에 대해 다루고자 한다.

In pursuit of the Trans-Korea Railway (TKR) project connecting the Korean peninsular by a rail link, it is critical that the two railway systems in ROK and DPRK are comparable in criteria and standards. Yet, there is substantial divergence of the construction criteria between the two sides, which hinders from conducting the TKR project as well as the railway modernization of DPRK. In this regard, study and comparison of the criteria are a prerequisite for mitigating the hinderance. This study investigated the laws and regulations relating to the railway technologies and construction and in particular conducted a comparative analysis of both railway systems with a focus on railway facilities such as track, structures, electric power and signaling. The results of this study will provide a useful information for the improvement of existing lines and the construction of new lines in DPRK.

지난해 6.15 남북공동선언을 계기로 남북간의 교류와 협력의 분위기가 조성되고 남북정상회담의 가시적 성과의 하나로 이산가족상봉과 남북철도 연결사업이 시작되어 경의선의 남쪽구간은 상당한 공사진척도를 보이고 있다. 그러나 최근의 상황은 북쪽은 아직 공사조차 시작하지 않고 있는 입장이다. 그러나 이와는 별도로 남북철도의 연결과 이의 대륙철도와의 연결은 '철의 실크로드' 구성과 함께 시베리아횡단철도(TSR)의 이용이 그간의 논의 수준을 넘어 구체화 되었다. 게다가 수교이후 러시아가 가장 적극적으로 접근하고 있는 시베리아횡단철도(TSR)의 활성화 논의는 남북관계가 한러관계 나아가 남·북·러 삼각협력의 복잡한 구도 속에서 논의되고 있는 현실이다. 0 동북아지역 경제의 급속한 성장과 남북경제교류 활성화로 수송 부문의 발달이 중요성을 더해 가고 있슴 0 그러나 지금까지 남북철도 연결에 관한 논의는 통일 후의 방안 만 고려되었을 뿐, 통일 전 남북철도 연결을 목표로 하는 구체 적 전략이 부재하였고, 특히 해운과의 경쟁력 비교시 철도시스 템에 대한 이해부족이 지적됨 0 남북 및 대륙연결 최적 철도망을 구축하기 위해서는 다음과 같 은 접근 방안이 효과적임 - 남북 철도연결은 순수 경제적 관점에서, 민간기업이 주체가 되어, 중국철도 등을 중개자로 하여 사업을 추진 - 단계적이며 실용적 접근전략에 따라, 1단계로는 경의선 만을 연결하고, 여객취급을 배제하며, 컨테이너 수송만으로 시작하다가, 광물자원 수송 등 확대 - 초기에는 남북간 수송보다는 한국과 중국 . 러시아 간의 컨테 이너 통과수송 취급에 중점 (북한의 수송수입 강조) - 경의선을 따라 남북 군사분계선 근처에 각측의 경계역을 만들 고, 상대촉 파견관의 검색 및 언수에 따라 열차가 휴전선을 통과하여, 반대펀 경계역에 이르면 기관차 및 승무원을 교체 하며, 화차는 일정 기간 이내 되돌려주는 방식 채택으로 남북 철도 시스댐 차이에 따른 기술적 문제 해소 0 대륙철도의 이용은 동북아 권역내 수송에 중점을 두되, E ESCAP의 활동에 따라 TCR,TSR을 이 용한 유럽 및 중동으로 의 수송도 추진하며, 남북 철도연결 추진과 병행하여 열차페리의 도입에 의한 철도- 해운 복합수송 방식의 활성화를 적극 검토활 것이 필요함

The allotment rate for railway transportation keeps an yearly 6% in Korea. However, the railway logistics will cause the opposite result according to the continuous investment and logistics rationalization. The study on railway logistics as well as inter-Korean railway that might highly contribute to the development of railway logistics is not enough at all. The purpose of this paper is to study the revitalization strategy for inter-Korean railway by forecasting the demand and the scale of railway logistics depot. The revitalization strategies for inter-Korean railway through railway logistics depot are as followings. First, it is necessary to strengthen the partnership with coal user in the logistics depot. Second, it is encouraged to provide the financial assistance that are needed in the maintenance of the decrepit North Korea's track as well as the establishment of Donghae northern line that is from Gangneung to Jejin. Third, the railway cost on long/short transportation and large sized shipper is needed to apply in a flexible way. Fourth, it is necessary to obtain the railway traffic right by involving the foreign mining development. Fifth, it is encouraged to constantly find the small sized shipper like cement company.

Finally, Musan-Bongdong section in Kyeong-Ui corridor opened on 11. DEC.2007, which is a historical event, because this connection means the restoration of 56 yrs' disconnection since 1951 and also starting point launching to connect china, Mongolia, Russia for continental railway logistic infrastructure. This is also one of master plans about the northern line in TAR, carried out by UNESCAP, so this study will touch up each country's railway status and the next tasks related with trans-continental railway such as North Korea, Russia, China. Also, this study reveal a mid-long term development strategy to improve the North Korea railroad for a continent rail link and international railroad transportation between China and Russia, and also checks the way of confrontation to the domestic infrastructure for the activation of the continent railway and the north and south, investigates concretely how to establish TAR northern part routes as soon as possible.

The two Koreas agreed to pursue rail and road connections on September 19, 2018 in the Pyongyang Joint Declaration. In December 2018, they launched a joint investigation for the North Korean railway modernization project. The survey confirmed that the track condition is seriously aging so that it is impossible to operate, and the railway network is well connected to major cities. Therefore, it was reasonable to modernize the aging track of the existing railway network rather than construct a new railway network. This paper proposed the railway communication policy for the improvement of railway lines and the construction of the railway wireless network by analyzing the status of roadbeds and tracks in order to enhance interoperability for the inter-Korean railway connection and safety for preventing the railway accidents.

On April 27 2018, North-South Korea agreed to establish the practical methods for connecting the railway in the inter-Korean summit talks. This is often reported that the train will be operated directly between Busan and Europe. However, there are many problems for the railway to directly connect between Busan and Europe. Because a train from Busan to Europe should pass through North Korea, China or Russia, and each national railway systems are different. Thus, South Korean railway has to study thoroughly an interoperability before railways directly operates between a nation and another. The standards and technical harmony for direct connection with a different railway network is very important, because a rail transport is a total network system. This paper surveyed a European railway interoperability and studied on the basic direct operation for the North-South Korean railway systems.
