최근 국내에서는 국가 정보문화의 기본 인프라인 도서관에 대한 인식제고가 언론계와 시민단체에 의해서 날로 그 힘을 얻고 있습니다. 또한 대외적으로는 전 세계 도서관인들의 축제인 국제도서관협회연맹(IFLA)의 2006 서울 대회 개최가 몇 년 앞으로 성큼 다가왔습니다. 올 한해는 우리의 도서관계가 국내외적으로 위상에 걸맞게 도약할 수 있는 매우 중요한 시기라고 생각합니다. 우리들 도서관인들의 힘과 슬기를 모아야 할 필요성이 증대되고 있는 지금, 우리도서관계 각 단체의 올 한해 각오와 사업방향 등을 알아보아야 한다.

지난 6월 2일 서울국제도서전과 함께 '책의 진화와 바람직한 독서 패러다임의 모색' 이라는 세미나가 개최됐다. 이날 행사는 문용린 서울대 교육학과 교수의 '우리 시대 책과 독서의 의미' 라는 기조강연을 시작으로, 부길만 교수(동원대)가 '책의 본질과 진화 양상에 따른 문제점은 무엇인가?' 에 대해, 노병성 교수(협성대)가 '바람직한 독서 패러다임이 모색방안은 무엇인가?'에 대해, 김선남 교수(원광대)가 '책과 도서, 진흥을 위한 정책 방안은 무엇인가?' 에 대해서 각각 주제발표를 진행했다. 이날 진행된 세미나중 문용린 교수의 기조강연과 부길만 교수의 '책의 본질과 진화 양상에 따른 문제점은 무엇인가' 에 대한 강연 내용을 요약 정리해 소개한다.

현재 국내 산업계에서는 임금인상과 원화절상이라는 이중부담으로 많은 어 려움을 겪고 있으며 국제화 시대를 맞이하여 이제는 생산기술의 발달과 함 께 관리기술도 상응하여 진보하지 않으면 안될 처지에 몰리고 있다. 이러한 요구에 대하여 기존의 수작업에 의한 보수적인 실적위주의 관리방식에서 탈 피하여, 컴퓨터를 사용하는 종합적인 관리체계를 구축하려는 노력이 국내의 많은 기업에서 이루어지고 있다. BASC(Business Application Software Company)에서는 이러한 요구에 부응하고자, 한국기계연구원과 공동으로 MRP(Manufacturing Resources Planning, MRPII) 기법을 이용하여, 전체 11 개의 모듈을 갖는 종합 생산관리 시스템을 구축하였다. 본 사례연구에서는 시스템의 전체 구조와 모듈별 기능 및 모듈간의 인계를 설명하고, 아울러 이 시스템을 구축하게 된 동기와 프로젝트의 진행 과정을 상술하고자 한다. 여 기에는 시스템 구축을 위한 system 개발 구성원과 소프트웨어의 개발 배경 등이 포함되어 있다. 마지막으로는 현재 중소기업에서 적용할 시 발생한 여 러 문제점과 이에 대한 해결방안을 설명하고, 추후에 계속된 개선 방향에 대 하여 논하고자 한다.

This study is to find out the acceptance intention of international logistics platform which meet the needs of each other of shipper and international logistics company in the online. As you may know, the many korean traditional international logistics companies which have to compete with global logistics companies focused on economics of scale, have been in a big trouble. In this circumstances, though they should get used to the change to survive, they do not know what they try to overcome. So, I hope that this study would be helpful to them.

차량용 인포테인먼트 네트워크인 MOST에서 네트워크 상태정보를 효율적으로 관리하는 것이 요구된다. 현재 효율적인 관리를 위한 도구로 MOST Radar, Optolyzer가 있으나, 많은 라이센스 비용이 들고, 국내에는 이와 같은 MOST 네트워크를 위한 소프트웨어가 존재하지 않는다. 그리고 국내 MOST 엔지니어에 요구에 맞는 툴이 필요한 실정이며, 좀 더 직관적으로 MOST 네트워크를 진단하고 상태를 파악할 수 있는 툴이 요구된다. 따라서 본 논문에서는 MOST 네트워크의 상태정보를 효율적이며 직관적으로 표현할 수 있도록 MFC 2008을 이용하여 사용자 인터페이스를 설계하였다. 이러한 사용자 인터페이스를 통해 MOST 시스템 엔지니어가 보다 쉽게 MOST 네트워크 상태를 효율적으로 관리할 수 있다.

MOST Network는 오디오와 비디오 데이터를 실시간으로 전송하는 동기식데이터 영역과 패킷데이터를 전송하는 비동기식 데이터 영역, 네트워크 관리를 위한 명령, 상태, 진단 정보를 전송하는 control Channel로 구성되어 있다. 본 논문에서는 비동기식 데이터 영역과 Control Channel의 데이터를 캡처 및 분석하는 모듈을 설계 및 구현한 후 실제 MOST 네트워크를 구축하여 검증해 보았다. 구현한 시스템을 바탕으로 고가의 장비를 별도로 보유하지 않더라도 MOST Network의 비동기식 데이터 영역과 Control Channel의 데이터를 확인할 수 있으며, 분석이 가능한 시스템을 제안하였다.

This paper examined the present status of local newspapers and their problems. It was originated from the fact that the number of local newspapers have continuously increased since 1987 when the establishment of newspaper company became convenient, and that as a result the competition among local newspapers became high and several unexpected negative out comes brought forth. The analytical focus of this parer was placed on the internal and external environments surroundings local newspapers. The results showed followings: There are too many local newspapers competing each other in the same area; Financial crises mainly caused by over-competition are critical; Ownership and business operations are too distorted to take the socially expected role of newspapers; Many newspapers are often mobilized for the political and economic purposes of the owner; Market rules and advertising inducement practices are likely to be violated because of over-competition; the morales of Journalists are decreased and work qualities are deteriorated. On the basis of these findings this paper suggested several policy implications: The structure of ownership has to be changed into a direction where a few major stock-holders cannot influence the whole business operations; Top managers have to change their business motivation from profit-seeking to profit-sharing; business practices has to be open and clean; New editorial polices attracting readers have to be established; qualified Journalists have to be recruited and they have to be retrained throughout their career life.

The MOST network, which is a network for vehicle infotainment network, requires efficient channel allocation to provide multimedia service effectively. Though there is a study on channel allocation according to network traffic as studies on channel allocation for MOST network, there have scarcely been studies on channel allocation according to bandwidth of multimedia for transferring. Therefore, in this paper, we propose the channel allocation method which calculates the number of channels by analyzing multimedia data for transferring and assigns the optimal number of channels for the given data. The proposed method reduces wasting of channels by optimally allocating channels and prevents initializing network due to change of Boundary Descriptor.

The age of big data has not only opened new opportunities for economic growth in various industries, but it has also created new problems related to personal information protection and privacy invasion. Given this situation, Korea's communications commission has proposed a big data guideline that specifies how companies should collect and utilize personal information in the big data environment. However, this guideline is more focused on industrial development than personal information protection, and it contains many features that conflict with personal information protection law as it currently exists. As a result, civic groups strongly oppose the guideline, as it may create serious privacy issues for subjects of information gathering. Thus, this paper analyses the limitations of the guideline by comparing it with domestic and foreign laws about personal information protection and privacy. We also discuss the direction of legalization and institutionalization with respect to the secure use of big data.
