Assessment of water use vulnerability in the unit watersheds using TOPSIS approach with subjective and objective weights (주관적·객관적 가중치를 활용한 TOPSIS 기반 단위유역별 물이용 취약성 평가)

  • This study aimed to develop the indicator-based approach to assess water use vulnerability in watersheds and applied to the unit watershed within the Han River watershed. Vulnerability indices were comprised of three sub-components (exposure, sensitivity, adaptive capacity) with respect to water use. The indicators were made up of 16 water use indicators. Then we estimated vulnerability indices using the Technique for Order of Preference by Similarity to Ideal Solution approach (TOPSIS). We collected environmental and socio-economic data from national statistics database, and used them for simulated results by the Soil and Water Assessment Tool (SWAT) model. For estimating the weighted values for each indicator, expert surveys for subjective weight and data-based Shannon's entropy method for objective weight were utilized. With comparing the vulnerability ranks and analyzing rank correlation between two methods, we evaluated the vulnerabilities for the Han River watershed. For water use, vulnerable watersheds showed high water use and the water leakage ratio. The indices from both weighting methods showed similar spatial distribution in general. Such results suggests that the approach to consider different weighting methods would be important for reliably assessing the water use vulnerability in watersheds.

Rainfall Variations of Temporal Characteristics of Korea Using Rainfall Indicators (강수지표를 이용한 우리나라 강수량의 시간적인 특성 변화)

  • This study suggests the results of temporal and spatial variations for rainfall data in the Korean Peninsula. We got the index of the rainfall amount, frequency and extreme indices from 65 weather stations. The results could be easily understood by drawing the graph, and the Mann-Kendall trend analysis was also used to determine the tendency (up & downward/no trend) of rainfall and temperature where the trend could not be clear. Moreover, by using the FARD, frequency probability rainfalls could be calculated for 100 and 200 years and then compared each other value through the moment method, maximum likelihood method and probability weighted moments. The Average Rainfall Index (ARI) which is meant comprehensive rainfalls risk for the flood could be obtained from calculating an arithmetic mean of the RI for Amount (RIA), RI for Extreme (RIE), and RI for Frequency (RIF) and as well as the characteristics of rainfalls have been mainly classified into Amount, Extremes, and Frequency. As a result, these each Average Rainfall Indices could be increased respectively into 22.3%, 26.2%, and 5.1% for a recent decade. Since this study showed the recent climate change trend in detail, it will be useful data for the research of climate change adaptation.

  • Housing issues such as mushrooming slums remain as chronic in most developing countries. Due to the state's restrained capacity, the housing-vulnerable's self-help approaches have been increasingly inevitable and vital for addressing the housing issues. However, there are still two challenges: securing good quality with economic efficiency, and climate change mitigation and adaptation. This study aims at doing an architectural experiment by developing and educating the production of eco-friendly interlocking stabilized soil bricks (ISSB) by employing vernacular materials and technologies for housing-vulnerable communities in Indonesia. In collaboration with a local architectural NGO, the study features a co-creation workshop in which 40 evicted households participate in the whole process. Soil analysis, mixed design, compression tests, and economic analysis are carried out. This paper illustrates that ISSB also has a high potential as an alternative to a burned brick or a cement block. The application of ISSB to self-help housing is expected to have socioeconomic and environmental effects, thereby facilitating the housing-vulnerable's self-help approaches and contributing to addressing the housing challenges in Indonesia.

  • The aggravation of coastal erosion due to climate change has recently emerged as a global issue, and the international community is aware of the risk and is applying national consultations and various policies. In the case of coastal countries located in the Mediterranean Sea and the Caribbean Sea, coastal buffer zones and coastal management plans are established at a national level, and the United States is establishing coastal area management plans at the city level. In Korea, coastal erosion management areas are designated and managed to prevent coastal erosion and coastal disasters, but the number of designated areas and policies for coastal land areas are lacking. Therefore, in this study, we study policy cases applied to coastal land to prevent and reduce coastal erosion and coastal disasters through policy status and overseas cases, and seek ways to improve coastal buffer zone policies. As a result of the study, implications were drawn that expansion of the coastal buffer zone for coastal land areas and standards for establishing buffer zones based on scientific analysis are necessary.

A Study on the Relationship between Class Similarity and the Performance of Hierarchical Classification Method in a Text Document Classification Problem (텍스트 문서 분류에서 범주간 유사도와 계층적 분류 방법의 성과 관계 연구)

  • The literature has reported that hierarchical classification methods generally outperform the flat classification methods for a multi-class document classification problem. Unlike the literature that has constructed a class hierarchy, this paper evaluates the performance of hierarchical and flat classification methods under a situation where the class hierarchy is predefined. We conducted numerical evaluations for two data sets; research papers on climate change adaptation technologies in water sector and 20NewsGroup open data set. The evaluation results show that the hierarchical classification method outperforms the flat classification methods under a certain condition, which differs from the literature. The performance of hierarchical classification method over flat classification method depends on class similarities at levels in the class structure. More importantly, the hierarchical classification method works better when the upper level similarity is less that the lower level similarity.

  • In this study, we analyzed typhoon affecting Korean Peninsula and runoff characteristic changes according to the typhoon based on Sumjin river dam, a representative multi-purpose dam. We quantified typhoon flow by applying the typhoon domain, and will provide base data for climate change adaptation and counterstrategy through correlation analysis of the change of typhoon statistical data and Indicators of Hydrologic Alterations (IHA). Korean Peninsula impact typhoon has a great effect on the scale of peak flow and the change of occurrence time. The occurrence frequency and duration of the peak flow were analyzed to be relatively unrelated to the typhoon affected by the Korean peninsula. These changes were also confirmed in the correlation analysis results. Correlation coefficient between the peak flow (0.41) and peak flow occurrence time (correlation coefficient = 0.83) was positively correlated with the Korean peninsula influenced typhoon.

  • 하천법 제66조에서 지자체는 하천에서 생기는 수익금을 하천의 유지 보수에 관한 비용에 사용해야 한다고 규정하고 있고, 동법 시행령 제77조에서 하천 수익금은 하천의 유지 보수를 위해 우선적으로 사용해야 한다고 규정하고 있다. 하천 수익금은 법에서 규정한바와 같이 하천관리를 위해 사용되어야 하지만 건설교통부에서 제공한 2003년도 자료를 분석한 결과 하천과 관련된 용도로 사용된 하천수익금은 30%만 사용되고 있었다. 하천 수익금은 하천의 유지 보수에 우선순위로 사용해야 함에도 불구하고 현재 지자체의 하천 관리에 소요되는 비용을 구체적으로 파악하기 어려운 실정이다. 따라서 본 연구는 지역 내 물 관리 및 재정 관리를 구축하고 있는 네덜란드의 사례를 통하여 국내 하천 유지 보수를 위한 재정확보 도입 방안을 도출하였다. 네덜란드는 지역의 55%가 해수면 아래에 위치한 저지대 국가로 기후변화의 적응을 위해 각 지역별 물 기구는 물 관리를 위한 재정확보로서 독자적인 세금시스템을 구축해왔다. 본 연구는 먼저 네덜란드의 하천관리 측면의 물 기구의 정책방향, 중점추진과제 등의 여건을 살펴봄으로써 네덜란드의 물 관리 방향을 조사하였다. 이를 통해 (1)물 관리 업무에 쓰인 네덜란드 정부 지출 내용 (2)네덜란드 물 관리 기구 법제분석 (3)네덜란드 물 관리 주관 기관 및 재정 조달 방식을 구분할 수 있었다. 또한 국내 하천 수익금 징수 체계와 네덜란드 징수체계를 비교 분석하였다. 비교분석 결과 우리나라와 달리 네덜란드 물기구의 시스템은 중앙정부와 별도로 독립적인 세금시스템을 갖춰 독자적인 하천관리유지가 가능하였다. 이는 지역별 물 기구가 세금을 토대로 물 관리를 위한 금융기관을 설립함으로써 물 관리 재정문제를 해결하고 있기 때문이다. 이는 물 관리를 위한 재원 확보를 위해 네덜란드가 지자체 중심의 물관리가 정착되는 모범적인 사례를 보여주고 있다는 점을 파악할 수 있다. 본 연구를 통하여 네덜란드의 사례를 통해 국내의 재정확보 방안을 위한 방향성을 도출하였다. 네덜란드의 사례는 물 관리의 확보를 위해 자체 금융기관을 설립하여 재원조달을 성공했다는 점에서 국내 하천의 관리 유지 재원조달에 관한 새로운 관점을 시사한다. 국내 하천의 관리유지 재원조달에 대한 논의가 지속되고 있으므로 네덜란드 사례는 향후 우리나라의 하천 관리유지를 위한 재원조달의 제도적 기반을 구축하기 위한 기초 조사로 활용되어 질 것으로 기대한다.

Analysis of regional type according to spatial correspondence between heat wave vulnerable areas and health damage occurrence (폭염 취약지역과 건강 피해 발생의 공간적 일치성에 따른 지역 유형 분석)

  • This study aimed to identify heat wave vulnerable areas and discuss spatial typology and policy directions through spatial coincidence analysis of heat wave damage. By utilizing the climate change vulnerability assessment of the Intergovernmental Panel on Climate Change (IPCC) and Spatial Statistics Comparison Analysis, this study examined cities, counties, and districts in South Korea for five years (2015-2019), including 2018, when the heat wave was most extreme. It was determined that the number of heat wave days (exposure) was the most impactful among various factors for heat wave vulnerability. Sensitivity and adaptive capacity to heat waves were found to vary according to regional characteristics. The relationship between heat wave vulnerability and damage was categorized into four types through spatial coherence. Hot to Hot and Cold to Cold types have a positive relationship between vulnerability and damage, while Hot to Cold and Cold to Hot types have a negative relationship. The findings suggest that since different types of regions have distinct characteristics and conditions, policies and research for improvement should be directed to address each region separately. This study may be used as basic data for establishing heat-related policies in the future, as it categorizes regions by considering both heat vulnerability and damage and examines the direction of response by type.

Temporal variation in the community structure of green tide forming macroalgae(Chlorophyta; genus Ulva) on the coast of Jeju Island, Korea based on DNA barcoding (DNA 바코드를 이용한 제주도 연안 파래대발생(green tide)을 형성하는 갈파래(genus Ulva) 군집구조 및 주요 종 구성의 시간적 변이)

  • In recent years, macroalgal bloom occurs frequently in coastal oceans worldwide. It might be attributed to accelerating climate change. "Green tide" events caused by proliferation of green macroalgae (Ulva spp.) not only damage the local economy, but also harm coastal environments. These nuisance events have become common across several coastal regions of continents. In Korea, green tide incidences are readily seen throughout the year along the coastlines of Jeju Island, particularly the northeastern coast, since the 2000s. Ulva species are notorious to be difficult for morphology-based species identification due to their high degrees of phenotypic plasticity. In this study, to investigate temporal variation in Ulva community structure on Jeju Island between 2015 and 2020, chloroplast barcode tufA gene was sequenced and phylogenetically analyzed for 152 specimens from 24 sites. We found that Ulva ohnoi and Ulva pertusa known to be originated from subtropical regions were the most predominant all year round, suggesting that these two species contributed the most to local green tides in this region. While U. pertusa was relatively stable in frequency during 2015 to 2020, U. ohnoi increased 16% in frequency in 2020 (36.84%), which might be associated with rising sea surface temperature from which U. ohnoi could benefit. Two species (Ulva flexuosa, Ulva procera) of origins of Europe should be continuously monitored. The findings of this study provide valuable information and molecular genetic data of genus Ulva occurring in southern coasts of Korea, which will help mitigate negative influences of green tide events on Korea coast.

A Study of Prediction of Daily Water Supply Usion ANFIS (ANFIS를 이용한 상수도 1일 급수량 예측에 관한 연구)

  • This study investigates the prediction of daily water supply, which is a necessary for the efficient management of water distribution system. Fuzzy neuron, namely artificial intelligence, is a neural network into which fuzzy information is inputted and then processed. In this study, daily water supply was predicted through an adaptive learning method by which a membership function and fuzzy rules were adapted for daily water supply prediction. This study was investigated methods for predicting water supply based on data about the amount of water supplied to the city of Kwangju. For variables choice, four analyses of input data were conducted: correlation analysis, autocorrelation analysis, partial autocorrelation analysis, and cross-correlation analysis. Input variables were (a) the amount of water supplied (b) the mean temperature, and (c)the population of the area supplied with water. Variables were combined in an integrated model. Data of the amount of daily water supply only was modelled and its validity was verified in the case that the meteorological office of weather forecast is not always reliable. Proposed models include accidental cases such as a suspension of water supply. The maximum error rate between the estimation of the model and the actual measurement was 18.35% and the average error was lower than 2.36%. The model is expected to be a real-time estimation of the operational control of water works and water/drain pipes.
