Investigation on Enhancing Efficiency in International Cooperation for Climate Change Adaptation of Republic of Korea (우리나라의 기후변화적응 국제협력에 대한 고찰)

  • To cope with various issues in the aspect of climate change adaptation of UNFCCC, Korea began preparing a Five-year National Climate Change Adaptation Plan in 2010 to be implemented from 2011~2015, for the purposes of securing a concrete system to adapt to climate change. Compared with the policies and measurement tools of developed countries, Korea's climate change adaptation capabilities suffers from a number of limitations including insufficiencies of basic information, human resources for research on climate change, and technology in risk and vulnerability assessment. At the same time, Korea maintains superior information technology systems, and comparatively strong climate change adaptation technologies. Recently, with the establishment of the Korea Adaptation Center for Climate Change as a specialized research organization in climate change adaptation, Korea has upgraded its ability to adapt to climate change and to provide support to other Asian countries which are vulnerable to climate change. In consideration of the close relation between climate change adaptation policy and technology development with the environmental industry, Korea's pursuit of cooperation and technical support for developing countries in the Asia region can be seen as the commencement of a long term investment for the nation's future. International cooperation on climate change adaptation between countries in the region can build a mutually complementary and integrated partnership in business, research, education, and other areas. Furthermore, Korea can also participate in the exploration of common issues as landmark projects that can attract global interest with developing countries.

Dynamic Climate Change Adaptation in Nomadic Lifestyle and its Implications (유목문화 기후변화 적응의 역동성과 그 함의)

  • This aim is to explore the change of lifestyle caused by climate change and develop available adaptation policies against climate threats in Central Asia with the perspective of nomadism, which depends entirely on natural ecosystem. This article also attempts to pinpoint the dynamics between nomadic lifestyle and adaptation options for the resilience of nomadic community against climatic change threats. The adaptation options and opportunities as well as the impacts of land use change and nomadic pastoralists' lifestyle caused by climate change cannot be overemphasized. We suggest that nomadic lifestyle may aggravate the degree of vulnerability to climate change threats, whereas the capacity of nomad to successfully adapting to new environment in developing countries can be superior to that of settler lifestyle in one place in developed countries.

Development and Policy Applications of Integrated Information System for Climate Change Adaptation (기후변화 적응 정보 통합지원 체계구축 및 정책적 활용방안)

  • Recently, impacts and damages of extreme climate change have already affected on worldwide. Thus adaptation and action plan are essential concepts in minimizing the impacts of climate change. In order to introduce climate change adaptation decision-making measure, the need for high-quality and integrated information system within adaptation policy has increased enormously. However, most of adaptation information is based on different sources and various backgrounds. Currently, domestic climate change information is disseminated from about 132 internet sites and most of them are limited to general information of climate change, rather than information that are based on scientific evidence. Also, there are some difficulties in updating new resources. Reliable climate change information is provided from different agencies, which makes users difficult to locate right information they need. As a progress to overcome the limitations of these problems, we carried out a feasibility research on integrated information system for climate change adaptation. For the objectives, our solutions are as follows. First, we analyzed definition of climate change adaptation and climate change adaptation information. Second, we suggested integrating the information system for adaptation and phased implementation plan for establishing integrated information system for climate change. Finally, we verified the establishment of integrated support system based on policy applications of integrated information system. This system will provide an integrated climate change information and be a very useful tool to support the decision making process of effective climate change adaptation policies.

  • This study has intended to perform comparative analysis of climate change adaptation-related recognition between public officials and citizens in ChungCheongBukDo-Province, Korea. To reach this goal, we identified difference between the two groups by prioritizing target group's adaptation policies for climate change, and analyzing climate change adaptation-related recognition in each sector. Climate change adaptation policies can have great policy utility when the boundaries between policy makers and detainees are blurred. Therefore, this study has suggested some measures to reduce the recognition gaps between the target groups by analyzing the characteristics of the groups.

  • 기후변화는 전 지구적인 환경문제 중 하나이며 IPCC (Intergovernmental Panel on Climate Change) 4차 평가보고서에서는 인류가 직면한 최대 위협이라고 하였다. 또한, IPCC는 현재 기후변화에 의한 영향은 명백히 나타나고 있으며 향후 기후변화에 의한 기상이변 예측과 적응 정책 및 조치가 중요하다고 권고하였다. 적응 정책 및 조치를 위한 기후변화의 영향분석은 우리나라에서도 많이 진행하고 있으나 개별 및 분류의 선형의 순차적 관계에 따라 개발 및 적용되고 있다. 기후변화는 자연생태계와 인간 활동의 복잡한 상호작용에 의해 발생하기에 개별적 연구 보다는 타 부문의 영향 및 결과가 환류되고 반영되어야 한다. 따라서 기후변화 영향평가는 농업, 물, 산림, 생태, 건강 등 다양한 부문 내/간 상호작용을 고려할 수 있는 통합 평가 방법이 필요하다. 통합 평가를 위해 플랫폼 개발은 필수적이며, 신속한 분석을 위해서는 개별 부문의 상세모델을 모방한 메타모델이 필요하다. 본 연구에서는 미래 기후변화에 따른 영향을 통합적으로 평가하기 위한 메타모델을 개발하고, 상호 연결을 통해 다양한 연계양상을 평가하고자 한다.

Analysis of Climate Change Adaptation Researches Related to Health in South Korea (한국의 건강 분야 기후변화적응 연구동향 분석)

  • It is increasingly supported by scientific evidence that greenhouse gas caused by human activities is changing the global climate. In particular, the changing climate has affected human health, directly or indirectly, and its adverse impacts are estimated to increase in the future. In response, many countries have established and implemented a variety of mitigation and adaptation measures. However, it is significant to note that climate change will continue over the next few centuries and its impacts on human health should be tackled urgently. The purpose of this paper is to examine domestic policies and research in health sector in adaptation to climate change. It further aims to recommend future research directions for enhanced response to climate change in public health sector, by reviewing a series of adaptation policies in the selected countries and taking into account the general features of health adaptation policies. In this regard, this study first evaluates the current adaptation policies in public health sector by examining the National Climate Change Adaptation Master Plan(2011~2015) and Comprehensive Plan for Environment and Health(2011~2020) and reviewing research to date of the government and relevant institutions. For the literature review, two information service systems are used: namely, the National Science and Technology Information Service(NTIS) and the Policy Research Information Service & Management(PRISM). Secondly, a series of foreign adaptation policies are selected based on the global research priorities set by WHO (2009) and reviewed in order to draw implications for domestic research. Finally, the barriers or constraints in establishing and implementing health adaptation policies are analyzed qualitatively, considering the general characteristics of adaptation in the health sector to climate change, which include uncertainty, finance, technology, institutions, and public awareness. This study provides four major recommendations: to mainstream health sector in the field of adaptation policy and research; to integrate cross-sectoral adaptation measures with an aim to the improvement of health and well-being of the society; to enhance the adaptation measures based on evidence and cost-effectiveness analysis; and to facilitate systemization in health adaptation through setting the key players and the agenda.

Economic Analysis of Climate Change to Establish Effective Adaptation Policies (효율적 기후변화 적응대책 수립을 위한 기후변화의 경제학적 분석)

  • This paper provides an extensive overview of the literature on economic analysis of climate change, and thereby provides direction for effective adaptation policies for Korea. The paper first gives a comprehensive look on the estimation of economic costs of climate change as given by various research. Following, the paper examines the choice of measures that are used in the economic analysis of climate change by different sectors, including agriculture and human health. The paper also compares and discusses the various analytic results with a focus on Korea in order to shed light on where Korea stands. Finally, the paper examines current literature on adaptation polices in response to climate change, and by examining how such research has evolved and deepened with time, provide directions for the research on adaptation policies for Korea.

Economic Assessment of Climate Change Adaptation Technologies in Infrastructure Sector (사회기반시설물 기후변화 적응기술의 경제성분석)

  • The frequency and severity of damage caused by extreme climate events are increasing due to climate change. If the infrastructure is not prepared for the risks of climate change, property loss may occur in the facility itself and its surrounding areas. Therefore, climate change adaptation technology should be introduced to reduce future losses. Policy makers need to understand the economic impacts of each technology in order to select an appropriate option. Both the primary damage, which is the direct damage to the facility, and the secondary damage, which is the damage to the surrounding area due to climate change, should all be identified for understanding the economic impact from adaptation. This paper presents a procedure for deriving primary and secondary damage reductions from introducing adaptation technologies and suggests a methodology for evaluating adaptation technology specific to each infrastructure.

  • 기후변화에의 대응을 위한 기회비용이 점차 커지고 있으며 이에 대한 적절한 대응의 확립은 곧 미래의 국가 경쟁력의 수립으로 이어질 수 있다. 이러한 대응은 기후변화 영향이 주는 시장실패를 최소화하며 주어진 조건하에서의 최적의 자원배분을 가능하게 하는 요건이라 하겠다. 기후변화의 영향이 미치는 자원배분의 효과를 고려하여 기후변화를 위한 예산의 적절한 확립이 필요할 수 있다. 극심한 기후변화의 진행과 더불어 물관리 재정은 그 규모의 증가가 요구되며 동시에 기후변화를 반영하는 구체적이고 새로운 체계를 요한다 하겠다. 그러나 이에 부응한 물관리 재정정책의 역할의 중요성에 비하여 기후변화를 위한 명확한 정책의 확립은 미흡한 현실이라 할 수 있다. 기후변화의 대응에 대한 비전과 전략의 확립이 물관리 재정에도 필요할 수 있으며 우리는 이전의 피상적인 부처별 예산배분의 정책에서 탈피하여 좀도 확고한 물관리 재정의 확립을 이룸이 필요하다 하겠다. 기후변화의 영향을 완화하고 또 그에 적응하고자 하는 제 정책의 결정과정은 현재의 수용력(capacity)을 변화시킬 수 있는 부존자원의 사용 여부와 직접적으로 연관되어 있음을 부인할 수 없다. 본 연구는 구체적인 예산의 활용방안에 관하여 기후변화 과정 속에서 적응하며 진화하는 물관리 재정의 형태 및 속성을 구분 점검한다. 나아가 우리의 지역별 유역별 시나리오의 변화의 과정 속에서의 기후변화대비 완화와 적응의 틀에서 정책적 조합의 모습을 진단한다. 현재의 예산 정책에 대한 확인으로 그 효과성을 점검하는 방법론의 제시 속에서 기후변화 대비 효과적인 재정정책은 지역별 사회경제시나리오와의 관계 속에서 확립됨을 보임으로써 정책제언이 가능함을 보인다.
