미국의 벤처캐피탈 산업은 벤처캐피탈 분야에 진입하고 있는 많은 나라들에게 본보기가 되고 있다. 그러나 서로 다른 문화, 정치 경제적 상황 및 각국의 벤처캐피탈 산업의 고유한 역사 등은 벤처캐피탈의 경영 방식에 영향을 미칠 수 있다. 본 연구는 한국의 벤처캐피탈리스트의 투자의사결정이 미국의 벤처캐피탈리스트와 어떻게 다른가에 초점을 두었다. 연구 결과는 한국의 벤처캐피탈리스트는 투자의사결정의 과정에서 미국과는 다른 기준을 사용하며, 그 예측의 정확성은 미국에 비해 떨어지는 것으로 나타났다. 한국 벤처캐피탈리스트와 미국 벤처캐피탈리스트 모두 경쟁력은 매우 중요한 투자의사결정 기준으로 나타났다. 그러나 미국의 벤처캐피탈리스트가 시장규모와 성장성을 중요하게 고려한데 비해 한국의 벤처캐피탈리스트는 소유권 보호에 중점을 두었다. 그렇지만, 한국과 미국의 벤처캐피탈리스트 사이에는 기대 이상으로 유사점이 많은 것으로 나타났다. 이러한 유사점이 존재하는 현상은 많은 한국의 벤처캐피탈리스트들이 미국에서 교육을 받았거나 미국식의 모형에 의한 교육을 받아왔다는 점에서 찾을 수 있을 것이다. 또한 한국의 벤처캐피탈리스트는 이미 성공적인 미국식 벤처캐피탈 모형을 표준으로 삼고 모방하려고 노력하고 있다는 점을 들 수 있을 것이다.

국립수의과학검역원은 30일 식육가공품(식육추출가공품)에 대한 HACCP평가기준과 HACCP적용 작업장의 지정변경사항 중 소재지변경을 추가하는 축산물위해요소중점관리기준(검역원고시 제2008-28호)을 개정했다고 밝혔다. 식육추출가공품 HACCP 평가기준은 2008년 3월부터 학계, 협회, 업계, 공무원 등 전문가를 중심으로 T/F팀을 구성하여 현장실태조사, 실무 및 전문가 협의회 등을 통해 개발됐으며 HACCP적용 작업장 지정 변경사항의 경우에도 현행 중요관리점 회사명 대표자 변경 등에 한하여 변경지정이 허용되고 있었으나, 이번 개정고시에서는 불가피하게 HACCP적용 작업장이 소재지를 이전하는 경우에도 HACCP관리의 지속성을 감안하여 지정변경이 가능하도록 반영했다. 소재지 변경의 경우 무분별한 소재지변경에 따른 HACCP 수준저하문제가 발생하지 않도록 하기 위하여 작업장의 현장실사를 실시하고 소재지 변경이 완료되기 전까지는 HACCP 로고를 사용하지 못하도록 하는 조치도 함께 마련됐다. 검역원은 이번 식육추출가공품 HACCP 평가기준 개발과 HACCP 적용 작업장의 소재지 지정변경 인정으로 축산물 가공품 안전성 확보와 HACCP 제도가 더욱 활성화 되어 국민보건 향상에 기여할 것이 기대된다고 밝혔다.

하천수 수요는 생활, 공업, 농업 등 인위적 사용 그리고 하천의 환경개선, 건천화 방지 및 물 재이용 등과 관련된 하천유지유량으로 구분된다. 현행 수자원 관리는 갈수 시에도 안정적인 취수가 가능하도록 운영하고 있어, 하천수 취수(사용)의 신규 또는 변경 허가를 위한 허가기준유량의 개념 및 관리는 자연, 사회적 하천수 수요 관리에 매우 중요한 인자이다. 본 연구에서는 하천수의공급 능력을 평가하기 위하여, 댐의 이수안전도를 나타내는 지표를 이용하여 허가기준유량을 평가하였다. 신뢰도(reliability), 회복도(resilience) 및 취약도(vulnerability)를 기준으로 하천유지유량고시 지점과 유량 조사 지점이었고 분석 결과, 부족 발생 시에 이를 회복하는 능력에서 지점별 큰 차이가 확인되었고, 이로부터 하천수 관리 현황과 개선점을 제시하였다.

The success or failure of the public library system depends upon the effective management of the human resources. It means that public library's staff is the most important resource in the operation and delivery of services. In order to provide the best service to the community, therefore, it is necessary to maintain excellent staff to make effective use of the information resources of the library and to meet the demands of the community. The goal of this study is to compare and analyse the staff standards and guidelines of public libraries in international organizations(IFLA/UNESCO, ISO), major developed countries(USA, UK, Canada, Australia, Taiwan, Japan), and Korea. In addition, the implications derived from this study will be used to provide a valuable theoretical background and rationale for the future research.

The Korean triangulation network was established for 7 years from 1940 to 1916, the official coordinates of the stations were based on Tokyo Datum. But, most of the triangulation points, were destroyed during the Korean War, was re-established or re-arranged. The National Geography Institute(NGI) is now executing primary and secondary precise control survey projects with Electronic Distance Measuring equipments, which have average side lengths of 10 Km/2.5 Km. In this study, the revision method of the official coordinates is proposed that the combination of the primary and secondary precise control network is appropriate to new densification adjustments based on the computational schems of the original triangulation framework. And, the redefinition systems of Korean Datum is are also proposed in future networks.

This study utilized the GPS data of the stations of triangulation of Changwon-si, Gyeongsangnam-do to conduct comprehensive analysis on tolerance level and regional characteristics. Based on this analysis, it was attempted to seek the method to derive more accurate result when further performing cadastral control point surveying for cadastral detail surveying. For the stations of triangulation installed at time of the land survey project, the study result showed that the most results of the stations of triangulation are stable if they were not moved naturally or artificially by themselves. Therefore, it was concluded that the stations of triangulation installed at the time of the land survey project should be preemptively selected for use of the given points when making decision of result of cadastral control point surveying. In addition, if the result of the cadastral control point surveying is made decision based on the stations of triangulation presented as the stable result in this study result, it seems that the same surveying result will be maintained and managed at all time, even if they are going to be further reinstalled due to loss of them.

식품자판기에 대한 미생물 기준이 마련되었다. 식품의약품안전청은 식품자판기 다류 커피 음료류에 대한 미생물기준을 담은 "식품의 기준 및 규격"를 일부 개정 고시했다. 이 기준이 마련된 것은 청결상태 등 위생관리가 불량하여 지속적으로 문제가 되고 있는 식품자동판매기 음료 등에 대해 효율적인 관리를 위한 기준이 필요하다는 판단 때문이다. 식품자판기 다류 커피 음료류에 적용되는 세균기준은 3,000/mL 이하(다만, 유가공품, 유산균, 발효제품 및 가열하지 아니한 과일 채소류음료가 함유된 경우는 제외)이어야 하며, 대장균은 음성이어야 한다. 이외 살모넬라(Salmonella spp.), 황색포도상구균(Staphylococcus aureus), 장염비브리오균(Vibrio parahaemolyticus), 클로스트리디움 퍼프린젠스(Clostridium perfringens), 리스테리아 모노사이토제네스(Listeria monocytogenes), 대장균 O157:H7(Escherichia coli O157:H7), 캠필로박터 제주니(Campylobacter jejuni), 여시니아 엔테로콜리티카(Yersinia enterocolitica) 등의 식중독균이 검출되어서는 아니 된다. 또한 가공식품에서 많이 검출되는 바실러스 세레우스(Bacillus cereus)는 g 당 1,000 이하(단 멸균제품은 음성이어야한다)이어야한다. 이번 미생물기준의 마련은 앞으로 법정기준을 위반시 처벌대상이 된다는 점에서 유의해야할 사항이다. 이전까지는 식품자판기에 대한 미생물기준이 마련이 되어 있지 않기 때문에 마땅한 법적인 처벌 기준이 없었던 게 사실이다. 따라서 자판기 운영업체에서는 보다 철저한 위생관리가 요구되고 있다. 위생점검에서 미생물 기준을 지키지 않은 지판기에 대해서는 법적 처벌 근거가 마련이 되는 만큼 식품자판기 위생성 향상에 만전을 기해야 할 것이다. 6월 16일 개정고시된 미생물기준은 7월 1일부터 적용된다.

국토해양부는 건설업체의 영업정지 등 제재처분의 실효성을 대폭 강화하고 등록기준적격여부를 철저하게 점검토록 하는 등의 내용을 주요 골자로 한‘건설업 관리지침 개정안’을 마련하고 지난 7월 8일부터 시행에 들어갔다. 이번에 개정된 건설업 관리지침은 건설업 등록기준 적격여부 확인 강화, 영업정지 등 제재처분의 실효성 확보, 건설업 양도 등 운영상 미비점 보완 등이 한층 강화되었다.

LPG충전소의 안전관리상태가 양호한 것으로 나타났다. 가스안전공사에 따르면 지난 상반기동안 2백61곳의 LPG충전소를 대상으로 가스안전관리 종합평가를 실시한 결과 96.6%에 해당하는 2백52곳이 법정 최소기준인 60점이상의 점수를 받은 것으로 조사됐다. 2/4분기 LPG충전소 안전관리종합평가를 게재한다.
