Market effects analysis of when lowering the threshold value of construction services under WTO GPA (WTO 정부조달협정 건설서비스 양허하한선 인하시의 건설시장 변화와 대응방안)

  • Lowering threshold value of construction services is extremely sensitive issue to the small and medium enterprises in construction industry. Because it means opening the construction markets where the small and medium construction companies compete intensely. Nevertheless, it is absent that the analysis on the effect of opening the market lowering threshold value of construction services under Government Procurement Agreements or Free Trade Agreement. This research is to analyze the effects of lowering threshold value of construction service which have been agenda repeatedly in the international agreements such as WTO and FTA. The current threshold value of construction services of Korea under WTO GPA are 5million SDR where the government delivers and 15million SDR where the local government or the public institution deliver. However major parties to an entente such as USA and EU have been demanding to lower threshold value of 15 million SDR where the local government or the public institution deliver to 5million SDR. The analysis figure the effect of this lowering threshold value to be a market reduction by 2trillion Won as '07 fiscal year basis. This market shrinkage will effect to the small and medium construction companies in local considerably.

Minimizing Benzo(a)pyrene Content in the Manufacturing of Sesame Oil and Perilla Oil (참기름과 들기름의 제조조건에 따른 벤조피렌 함량 변화)

  • This study was carried out to identify the cause of benzo(a)pyrene[B(a)P] production during the manufacture of sesame oil and perilla oil, and to minimize such B(a)P synthesis. The distribution of B(a)P in sesame seed and perilla seed differed with seed-growing district, the range was $0.06{\sim}0.31{\mu}g/kg$ in domestic seed and $0.12{\sim}0.47{\mu}g/kg$ in imported seed. B(a)P contents after roasting at $220^{\circ}C$ for 20 min in sesame seed and perilla seed were $1.87{\sim}2.47{\mu}g/kg$ and $2.12{\sim}2.43{\mu}g/kg$, respectively, and levels in oils obtained from the roasted seeds were $3.68{\mu}g/kg$ and $4.64{\mu}g/kg$, respectively. These data refer to seeds subjected to codsed roasting. With open roasting, the levels were $0.63{\mu}g/kg$ and $0.56{\mu}g/kg$, respectively. Closed roasting resulted in absorption of B(a)P, with consequent high levels in oils. We introduced forced ventilation during closed roasting. We tested various methods to remove B(a)P from sesame oil and perilla oil. Neither centrifugation nor filtering with diatomite and diatomiteactive carbon removed B(a)P. A filtering method using active carbon was effective. But this method adversely affected the color and flavor of sesame oil and perilla oil.

Concentrations of Criteria Pollutants in Indoor and Ambient Air of Public Facilities in Taegu Area (대구지역 공중이용시설의 실내 $\cdot$ 외 공기 중 기준성오염물질의 농도)

  • A comprehensive air quality monitoring was carried out in this study to investigate the concentrations of criteria air pollutants in indoor and outdoor air of public facilities in Taegu area. Four different kinds of public facilities were seleced as sampling sites, which are underground stores, stations & terminals, general hospitals, and department stores. Each group of the public facilities was consisted of three different sampling sites. As a consequence, a total of 12 different sampling sites were surveyed throughout this study. Sampling was conducted simultaneously indoors, three times per day (in the morning, afternoon, and evening) and four times per year (spring, summer, fall, and winter) at each sampling site during the period of October 1994 to July 1995. A range of criteria pollutants were measured in order to obtain a broad profile of indoor and ambient air quality, including total suspended particles (TSP), carbon monoxide (CO), carbon dioxide ($CO_2$), formaldehyde (HCHO), sulfur dioxide ($SO_2$), and nitrogen dioxide ($NO_2$). In addition, temperature, relative humidity, and air current were measured on site together with those air pollutants. Results of this study indicated that the indoor levels of TSP, CO, $SO_2, and NO_2$ appeared to be generally higher in stations/terminals and underground stores than those in department stores and hospitals. However, HCHO and $CO_2$ were found to have higher levels in the department stores and hospitals than other places, indicating that the effects of indoor sources for these pollutants are significantly different from other combustion related pollutants such as TSP, CO, and $SO_2$. It was also found that there are marked seasonal and daily variations both in indoor and outdoor air quality. In general, combustion related pollutants such as CO, $SO_2$ and $NO_2$ showed a typical pattern of higher levels in winter than insummer, and also higher in the morning and/or in the evening than in the afternoon. However, the seasonal and daily patterns of HCHO appeared to be opposite to the combustion related pollutants, i.e., higher both in summer and in the afternoon, implying the effect of temperature on the volatilization from indoor sources of HCHO. Results of correlation analyses between indoor and outdoor air quality also indicated that the effects of outdoor sources on the indoor levels of TSP, $SO_2$, CO, and $NO_2$ and much significant, whilst no significant correlations between indoor and outdoor levels were found for HCHO and $CO_2$.

Pre-treatment of River Water Using Biological Aerated Filtration (호기성 생물여과 공정을 이용한 하천수 전처리)

  • When polluted stream water was treated with biological aerated filter(BAF) in pilot plant, all operation with 90, 60, 45 and 30 min of EBCT at fixed $0.1m^3air/m^2min$ of aeration showed 80% or higher treatment efficiency of particle materials(SS, turbidity and Chl.-a) and 85% or higher efficiency of ammonia nitrogen removal. It was thought that, in case of BOD, biological stability may sufficiently be assured with BAF because grade III or IV inflow water was changed to grade I for outflow water. In case of $COD_{Mn}$, about 60% of removal efficiency was found. When the mechanism of the result was investigated, about 30% of COD materials was produced by algae clogged in the reactor. There was almost no biological decomposition because specific substrate utilization rate of algogenic organic materials were $0.0245mg{\cdot}COD_{Mn}/mg{\cdot}VSS{\cdot}day$, thus partial backwashing(washing the media in 1 m upper of the reactor once a day) was required. It is thought that elevation of removal rate about 10% of $COD_{Mn}$ and 5.5% of $BOD_5$ could be obtained with partial backwashing resulting in assurance of biologically more stable raw water and that saving backwashing water may be significant.

The Microbiological Evaluation of Environments and Facilities at Food Service Operations in Elementary School (초등학교 단체급식 소의 환경과 급식설비에 대한 미생물 평가)

  • The microbiological examinations of food service operations were conducted for the hygienic evaluation at four elementary schools in Busan, Korea. Total one hundred and seventy two swabbed samples using sponge were collected from the surface of environments, utensils and equipments of food service facilities and analyzed by measuring the total, coliform and psychrotrophic count. Sampling sites were the surfaces of floors, drains, walls, knives, cutting boards, rubber gloves, vinyl aprons, plastic containers, carriers, shelves, trays, dry shelves, electric tray dryer, food containers, soup containers, rice cookers, frying pans, boiling cookers, refrigerators, dumb waiters and dishwashers. The swabbed samples kept in an ice-parked box were transported to a laboratory and analyzed. The results demonstrated that the degree of contamination depended on the sampling sites. Averages of total counts of surface swab samples were ranged from 0.62 to 7.79 Log CFU/200 cm$^2$. The level of coliforms were ranged from not detectable to 5.26 Log CFU/200 cm$^2$, and those of psychrotrophs from not detectable to 6.15 Log CFU/200 cm$^2$. The severely contaminated sites were dumb waiters, drains, rice cookers, knives, plastic containers and floors. Also cutting boards, rubber gloves, carriers, drying shelves, vinyl aprons, boiling cookers, soup containers, frying pans and refrigerators were highly contaminated with the level of abode 3.5 Log CFU/200 cm$^2$. Therefore, those sites should be focused and controlled according to control points of sanitation standard operating procedures (SSOP). Also, periodic microbiological examination in addition to visual examination is recommended on these highly contaminated sites indicated above results at food service operations in elementary school.

Investigation of Spherical LiMn2O4 Cathode Materials by Spray-drying with Different Electrochemical Behaviors at High Rate (분무건조법으로 제조한 구형 스피넬계 LiMn2O4 양극소재의 합성 조건에 따른 고출력 거동에 대한 연구)

  • Spherical lithium manganese oxide spinel, $Li_{1.10}Mn_{1.86}Al_{0.02}Mg_{0.02}O_4$ was prepared by wet-milling, spray-drying, and sintering process. In the spray-drying process, solid content in slurry was varied from 20 to 30 wt%. In the sintering process, the precursors have been sintered under air or $O_2$ atmosphere. While the as-prepared samples exhibit excellent electrochemical properties at room temperature, the discharge voltage profiles at 5.0C are very different one from another. The origin for the difference especially at initial state of discharge is oxygen defect. The sample prepared in air has larger capacity related to the plateau at 3.3 V (vs. $Li/Li^+$) which is caused by the oxygen defects than the one prepared in $O_2$. The difference of discharge voltage profiles especially at the final state of discharge comes from different diffusion rate of $Li^+$ ions. The sample prepared from 30 wt% solid content of slurry shows twice higher diffusion rate than the samples prepared from 20 wt% solid content, which is attributed to better compactness between primary particles for the sample prepared from 30wt % solid content than the one prepared by 20 wt%.

Automation of Information Extraction from IFC-BIM for Indoor Air Quality Certification (IFC-BIM을 활용한 실내공기질 인증 요구정보 생성 자동화)

  • In contemporary society, it is increasingly common to spend more time indoors. As such, there is a continually growing desire to build comfortable and safe indoor environments. Along with this trend, however, there are some serious indoor-environment challenges, such as the quality of indoor air and Sick House Syndrome. To address these concerns the government implements various systems to supervise and manage indoor environments. For example, green building certification is now compulsory for public buildings. There are three categories of green building certification related to indoor air in Korea: Health-Friendly Housing Construction Standards, Green Standard for Energy & Environmental Design(G-SEED), and Indoor Air Certification. The first two types of certification, Health-Friendly Housing Construction Standards and G-SEED, evaluate data in a drawing plan. In comparison, the Indoor Air Certification evaluates measured data. The certification using data from a drawing requires a considerable amount of time compared to other work. A 2D tool needs to be employed to measure the area manually. Thus, this study proposes an automatic assessment process using a Building Information Modeling(BIM) model based on 3D data. This process, using open source Industry Foundation Classes(IFC), exports data for the certification system, and extracts the data to create an Excel sheet for the certification. This is expected to improve the work process and reduce the workload associated with evaluating indoor air conditions.

Effects of Adding Ginseng Meal on the Quality of Distillers Feed Silage (주정박 사일리지 제조시 인삼박의 혼합이 사일리지의 품질에 미치는 영향)

  • Two experiments were conducted to investigate the effects of the addition of ginseng meal to distillers feed on the silage quality, and feed intake and dry matter (DM) digestibility in goats. In Experiment I, three levels of ginseng meal (0.15, and 30%) were added to the distillers feed to make three types (treatment) of distillers feed silages (DFS), There were five replicates per treatment. Samples of 20 kg each were put into vinyl bag and vacuumed by an air compressor. Vinyl bags were kept at $20{\sim}25^{\circ}C$ for 30 days before being analyzed. In Experiment II, 12 male Korean native goats were employed to investigate the DM intake and digestibility of silages from Experiment I. There were 4 replicates per treatment. Basic Study on the Characteristics of Wooden Sidewalk Pavement Material using Wood Waste Chip (폐목재 칩을 활용한 목질계 보도포장재의 특성에 대한 기초연구)

  • An experiment was conducted to suggest the road pavement material combining wooden chip crushed from little useful roots and branches from logging sites or wood waste from construction sites with urethane resin. For the specimen, the mass ratio of urethane resin to construction wood waste chip/lumber waster chip was set to three different levels of 0.5, 0.75, and 1.0, which was measured, mixed with mixer, and molded; 7 days after, tensile strength test, elasticity test using golf balls and steel balls, permeability coefficient measurement, and flammability test were executed. As the result, the tensile strength of the specimen at the dry state in the air exhibited the range of 0.2-1.1MPa, and there was no change after 7 days of aging. When submerged in water, however, the strength was partially diminished; the diminishing rate was greater for less urethane resin usage, and therefore it appears desirable to set the mass ratio of resin to the wood waste chip over 0.75 to consider the moisture intrusion by precipitation and such. As the result of elasticity test, the GB and SB coefficients of the specimen using wood waste chips and urethane resin were measured to be low at below 20%, exhibiting excellent elasticity as road pavement material. Also, the permeability coefficient was over 0.5mm/sec for specimens of all combinations, exceeding the standard value required after construction for permeable pavement material, and the flammability of wood-type pavement material was evaluated to have no practical issues.

  • In 2018, the real estate markets have hardly been transacted according to the government's tight regulations of real estates, and have the high possibility to reach a low hit due to the hike of loan interest rates following the U. S rise of base money rate. The key profits for the large construction companies mainly come from the overseas plant projects and the domestic non-governmental construction projects. They suffered a lot such as the lowering of their credit ratings due to the large losses caused by the frquent design changes and work delay. Even in the domestic non-governmental construction projects, the general business risks are on the rise due to the property marketing moving over to the decreasing phase. The small and medium sized security companies has realized a lot of operaring profits as they participated in the PF market to make up for the losses in the securities trading business. But, now as the housing market is not so good around the nation except Seoul and the financial states of large construction companies are not good enough, they can face the liquidity crisis if there happens the problems in the PF backed securities which they have handled. As Korean economy experienced the crisis in the savings banks before, it is recommended that Financial Supervisory Service proposes the preemptive control method and supervision direction to overcome the crisis.
