신약개발 분야 정부 R&D 투자 현황 분석을 통한 전략 발굴

  • 신약개발은 많은 투자비와 시간이 필요하면서도 성공률이 낮아 위험성이 높은 분야로, 국내 제약 기업의 투자 역량과 인력이 부족하여 민간 R&D 투자만으로는 한계가 있다. 현재 바이오 분야 중 신약 분야에 가장 많은 정부 R&D 예산이 투입되고 있으나, 특정 단계가 아닌 신약 개발 단계 전주기에 걸쳐 지원하고 있기 때문에 투입 예산을 효율적으로 활용하여 성과를 창출하기 위해서는 투자 현황에 대한 분석이 필요하다. 본 연구에서는 정부 R&D 사업 중 신약개발 과제를 대상으로 신약개발 단계, 의약품 종류, 대상 질환을 기준으로 정부 R&D 투자 현황을 분석하고자 한다. 이는 향후 신약 분야의 경제적 성과 창출을 위한 정부의 투자 방향과 전략 수립에 활용 가능할 것이다.

How Does the Concentration of Ownership Impact R&D Investments? Evidence from Korean Pharmaceutical Firms (소유 집중도가 기업 연구개발 투자에 미치는 영향: 국내 제약 산업을 중심으로)

  • This paper examines how the concentration of ownership in firms influences the R&D investment decision and whether the type of a firm's management (i.e, the owner-manager or professional manger) differentiates the relationship between the ownership concentration and R&D investments by using data of Korean pharmaceutical companies between 2004 and 2008. The results show that the share of the largest shareholder and R&D investment have an inverted U-shaped relationship, and whether a CEO is an owner or a professional manager affects the curvature of the inverted U-shaped relationship. Specifically, when a firm's CEO is a professional manager and the share of his stock is small, increase in the CEO's share increases the R&D investment in the larger amount than when a firm's CEO is an owner. This is because the increase in ownership reduces agency cost; However, when the share of his stock is large, the increase in CEO's share decreases R&D investment in the larger amount than when a firm's CEO is an owner. This is because a professional manager gets concerned over excessive risk exposure more than an owner-manager does.

An Empirical Study on the Effect of Venture Capital Investment on the Technological Performance of SMEs (벤처캐피탈 투자가 중소벤처기업의 기술적 성과에 미치는 영향에 관한 연구)

  • This study analyzed the impact of the investment of venture capital firms(VCFs) on the technological advancement of SMEs, which could be represented as the numerical increasement of patents. The results of this study are as follows: the higher proportion of VCFs' shares or the higher intensity of R&D, the more positive impact has been shown in the technological advancement of SMEs. Also, the joint investment of VCFs or the leading investors' stock acquirement had a positive impact on the technological improvement of them. Meanwhile, the meaningful relationships of company-size and the technical manpower with technological development were not identified although they were marginally positive. Those could be interpreted that the VCFs' supervision and control, including their managerial and technical advice, over invested companies display effectiveness for SMEs. It could also be interpreted that investors concentrate their investment on the relatively stable companies or the companies which other investors already finished screening.

Analysis on the Spillover Effect of Firm's R&D Investment (기업 내 연구개발투자의 경제적 파급효과 분석)

  • R&D investment has rised in recent years. Korea's R&D budget is 43.8 trillion won which is 3.74% adjusted gross domestic product in 2010. Technological advances and technical inovation will bring productivity growth to Firm and Firm's productivity growth will increase GDP in sequence. Therefore the importance of study on the Firm's R&D industry is getting growing. In this study we attempt to analyse the economic impact of the Firm's R&D industry through several years using an inter-industry analysis. Specifically, this study analyze production-inducing effect, value added inducing effect, and employ-inducing effect based on demand-driven model. The analysed results of year from 1995 to 2009, the Firm's R&D investment increases production-inducing effect, value added inducing effect, and employ-inducing effect with the course of time. This means that influence of the Firm's R&D industry has increased.

R&D Investment and Project Performance : Research on Industrial R&D Programs of Government (연구개발투자의 성과에 영향을 미치는 요인에 관한 연구 : 정부의 산업기술개발사업을 중심으로)

  • The purpose of this paper is to give policy implications for relevant policy-makers by analyzing factors affecting performance of industrial R&D programs of the Ministry of Knowledge Economy. The independent variables are type of project leader organization(Big Enterprises, SMEs, Ventures Businesses, Public Research Institutions, Universities), cooperative or noncooperative R&D among industry-university-research institution, total number of project participant organization, total R&D investment, and the ratio of private investment to total R&D investment. The dependent variables are domestic or foreign patents granted and domestic or foreign papers accepted. The method of analysis is Poisson Regression analysis operated by STATA. The results of this research are follows ; Universities show higher R&D performance compared to enterprises or public research institutions in terms of patents and papers as well. Venture businesses show higher patent performance compared to SMEs. Inverted U-shaped relationship between total number of project participant organization and R&D performance is not supported. The higher total R&D investment, the higher R&D performance. The higher the ratio of private investment to total R&D investment, the higher R&D performance.

The Effect of Abnormal Investment on Analyst Earnings Forecast (비정상투자가 재무분석가의 이익예측에 미치는 영향)

  • In this study, targeting KOSPI and KOSDAQ listed companies, the relationship between the abnormal investment of companies and analyst earnings forecasts was empirically analyzed. The analysis period of this study spanned from 2003 to 2015 (with that of dependent variables spanning from 2004 to 2016) based on the variables of interest, and among the companies whose earnings per share forecasts were announced by financial analysts, the final sample of 4,917 companies/year that meets the research condition was selected as the target analysis. The results of the empirical analysis are as follows. First, it turned out that the more total abnormal investment, abnormal R&D and abnormal CAPEX investment, the more accurate were analyst earnings forecasts. Second, the more total abnormal investment, abnormal R&D, abnormal CAPEX investment, the more pessimistic analyst earnings forecasts tended to be. Further analysis has shown that these results came more from over investment groups than under investment groups. The results of this study are expected to make additional contributions to the existing studies in that the abnormal investment is considered as a determinant of analyst earnings forecasts.

An Analysis of the R&D Investment Efficiency in Power Industry (전력산업의 연구개발투자 효율성 분석)

  • The R&D investment of power industry has significant influences on the social welfare as well as national economy. It is necessary to analyze how efficient the R&D investment has been performed. The objective of this study is to verify the efficiency of the R&D investment in the domestic power industry. A formula was introduced to by calculate the appropriate amount of R&D investment of monopolistic industry under the regulations which are determined by the proportion of R&D elasticity and price elasticity. It has resulted that there would be no economy of scale as the sales of electricity increases at the same rate of the increasing cost. The R&D investment in the present electricity industry has been performed inefficiently by showing the negative impact on price-cost margin of the intensity of R&D investment, which is the extent of R&D investment to reinforce economy of scale.

An Empirical Study on R&D Effectiveness of IT SMEs (IT중소기업의 R&D시스템 효과성에 관한 실증연구 : 대구경북지역을 중심으로)

  • This study aims at investigating the effectiveness of SME's R&D system empirically. Specifically, this study analyze the relationships among R&D inputs(R&D investment, R&D human resource management), process(R&D planning, external network, internal cooperation), and output(technological innovation). A questionnaire was developed to measure the above variables. To test these relations, data were collected from the small and medium-sized IT firms located in Daegu-Kyungbuk region. The survey data of 154 firms were integrated as the empirical base for testing the relations. Most respondents were from the managers. Structural equation modeling analyses were used to examine the relations. Major results are as follows: Firstly, R&D HRM was positively and significantly influenced on the R&D planning. Secondly, R&D planning was positively and significantly affected on the external network, internal cooperation, and technological innovation. Thirdly, the both relations between R&D investment and R&D planning, and external network and technological innovation were not significant statistically. These results suggest the following implications. First, R&D human resource management is very important for IT SMEs. Secondly, internal cooperation mediates R&D inputs and technological innovation by approaching the other department's unique resources and by sharing the cost of new resource development. Several future researches need to overcome the limitations of this research. First, this study's sample was based on the small and medium-sized IT firms just located in Daegu-Kyungbuk region. This limitation may imply that empirical results can not represent overall small and medium-sized firm's situations. Therefore, future research needs to include different samples. Secondly, this study depends on the latitudinal study.

The Effects of R&D Expenses and patents on the Firm value (특허권과 연구개발비 지출이 기업가치에 미치는 영향)

  • This study examines the relationship between R&D spending and patent rights, which are suggested by firms as a way to increase their firm value. Specifically, we examine the relationship between research and development costs and patent rights, and see if there are any differences in the influence of two variables on firm value. The period of this study is from 2005 to 2016, and the sample of companies used in the research including the patenting companies is composed of 333 companies in total. The results of the study are as follows. First, the cost of R&D expenditure and capitalized R&D expenditure showed a significant positive correlation with patents. Second, R&D spending did not show a significant relationship with firm value, but patent rights showed a significant positive correlation with firm value. However, firms that spend a large amount of R&D expenditure (RDD), such as research and development expenses, showed a significant positive (+) value and a patent dummy (PATD). Third, in the analysis of the difference between the dummy of research and development and the patent dummy, the enterprise value of a company that invested a lot of patents and research and development expenses was high. The contribution of this study is to examine the relevance of corporate value to R&D investment for patents. On the other hand, there are various variables that can be used as a sample of patents.

A Study on the Determinants of Technological Level in Korean Bioenergy Firms (한국 바이오에너지기업의 기술수준 영향요인 분석)

  • This study analyzes the technological level of Korean bioenergy firms and its determinants by using a multiple logistic regression analysis based on a survey. As the result of analysis, the technological level of Korean bioenergy firms has been positively influenced by the firm size, R&D investments and R&D manpower, but negatively influenced by the competition in domestic market and economy of scale. The policy implications of this study are related to achieve the economy of scale and coevolve between demand and supply-firms for the improvement of the technological level of Korean bioenergy firms.
