A Study on Big Data Maturity Assessment Framework for Corporate Data Strategy and Investment (기업 데이터 전략과 투자를 위한 빅데이터 성숙도 평가 프레임워크 실증 연구)

  • The purpose of this study is to develop and demonstrate a framework for evaluating the maturity of big data for effective data strategy establishment and efficient investment of companies. By supplementing the shortcomings of the evaluation developed so far, a framework was developed to evaluate the maturity of a company's big data in an integrated process. As a result, four evaluation areas of 'Vision and Strategy', 'Management', 'Analysis' and 'Utilization', assessment items for each area, detailed content, and criteria for each stage were derived. This was verified through a survey of entrepreneurs, and the maturity level of big data of domestic companies was confirmed. As a future research direction, it is proposed to develop detailed assessment factors according to the characteristics of each industry, to develop a data utilization framework according to the assessment results, and to improve validity and reliability through adjustment of verification targets.

Signaling Effects of Government Support on Investment Attraction of Technology-based Start-ups: An Empirical Study of a Hurdle Model (기술창업기업의 투자유치에 대한 정부지원의 신호효과: 허들모형을 이용한 실증연구)

  • There often is information asymmetry between start-ups and the investors, which is because start-up companies in the early stages do not have track records. Meanwhile, since the government grants programs go through a fair and the intense competition process, the government grants can provide a more objective information for start-ups in the early stages and perform a signal function that guarantees a company's capabilities and potential. This study confirms the quantitative relationship between government grants and investment attraction by using the hurdler model. We found that, although there is the proportionate relationship between the scale of government grants and that of external funds, more than a certain amount of government grants is required for technology-based start-ups to exceed the stage of attracting their first external funds. Our findings suggest that it is necessary to consider the hurdles structure in the study of signaling theory perspective, as the mechanisms for determining whether or not to attract external funds are different from determining the level of external funds. In addition, differentiated policy support is needed to help early-stage technology start-ups go beyond the threshold of investment attraction-the creation of a 'threshold effect'.

  • 정보통신기술을 바탕으로 한 산업은 산업화시대의 기간산업에 비해 지식 및 기술집약적 산업으로서 기업 및 산업의 경쟁력의 원천은 바로 지속적인 연구개발을 통한 새로운 아이디어와 기술의 창출에 있다고 할 수 있다. 정부에서도 정보통신 분야에서의 연구개발 투자에 대한 중요성을 인식하고 지속적으로 연구개발에 대한 투자를 확대해 왔다 그러나 정보통신연구개발 투자의 지속적인 증가에도 불구하고 관리적 측면에서는 아직까지 효율적인 관리가 확립되지 못하고 있는 실정이다. 따라서 본 연구에서는 먼저 현행 정보통신연구개발 관리가 어떻게 수행되고 있는 지를 과제선정과정과 선정 후 관리과정으로 구분하여 각각에 대한 현황조사를 통해 그 실태를 파악한다. 그리고 그러한 실태분석을 통하여 현행 연구개발 관리체제가 안고 있는 문제점을 지적해보고, 마지막으로 문제점들을 극복할 수 있는 정보통신 연구개발의 효율적 관리체계를 확립하기 위한 개선방향을 모색하고자 한다.

  • 본고에서는 다음 몇가지 사항을 중심으로 산업계에 있어서 고급 인력 수급의 문제점및 그 해결방안에 대해 언급하고자한다. 첫째, 기업연구소및 생산종사자는 새로운 지식의 재충전을 통하여 생산현장에 적극적으로 응용하려는 자세를 가져야 한다. 둘째, 산업계에서의 인력개발은 이론과 실무를 겸비할 수 있는 방향으로 이루어져야 한다.셋째, 이제는 기업도 중장기적인 연구 개발에의 지속적인 투자를 통하여 기술혁신및 경쟁력있는 신제품개발에 전력해야 할때이다. 마지막으로 학계및 정부 출연연구소는 기업의 기초연구 부문을 지원할 필요가 있다.

A Study on Determinants of R&D Efficiency of Technology-Innovation SMEs: Considering the Moderating Effect of CEO's Competency (기술혁신형 중소기업의 연구개발 효율성 결정요인 분석: 경영주역량의 조절효과를 고려하여)

  • This study presents the determinants of R&D efficiency as the focus on CEO's competency, which influences R&D competency and R&D efficiency. The research samples are 6,708 technology-innovation small and medium-sized enterprises (SMEs). The independent variable is the R&D competency(existence of R&D organization, level of R&D personnel, R&D personnel management, R&D investment), the dependent variable is R&D efficiency. The moderator is the CEO's competency(experience level in its own industry, technical knowledge level, technology management strategy, management ability). R&D efficiency measures the relationship between inputs(level of R&D personnel, R&D investment) and outputs(patent applications, prototype) by the DEA. and the determinant analysis uses Tobit regression. As a result of the analysis, the existence of R&D organization and R&D personnel management is positively significant, level of R&D personnel and R&D investment is negatively significant for R&D efficiency. The moderating effect of CEO's competency on the relationship between the R&D competency and R&D efficiency is significant determinants of CEO's experience(experience level in its own industry, technical knowledge level) and technology management strategy. The finding is to measure the efficiency of R&D performance, and to analyze its determinants as the moderating effect of CEO's competency, using the technology appraisal data. In the conclusion session, the limitations of the research and future research directions were discussed.

Heterogeneity in the Effects of FDI on Firms' Productivity in South Korea: A Quantile Regression Approach (외국인투자가 국내기업의 생산성에 미친 효과: 분위회귀 접근법)

  • This study analyzes how heterogeneous across firms' productivity level the effects of foreign direct investment (FDI) on the productivity of firms in a host country are. The study uses firm level data over 2000~2009 in South Korea and takes a quantile regression approach to estimate FDI's heterogeneous effects on the invested firm ('direct effects') and other domestic firms in the industry to which the invested firm belongs ('intra-industry spillover effects'). Major empirical results are as follows. In manufacturing sector, FDI has positive and statistically significant direct effects on the invested firm. In addition, the higher the quantiles of firms' productivity level are, the larger the positive productivity effects are. FDI also has positive and statistically significant intra-industry spillover effects on domestic firms in low quantiles of productivity while it has negative and statistically significant or insignificant spillover effects on those in high productivity quantiles. In service sector, on the other hand, Sufficient evidence is not found that FDI has statistically significant direct effects or intra-industry spillover effects. Taken together, the study suggests that FDI has heterogeneous effects on the productivity of firms in host country, depending on the firms' productivity level and sector.

  • The purpose of this paper is to give policy implications for relevant policy-makers by analyzing factors affecting performance of industrial R&D programs of the Ministry of Knowledge Economy. The independent variables are type of project leader organization(Big Enterprises, SMEs, Ventures Businesses, Public Research Institutions, Universities), cooperative or noncooperative R&D among industry-university-research institution, total number of project participant organization, total R&D investment, and the ratio of private investment to total R&D investment. The dependent variables are domestic or foreign patents granted and domestic or foreign papers accepted. The method of analysis is Poisson Regression analysis operated by STATA. The results of this research are follows ; Universities show higher R&D performance compared to enterprises or public research institutions in terms of patents and papers as well. Venture businesses show higher patent performance compared to SMEs. Inverted U-shaped relationship between total number of project participant organization and R&D performance is not supported. The higher total R&D investment, the higher R&D performance. The higher the ratio of private investment to total R&D investment, the higher R&D performance.

  • Korean construction companies have maintained stable market share based on high technology and cost competitiveness although international construction market has been stalled due to increasing global economy uncertainties. However, Korean construction companies have relied heavily on the general types of projects in Middle East and Asia although the portion of different types of projects such as Build-Transfer-Operate (BTO), Build-Transfer-Lease (BTL), and Public-Private-Partnership (PPP) has been increasing in the market. When delivering huge projects requiring contractors deal with activities from project planning to operation, securing finance sources and profitability is deemed critical. Therefore, Korean construction companies need more attentions on the construction market supported by Multilateral Development Banks. However, Korean construction companies have not utilized effective strategies for the market entry and also government supportive policies are not useful enough to help construction companies. This study aims both to analyze the contract structure of Korean construction companies for presenting critical factors that need to be prepared and to suggest various methods that can be applied to support construction companies that have much interest in the Multilateral Development Banks. According to the results of study, it is important that Korean government provide structural information system, make a specialized organization, prevent over-heating among Korean construction companies, and collaborate with Official Development Agency. In addition, it appeared that the fairness and financial stability of project have recognized main advantages of the Multilateral Development Banks.
