  • We are facing major changes such as an aging population along with the 4th industrial revolution based on ICT technologies such as artificial intelligence, the Internet of Things, autonomous driving, and factory automation. For the local governments that are indexed in high population extinction risk, it is essential to consider market expansion and re-education policies suitable for regional characteristics in order to respond to changes such as advanced industrial automation and population aging. For the reemployment of the elderly, we will analyze previous public strategies for elderly-friendly jobs, expand investment in age-friendly industries. In this study, we suggest to improvement direction of the elderly labor market in Cheonan-Si.

  • 데이터 3 법을 필두로, 기업은 개인정보가 포함된 데이터를 활용하기 위해 비식별 처리가 필요하게 되었다. 기존 방식은, 비정형 텍스트 데이터에서 정규표현식을 통한 개인정보 식별은 데이터의 다양성에 의해 한계가 명확하며, 기존의 Named Entity Recognition(NER) 태스크로 해결하기에는 언어의 중의적 표현과 2 인 대화에서 나타나는 개인정보가 누구의 것인지 판단하지 못한다는 한계가 존재한다. 따라서 우리는 기존의 한계점을 극복하고 개선하기 위해 BERT 언어 모델에 화자 정보를 학습시키고, 하나의 어절에 2 개의 tag 를 labeling 하는 방법을 제안하여 정확한 개인정보 식별을 시도하였다.

A Study on Interpretation of Cross-cumulation Clauses in FTAs: Focusing on Implications for Korean Exporting Firms (FTA 교차누적조항의 해석에 관한 연구: 한국 수출기업들의 이행방안을 중심으로)

  • The Korea-Canada FTA and the EVTA have adopted cross-cumulation clauses in their rules of origin, aiming at the enhancement of the value chains among the FTA parties. In fact, intricate rules of origin are often considered as the major cause that discourages the utilization of the agreement for the exporting firms. From this perspective, the correct understanding of cross-cumulation clauses in FTAs is an urgent mission for the Korean exporters as well, and the EVTA, which has recently introduced the cross-cumulation method in a linkage with the Korea-EU FTA provides the timely motivation. This paper first analyzes the Korea-Canada FTA of 2015 as for the case study, because this is a unique trade agreement for Korea that has already adopted the cross-cumulation clauses. It is concluded that the clause is rather vague, particularly in certifying the origins of the intermediate goods from the territory of an authorized third party. From this perspective, the recently-ratified EVTA is particularly important and meaningful with its clearer explanations for the utilization of the privileged rules of origin. The paper finalizes the study by making policy suggestions to the stakeholders, expecting more future FTAs to come equipped with similar cumulative rules of origin, and implies the possibility of the modification of the current clauses in the FTA with Canada.

  • 세계적으로 물류 자동화 시장은 2026년까지 약 44조원으로 예상되며, 연평균 10.6%의 성장률을 기록할 것으로 예측된다. 특히 국내 시장은 2025년까지 연평균 성장률 11.5%로 1조원 이상으로 전망되고 있다. 2025년까지 물류 자동화 시장은 270억 달러로 급성장할 것으로 예상되며, 반도체 분야에서 로봇이 상품 입고, 보관, 상품 피킹, 분류, 출고 작업을 담당하는 트렌드가 강조된다. 본 논문은 반도체 물류 분야를 대상으로 작은 크기와 민첩성을 갖춘 로봇을 개발하여 작업 공간을 효율적으로 활용하고 인력을 최소화하려는 목적이다. 수직 및 수평 로봇은 효율적인 자동화 시스템을 제공하며, UI를 사용하여 AGV, 선반, 스카라 로봇을 하나의 통합 시스템으로 개발하고자 한다. 특히 코드 인식, 초음파 센서, 아두이노 MCU, 스카라 로봇, AGV 등을 활용한 로봇 시스템을 개발하여 반도체 물류 작업을 효율적으로 수행하고자 한다. 다양한 분야에서 활용 가능한 스카라 로봇을 개발하기 위해 마이크로 스텝과 풀리, 타이밍 벨트를 이용한 구동 방식 등을 채택한다. 반도체 물류 센터에서의 자동화는 물류 공간의 확대와 인건비 절감을 기대할 수 있으며, 로봇 및 드론을 활용하여 인건비 절감과 효율성 향상을 통해 기업 비용 절감에 기여할 것으로 예상된다.

  • In this paper, we presented a strengthening plan to prevent personal information leakage incidents by securing legal compliance for personal information impact assessment and suggesting measures to strengthen privacy during personal information impact assessment. Recently, as various services based on big data have been created, efforts are being made to protect personal information, focusing on the EU's GDPR and Korea's Personal Information Protection Act.   • Recently, ESG management has become a global trend, receiving increasing attention from stakeholders such as consumers, investors, and governments, as regulations related to ESG disclosure and supply chain due diligence have been strengthened since the United Nations Principles of Responsible Investment (UN PRI) was announced in 2006. ESG is an acronym for the environment (E), social (S), and governance (G) and is accepted as a key factor for the continuous survival and growth of a company. As a result, there are over 600 ESG management evaluation indicators operated domestically and internationally, and numerous global initiatives have emerged. Korea's Ministry of Trade, Industry and Energy also announced "K-ESG Guidelines (December 2011)" and "K-ESG Guidelines for Supply Chain Response (December 22)" to help SMEs introduce ESG management and respond to supply chain due diligence. However, small-scale manufacturing companies with poor financial, human resources, and technological capabilities face significant challenges in introducing ESG management. Accordingly, this study aims to examine the current status of ESG management adoption in small-scale manufacturing companies with less than 150 people in Korea and propose activation plan ESG management based on the diagnostic requirements of the "Supply Chain Response K-ESG Guidelines."

  • Recently, research on intelligent IoT technology has been actively conducted by various companies and research institutes to analyze various data collected from IoT devices and provide it through actual application services. However, security issues such as personal information leakage may arise in the process of transmitting and receiving data to use data collected from IoT devices for research and development. In addition, as data collected from multiple IoT devices increases, data management difficulties exist, and data movement is costly and time consuming. Therefore, in this paper, we intend to develop an Ethereum network-based federated learning system with guaranteed reliability to improve security issues and inefficiencies in a federated learning environment composed of various devices.

Profit Efficiency in the Shipping Industry and Its Determinants (해운업의 이윤효율과 그 결정요인)

  • The purpose of this study is to measure profit efficiency in the domestic shipping industry and to examine the factors determining that efficiency. Empirical results indicate that the shipping industry's short-term profits heavily depend on physical input factors, specifically capital stock. Notably, a 1% increase in capital stock leads to a 0.84% increase in short-term profits. In terms of secondary determinants, effective management of financial indicators representing stability, profitability, and growth can reduce profit inefficiency. Additionally, larger scale correlates with higher profit efficiency, indicating the need for expansion of water transportation companies. Given the rapid increase in profit efficiency in the ocean-going shipping industry since 2020, tailored support and investment are necessary.

  • For a long time the German economy was primarily defined by large corporations and thriving small and medium-sized enterprises. Since about 2005 a second strand has started to emerge and it is one which is becoming increasingly important and is creating jobs - start-ups in the digital sector. This start-up activity is taking an important role in Germany's economic development: Start-up companies spawn innovations and create jobs, thus promoting the concept of competition. In general "start-up" refers to digitally-driven companies that are not more than five years old. Germany's start-up policy consists of three main parts. First of all, Germany has the characteristics of technology-based start-ups. The Hartz reform since 2002 has shown its focus on technology-based start-ups. In particular, it is the most appropriate for a start-up company to take the role of a new technology company to respond to changes in the global industrial structure. Second, it is approaching from a long-term perspective. In this regard, the small business policy, including Germany's new business policy, is seen as a tradition that can be consistent and can make policy decisions based on the basics rather than following the times. Third, the government is implementing policies centered on demand. Germany's start-up policy is summarized as a technology-based policy and new job creation. The policy response is that the government seeks the best combination of policies by adapting them to the times from the broad trend of employment market policies. What is important here is that policies are made based on consumers, not suppliers, in the process of policy making and implementation. With the Digital Agenda 2020 the Federal government has likewise committed itself to preparing the digital economy for international competition and making Germany the "No. 1 digital growth country in Europe". Ever since 1998 the Federal Ministry for Economic Affairs and Energy (BMWi) has awarded the "EXIST" start-up scholarship to students and graduates. The Ministry also invests in the High Tech start-up fund. Together with Kreditanstalt für Wiederaufbau (KfW) and 18 other investors from the world of business the seed investor promotes young technology companies. Germany offers start-ups a good infrastructure and lots of funding opportunities. Berlin is regarded as Europe's start-up capital and also attracts lots of international young entrepreneurs.
