The Plans for Core Personnel Management to Prevent Industrial Technology Leakage (산업기술 유출방지를 위한 핵심인력 관리방안에 관한 연구)

  • As many countries in the world including the Republic of Korea have used all their national resources in the accelerating economic information warfare, illegal leakage of industrial technologies and information has increased rapidly. The costs required for damage prevention from 2007 to 2008 are estimated at approximately KRW 180 trillion which is expected to increase gradually in future. Because the tricks of leaking key technologies are also getting increasingly systematized, sophisticated and bigger, e.g., simple theft at the individual level or the conspiracy of all the staff taking part in the research activities, we should pay special attention to technology security in addition to technology development. While there are several factors affecting such the brain drain, they usually include personal, social, political and cultural factors, for instance, very heavy educational expenditure of children compared to relatively low pay, the speedy labor market circulation for experienced personnel, or political restrictions on researches. In this context, as part of efforts made to prevent the outflow of core personnel, individual companies and research institutes should establish systematically appropriate core personnel management systems for their own organizational or business goals and principles which are intented to ensure to give better treatment and benefit to core personnel and to exercise closer supervision over them. Furthermore, the conventional personnel management system should be radically and flexibly improved in the manner of encouraging the core personnel returning to the organization to combine their external experiences with practices, instead of penalizing them. At the same time, it is necessary to train and educate core personnel through mutual collaboration and in-house training facilities as well as external academic programs operated jointly at the level of the industry. Finally, as the issues concerning the outflow of core personnel are not just problems of relevant companies and other advanced countries have devoted their best efforts to secure their own key technologies at the national level, it is urgent for the industry and the competent authorities to cooperate closely.

Analysis on the Credit Guarantee System for Creative Economy in Korea (창조경제 활성화를 위한 금융지원 방안에 대한 연구 : 신용보증제도를 중심으로)

  • Considering the network externality and spill-over effects, this paper constructs the theoretical model for analyzing the financial policies focusing on the credit guarantee system for Creative Economy, which has been set as the new policy paradigm for the Korean Economy. The analytical results show that it is as much as important to improve the efficiency of the financial markets and construct the infrastructure for reducing the information asymmetry problem which would be more serious in the creative finance. Although it is important to fill the gap due to the market failure it is also crucial to construct the appropriate financial schemes for the various stages of the innovative firms growth. Without these, the impacts of current public funding policies may crowd out the amount of private market funds for the innovative firms or reduce the possibility of commercialization of new technologies in these firms. Based on the evaluation of current related public policies from the perspectives of creative finance, we imply that the current financial policies appear to be quantity oriented not the quality based. Although the policy goals would be appropriately set for vitalizing the Creative Economy in Korea, they appear to be still unsuccessful to address the information asymmetry issue which is the major concern in vitalizing the creative economy. Thus we emphasize the market friendly policies, risk-sharing between the various market participants, revitalizing the relationship banking and efficient management of credit guarantee system in Korea based on the analytical model as well as the evaluation of related policies regarding the creative economy.

Factors Impacting Public Technology Transfer and Commercialization and Its Strategy for R&D Management (공공기술이전·사업화 영향요인 및 연구개발 관리전략)

  • The major objective of this research is to suggest the proactive strategy and management of public R&D for the active transfer of technology based on the influential factor analysis of technology transfer. This study identified influential factors which make the greatest impact on the success of public technology transfer and commercialization through three points of view-technology supplier's view, technology adopter's view and view of commercialization-which contribute to successful technology transfer and commercialization. The core influential variables for blocking technology transfer are identified such as additional technological development, search for technology adopter followed by mass production technology and testing of confidence. Technology adopter is to create new markets or expand existing markets through the superiority (innovation) of licensing technology, increasing the internal innovation capabilities and maximizing the impacts of technology. This research suggests two effective strategies for improving technology transfer such as technology planning and marketing in the view of technology license. The strategy of technology planning should be established and executed to meet both technology trends and adopter's needs. And strong patents should be secured in terms of licensing of technology. Also the technological performance should be evaluated at mid-term appraisal, confirming the needs of adopter and competitive advantage of technology and patent. In addition to this, the customized technology marketing strategy for different fields of applications is also required in order to improve the likelihood of technology transfer. If the performance of R&D organization could be evaluated by global technological competitiveness and spillover effects of commercialization rather than quantitative output, the flow of technology transfer and commercialization would be accelerated.

A Study on the Visual Characteristics of Korean Pharmaceutical Companies' CI Symbol Marks (국내 제약회사 심벌마크의 시각적 특징 연구)

  • Korean biopharmaceutical industry is a high value-added industries of the country as a key business strategy of the country. The overseas market is accelerating rapidly due to drug demand according to population aging, new drug R&D investment performance visualization, changes in biopharmaceutical R&D center, strategic foreign technology exports, and the active support of government. Therefore, the domestic pharmaceutical companies also should enhance the competitiveness as global pharmaceutical companies and need to build the image of their own company that can be trusted by consumers. This study compared and analyzed visual characteristics shown in the CI symbol mark and age-specific preferences of domestic pharmaceutical companies recognizing the importance of CI as a marketing tool. As a result, preference for the symbol mark had been shown to be significantly higher preference of the old logotype as the age group is higher being proportional to awareness. In addition, the picture-type symbol mark was totally preferred rather than the word mark. Among the picture-type symbol mark, the form of the nature was strongly preferred rather than abstract form. The company also requires a sense of responsibility for recognizing changes in the mass to the globalization. It is hoped that this study will help to develop symbol mark direction as the basis for the identity strategies to improve the image of domestic pharmaceutical companies with global competitiveness.

  • Event-based service technology integrate service to detect events that occur in real time by analyzing the response. Is the core technology for real-time business and ubiquitous service environment construction. Is required event-based service technology on business processes in real-time business environment that providing rapid response to changing and custom service using a variety of information real-time monitoring and analysis in ubiquitous service environment. Last event-driven business processes can be used as a CEP(Complex Event Processing). The core of CEP technology, the event from multiple event sources analysis of events affecting and the way to handle action, is detect complex event to user. In previous studies, an event occurs that continue to perform without the need for partial operations. so many operations and spend a lot of memory is a problem. To solve these problems, event detection technique is proposed that large streams of data without processing any events, registered to configure a complex event occurs when all events in the application layer, complex event processing. The proposed method, first using a bitmap index to manage the event occurs. The complex events of the last event in response to define a trigger event. The occurrence of an event to display a bitmap index, a composite event occurrence of all event to configure the test through the point at which a trigger event occurs. Is proposed, If any event occurs to perform the operation. The proposed scheme perform operations when all event occurs without events having to perform each of the tests. As a result, avoid unnecessary operations and reducing the number of events to handle the increased efficiency of operations.

Industry-Academy Collaboration as National Innovation System (우리나라 산학협력의 현황과 과제;국가혁신시스템 관점)

  • Industry-academy Collaboration alms to produce synergy-empowerment through co-opt between university and business within R&D and human resource management. The lack of indigenous R&D capabilities makes Korean small businesses not have sustainable competitive advantages. While the Korean government has increased the budgetary supports on small businesses since the late 1990s to enhance technological capabilities of small businesses, the competitiveness gap between large and small firms has been widened. The alternative for the government support is considered as active industry-academy collaboration. After exploring various policy measures for the collaboration with classifying them and pointing out their problems from a technological innovation perspective, this study shows the more expected roles of the collaboration to be a catalyst coordinating the R&D activities among the local small businesses, local universities, and public research institutes. Based upon the analyses, this study suggests several policy alternatives to facilitate the technological innovations of small businesses in the regional innovation clusters.

  • Due to the development of digital appliance, role of TV causes both-way by introducing IPTV, and SNS service causes big change of watching environment and residence environment. There are good conditions on the role of integrated control because it is arranged in the living room which secures movement most effectively and because family members can easily use, and the degree of use is high. Therefore, we infer user's needs by analyzing user scenario and current role of TV in home network environment. Primarily, we collect surveys of development scenario and technology which companies suggest TV applied by home network service, and secondly, we comparatively study scenario which the companies mentioned above suggest through observing user scenario, and study the role of IPTV in the future through actual scenario-based experiment by ethnography. After analyzing user scenario through case study and experiment, there are integrated device studies mainly in company study because it can be made up inside home, security and entertainment. On the other hand, there are patterns of user behavior by scenario experiment mainly in auto-tainment, security, and it showed that it is insufficient for interaction between TV and home media peripheral. Through this paper, we analyze context of home user, and based on this, we could suggest effective use of service development. Also after analyzing user form, we could know it also should be considered of ratio between activity inside home and activity outside home.

A Case Study on Core Value Education in Large Corporations in Korea (국내 대기업의 핵심가치 교육 사례연구)

  • These days, corporations which are eager to improve employees' performance and focus on consistent management highlight core values and core value education. The purpose of this research is to present a case study on the core value education administered by large corporations, to analyze and compare them, and finally present implications for the core value education. For this purpose, 5 large corporations in Korea have been selected. The data was collected from secondary sources and through interviews with the present and former educators in charge of core value education of those corporations. This study found that 5 large corporations commonly considered their core value as a main source of competitiveness and focused on the systematic core value education. But at the same time, each of them chose its own way to educate employees. Their strategies, management methods, and connection to the personnel policy differed in details. 5 large corporations were shown that they reached the level of understanding and empathy, but only 2 large corporations were interviewed as to reach the level of practice. To make core value internalized in the employees' thoughts and acts, it is required to strengthen alliance between core values and work which encourages worker's real practice in their daily lives, to have a diverse curriculum according to the work categories and regions, and to emphasize the connection with other policies especially evaluation policy.

Manufacturing Industries and Policy Agenda of Goryeong County (고령군 제조업의 실태와 정책과제)

  • The industrial development of Goryeong County was started by the operation of the Ssangrym Agro¬industrial complex in the 1980s. As of 2m3, there are 6 industrial complexes in Goryeong County which account for 80 percent of total employment and 67 percent of total production outPuts in local manufacturing. The local manufacturing industries grew steadily before the 1997 financial crisis which resulted in industrial decline and have shown again a growing tendency since 2000. In this period of growth, manufacturing outPuts are increased and the industrial structure are improved, while employment and value added are in stagnation. The major industrial agglomerations are based in Gaejin-Myun, Dasan-Myun and Ssangrym-Myun, all of which are those in which the agro-industrial complex is operated. More than half of local manufacturing finns are those which came to move in from other regions, looking for cheap labour forces, agglomeration of the related finns and the easy accessibility to transport and communication. However, such local advantages are increasingly losing due to the shortage of labour forces and the lack of industrial networks. Some policy agendas can be suggested as follows. First of all, industrial policy should attempt links with the building-up of the Daegu Technopolis and the up-grading of the local industrial structure towards the knowledge-based industries. Secondly, the local government should make efforts to establish the innovation supporting system for local firms and the industrial and residential basis.

The Effects of Relationship between Universities, Public Research Institutes and External Organizations on Performance of Technology Transfer : based of Triple Helix Model (대학·공공연구소와 외부기관과의 관계가 기술이전 성과에 미치는 영향 : Triple Helix 모형을 기반으로)

  • The Korean government is aiming to strengthen industrial and national competitiveness through the promotion of cooperation between universities, public research institutes and industry and vitalization of technology transfer. In 2013 and 2014, the Ministry of Trade, Industry and Energy and Ministry of Science, ICT and Future Planning have announced policies to support SMEs by public research organizations. In addition, in 2015, the 'Korean Fraunhofer support system', which pay government subsidies according to the amounts of private R&D funds was adopted. However, there are some concern about the government's policies. There is yet disclosed how these policies affect technology transfer because industrial R&D funding has not been activated in Korea unlike German. Therefore this paper analyzes effects of relationship between universities, public research institutes and external organizations on performance of technology transfer based on the Triple Helix Model. Empirical results show that the relationship with the government has a significant impact on the resource security and the relationship with the industry has a significant effect on the diffusion of the performance. In addition, a public research institute was selected and case analysis was conducted to suggest policy implications for improving the technology transfer performance of universities and public research institutes.
