The purpose of this study is to present meaningful information and policy implications concerning the determinants of royalties to the government-funded research centers and agencies. These groups are responsible for policies encouraging technology transfer from the public sector to the private sector. To identify key determinants of royalties in technology transfer, this study conducted AHP survey analysis (Survey period: 01/10~31/10, 2016) of 85 companies which were participants of the R&D project "Next Generation BioGreen21" of R.D.A in the "N"center from 2011 to 2015. Research results show that the critical factors include: 1)Technical considerations for determining the profitability of the technologies, 2)The interest and willingness of the management group, 3)Necessity and urgency of technology transfer. These findings suggest three main policy implications. First, the government-funded research centers and agencies should develop technologies that help companies improve their commercialization as well as the profitability in the near future. Second, government-funded research centers and agencies should consider reducing the administrative burden of the royalty payment for private companies. Third, public R&D projects should reflect the proper research schedule for technology development on the basis of the R&D time span of companies which transfer technology.

The paper suggests that there has been a shift in the allocation of bank credit from large firms to small firms before and after the economic crisis. The paper also suggests that the improved lending practices of financial institutions, at least partially, contributed to this shift of corporate loans from large firms to small firms. Comparing the periods before and after the economic crisis also suggests that some important changes occurred to the corporate bond market. The effect of firm size on the corporate bond market differs before and after the economic crisis. Before the crisis, the larger the firms, the more they could borrow in the corporate bond market. However, after the crisis, it is not the case. The following interpretation could be put forward. Before the crisis, investors in the corporate bond market expected that the government would rescue large firms if they face the risk of bankruptcies. However, the collapse of Daewoo Group in 1999 shattered the TBTF (Too Big To Fail) myth of the public. The liquidity crisis of Hyundai Group in 2000-2001 reinforced the disintegration of the TBTF myth.

New companies expecting market penetration by adopting technology commercialization process could face high uncertainty and constraints. In particular, ICT-based firms that enter competitive markets must deal with more complex situations. Although in-depth research has been done to solve the problem, there is still a lack of understanding of how startups' technology commercialization process is successful. To discuss the issue, this paper presents the technology commercialization model and determinants.(policy, finance, work team, organizational culture, overcoming the difficulties etc.) the suitability of the framework. From this analysis it emerged that the sustainability of organizational capabilities is as important as the adherence to the technology commercialization process for companies. As the organizational capacity has decreased, the driving force for technology commercialization has weakened. Therefore, the technology commercialization process does not guarantee the success of the market entry but is understood as a means of market access. If the organizational capacity is not strengthened, there is no successful technology commercialization process.

This study analyzed the factors influencing the technology transfer of Government-Funded Research Institutes from the perspective of resource-based view. In particular, we analyzed the effects of research resources, research capacity, and research results diffusion variables on technology transfer performance. The research resource variables affect the primary output of R&D (patents, research papers) but direct effect on the technology transfer performance was very weak. Among the research competency variables, patent-related variables such as patent registration, patent holdings have a significant effect on the technology transfer performance. However, the research papers have a negative effect on the technology transfer performance. The research results diffusion variables such as TLO organization and TLO budget may partly have a positive impact on technology transfer, but the statistical significance is not clear.

소규모 출판사의 경우 업무분화가 뚜렷하지 않은 상황에서 연봉제 도입은 무리라는 주장이 있다. 장기적으로는 연봉제를 신중하게 검토해야 할 것이라는 전망이 지배적이다. 그러나 연봉제 도입 이전에 열린 사고의 기업문화와 회사를 신뢰할 수 있는 환경을 마련하는 것이 시급한 과제다.
