A Critical Review of DMS Policy in Korea (DWB 도입정책에 대한 반성적 검토)

  • Policymakers' active support as well as broadcasting and telecom industries' endeavors seeking new business opportunities speed up the introduction of a new medium called DMB in Korea. Meanwhile, discussions from a critical perspective concerning the policy rationale, cultural and social implications of DMB and policy processes are rather scanty. The discussion of policy rationale focuses upon whether the rationale to introduce DMB is sufficiently valid. The discussion of DMB's cultural and social bearings is concerned with whether the implications of new media and technology are properly considered in policymaking and that of policy processes questions whether the initial conditions of DMB are appropriately structured. This study explores such issues associated with the introduction of DMB in Korea.

  • Recently orders of project in the field of oil & gas plant have been increased due to raising oil prices and consumptions. Domestic oil & gas companies are expanding into the Middle East area and all over the world. In the field of oil & gas plant, it is important to manage a technical control and a license that is occurred when developing the manufacturing processes and technologies. Because the oil & gas market has a lot of executions of the oversea construction, competitions between the advanced companies is more important. Therefore, we have to adopt systematic management style for achievements of the technical competitive power and the higher position. However, domestic oil & gas plant companies have not enough competitive powers of the license and the design phase. So, they are faced with difficulties of adopting the technology which is maximizing the effect of investments and scheduling a long-range plan. To achieve the technology management and the competitive power, this study proposes a long-range plan through the analysis of execution methods for technology management.

  • 군사훈련에서 현대의 첨단기술이 탄생시킨 모의장비 기법을 적용한다는 것은 필연의 흐름이며 시대적 요청이다. 모의장비를 도입함으로써 예산절약과 전력증강이라는 두가지 효과를 동시에 거둘수가 있다. 모의장비(Simulator)는 대부분의 사람들에게 낯설기 때문에 이를 도입하는데 주저하게 되지만, 하루속히 이러한 인식의 벽을 깨고 예산이 허용하는 범위내에서 과감하게 이러한 모의장비를 도입하고 확산시켜, 군의 전투능력을 획기적으로 향상시켜 나가야 할 것이다

  • The purpose of this study is to present meaningful information and policy implications concerning the determinants of royalties to the government-funded research centers and agencies. These groups are responsible for policies encouraging technology transfer from the public sector to the private sector. To identify key determinants of royalties in technology transfer, this study conducted AHP survey analysis (Survey period: 01/10~31/10, 2016) of 85 companies which were participants of the R&D project "Next Generation BioGreen21" of R.D.A in the "N"center from 2011 to 2015. Research results show that the critical factors include: 1)Technical considerations for determining the profitability of the technologies, 2)The interest and willingness of the management group, 3)Necessity and urgency of technology transfer. These findings suggest three main policy implications. First, the government-funded research centers and agencies should develop technologies that help companies improve their commercialization as well as the profitability in the near future. Second, government-funded research centers and agencies should consider reducing the administrative burden of the royalty payment for private companies. Third, public R&D projects should reflect the proper research schedule for technology development on the basis of the R&D time span of companies which transfer technology.

A Study on the Effect of Technology Readiness Level and Commercialization Activities on the Success of Technology Commercialization: Focusing on Public Technology (기술사업화 성공에 대한 기술성숙도 및 사업화 활동의 영향에 관한 연구: 공공기술을 중심으로)

  • There is growing interest in the function and role of public research institutes as "entrepreneurial actors" that can contribute to industrial development by commercializing excellent research outputs. On the other hand, their performance in the commercialization phase is insufficient because of the insufficient technological technology readiness level or repeatability. This study conducted probit model analysis to examine the effect of the technology readiness level and commercialization activities on the success of technology commercialization. The results showed that the possibility of success in technology commercialization increased with increasing TRL at the time of acquisition. In addition, the difference between the TRL at the time of acquisition and the current TRL (TRL Gap) does not affect technology commercialization on its own. It generates additional effects in conjunction with the TRL at the time of acquisition. Finally, the results show that technology commercialization is most likely to succeed if technology with a TRL 4-6 level is improved to TRL 9 level through a marginal effect estimation.

Air-sparging Technology for Remediation of Specific Aquifer Layer Using Surfactant (계면활성제를 이용한 오염대수층의 선택적 폭기기술)

  • Air sparging technique has been used for remediation of VOC(volatile organic compound)-contaminated aquifer. The aim of this study was to develop an innovative air sparging technique that enhances the efficiency of air intrusion into a specific horizontal layer of aquifer where the contaminants exist with the help of water-soluble surfactant. A twodimensional physical box model, packed with homogeneous sand, was used for simulating the aquifer in this study. Aqueous solution of anionic surfactant (100 mg/L, sodium dodecylbenzene sulfonate) was used to suppress the surface tension of groundwater. Three sets of experiments were conducted: air sparging experiment without surfactant application, air sparging experiments for box model where the surfactant solution was applied right above the air injection point, and air sparging experiments with surfactant solution layer formed in the middle of the box. It was found that the sparging influence zone was expanded up to five times of that formed by sparging without surfactant application. The size of sparging influence zone was more sensitive to the air flow (injection) rate with surfactant application than that without surfactant. More importantly, injection of air into the target aquifer layer was successful with surfactant application. Findings in this study are expected to provide more options for designing remediation processes using air sparging.

  • 후지필름(주)이 지난 4월 새로 내 놓은 필름 뉴 수퍼리아 시리즈 기술의 핵심은 '제4감광층 기술(일명 뉴 리얼라 기술)'이다. 이것은 인간의 눈을 통해 본 것이 뇌에 도달하는 과정 중에 일어나는 변화를 필름에 도입하기 위해 억제와 색소 보정이라는 발상을 도입한 특허 기술이다. 이 기술을 채용한 필름은 기존 필름에 비해서 그린을 억제해서 옐로우가 보다 충실하게 재현된다.

멀티미디어 방송 기술

  • 새로운 기술의 도입과 서비스에 따른 사회적 파급 효과가 매우 큰 방송 서비스의 특성상 방송기술의 개발과 표준화는 전통적으로 매우 보수적으로 진행되어 왔다. 흑백의 아날로그 방송기술이 본격적으로 상용화되고, 컬러 방송이 도입된 이후 위성과 케이블의 등장으로 많은 채널의 방송신호를 전송할 수 있는 전송기술이 도입되기는 하였으나, 사용자들의 TV 매체 수용 형태를 바꿀만한 기술적인 변화는 지난 수십 년 간 거의 이루어지지 않았다고 할 만큼 방송기술의 개발과 보급은 매우 느린 속도로 진행되어 왔다. 그런데 최근, 멀티미디어를 안정적으로 전송할 수 있는 광대역 유무선 통신 기술의 보급으로 멀티미어를 기반으로 하는 새로운 통신 서비스 창출 시도가 지속적으로 이루어지고, 디지털 방송 서비스가 본격적으로 보급되기 시작함에 따라, 다양한 방향의 방송 기술 개발이 매우 활발하게 이루어지고 있다. 이 글에서는 이러한 방송 기술의 개발 및 표준화 동향 및 향후 전망을 언제 어디서나 즐길 수 있는 유비쿼터스 방송 기술, 방송 서비스와 통신 서비스 간의 영역 구분을 없애는 방송$\cdot$통신 융합 기술, 그리고 새롭고 다양한 형태의 서비스 모델을 수용하기 위한 새로운 개념의 디지털 저작권 기술이라는 크게 세 가지 방향으로 나누어 살펴 보고자 한다.
