This study identifies interest and reasons for small- and medium-sized technological firms to increase their uses of Technopark for product innovation and development. To determine whether interest exists, a research model was built, based upon the innovative process that small and medium sized enterprises'experience when developing capabilities. The model was characterized by its entrepreneurial orientation, organizational culture and support of the Technopark. Small and medium-sized technological firms operating in Technopark were surveyed in the Fall of 2019. Responses were collected and analyzed using structural equation modeling. Among the findings: supporting greater uses of Technopark can impact a firm's performance positively by mediating new product development capabilities. Firms with relatively limited resources and capabilities are most likely to benefit from using regional innovation hubs such as Technopark to improve their innovative capabilities and performance. Government and Technopark need to develop and implement demand-based support programs, especially ones to focus on improving the innovation capabilities of technology-based small and medium-sized enterprises.

그동안 지역혁신체제론의 관점에서 지역연구개발시스템의 효율성을 분석하는 다양한 연구가 수행되었다. 하지만 (1)지역연구개발시스템의 내부 처리과정 고려 미흡과 (2)연구개발의 특수성을 고려하지 못한 효율성의 분석모형 설정, (3)투입 산출지표 설정의 타당성 부족, (4)산출된 효율성 지수의 민감도 분석 소홀 등의 여러 한계점이 존재한다. 특히 5~10년 이내의 단기간으로 접근함에 따라 지역연구개발시스템의 효율성이 어떻게 변모해왔는지 그 역동성을 상세히 고찰하지 못하였다. 따라서 본 연구에서는 1999년~2014년까지 16개 광역지방자치단체를 대상으로 네트워크 자료포락분석(Network Data Envelope Analysis: DEA)의 2단계 접근법(two-stage approach)을 활용해서 지역연구개발시스템의 효율성을 분석하고 주요 개선방향들을 논의하였다.

This paper aims to analysis sectoral innovation patterns of technological innovation and localized knowledge spillover in Korean manufacturing sector. Sectoral innovation system approach proposed that the specific pattern of innovative activity and knowledge spillover in an industry can be explained as the outcome of different technological regimes. Technological regime is defined by the particular combination of technological opportunities, appropriability of innovations, cumulativeness of technical advances and properties of the knowledge base. Based on a sample of 2,882 firms in manufacturing sector, this paper provides empirical estimates of the relationships between firm's product innovation and localized knowledge spillover. Results of the analysis provide considerable support to the hypothesis that firm's product innovation and localized knowledge spillover are related to the nature of the underlying technological regime. In the industry based on the tacit and specific knowledge, firm's product innovation is positively related to the localized knowledge spillover. This paper also shows that high stability in the ranking of innovators are related to high degrees of cumulativeness and appropriability.

This study has empirically analyzed the effect of government technology development supports on the performance of SME's (Small-and-Medium-Sized Enterprises). To analyze the effects of government technology development supports on the performance of SME's, this paper collected data from 271 Korean SMEs and tested hypothesis on the key questions. The result shows that government technology development supports had a meaningful positive effect on the performance of SMEs in terms of innovation. It was also understood that the closer the ties were with large enterprises, the higher the R&D personnel ratio was. Furthermore, when the SME was a certified venture, the government technology development supports had less influence on the SME's technological innovation. On the other hand, SME's technological innovation performance in relation to the government supports showed an improvement when the business environment of SME's was hostile. This study offers theoretical and practical implications, as it more accurately analyses the effect of government technology development supports on the performance of SME's, for which data were collected and analyzed for the same companies two separate times. Last of all, the limitation of this study is discussed in terms of the sample selection, data collection method, variables measurement method, etc.
