In the early stage of 21th century, international nuclear society was on the active look out for new direction, and had a common recognition on the necessity of innovative reactor system. To achieve this purpose effectively, several international projects have been initiated for development of new nuclear energy systems that secure stable energy supply and have improved public acceptance, safety, and cost-effectiveness. In this study, status of international projects on future innovative nuclear energy systems and technology goals of future nuclear energy systems were surveyed, and the technological features of Generation IV nuclear energy system were described.

The purpose of this article is to reinterpret the existing innovation policy with 'the societal innovation policy' framework. It is looking into characteristics of societal innovation policy and the prospects for socio-technical systems transition and citizen participation are discussed. After the discussion, new interpretation of innovation policy elements will be dealt with lenses of societal innovation policy. It sheds new light on the key elements of innovation policy, such as Innovation policy governance, industrial innovation policy, regional innovation policy, and infrastructure policy and suggests direction of policy improvements from societal innovation policy perspectives. This will be an opportunity to reinterpret the existing innovation policy measures and to approach to science technology innovation policy for system transition with participatory perspective.

지식과 정보의 창출, 확산은 국가혁신의 원동력으로 크게 부각되고 있어 선진국은 체계적이고 수요자 지향적인 과학기술종합정보시스템(NTIS)을 구축하고 있다. 그러나 우리나라는 그 동안의 노력에도 불구하고 기관별 상호 연계성 미흡, 중복 개발 운영되어 효율성이 낮고, 연구성과 관리가 어렵고 활용도가 저조하였다. 이에 정부는 기술, 시장, 산업, 인력 등이 연계된 전주기 종합정보서비스체제를 구축하여 과학기술정보종합상황판 구축 활용하고자 한다. 언제, 어디서나 편리하게 이용할 수 있는 시스템 구축으로 하나의 창구로 종합적인 과학기술 정보의 획득이 가능하게 되고 국가연구개발 상황을 종합적으로 파악, 분석하여 투명하고 개방적인 연구관리 지원체제로 지식 정보의 체계적인 창출, 확산, 활용 및 공유를 통해 연구개발 생산성 제고 및 새로운 혁신체제를 구축할 계획이다. NTIS 구축의 향후 과제로는 (1) 연구기획 강화를 위한 R&D모니터 및 조기경보시스템 구축, (2) NTIS 표준화의 선결적 추진이 요구된다. 4가지 표준화 영역 중 기술요소표준을 제외한 3개 영역은 별도의 표준화 과제 수행을 통해 추진하되 분류표준 중 기술분류 표준은 인력, 장비, 기자재는 물론, 사업/프로그램 및 과제관리기관 등과 관련성을 가지므로 NTIS표준화의 핵심이 될 것이다.

Science and technology are regarded as public goods and knowledge in traditional innovation theory. Also, linear innovation model and technological determinism are derived from its theory. This is changed, however, in new innovation theory. Social shaping of technology is emphasized and interaction, network, system characters of innovation process are involved in its theory.

The service industry is drawing economic growth, and the financial service sector among service industry takes major share. So it is needed to increase the productivity and efficiency through the service innovation of making a good process, standardization, automation. But contrary to manufacturing industry, the difficulty to measure the characteristic of productivity, quality and innovation in service sector requires more scientific and systematic method for service innovation. This paper will search for financial service innovation strategy with service science by the case review of KOTEC's technology rating system. The case may infer that strategic technology management capability along with customized financial service infrastructure is important.

기업을 둘러싼 환경은 점점 더 어려워져서 사업스피드, 가격경쟁, 납기 등 모든 면에서 우위를 유지하지 않으면 경쟁을 이겨내기 어려운 상황이 되었다. 그런 가운데 각 공장내의 합리화 활동만으로는 한계에 다다라, 앞으로는 고객과 업체(제조공장)를 어떻게 가깝게 하는가가 이 기업경쟁을 이겨내는 키가 되고 있다. 미쓰비시전기는 정보시스템을 구성하는 각 서브시스템을 구성하는 각 서브시스템 및 데이터베이스의 통합화와 리얼타임화를 위해 ERP(Enterprise Resource Planning)패키지의 활용을 기본으로 한 정보시스템의 혁신을 1994년에 시작하였다. 그 결과로 다수의 국내$\cdot$해외의 공장, 판매, 물류, 그리고 이들의 프로세스에 관계하는 관련회사를 포함한 공급체인점 전체에서의 최적화를 지향한 정보시스템화에 더욱 힘쓸 필요가 있다. 요사이 수년간 같은 업종의 회사들에서는 총체적인 개혁을 추진하면서 키파트를 정보화장비에 두고 적극적으로 활동을 전개하고 있는 상황이다. 한편 정보시스템화 기술은 그전의 호스트 중심형 이용기술에서 일전하여 클라이언트/서버시스템 이용기술, 통신기술, 인터넷/인트라넷 이용기술 등으로 급속히 변화하고 있으며, 이들 선진기술을 확실하게 도입할 필요가 있다. 이 논문에서는 현재의 정보시스템 혁신상황을 소개함과 동시에 앞으로의 정보시스템이 나아가야 할 방향에 대하여 기술한다.

지역단위의 분권화에 따라 각 지역적 상황과 산업적 시장적 환경과 내생적인 역량을 바탕으로 혁신클러스터 성장전략을 수립하는 것이 국가 및 지역의 발전전략에 필요한 보편적인 혁신전략이 되었다. 본 연구는 부산지역 혁신시스템의 구성요소인 대기업 및 벤처기업 근무자를 대상으로 혁신클러스터의 평가요인에 대하여 정책적 지원 제도, 사회적 인프라, 혁신주체 간 네트워크 환경과 각 요인별 세부 항목에 대하여 중요성을 판단하고 정책적인 시사점을 획득하고자 하였다. 방법적으로는 부산지역 대기업 및 벤처기업 종사자 20명을 대상으로 한 설문 응답 결과를 AHP(Analytic Hierarchy Process)를 이용하여 결과를 도출하였고, 그 결과 혁신주체 간 네트워크 환경이 가장 중요한 요소이며 그 중 공동연구 및 기술협력 부문이 가장 중요한 것으로 나타났다. 본 연구를 통하여 부산지역의 특성을 충분히 고려한 지역혁신시스템의 강점과 취약점을 분석하고 정책적으로 더 강화시켜나가야 할 부분을 확인할 수 있다.

This paper reviewed outline of Strategic Niche Management(SNM) and its usefulness and limits as policy tool. SNM is based on Multi Level Perspective(MLP) that traces technological innovation and makes transition of lock-in socio-technical system. This approach is one of systematical then traditional one, market failure approach. SNM had get a attention not only as a analytical frame of technological development, but also tool of radical innovation, although its limits of theoretical and empirical immaturity. SNM could provide a new perspective to analysis and action within urgent needs of alternative innovation policy for aging society, news energy policy for sustainable and disaster policy in danger society.
