Under the great influence of ICT technology, China is forging ahead steadily and rapidly in the area of smart farming. In the last decade, Chinese government has carried out strategic plans to promote its economic development in agriculture, such as the plan of Made In China 2025 and One Belt One Road initiative. This thesis's objective is to analyze how such plans and initiative can provide 'windows of opportunity' to the development of smart farming industry in China. China led the development of smart agriculture by making a T-shaped rise which is composed with 'One Belt One Road Initiative and Made in China 2025 Plan. This thesis is divided into three types as path-following catch-up, path-skipping catch-up, path-creating catch-upAs this thesis also manages to provide some implications on the export strategies of South Korea's smart farming industry by understanding chinese samrt farm industry.

This study presents a developmental pattern of technological capability of catching-up players in terms of production, investment, innovation and networking capability. In order to do this, the study develops an analytical framework and examines the experience of the Korean semiconductor industry. Although the presented pattern in the study is not a general pattern for all catching-up players, this pattern implies one of the useful dynamic strategies for catching-up players in developing countries. In addition, this study discusses its contributions and further research areas in the last part of the paper.

미국은 자유민주공화정치 체제하에서 과학자들이 자유로이 연구하고 그 연구결과로 이익을 추구할 수 있어서 민간인 연구가 활발하였다. 여기에 미국 정부는 군사적 필요에 의해 군사과학에 투자하여 여기서 얻은 기술을 민간산업으로 확산하였다. 미국은 첨단과학기술이 유럽, 일본 그리고 러시아에 도전 받을 때마다 즉각 정부에서 연구소의 전문가와 대학교 교수들의 자문을 받아서 대응책을 마련하여 교육과 연구분야에 집중투자해 뒤진 분야를 추격하고 있다. 민간인의 자율연구와 정부의 지원연구가 잘 조화를 이루고 있는 것이 미국의 과학기술 정책이다.

The primary purpose of this paper is to identify the development of education and training for the human resource development in the view of technology management. For this purpose, a research is developed based on the relevant literature reviews and empirical studies. Data have been collected from 110 firms in Daejeon city and tested by the frequency analysis and various statistical methods. The results of this empirical studies are summarized as follows. We classified in company competitive power as innovators, leading chasers and late chasers. The innovators, leading chasers and late chasers demanded the management of technology. They also demanded the middle manager, the CEO and R&D researchers as a important position in this demanding of the management of technology and its human resources of the market and technologies. Department of marketing and the executives and staff members find it important. We departmentalized the management of technology with the Daejeon region's strategic industries. Information technology(IT) industries thought that the middle manager, CEO and R&D department were important. Bio-industries thought that the CEO and the middle manager and R&D department were important. The high-tech parts materials industries thought that the middle manager, R&D department and marketing department considered as important.

Today, the phase of modem war is very different from past war. That is, the winning of war depends on the ability to obtain information and high technology. The purposes of this research are to propose an effective R&D governance model in national defense sector and to present R&D strategy for obtaining core national defense technology. As a part of collaborative innovation, the strategy to exchange R&D results actively between the defense sector and the private sector will be discussed. The main contribution of this research is dearly defining the concept of R&D governance in national defense sector and applying it to an actual case. The national defense R&D governance model proposed in this paper is based on the characteristics of national defense R&D which are different from other industries. The analysis of business success factors for national defense R&D through the T-50 case study is presented in detail. The T-50 case study reveals the importance of strategic intent, core technology knowledge base, organizational structure, and project management.

어육 연제품은 어육에 소금을 첨가 고기갈이하여 염용성 단백질을 용출시켜, 각종 부원료를 첨가하여 가열 겔화한 제품의 총칭이며, 최근 동북아시아 뿐 아니라 구미 각국에서도 소비가 확대되고 있다. 우리나라는 1997년 세계어묵의 생산량 4위, 그리고 소비량 2위로 국내 수산삭품에서 연제품이 차지하는 비중은 단순 냉동품을 제외한 2위이며, 수산가공식품시장에서 가장 큰 시장을 형성하고 있다. 그러나 지금까지 자체 개발 기술 없이 일본에서의 기술도입 등으로 제품을 생산하여 왔으므로, 중국등의 후발국의 추격을 받아 국제적인 경쟁력이 취약한 실정이다. This paper examines the development of smelting reduction process in POSCO from 1990 to 2007 with the perspective of post catch-up technological innovation. POSCO paid attention to smelting reduction process as a sort of next-generation iron and steel technology, and implemented COREX (coal ore reduction) by the cooperation with V$\"{o}$oest. In addition to this, POSCO started to develop FINEX (fine iron ore reduction) which can use abundant powder ore, and FINEX was developed through model plant, pilot plant, demo plant, and commercial facility. POSCO came up to innovation leader beyond fast follower by securing almost technologies concerning FINEX. The case of smelting reduction process shows various characteristics including appropriate technological choice, successive scale-up, spiral development system, complementary technological cooperation, long-tenn investment, the existence of top management's leadership, and Korean government's support in early stage. This case can be interpreted as a path-revealing innovation in the middle of technological paradigm change.

Korean eyeglasses export has continuously decreased at the annual average rate of 10% since year 2000. On the other hand, China - the number 1 competing country - is chasing after Korea while accomplishing average 20% of export increase per annum after year 2000. Considering these factors, main cause of stagnation in domestic eyeglasses industry can be seen as China's pursuit propelled by their low labor costs as well as investment on Research &Development. Other important causes are insufficient investment on R &D, decrease in competitiveness due to increase of import, deficiency of exploitative ability on own brand and own design, lack of infrastructure in eyeglasses expo, and etc.

In recent years, the semiconductor industry has shifted to the nanoscale, gaining importance in various fields. This study analyzes the technology competition among 38 major players in the area of atomic layer deposition (ALD) technology, which plays a pivotal role in the development of nanotechnology in semiconductors. To do so, we analyzed inter-firm, inter-country, and inter-sector competitiveness based on 6,414 ALD patents registered with patent offices in major countries over 21 years. To measure competitiveness, we used two-dimensional patent maps that combine patent indicators such as patent entry time, patent growth rate, patent share, RTA, PII, and PFS indexes, and related patent indicators. The study reveals new facts about patent competition and technology catch-up at the firm, subsector, and country levels, with practical implications.
